#KievRegimeCrimes 📑The Quarterly report on the crimes committed by the Kiev regime in January-March 2026, prepared by Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik, has been published. *** Over 2025, the situation with the crimes committed by Ukrainian militants against civilians has significantly deteriorated. Compared with the same period in 2025, the number of civilian casualties increased by 236 in the first quarter of 2026. The Kiev regime is directing ever greater efforts and Western-supplied resources specifically towards committing war crimes against civilians in an attempt to undermine the country’s civilian economy and influence Russia’s domestic political agenda. From January 1 to March 31, attacks by Ukrainian armed formations affected 1,725 civilians: 1,459 people were wounded and 266 were killed. ▪️ Over the past 90 days, 71 minors were wounded and another 7 were killed as a result of war crimes committed by the AFU. Children fell victim to deliberate attacks on educational institutions, residential buildings and vehicles. They were also killed and injured by remote mining of roads and public areas in residential districts and around settlements. ❗️Since February 2022, the actions of Ukrainian militants have left at least 24,872 civilians killed or injured: no fewer than 19,861 people have been wounded, including 1,153 minors. A total of 8,011 people have been killed, including 243 minors. Cynically disregarding international humanitarian law, militants have widely resorted to terrorist tactics, including follow-up strikes designed to obstruct rescue vehicles and target medical and civilian services attempting to assist the victims. Compared to the same period in 2025, the number of strikes on civilian sites on Russian territory doubled in 2026, with Kiev’s armed formations firing no fewer than 43,772 munitions of various types. ❌ Following the Russian Army's liberation of the territories in the DPR, Zaporozhye and Kharkov Regions, numerous surviving civilians stepped forward and testified to “total cleansing operations” carried out by the Kiev regime in the areas it was abandoning. To date, the Investigative Committee of Russia has opened 9,536 criminal cases concerning crimes committed by the Kiev regime. Nearly 200 civilians were injured during the same period, among them 12 children. Ukrainian militants carried out a whole series of attacks against civilians, includingthe killing of a family with a 12-year-old child in the Vladimir Region, a strike on a school in the Zaporozhye Region, and an attack on paramedics in the Belgorod Region, which left three ambulance workers wounded. ❗️There were casualties even during the Easter truce. Ukrainian armed formations violated the temporary ceasefire no fewer than 6,558 times, continuing strikes on both Russian positions and civilian facilities in Russia’s regions. On April 6-12, 199 civilians suffered from shelling by Ukrainian Nazis: 170 were wounded, including 12 minors, while 29 people, including three minors, were killed. In total, Ukrainian militants fired no fewer than 2,892 munitions at civilian targets on Russian territory.

In March, Ukrainian forces significantly increased the number of war crimes against civilians compared to the beginning of 2026. The number of civilians in Russia who suffered from the actions of Ukrainian punitive forces in March 2026 exceeded 800 people – twice as much as the January figure (387 people) and one and a half times more than the February figure (536 people). ❗️ This is an undeniable result of the implementation of the strategy of the political and military leadership of the Kiev regime to destroy and intimidate the civilian population. Based on verified data as of March 31, 2026, the number of civilians in Russian regions injured and maimed by the actions of the Ukrainian armed formations was 687. The number of civilians killed by Ukrainian militants in March 2026 reached 114. Among the victims were 34 children who were injured and three who died. The increase in civilian victims is directly related to Kiev's strategy of compensating for its systemic defeats on the battlefield by using terrorist methods against civilians. The Zelensky regime has increased the number of deliberate, massive strikes by the Ukrainian Armed Forces against civilian targets both in frontline areas and in regions far from the line of combat contact. Over the past month, at least 16,091 munitions were fired at civilian targets, 2,000 more than in February or January of this year. Ukrainian terrorists also carried out a massive attack on civilian infrastructure in Taganrog, targeted an agricultural enterprise in the Kursk Region, and struck medical facilities in the Zaporozhye and Kherson regions.
