☝️ The transition to a more just international system is not easy. Its development is being hampered by forces whose thinking and actions continue to be aimed at dominating everything and everyone. Under the guise of a rule-based order they are imposing on the world, they are actually attempting to contain growing competition and prevent the independent development of countries in Africa, Asia and Latin America that they cannot control.

The current round of the Palestinian-Israeli confrontation is probably one of the most sanguinary in the long list of conflicts. Over 40,000 people, most of them civilians, have been killed in the ongoing hostilities in the Gaza Strip. I would like to emphasise that we have always come out against the use of terrorist methods. <...>
Since the start of the escalation, we have joined forces with our BRICS and other partners to contribute to a settlement. <...>
I would like to repeat that the main condition for restoring peace and stability in the Palestinian territories is the realisation of the two-state formula approved by the UN Security Council and General Assembly resolutions.

💬 Russia and Africa are bound by long-standing and close ties.
Today, the countries of the continent are striving to finally overcome the remnants of colonial dependence and to strengthen their national sovereignty, above all in the economic and financial spheres.
Those who describe the current period as Africa’s “second awakening” after the decolonisation of the 1960s are right. It was then that political independence was proclaimed, above all thanks to the decisive role of the Soviet Union, which promoted the relevant declarations at the UN.
☝️Recent years have shown that neo-colonial dependence has by no means disappeared. Economically and financially, in terms of control over trade routes and financial flows, Africa still does not enjoy full independence and continues, in economic terms, to serve as a source of raw materials.
👉The lion’s share of added value is still generated elsewhere – to a large extent, and decisively so, in the former metropolitan powers.
African partners spoke about this more than once at the two Russia-African Union summits held in Sochi in 2019 and in St Petersburg in 2023. The decisions adopted at those summits should serve as guidelines in preparing for the next summit, which we plan to hold later this year.
All this will contribute to Africa’s economic emancipation, ensure that it reaps the proper returns and benefits from its natural resources, and support the emergence of the African continent as one of the centres of the rising #MultipolarWorld.
🤝 I would like to stress in particular that we are restoring our presence on the African continent fairly rapidly, after it declined sharply during the breakup of the Soviet Union. At present, Russia has 45 embassies operating across the continent, with four more set to open in the near future.
The key upcoming event on the foreign policy calendar is the third Russia-Africa Summit. It is due to be held in Moscow – this has been agreed – in late October this year. Preparations are currently underway. We count on the active participation of Russian regions in the relevant thematic sessions of this summit.
I would once again like to underscore the special importance we attach to the interregional dimension of Russia-Africa relations. It is a solid foundation which, as it grows stronger, helps ensure the steady development of relations with our partners at the national level.

💬 The meeting of the #SCO Council of Foreign Ministers has just concluded in the city of Tianjin. This marked the culminating stage of preparations for the upcoming SCO Summit, which will likewise be held here in Tianjin in late August — early September of this year.
All participants unanimously acknowledged the business-like, focusednature of our efforts. In this context, we attach particular significance to this morning’s meeting with President of the People’s Republic of China Xi Jinping, who shared his assessments of joint efforts under China’s chairmanship and his vision of the key tasks for the progressive development of our Organisation.
🌐 The discussion confirmed a shared understanding of the growing importance of the SCO’s collective potential in both regional and global affairs. <...> The prevailing trend towards further consolidation of the SCO and the enhancement of its role on the international stage is encouraging.
We affirmed that our common approach of strengthening the SCO as oneof the central pillars of a more equitable, #MultipolarWorld order remains unchanged. <...> Considerable number of nations are seeking to join the SCO’s work.
The geographical scope of our structure spans a significant portion of the Eurasian continent. We noted that cooperation within our Organisation objectively contributes to the creation of an architecture of equal and indivisible security across Eurasia.

We expressed support for further expanding the SCO’s engagement with external actors. A new step in this direction will be the upcoming high-level meetings in the #SCO format at the Tianjin Summit — the first of their kind. We anticipate the participation of representatives from approximately 30 states and multilateral organisations in this event. This underscores the SCO’s growing constructive agenda and its appeal to nations of the #GlobalSouth and the #WorldMajority.
We provided our colleagues with detailed assessments of the latest developments in Ukraine and reaffirmed our well-known approaches to resolving the crisis, repeatedly articulated by President of Russia Vladimir Putin. In turn, our partners demonstrated an understanding of these positions.
Once again, we emphasised the necessity of addressing the root causes of the conflict, recognising the existing territorial realities <...>.
Regarding the developments in the #MiddleEast, it was noted that sustainable stabilisation in the region is impossible without a just and comprehensive resolution of the Palestinian–Israeli conflict.
These strategic guidelines, building on the accumulated experience of the ongoing upgrading, will be enshrined in the SCO Development Strategy through 2035. 👉 The resolutions adopted by Leaders on the aforementioned matters will establish a foundation for effective preparations in advance of the Meeting of the SCO Council of Heads of Government, scheduled for November 17–18, 2025, in Moscow under Russia’s chairmanship.

🔹 Cu privire la perspectivele unei soluționări pașnice a conflictului din Ucraina
- Toată lumea este hotărâtă să vadă conflictul încheiat cât mai curând posibil și, de preferință, prin mijloace pașnice. Republica Populară Chineză și Brazilia au luat inițiativa în cadrul Adunării Generale de la New York. Multe țări membre BRICS sprijină aceste inițiative, iar noi, la rândul nostru, suntem recunoscători partenerilor noștri pentru atenția acordată acestui conflict și pentru căutarea unor modalități de soluționare a acestuia.
- Suntem pregătiți să luăm în considerare orice opțiuni pentru acorduri de pace bazate pe realitățile care apar „pe teren”. Și nu suntem pregătiți pentru nimic altceva.
🔹 Cu privire la presupusele cazuri de interferență rusă în procesul electoral din SUA și perspectivele de normalizare a relațiilor ruso-americane
- Acesta este un lucru discutat constant de mai bine de un an. <...> Apoi, ca urmare a investigației din Statele Unite înseși, toată lumea a ajuns la concluzia, inclusiv în Congres, că este un nonsens total, că așa ceva nu a avut loc niciodată. Nu a avut loc înainte - nu are loc nici acum.
- Modul în care relațiile dintre SUA și Rusia vor fi construite după alegeri depinde în primul rând de Statele Unite. Dacă Statele Unite sunt dispuse să construiască relații normale cu Rusia, noi vom face la fel. Dacă nu sunt, nu o vom face. Dar aceasta este o alegere pentru viitoarea administrație.
🔹 În ceea ce privește stabilitatea, securitatea și pacea justă la nivel global și regional
- Este corect, din punctul de vedere al securității, să fie ignorate timp de ani de zile apelurile noastre constante către partenerii noștri de a nu extinde NATO spre est? Este corect să ne mintă în față, promițându-ne că nu va fi o astfel de extindere, iar apoi să o facă, încălcând angajamentele luate? <...> Este corect să fie încălcate angajamentele luate în cadrul OSCE, când toate țările occidentale au semnat o hârtie conform căreia nu poate exista securitate pentru o parte dacă securitatea celeilalte este încălcată?
❗️ Nu e dreptate în toate acestea, vrem să schimbăm această situație și vom reuși.
🔹 Despre situația din Orientul Mijlociu
- Nu există persoană a cărei inimă să nu sângereze când se uită la ceea ce se întâmplă în Gaza. Patruzeci și ceva de mii de oameni morți, majoritatea femei și copii. Singura modalitate [de a rezolva problema] este de a înlătura cauzele acesteia.

🎙 Opening remarks by Russia's Deputy Minister of Foreign Affairs, Russia's Sherpa in BRICS Sergey Ryabkov at the BRICS Sherpas/Sous Sherpas Meeting in Yekaterinburg, Russia (November 27, 2024)
Key talking points:
• Let me particularly welcome the two new BRICS Sous Sherpas — esteemed Ms. Paula Barboza from Brazil and Ms. Lemlem Fiseha Minale from Ethiopia. I think we will benefit from their great experience and great capabilities they showed on their previous assignments.
• In BRICS, we work in a very close, pro-active and constructive manner. This is the last Sherpas/Sous Sherpas Meeting under the Russian Chairmanship. This year we have achieved great results together. There has been significant progress on all three pillars of our cooperation: policy and security, economyand finance, humanitarian and people-to-people contacts.
• We have some solid deliverables. In particular, the agreement to establish BRICS Grain Exchange, the Contact Group on Climate Change and Sustainable Development, the Working Group on Nuclear Medicine. A transport dialogue was launched.
• We have important developments on the finance track — particularly, on establishing independent and sustainable payment mechanisms with specific focus on the use of national currencies. A milestone achievement is the BRICS Partner Category.
• Amid increasing tensions in international relations, worsening long-standing political and economic problems, growing danger of new challenges and threats, BRICS stood strong and focused, its fortitude has been ever more strengthened with the expansion — this was clearly manifested at the XVI Summit in Kazan, in particular, at the BRICS Plus/Outreach session. This confirmed that BRICS is now perceived as a driving force of global transformation for a more just and multipolar world order based on respect for legitimate interests and sovereign choice of countries and peoples, respect for international law.
👉The Kazan Declaration turned out to be very complex and forward-looking document. It lays a long-term foundation of the development of cooperation between our countries in expanded BRICS.
• I would like to thank you, dear colleagues, for your constructive approach, assistance and support to the Russian Chairmanship. We are greatful for the attention to the initiatives and proposals of the Chair, aimed at deepening and diversifying the cooperation in the BRICS format.

Prospects for the settlement of the Ukrainian crisis
• All the parties are in favour of resolving the conflict at the earliest opportunity, preferably through peaceful means. You may be aware that the People's Republic of China and Brazil put forward an initiative at the General Assembly in New York. Numerous BRICS nations endorse these initiatives, and we, in turn, extend our gratitude to our partners for their attention to this conflict and their pursuit of methods to resolve it.
• We are ready to discuss a peace agreement in any shape or form based on the reality on the ground. That is to say, I am not ready to accept anything else.
On alleged Russia's interference in the US electoral process and the prospects for normalization of Russia-US relations
• This issue has been making headlines for years now. <...> However, after an investigation conducted in the United States, everyone, including US Congress, concluded that it was utter nonsense and that nothing of the kind ever happened. There were no contacts back then, and there are none now.
• Russia-US relations after the elections depend primarily on the United States. If the United States is open to building normal relations with Russia, we will do the same. If not, so be it. This is up to the future Administration.
On global and regional stability, security and building a just world
• Is it fair in terms of security that you have for years disregarded our repeated requests to our partners not to expand NATO eastward? Is it fair that you lied through your teeth, saying that the bloc would not expand while doing precisely that in violation of your commitments? <...> Is it fair that you violated your commitments within the OSCE, when all Western countries signed a document stating that no country may ensure its security at the expense of other countries?
❗️This is not fair. We want to change this, and we will change it.
The situation in the Middle East
• I believe that there is no person on Earth whose heart does not bleed when they see what is happening in Gaza. Over 40,000 people, mostly women and children, have been killed.
• The solution can only be found by addressing the root causes, the primary one being the lack of a fully recognized, sovereign Palestinian state. It is necessary to implement all relevant UN Security Council resolutions on this matter.
