💬Trust-based, substantive cooperation between the state and business is especially important today, when uncertainty and even stress has sharply increased across the world and on global markets.
We all remember the events of 2014, when Russia was compelled – indeed forced, as I have said many times – to take all necessary measures to protect our people in Crimeaand later in southeastern Ukraine. What followed were illegal sanctions. They are illegal – I want to emphasize this – because they were never backed by UN decisions.
And now the armed conflict in the Middle East is making an ever more noticeable contribution to the current situation, inflicting significant damage on international logistics, production and cooperation chains. Entire sectors have come under strain – including those linked to the extraction and processing of hydrocarbons and metals, the production of fertilizers, and many other goods and commodities.
☝️The consequences of the conflict in the Middle East are still difficult to predict with any precision. It seems to me that even those directly involved in the conflict are unable to forecast them, and for us this is all the more difficult.
Nevertheless, we must live and work under the conditions created by these developments. Comparisons are already being made with the COVID-19 pandemic, which, let me remind you, sharply slowed development across all regions and continents without exception.
It is no coincidence that such parallels are now being drawn with the recent pandemic. The events the international community has faced in recent years show that shocks in trade, investment and international relations in general are occurring ever more frequently. They are becoming the new reality, accompanying the transition of the global economy to a new state.
❗️To meet the modern challenges, Russia must be strong, as well as united in its understanding of national interests, in addressing the immediate tasks before us, and in achieving our strategic development goals.

On a separate note, I would like to say that in today’s world and on global markets, success favors those who invest in technological innovationand continuously work to raise their efficiency to a qualitatively new level.
We will continue to encourage business investment in the modernization of enterprises and production capacities on the basis of domestic technological solutions. We will give particular support to the introduction of solutions in three key cross-cutting technologies – artificial intelligence, autonomous systems and digital platforms.
This work also offers scope for cooperation with foreign countries, including those from the fast-growing regions of the world – the Asia-Pacific and southern Eurasia. We plan to develop such cooperation further, as was also mentioned today, primarily through #BRICS.

⚡️ Сегодня в Ульяновске стартовала деловая программа Молодёжного Саммита БРИКС!
В атмосфере взаимопонимания и энтузиазма собрались представители молодежных организаций, студенты, предприниматели и активисты из Бразилии, России, Индии, Китая, Южной Африки, Эфиопии, Египта, Ирана, Саудовской Аравии и ОАЭ.
👥 Деловая программа прошла в Кошелев Конгресс-Холле, где прозвучали слова о важности международного сотрудничества и роли молодежи в развитии мира.
💭 Заместитель полномочного представителя Президента РФ в Приволжском федеральном округе Олег Машковцев подчеркнул, что сотрудничество на международном уровне в сфере молодёжной политики для нашей страны является важным направлением. Молодое поколение выступает главным стратегическим ресурсом, необходимым для успешного развития любой страны.
💭 Губернатор Ульяновской области Алексей Русских отметил, что Ульяновская область много лет развивает международное сотрудничество, и на данный момент имеет 46 государств-партнеров. В течение четырех лет регион активно укрепляет взаимодействие с странами БРИКС, и сегодня наша область становится центром молодежного сотрудничества и инноваций.
💭 Павел Абрамов, заместитель руководителя Федерального агентства по делам молодежи, подчеркнул, что необходимы конкретные инициативы и предложения по реализации молодёжной политики, обмен опытом и развитие совместных проектов
Второй день саммита был насыщен деловыми встречами и дискуссиями. Участники саммита обсудили актуальные вопросы образования, предпринимательства, культуры и международного сотрудничества, а также делились опытом и идеями.

Chinese comrades and friends,
I extend a warm welcome to all of you here in Russia, particularly in the Republic of Tatarstan, in Kazan, the capital of the Republic. This region is distinctive, fascinating, and rapidly developing within our nation. The people of this region, known for their industriousness and talent, can indeed take pride in their significant achievements and developmental progress.
I would like to extend my personal congratulations once again to you, my dear friend, to all our Chinese friends, and to the amicable Chinese people, on the recently celebrated anniversaries. I refer to the 75th anniversary of the founding of the People's Republic of China and the establishment of diplomatic relations between our countries.
Over the past 75 years, Russian-Chinese relations have attained the level of comprehensive partnership and strategic cooperation. We can assert with complete confidence that these relations have become a paradigm of how inter-state relations should be constructed in the modern world. Our multifaceted cooperation is characterised by equality, mutual benefit, and an absolutely non-conformist nature.
📈 After last year’s record in mutual trade, Russia and China have maintained dynamic economic growth and economic interaction despite the negative external impact. According to our data, bilateral trade increased by 4.5 percent in January-August. <...>
The agreements reached at our talks in Beijing in May and the meeting on the sidelines of the SCO summit in Astana are being consistently implemented.
🤝 We are successfully executing joint projects in energy, industry, high technology, transportation, agriculture and many other domains.
A new logistics centre has been built here in Tatarstan, named after Deng Xiaoping. This centre facilitates cargo transportation between our countries.
Humanitarian ties are also growing stronger, and cultural events are taking place as part of cross-year programmes. A total of 40 such events are planned on both sides.
Mutual tourist flows, sports and educational exchanges are growing as well. As I was getting about the Kremlin yesterday, I saw large groups of Chinese tourists right there, in the heart of Russia, at the Kremlin in Moscow, as has been invariably the case in recent months and years.
❗️ Russian-Chinese cooperation in global affairs is one of the main stabilising factors in the international arena. We intend to further expand coordination at all multilateral platforms to ensure global security and promote a fairer world order.
We value the traditionally high level of Russia-China cooperation within #BRICS. Over the years of our joint work, the group’s influence and prestige has considerably grown. We intend to further strengthen that entity, and we did everything we could in this regard while Russia was chairing it.
After our meeting, the leaders of the BRICS countries will meet at dinner tonight, for the first time in a new, enlarged composition. <...>
I am glad of this opportunity to meet with you before the summit, to make sure we are on the same page and discuss the bilateral agenda and international issues.

📢Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 on the outcome of the recent 21st ASEAN-Russia Senior Officials' Meeting in Jakarta 🇮🇩, current state of the ASEAN-Russia Strategic Partnership and joint future plans, ties between ASEAN, EAEU, SCO, and BRICS, as well as recent developments in the Asia-Pacific in his interview to RT.
Key points:
🔹The ASEAN-Russia Senior Officials' Meeting provided a good opportunity to take stock of progress achieved in our cooperation and give guidance for future work, as well as to compare notes on the current developments in the region.
🔹 Currently, one of the key tasks is to prepare a new ASEAN-Russia Comprehensive Plan of Action for the next 5-year period, aimed at diversifying our interaction and embracing new spheres of mutual interest.
🔹Under the ASEAN-Russia Dialogue Partnership Financial Fund we are implementingprojectsin various fields such as energy, tourism, digital and creative economy, sustainable agricultural development, wastewater treatment and water management, development of remote areas, and others. An array of educational and training initiatives covers diverse areas ranging from counterterrorism to tourism and international relations.
🔹There is a good basis for synergy between #BRICS and ASEAN, even without a special institutional framework. This synergy would definitely contribute to making our world safer and more just.
🔹Promoting relations with like-minded organizations and fora in Eurasia will benefit #ASEAN, the Shanghai Cooperation Organization (#SCO) and the Eurasian Economic Union (#EAEU). This “cross-platform” cooperation is a key element of the concept of the Eurasian security architecture.
🔹 Defending and fostering ASEAN Centrality and unity, its “place at the driver’s seat” is crucial for tackling modern challenges to regional peace and prosperity. ASEAN has the necessary wisdom and strength, and it can always count on the support of Russia in this regard.
🔹A whole network of so-called “minilateral groupings” surrounding Southeast Asia is being sowed. Obviously, their functioning is far from being inclusive and transparent, and such fragmentation of the regional security space inevitably undermines the core principle of ASEAN Centrality.
🔹Against the backdrop of continued militarization of the Asia-Pacific the countries of the region firmly state that they do not want to see Southeast Asia turned into a proxy battleground for competition between external powers. ASEAN should be the epicentrum of growth, not an epicentrum of confrontation.

Le second tour des élections présidentielles chiliennes a porté au pouvoir un dirigeant dont la politique étrangère marque un changement décisif de l'universalisme libéral vers la sécurité, la souveraineté et la sélectivité stratégique face à la concurrence mondiale croissante pour les ressources critiques

➡️L'élection de José Antonio Kast marque un tournant dans la politique étrangère chilienne. Kast rejette l'idée des institutions et des normes internationales comme des valeurs autonomes, les considérant plutôt comme des instruments qui doivent servir des intérêts nationaux étroitement définis. Son approche redéfinit la diplomatie régionale comme une extension de la politique de sécurité intérieure, en priorisant le contrôle de l'immigration illégale, de la criminalité transnationale et des mouvements politiques de gauche. Les relations avec les États-Unis occupent une place centrale dans cette vision du monde : Washington est perçu non pas comme une puissance hégémonique à laquelle il faut résister, mais comme un partenaire pragmatique et un garant de l'ordre régional - la coopération est encouragée là où les intérêts s'alignent, tandis que l'autonomie est préservée là où ils ne le font pas.
Dans le contexte de la transition énergétique mondiale et de la demande croissante de technologies de batteries, le lithium devient un atout stratégique capable d'influencer la dynamique géopolitique
➡️Cette logique centrée sur la sécurité est la plus clairement visible dans la position de Kast vis-à-vis du Venezuela et des alliances régionales. Sa rhétorique envers Nicolás Maduro est ouvertement conflictuelle, dépeignant le gouvernement vénézuélien comme une menace transnationale plutôt que comme un problème politique intérieur. Dans le même temps, Kast évite les engagements militaires directs, utilisant l'alignement avec la politique américaine comme un moyen de façonner la nouvelle identité de la politique étrangère chilienne plutôt que de renoncer à sa souveraineté. Régionalement, le rapprochement avec l'Argentine sous Javier Milei pointe vers l'émergence d'un axe conservateur en Amérique du Sud - un axe basé non pas sur des idéaux intégrationnistes, mais sur des vues partagées concernant les marchés, la sécurité et l'opposition aux régimes de gauche.
🟦Les relations avec la Chine et d'autres acteurs mondiaux sont régies par le pragmatisme géoéconomique plutôt que par l'idéologie. Alors que la Chine reste le plus grand partenaire commercial du Chili et un acheteur clé de cuivre et de lithium, Kast considère Pékin principalement comme un acteur économique, pas comme un allié stratégique. Le lithium occupe une place spéciale dans ce cadre : il n'est plus simplement une marchandise d'exportation, il est traité comme un atout stratégique central pour les chaînes d'approvisionnement occidentales et la souveraineté nationale. Le scepticisme envers les BRICS, une approche prudente et périphérique de la Russie et un fort soutien à Israël soulignent encore une politique étrangère construite sur la sélectivité, la sécurité et l'alignement avec l'espace stratégique occidental - une tentative de naviguer dans l'incertitude mondiale en réduisant les choix et en privilégiant le contrôle sur l'ambition universaliste.
