🆕10(2)/2026 🔗Оценка эффективности региональных систем здравоохранения с применением подхода DEA Марина В. Франц Целью данного исследования является сравнительный анализ технической эффективности региональных систем здравоохранения Российской Федерации. В работе использован двухстадийный DEA-подход. На первом этапе осуществлялась оценка эффективности с применением DEA-моделей, а затем с помощью тобит-регрессии выявлялись внешние факторы, оказывающие значимое влияние на уровень эффективности. В работе оценивались две DEA-модели: модель, ориентированная на выходы, и модель, ориентированная на входы, обе с переменным эффектом масштаба, с последующим сравнением полученных результатов. Согласно расчетам, 18 регионов РФ идентифицировались как эффективные по обеим DEA-моделям, 67 – как неэффективные. Позиция в рейтинге, как и набор объектов-эталонов для неэффективных объектов, в значительной степени зависят от выбора модели. По обеим моделям наименьший уровень эффективности демонстрирует система здравоохранения Чукотского автономного округа. По результатам регрессионного анализа на уровень эффективности региональных систем здравоохранения значимое влияние оказывают факторы образа жизни населения. Это указывает на важность усилий, направленных на формирование культуры самосохранения в российском обществе. Использованный в работе подход DEA обладает рядом преимуществ, позволяя не только оценить техническую эффективность объектов, но и получить набор объектов-эталонов, а также количественные оценки перерасхода ресурсов или недополучения результатов, что и формирует его привлекательность для оценки эффективности объектов здравоохранения.
