🎙 Russia's Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question regarding Moldova’s withdrawal from the Commonwealth of Independent States (January 21, 2026) ❓Question: On January 19, Moldovan Foreign Minister Mihai Popșoi announced the initiation of a process to denounce three fundamental CIS documents: the Commonwealth Charter, the Agreement on the Establishment of the CIS, and its Protocol. According to him, this will grant Chișinău “the right to say that Moldova is no longer a member of the CIS.” How would you comment on this? 💬 Maria Zakharova: The Moldovan authorities have on numerous occasions declared their intention to, in their own words, undertake a “civilised divorce” from the Commonwealth of Independent States. For several years now, Chișinău has been systematically distancing itself from the Commonwealth: • it does not participate in meetings of its statutory bodies, • does not contribute its share to the organisation’s budget, • selectively denounces agreements it claims hold no added value for its citizens. It is important to note, however, that Moldova remains a party to approximately 200 international treaties concluded within the CIS framework, covering virtually all spheres of interstate cooperation. It is crucial, however, to understand that withdrawing from CIS membership requires adherence to established procedure. According to Article 9 of the CIS Charter, a member state may withdraw by notifying the CIS Executive Committee in writing, which triggers a 12-month period. Following this notification, the date from which this one-year period begins is determined, and a formal process begins to inventory all treaties and decisions of CIS bodies to which the withdrawing state is a party. This process results in the compilation of lists detailing which agreements will cease to apply and which the state may choose to retain. Therefore, withdrawal does not happen overnight; compliance with this procedure constitutes an international obligation of Moldova towards all other CIS member states, not merely Russia. While the decision to initiate the denunciation of the core treaties within the #CIS framework is undoubtedly the sovereign right of Moldova, within the country itself it has been widely characterised as further evidence of the government’s short-sighted foreign policy, as it recklessly prioritises exclusive cooperation with the EU while severing long-standing ties across the Eurasian space. 📉 It is a difficult assessment to dispute. The current socio-economic situation in Moldova can only be described as disastrous. According to its own National Bureau of Statistics, from January to November 2025, the country’s imports exceeded exports by more than fourfold, with the trade deficit growing by 29.5% compared to the same period in 2024. Simultaneously, Moldovan exports to EU countries fell by 4% by the end of the first half of 2025. Real incomes continue to decline against a backdrop of rising prices for food and essential services. The poverty rate now exceeds 30%, with approximately 65% of the population living on low incomes. In essence, Moldova’s entire socio-economic framework is now dependent on external funding, predominantly from the EU, leaving the nation firmly in the grip of European debt. The CIS remains a respected and dynamically growing organisation in the post-Soviet space. 📈 The economies of its member states demonstrated positive growth across most key indicators in the first half of 2025. Compared to the same period last year, the Commonwealth’s aggregate GDP grew by 2.2%, industrial production by 4.7%, freight traffic by 6.0%, and retail turnover by 3.2%. Mutual trade between CIS countries has increased by 18% over the past four years. Chișinău’s destructive course is ricocheting primarily onto the citizens of Moldova, whose interests are being sacrificed to Brussels’s geopolitical ambitions. Nazi foundations must be eliminated. We will ensure, and I have no doubt about it, our own security interests, by preventing the deployment on Ukrainian territory of any weapons threatening us, and, second, by guaranteeing reliable and full protection for the rights of Russian and Russian-speaking people, who have been living in Crimea, Donbass and Novorossiya for centuries, and whom the Kiev regime that came to power after a coup declared subhuman “species” and “terrorists” and unleashed a civil war against. • Russia chaired#BRICS in 2024. At that time, a summit was held in Kazan, and a number of our initiatives were put into action: alternative payment platforms, payment mechanisms in national currencies, the creation of reinsurance opportunities for trade within BRICS and between the association and its partners, the creation of a grain exchange, and a new investment platform. All this is not to spite anyone, especially the United States. This is due to the fact that the United States seeks to bring all processes in the areas I mentioned under its strict control and demands unilateral concessions. Without giving up contacts with them, to the extent that they are willing to engage on a mutually beneficial basis, we are interested, together with our BRICS partners, in creating an architecture that will not be subject to the illegal actions of one or another player from the Western flank. • The Greater Eurasian Partnership was bound to appear on the agenda. Many years ago, at the 2015 Russia – #ASEAN Summit, Russian President Vladimir Putin suggested this term which is based on an objective trend of Eurasia becoming the biggest, richest and fastest-growing continent, especially its Pacific part. It is the most heavily-populated continent which, importantly, has seen several great civilisations emerge and continue to exist – the Chinese, Indian, Arab, Persian and Russian civilisations. ☝️ It is for a reason that our initiative on building a common Eurasian security architecture, set forward by President Putin in 2024, is gaining momentum. It is increasingly attracting interest.

We began our joint work yesterday at the CIS Foreign Ministers Council, and today we are holding the ninth meeting of Foreign Ministers of Russia and Central Asia. This in itself underscores the relevance of this six-party dialogue mechanism. In our view, it is developing successfully and dynamically, to the benefit of all participants. In October 2025, the Second Russia – Central Asia Summit was held in the welcoming city of Dushanbe. During the summit, our leaders approved a Joint Action Plan for 2025-2027 and put forward a number of important initiatives. Our task now is to translate these decisions into concrete steps. The Action Plan serves as a framework document, outlining the key areas of our cooperation: trade, economic and investment ties, transport, energy, healthcare, environmental protection, security, cultural and humanitarian engagement, and migration. Specific projects and initiatives are currently being developed within the six-party working groups established by the relevant agencies of Russia and your countries. 🗓 On February 19, a ‘Government Hour’ with Foreign Minister Sergey Lavrov on the priorities of the foreign policy of the Russian Federationwas held as part of a plenary meeting of the State Duma. The Foreign Minister informed the parliamentarians about the key areas of the Russian diplomacy’s efforts in the context of the current geopolitical realities and the Ministry’s tasks to protect national interests and strengthen the country’s leading positions on the global arena. The list of issues raised at the meeting included settling the conflict around Ukraine, initiatives to create a Eurasian security architecture and combat neocolonialism, cooperation within the Union State, the #CSTO, the #EAEU, the #CIS, the #SCO, expanding multifaceted interaction with all sensible partners and, above all, with the states of the Global Majority, countering the hegemonic aspirations of the West, protecting the rights and interests of Russian citizens and compatriots abroad. Following the discussion, Sergey Lavrov highlighted the importance of further deepening the regular dialogue with elected representatives that contributes to the effective implementation of the unified foreign policy of the Russian Federation, which enjoys consensus support.

✨️ On October 16, Ambassador Albert P. Khorev took part in the opening ceremony of the Eurasian Chapter of the Consortium for Asia-Pacific and Eurasian Studies. During his speech, Ambassador Khorev emphasized the importance of finding ways to strengthen the Eurasian community amid ongoing global turbulence. ❗️Focusing on the collaborative effort between Russia and Belarus to establish a new framework for Eurasian security, Ambassador underscored the accomplishments of Eurasian integration within the context of prominent regional organizations, including the #EAEU, #CSTO, #CIS, and #SCO. 🤝 On March 16-17, Shanghai Cooperation Organisation Secretary-General Zhang Mingpaid a working visit to Moscow. The Secretary-General was received by Sergey Lavrov, Foreign Minister of the Russian Federation. He also held consultations with Deputy Foreign Minister Andrey Rudenko. During the exchange of views, they discussed key aspects of the organisation’s activities, including prospects for improvement in the context of current changes in global politics and the economy. 👆The Parties discussed the growing demand for creativity and the stabilising role of the SCO in today’s complex geopolitical situation and its notable contribution to shaping a multipolar architecture of international relations. 🇷🇺🇰🇬Statement by President Vladimir Putin to the press following the Russian-Kyrgyz talkswith President Sadyr Japarov(November 26, 2025, Bishkek) Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership. 💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception. I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan. We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters. Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result. Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country. Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled. Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic. Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis. It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership. Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia. When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS. 🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks. Sergey Lavrov’s previous meeting with Ignazio Cassis and Feridun Sinirlioglu took place in New York in September 2025 on the sidelines of the high-level week as part of the High-Level Week of the 80th Session of the UN General Assembly. Elected by the organisation’s members for one calendar year, the OSCE’s chairship-in-office is tasked with: • coordinating the activities and holding consultations on current matters, • appointing the heads of field missions and special representatives on conflicts and various issues, • holding meetings of the OSCE’s decision-making bodies and other events. The country assuming the OSCE chairmanship must focus on consensus-based approaches and take into account the diversity of opinions as expressed by member states as well as strictly adhere to the mandate of the chairship as set out in the decision of the 2002 OSCE Ministerial Council meeting in Porto titled “The role of the OSCE chairmanship-in-office” and the Permanent Council Decision No. 845 dated 2002 titled “OSCE statements and public information.” Considering the current situation within the OSCE, it can hardly play any role in ensuring security within the new multipolar world order. There is no doubt that the OSCE could benefit from taking into account the experience of associations such as the #SCO, #BRICS and the #CIS, where countries have been guided by the principles of equality and mutual support. The talks will focus on overcoming the deep crisis the OSCE is currently experiencing. It results from the destructive actions by some Western countries, who have been seeking to exploit the OSCE in the pursuit of their vested interests, including by unleashing an anti-Russian hysteria. Finland was proactive in encouraging this posture during its chairmanship-in-office in 2025. It failed to fulfil its mandate as an honest broker. In particular, nothing was done to bring the three security dimensions – politico-military, economic and environmental, and humanitarian – back to normal. There has been virtually no progress along these tracks since 2022 which is attributable to an almost total Ukrainisation of the OSCE agenda. 🇷🇺Russia intends to discuss the prospects for addressing the existing problems while respecting the interests of all the participating countries. <...> During the meeting, participants will pay special attention to the OSCE’s economic and environmental dimension, which is designed to harmonise the interests of the participating states in the corresponding sectors. Russia will stress that it is unacceptable to use tools pertaining to the second basket when assessing environmental damage in Ukraine and promoting manifestly confrontational positions such as subjecting climate-related matters to the security agenda. <...> The Foreign Minister will focus on the most recent issues within the OSCE space, i.e., countering the manifestations of neo-Nazism, preventing the falsification of history and media censorship, defending traditional values, the rights of believers and ethnic minorities. Sergey Lavrov also intends to point out there has been a tendency for over three years now to replace OSCE’s key events, including the Humanitarian Segment of the OSCE Review Conference, with formats operating outside of the consensus rule. <...> Russia will draw the Chairperson-in-Office’s attention to the need to address Russia’s obvious underrepresentation in senior political roles within the OSCE, as well as the need to ensure that Russian candidates are treated in an impartial manner.

⚡️Main Foreign Policy Outcomes of 2022⚡️ The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy. 👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia. They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West. ✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter. ✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism. ✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022. ✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway. ✅ Allied relations with Belarus continued to grow stronger. ✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities. ✅ The mechanisms of the #CSTO operated efficiently. Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan. Russia has promoted a complex approach to the Syrian dossier, including within the Astana format. We have promoted comprehensive normalisation of the relations between Azerbaijan and Armenia.
