🎙Statement by Russian President Vladimir Putin following his talks with President of Tajikistan Emomali Rahmon (Dushanbe, October 9, 2025)
Documents signed by Presidents Vladimir Putin and Emomali Rahmon on October 9, 2025
💬 We held detailed discussions on a wide range of bilateral cooperation issues – in politics, security, the economy, trade, the social and cultural-humanitarian spheres. We also exchanged views on several pressing international and regional topics.
Russia is one of Tajikistan’s largest foreign trade partners. Last year, bilateral trade grew by more than 7%, reaching 1.5 billion dollars, and this year the growth continues – as I have already mentioned, and I am pleased to repeat – by 17.3% so far.
Russia and Tajikistan have almost fully began using national currencies in their financial transactions. Their share as regards commercial deals reached over 97% in 2024. Stable channels of credit and banking cooperation are being established.
The Intergovernmental Commission is actively working, implementing economic cooperation programs through 2027. Today, as part of this effort, we approved a joint action plan aimed at increasing bilateral trade 2.5 times by 2030.
We also see promising opportunities for cooperation in the peaceful use of nuclear energy. The Rosatom State Corporation is open to collaboration and possesses unique, world-leading expertise, including in the construction of small modular reactors. Russia and Tajikistan are implementing major joint projects in industrial cooperation.
Cultural and humanitarian cooperation is also advancing. As is well known, the Russian language in Tajikistan has constitutional status as the language of interethnic communication.
🌟 This year, our countries widely celebrated the 80th anniversary of Victory in the Great Patriotic War. It truly is a shared Victory of all peoples of the Soviet Union. We know very well and understand how much we paid for it. We cherish the memory of our heroic fathers, grandfathers and great-grandfathers who defended the lives and freedom of our countries’ future generations.
Our discussion of key foreign policy issues once again confirmed the commonality of views between the two countries. Russia and Tajikistan are committed to the principles of international law, sovereignty, and non-interference in domestic affairs.
🤝 We closely coordinate our positions in major multilateral formats – the UN, CSTO, and SCO. This year, Tajikistan is successfully chairing the Commonwealth of Independent States, and we are naturally providing our Tajik friends with all possible support.

🇷🇺🇹🇯 A bilateral meeting between Russia's President Vladimir Putin and President of Tajikistan Emomali Rahmonwas held at the State Hermitage Museum. Earlier, the Head of State of the Republic of Tajikistan took part in an informal meeting of the leaders of the #CIS member countries.
💬Vladimir Putin: Mr Rahmon,
Once again, I would like to thank you for accepting the invitation and coming to St Petersburg.
◾️However, I would like to begin our bilateral meeting by expressing my sincere condolences to you and to the family of the boy from Tajikistan who tragically lost his life a few days ago. Perpetrating terrorist acts against children is an especially abhorrent crime.
The investigation will be concluded without doubt, and the perpetrators, should there be several, will undoubtedly be brought to full justice. I repeat once again: I was shocked by this crime.
As I have already said, crimes of this kind are beyond comprehension, and when such terrorist acts are committed against children, it evokes particularly strong emotions.
Please convey my most sincere condolences to the family of the deceased boy.
