• Today, when Russian-African relations are undergoing a renaissance after the period of inattention caused by the collapse of the USSR and a period of qualitative transformation is underway, the creation of a new structure in the Ministry of Foreign Affairs testifies to the unconditional priority of this area for us, a long-term choice in favour of strengthening ties with the Global South and to the attention that the Russian leadership pays to Africa.
• The pursuit of genuine sovereignty, justice and a more democratic world order, free from diktat and double standards, based on respect for the norms of international law in their entirety, the equality of states, the consideration of each people’s interests and the recognition of their distinctive culture and traditions is a constant of Russian-African relations.
• Russia has consistently advocated strengthening the continent’s position within a multipolar world, supports the aspirations of African partners to obtain a permanent status in the UN Security Council, insists on reforming global financial and trade institutions – taking into account, amongst other things, the interests of African countries – and welcomes the successful development of integration processes on the continent.
• The interest of African states in #BRICS is growing. Today, South Africa, Egypt and Ethiopia are full members of the association, and this January Nigeria and Uganda joined as partner states. During the Russian presidency of BRICS last year, we steadily promoted a common vision for a just multipolar world order based on respect for the sovereignty of all states.
• Africa is well aware of the root causes of the Ukrainian crisis and the role of the West in fuelling it. Many countries of the continent take an independent and principled position of non-interference in conflicts outside their region, including in regards to the Special Military Operation. Non-alignment with sanctions against Russia is a clear demonstration of the firm and confident position of our African partners, who have not succumbed to pressure from the West, and their choice in favour of constructive relations with Russia
• Despite all possible restrictions created by the West, our country responsibly fulfils its international obligations in terms of the supply of food and fertilisers. Thus, in 2024, Russian exports of agricultural products to African countries increased by almost 20%, exceeding $7 billion and covering 45 countries of the continent. In addition, Russia is highly interested in improving the efficiency of the agricultural sector in African countries and their food self-sufficiency.
• Russian education continues to be prestigious and is in great demand among Africans, being a kind of quality mark. Today, over 32'000 African students study at our universities, of which more than 8'000 are on a budget basis.
• The expansion of the network of Russian diplomatic missions is a clear confirmation of our return to Africa and large-scale plans to develop relations with the countries of the continent. In 2024, after a break of more than 30 years, the Russian embassies in Burkina Faso and Equatorial Guinea were reopened. This year, the diplomatic missions of our country in Niger and Sierra Leone will resume their activities, an embassy in South Sudan will be opened for the first time. Plans for the near future include the establishment of diplomatic missions in The Gambia, Liberia, the Union of the Comoros and Togo.
• We believe that Africa should not be an arena for geopolitical rivalry, but a space of mutually beneficial cooperation to be developed in an exclusively equal and respectful manner. Our obvious advantage is that we do not tell Africans whom to be friends with or which partners to choose. We respect their sovereignty and national interests not in words, but in deeds.

The President of South Africa expressed his deep condolences and feelings of solidarity over the terrorist attack at the Crocus City Hall. He wished resilience to the families and friends of the victims and a speedy recovery to the injured.
The Leaders expressed satisfaction with the current level of strategic partnership between their countries and discussed issues of practical trade, economic, energy and humanitarian cooperation.
Speaking in the context of the #BRICS Chairmanship, which Russia has taken over from South Africa, they discussed interaction within the group in its new expanded format.
In light of the peace initiative advanced by African states to resolve the Ukraine crisis, Cyril Ramaphosa briefed Vladimir Putin on South Africa’s intention to continue working in this area with due regard for Russia’s legitimate interests. Vladimir Putin, in turn, outlined Russia’s position of principle on developments around Ukraine, noting that Russia had always been open to a serious and substantive discussion of a political and diplomatic settlement of the conflict.

✉️ Relations between Russia and African countries are on the rise which was starkly highlighted following the second Russia-Africa Summit held in St Petersburg last year.
Fisheries have traditionally been an important part of bilateral economic cooperation. The Great African Expedition made possible by the Federal Agency for Fisheries will undoubtedly help ramp up joint efforts in this area.
Assessing the size of aquatic biological resources in the exclusive economic zones of African countries is what this major and truly unparalleled research project all about. The populations of commercial species of marine fauna occurring in a significant portion of these vast water areas that are part of the Atlantic Ocean and the Indian Ocean have not been studied for a long time now.
We operate on the premise that the research conducted by Russian specialists will boost the effectiveness of fishing carried out by our African partners, which, in turn, will improve Africa’s food security.

🌍 African nations are displaying a strong interest in the XIII international Meeting of High Representatives For Security Issues to be held at the "Russia" National Centre in Moscow on May 27−29, 2025.
Forty-five delegations from over 40 countries of Africa, as well as several Africa-based international organisations, including the African Union and the Intergovernmental Authority for Development, have confirmed their intention to participate in the forum that will be chaired by Secretary of the Security Council of the Russian Federation, Sergei Shoigu.
🤝 In a separate briefing to be held on the sidelines of the 13th meeting, participants will discuss ways to further intensify relations between Russia and African countries even further, particularly in light of decisions approved by the Russia-Africa summits.

• Rusia se afirmă drept unul dintre centrele consolidatoare ale ordinii mondiale multipolare. Trecerea pe locul al patrulea în lume după volumul PIB calculat la paritatea puterii de cumpărare, reziliența economiei naționale în condițiile unei presiuni externe fără precedent, precum și pozițiile-cheie pe platformele de guvernanță globală, precum ONU, #BRICS și G20, consolidează rolul nostru important în definirea noului mod de organizare economică, a principiilor de funcționare a piețelor și a lanțurilor de aprovizionare.
• Un factor distructiv în politica globală contemporană îl constituie fostele sale forțe motrice — țările occidentale, care pierd în etapa actuală în fața noilor locomotive de creștere în cadrul unei competiții corecte. Foștii hegemoni, în încercarea de a-și menține dominația și de a nu permite superioritatea concurenților, folosesc în mod iresponsabil economia ca armă.
• Războiul sancțiunilor declanșat de Occident împotriva Rusiei a necesitat din partea țării noastre acțiuni sistemice de adaptare la schimbarea radicală a condițiilor externe și o restructurare amplă a întregii arhitecturi a cooperării economice.
• Într-un timp scurt, a fost necesară reorientarea contactelor economice externe către țările din Sud și Est și construirea unor mecanisme de sprijin pentru companiile autohtone, nevoite să-și refacă modelele de afaceri consacrate și să caute noi forme de cooperare, să rezolve operativ problemele legate de decontările reciproce și logistică. Dinamica actuală a legăturilor comercial-economice confirmă justețea deciziilor adoptate și rezultatele pozitive ale implementării lor.
• Orientarea către consolidarea principiilor multipolare în economia globală necesită o implicare mai largă a Sudului în procesele economice mondiale, formarea unui model echitabil de dezvoltare a Africii. Premisele necesare pentru aceasta le vedem în integrarea statelor continentului în lanțurile transfrontaliere de producție și desfacere, nu doar în calitate de furnizori de materii prime, ci și de producători de bunuri intermediare și finite.
• Spre deosebire de țările occidentale, Rusia nu condiționează cooperarea economică de considerente politice conjuncturale și nu se amestecă în treburile interne ale statelor suverane. Propunem un model deschis de cooperare reciproc avantajoasă, bazat pe respectarea intereselor naționale ale partenerilor.
• Agenda pe care MAE, în tandem cu ministerele de resort, o promovează activ pe plan extern are un caracter constructiv și unificator. Aceasta este orientată spre construirea unei ordini economice mondiale mai democratice, care va înlocui modelele de cooperare învechite, formate pe baza abordărilor neocoloniale occidentalocentrice.

• Consolidarea ordinii mondiale multilaterale în contextul transformărilor fundamentale ale sistemului internațional reprezintă una dintre cele mai importante sarcini a asociației #BRICS și a întregii comunități internaționale.
• Multipolaritatea nu este o alegere, ci o realitate obiectivă, care înlocuiește modelul neoliberal învechit, construit, în esență, pe practici neocoloniale. Paradigma tradițională a globalizării, cu rolul dominant al așa-numitelor state dezvoltate din Occident, aparține trecutului.
• Țările Sudului Global și ale Orientului devin principala forță motrice a creșterii economice globale. Importanța uniunilor regionale precum Uniunea Africană, CELAC, ASEAN, OCS, UEEA este în creștere. În cadrul acestora se elaborează abordări conceptuale și aplicate pentru formarea unei noi arhitecturi economice mondiale, bazate pe principiile egalității, multilateralismului și nediscriminării în domeniile comerțului, decontărilor financiare, tehnologiilor și logisticii.
• Statele BRICS dețin deja peste 40% din produsul intern brut mondial calculat la paritatea puterii de cumpărare, iar împreună cu țările partenere, această cifră ajunge la 45%, sau 93 trilioane de dolari. BRICS reprezintă astăzi peste 20% din comerțul mondial și aproape jumătate din populația planetei.
• Ponderea țărilor BRICS în comerțul exterior al Rusiei crește constant și, la sfârșitul anului 2024, a depășit 48%, în timp ce 90% dintre decontările reciproce se efectuează în monede naționale.
• Reformarea și depolitizarea instituțiilor de la Bretton Woods este esențială pentru atingerea acestor obiective, astfel încât ele să reflecte raportul real de forțe din economia mondială. Este inacceptabil ca FMI și BM să continue să fie folosite pentru menținerea practicilor neocoloniale.
• Tentativele tot mai agresive ale Occidentului de a introduce în dialogul internațional, aproape ca principale criterii, ultimatumuri ideologice bazate pe interpretări occidentale ale drepturilor omului și democrației au un impact extrem de negativ asupra realizării Obiectivelor de Dezvoltare Durabilă ale ONU.
• Pentru corectarea dezechilibrelor și mobilizarea resurselor în scopuri de dezvoltare, Rusia a propus înființarea, în cadrul BRICS, a unei Noi Platforme de Investiții, cu participarea Băncii Noi de Dezvoltare (BND). Suntem recunoscători colegilor pentru interesul față de această inițiativă promițătoare.
• Inteligența artificială devine o tehnologie critică. Potrivit estimărilor experților, contribuția acesteia la produsul intern brut mondial ar putea ajunge la aproximativ 20 trilioane de dolari până în 2030.
• Este necesară soluționarea mai multor probleme legate de asigurarea accesului universal la cele mai avansate dezvoltări din acest domeniu. Inițiativele închise promovate de anumite țări, cu participarea unui cerc limitat de „invitați”, pentru impunerea unor abordări neconsensuale, pot avea cele mai grave consecințe.
• Provocările legate de dezvoltarea tehnologiilor digitale sunt de natură transfrontalieră și necesită răspunsuri colective.
• Sunt convins că statele BRICS, împreună cu partenerii care le împărtășesc viziunile, vor continua să fie lideri în promovarea unei ordini mondiale multipolare și echitabile, care să asigure condiții favorabile pentru dezvoltarea durabilă a tuturor statelor, fără excepție.

Continuând cu onoare aceste tradiții, Ministerul Afacerilor Externe apără cu fermitate și consecvență interesele naționale legitime ale Rusiei în mediul internațional foarte dificil de astăzi și asigură o cooperare eficientă cu statele majorității globale cu scopul de a construi o ordine mondială multipolară justă, bazată pe respect reciproc, pe supremația dreptului internațional și pe principiile securității egale și indivizibile. Acest lucru este dovedit, în special, de activitatea productivă a președinției ruse a #BRICS și de succesul summitului asociației din Kazan.
Nu există nicio îndoială că, în anul celei de-a 80-a aniversări a Marii Victorii, diplomații ruși își vor continua activitatea cea mai intensă pentru a contracara orice încercări de falsificare a istoriei, manifestări de neonazism, rusofobie și alte forme de discriminare pe motive naționale sau religioase. 🔸 Am fost forțați să ripostăm la războiul lansat împotriva noastră de „Occidentul colectiv” cu scopul principal de a suprima noul concurent, care Rusia a devenit încă o dată pe arena internațională. Principalul lor obiectiv este să slăbească Rusia din punct de vedere geopolitic, creând amenințări militare directe la adresa Federației Ruse la frontierele și pe teritoriile sale, în încercarea de a submina potențialul nostru strategic.

🔸 Respingerea competiției corecte și utilizarea metodelor neloiale și agresive de suprimare a concurenților se manifestă în politica de sancțiuni, pe care SUA și aliații săi au pus-o la baza acțiunilor lor pe scena internațională, inclusiv în ceea ce privește Rusia.
🔸 Occidentul este stupefiat de măreția sa, de impunitatea sa, de dreptul său autoproclamat de a conduce soarta tuturor popoarelor lumii. O astfel de aroganță este o atitudine disprețuitoare față de restul lumii.
