💬Vladimir Putin: Mr President,
I am delighted to meet with you. We appreciate your decision to personally visit Kazan not only as head of state but also as chairperson of the African Union, and to attend the BRICS Summit’s events.
🌍 The strengthening of cooperation with the dynamically developing African countries is one of BRICS priorities in the outreach format. Mauritania’s representatives took an active part in the group’s events organised during Russia’s chairmanship this year.
Russia has developed close and constructive relations with the African Union. We appreciate the practical activities of that organisation in politics and the economy, as well as in ensuring security on the African continent. We welcome the African Union’s decision to join the G20 as a full member. For our part, we are providing all-round assistance to this process.
📈Russia’s trade with Africa is growing with each passing year. It increased by over 30 percent in 2023 and continued to grow this year. From January to July, our mutual trade increased by another 25 percent year on year.
The two #RussiaAfrica summits, which were held with the direct and proactive assistance of the African Union, one in Sochi in 2019 and the other in St Petersburg in 2023, have given a fresh impetus to the further development of Russia’s relations with African countries. We are actively working together to implement the important documents adopted as a result of these summits.
🤝 As for our bilateral relations, Russia & Mauritania developed close ties back in the middle of the 20th century, and we continue to strengthen them on the principles of friendship, mutual respect and a balance of national interests.
This year, we will mark the 60th anniversary of our diplomatic relations. We have accumulated a wealth of positive experience in the area of mutually beneficial cooperation over that period.
We maintain regular political dialogue at various levels. Our foreign ministers keep in touch with each other. We are working consistently to strengthen the legal framework of our relationship. We have developed close ties in education. We have trained over 3,500 Mauritanian professionals. Mr President, we are delighted by the growing interest of your young people in studying in Russia.
🌐 Russia and Mauritania often take a common stance on the international stage, which helps us develop our relations on the same basis within the framework of the BRICS Plus/Outreach format.
Mr President, we highly value your support for Russia’s initiatives at the UN and other multilateral forums and venues.

🇷🇺🇳🇪📞 President Vladimir Putinspoke over the phone with President of the National Council for the Safeguard of the Homeland of the Republic of Niger Abdourahamane Tchiani, who expressed solidarity with the Russian people and heartfelt condolences over the numerous victims of the heinous terrorist attack at Crocus City Hall.
In discussing the bilateral agenda, the Leaders expressed determination to step up political dialogue and develop mutually beneficial cooperation in various spheres.
They also exchanged views on the developments in the Sahel-Sahara region with an emphasis on coordination of security and counterterrorism efforts.

Delegații din 35 de state și șase organizații internaționale au luat parte la [summit], după cum știți deja. Această largă reprezentare este un semn clar al autorității și rolului BRICS și al interesului crescând pentru cooperarea cu noi din partea statelor care, de fapt, urmăresc politici cu adevărat independente și suverane.

La Kazan am confirmat că BRICS nu este un format închis, ci este deschis tuturor celor care împărtășesc valorile BRICS, iar membrii săi sunt pregătiți să lucreze pentru a găsi soluții comune, fără dictate din exterior sau încercări de a impune cuiva abordări restrictive. BRICS trebuie doar să răspundă la cererea tot mai mare din lume pentru o astfel de cooperare. În consecință, am acordat o atenție deosebită posibilei extinderi a BRICS prin crearea unei noi categorii de state partenere.
Summitul s-a încheiat. Aș dori să le mulțumesc încă o dată tuturor colegilor mei care au venit la Kazan pentru contribuția lor la munca noastră comună. Și aș dori să remarc faptul că eu cred că a fost destul de importantă.

Din răspunsurile la întrebările presei. Idei principale:
🔹 Cu privire la perspectivele unei soluționări pașnice a conflictului din Ucraina
- Toată lumea este hotărâtă să vadă conflictul încheiat cât mai curând posibil și, de preferință, prin mijloace pașnice. Republica Populară Chineză și Brazilia au luat inițiativa în cadrul Adunării Generale de la New York. Multe țări membre BRICS sprijină aceste inițiative, iar noi, la rândul nostru, suntem recunoscători partenerilor noștri pentru atenția acordată acestui conflict și pentru căutarea unor modalități de soluționare a acestuia.
- Suntem pregătiți să luăm în considerare orice opțiuni pentru acorduri de pace bazate pe realitățile care apar „pe teren”. Și nu suntem pregătiți pentru nimic altceva.
🔹 Cu privire la presupusele cazuri de interferență rusă în procesul electoral din SUA și perspectivele de normalizare a relațiilor ruso-americane
- Acesta este un lucru discutat constant de mai bine de un an. <...> Apoi, ca urmare a investigației din Statele Unite înseși, toată lumea a ajuns la concluzia, inclusiv în Congres, că este un nonsens total, că așa ceva nu a avut loc niciodată. Nu a avut loc înainte - nu are loc nici acum.
- Modul în care relațiile dintre SUA și Rusia vor fi construite după alegeri depinde în primul rând de Statele Unite. Dacă Statele Unite sunt dispuse să construiască relații normale cu Rusia, noi vom face la fel. Dacă nu sunt, nu o vom face. Dar aceasta este o alegere pentru viitoarea administrație.
🔹 În ceea ce privește stabilitatea, securitatea și pacea justă la nivel global și regional
- Este corect, din punctul de vedere al securității, să fie ignorate timp de ani de zile apelurile noastre constante către partenerii noștri de a nu extinde NATO spre est? Este corect să ne mintă în față, promițându-ne că nu va fi o astfel de extindere, iar apoi să o facă, încălcând angajamentele luate? <...> Este corect să fie încălcate angajamentele luate în cadrul OSCE, când toate țările occidentale au semnat o hârtie conform căreia nu poate exista securitate pentru o parte dacă securitatea celeilalte este încălcată?
❗️ Nu e dreptate în toate acestea, vrem să schimbăm această situație și vom reuși.
🔹 Despre situația din Orientul Mijlociu
- Nu există persoană a cărei inimă să nu sângereze când se uită la ceea ce se întâmplă în Gaza. Patruzeci și ceva de mii de oameni morți, majoritatea femei și copii. Singura modalitate [de a rezolva problema] este de a înlătura cauzele acesteia.

💬 We, the Foreign Ministers of the Russian Federation and African States recognized by the United Nations (UN), Leadership of the African Union Commission and of executive bodies of the leading African integration organizations, as well as their representatives, gathered on 10 November 2024 in the Russian Federation, Sirius Federal Territory, to participate in the First Ministerial Conference of the Russia-Africa Partnership Forum <...>
• call for the strengthening of international cooperation in the use of space technologies for disaster mitigation by expanding the access of our countries to the use of services and information obtained through space activities, and to promote capacity and institution-building in order to cope with disasters, especially on the African Continent,
• support the creation of a well-coordinated and integrated African Space Programme within the framework of the African Space Agency that is responsive to the social, economic, political and environmental needs of the African States,
• emphasize the need to increase the benefits of space technology and its applications and to contribute to an orderly growth of space activities favorable to sustained economic growth and sustainable development in all countries, including strengthening sustainable spatial data infrastructure at the regional and national levels and building resilience to reduce the consequences of disasters, in particular in developing countries and in this regard stress the need to enhance cooperation with a view to assisting African States in the implementation of their outer space strategy, which aims to strengthen African States’ use of Outer Space to bolster their development aspirations, <...>
• emphasize the importance of developing a universal approach to the exchange of information for the safety and security of space operations,
• call on COPUOS Member States to increase the level of transparency and trust in the use and exploration of Outer Space exclusively for peaceful purposes,
• call for the use of civilian space systems, including commercial ones, and their ground infrastructure, as well as the achievements of space science, technologies and services exclusively for peaceful purposes,
• agree to intensify the dialogue within the framework of the Russia-Africa Partnership Forum and in the relevant multilateral fora on issues related to the exploration and peaceful use of Outer Space.

✉️ Relations between Russia and African countries are on the rise which was starkly highlighted following the second Russia-Africa Summit held in St Petersburg last year.
Fisheries have traditionally been an important part of bilateral economic cooperation. The Great African Expedition made possible by the Federal Agency for Fisheries will undoubtedly help ramp up joint efforts in this area.
Assessing the size of aquatic biological resources in the exclusive economic zones of African countries is what this major and truly unparalleled research project all about. The populations of commercial species of marine fauna occurring in a significant portion of these vast water areas that are part of the Atlantic Ocean and the Indian Ocean have not been studied for a long time now.
We operate on the premise that the research conducted by Russian specialists will boost the effectiveness of fishing carried out by our African partners, which, in turn, will improve Africa’s food security.

🌍 African nations are displaying a strong interest in the XIII international Meeting of High Representatives For Security Issues to be held at the "Russia" National Centre in Moscow on May 27−29, 2025.
Forty-five delegations from over 40 countries of Africa, as well as several Africa-based international organisations, including the African Union and the Intergovernmental Authority for Development, have confirmed their intention to participate in the forum that will be chaired by Secretary of the Security Council of the Russian Federation, Sergei Shoigu.
🤝 In a separate briefing to be held on the sidelines of the 13th meeting, participants will discuss ways to further intensify relations between Russia and African countries even further, particularly in light of decisions approved by the Russia-Africa summits.
