To limit spam in the short-term, only validators and their nominated users can post, but all server members can view and react to discussion. The first topic being discussed is delisting methodology and initial assets to delist. 3️⃣Распределение токенов / делегация. В одном случае крупные инвесторы делегируют токены "своим" людям, которые принимают решения в их интересах. В другом случае, если протокол делает airdrop токенов, то делегатами становятся совершенно случайные люди, которые дальше не совсем понимают, что им делать со всем их voting power, и часто либо не активны, либо принимают решения не в интересах сообщества. При этом переделегировать Voting Power на другие аккаунты практически невозможно.
4️⃣Эффект толпы или "от меня ничего не зависит". 99% сообщества голосуют по принципу “успешного действия”: не важно за кого или что они голосуют, главное нажать "первую" кнопку, ведь могут насыпать очередной airdrop.
5️⃣Анонимность. Как ни странно именно анонимность в DAO позволяет людям избегать общественного обсуждения (часто осуждения) и абстрагироваться от какой-либо коммуникации с сообществом. Анонимность в этой среде делает людей максимально безответственными.
6️⃣Коммуникация. Она практически полностью отсутствует. Крупные делегаты минимально общаются с сообществом и тем более с проектами вокруг DAO (но есть конечно и исключения).
7️⃣Вознаграждение. Деятельность делегата при текущей нагрузке в протоколах занимает практически фулл тайм, и у некоторых делегатов уже появилась целая команда, чтобы хендлить отдельные протоколы. В будущем большинство делегатов должно будет перейти на оплату труда с зп 5-10к USD. Такая практика уже точечно применяется в DAO.😍
8️⃣Монополизация и сговор. Сейчас происходят явные монополизации определенных DAO, некоторыми группами лиц (не буду их называть), которая вместе с централизацией позволяет этим группам паразитировать на протоколе, постепенно его убивая и вычищая казну (treasury).

С 1 марта во Вьетнаме вступил в силу закон об искусственном интеллекте – власти называют его первым в Юго-Восточной Азии комплексным регулированием ИИ. Документ фокусируется на рисках генеративного ИИ и вводит требования, сопоставимые по логике с подходом ЕС (AI Act).
📌Что закрепляет закон?
🔵 маркировку ИИ-контента;
🔵 обязанность сообщать пользователю, когда он взаимодействует с ИИ, а не человеком;
🔵 создание национального вычислительного центра для ИИ;
🔵разработку больших языковых моделей на вьетнамском языке.

Уже 3 марта заместитель премьер-министра Нгуен Чи Зунг утвердилПлан реализации Закона об искусственном интеллекте.
🎯Цель плана – распределить задачи, сроки и ответственность между министерствами, ведомствами, регионами и организациями при реализации закона, чтобы обеспечить эффективное единообразное исполнение по всей стране.
✍️Ключевые задачи:
🔵 широкая информационная кампания и просвещение по содержанию закона;
🔵 ревизия действующих нормативных актов и их актуализация в соответствии с законом;
🔵 разработка подзаконных актов (например, Декрета о Национальном фонде развития ИИ и Национальной этической рамки по ИИ);
🔵 обновление Национальной стратегии по ИИ с дальнейшим пересмотром минимум раз в 3;
🔵 создание и сопровождение единого электронного портала по ИИ и национальной базы данных по системам ИИ в соответствии с их уровнем риска;
🔵 проведение разъяснений по применению подзаконных актов, а также приём и обработку предложений и замечаний от органов власти и граждан.
Министерство науки и технологий совместно с Министерством юстиции, другими органами центрального уровня и региональными властями будет организовывать проверки исполнения Закона и подзаконных актов по его реализации.
❗️ Таким образом, Вьетнам выстраивает исполнение закона об ИИ через набор конкретных организационных и нормативных мер: утверждён план внедрения с распределением ответственности между ведомствами и регионами, предусмотрена подготовка подзаконных актов и перечней (датасеты и высокорисковые системы), запуск этической рамки, а также развитие государственной инфраструктуры и национальных реестров для сопровождения применения ИИ.
