🇷🇺🇮🇷 Russia's President Vladimir Putin and Iran's President Masoud Pezeshkianheld a meeting on the sidelines of the #BRICS Summit in Kazan.
💬Vladimir Putin: This visit to Russia is yourfirst as President of the Islamic Republic of Iran, and this has great symbolic importance.
Iran has become a full participant of BRICS, and you know that we strongly supported your application. Earlier, we also vigorously promoted your accession to the Shanghai Cooperation Organisation. This has given us additional opportunities for cooperation in the international arena.
Recently, we had a very substantive and, I am sure, useful meeting in Ashgabat, where we reviewed the main aspects of bilateral cooperation and the most relevant regional issues. Most importantly, we reaffirmed our policy of mutually strengthening ties in every possible way. Our interaction is on the rise; it is genuinely friendly and constructive. Soon we will be able to consolidate the results achieved with a new major interstate agreement on comprehensive strategic partnership between Russia and Iran.
We are grateful to you for accepting the invitation to pay a separate visit to our country to sign this document and other important documents in a ceremonial atmosphere.
As I said in Ashgabat, one of our priorities is to consolidate the emerging positive trends in trade and economic cooperation. We expect this issue to be addressed by the intergovernmental commission, chaired by our Minister of Energy, Mr Tsivilev, and Iranian Minister of Petroleum Mohsen Paknejad.
Other priorities include the implementation of major joint initiatives such as the development of Iranian railway infrastructure as part of promoting a major project, the International North-South Transport Corridor project, as well as the construction of the second and third power units at the Bushehr NPP.
📊 Indeed, the Free Trade Agreement signed between Iran and the Eurasian Economic Union at the close of 2023 significantly contributes to the expansion of economic ties.
Cultural and humanitarian cooperation is likewise making good progress. Notably, an intergovernmental agreement concerning the establishment and operation of cultural centres came into effect in July of this year. Moreover, the visa-free regime for organised groups of tourists, operational since August of the previous year, is actively fostering an increase in mutual tourist exchange – a 52-percent growth was observed in 2023.
Today, we will continue our discussions on the most pressing international issues, including the dramatic developments in the Middle East, as well as the situations in Syria and the South Caucasus.
🤝 Generally speaking, I would like to emphasise that the approaches of Russia and Iran towards the global agenda are closely aligned or fully coincide. We are united by a shared aspiration to establish a just multipolar world order, to uphold international norms, and to maintain the pivotal role of the United Nations.
I would also like to take this opportunity to extend my greetings and best wishes to the Supreme Leader of Iran, Ayatollah Seyyed Ali Khamenei. We hold in high regard his attentive and constructive approach to the development of Russian-Iranian relations.

Până în prezent, planul a fost pus în aplicare în proporție de peste 80 %.

💬 I am pleased to welcome the organisers and participants of the 6th International Municipal BRICS Forum, which is being hosted by Moscow, a city famous not only for its unique history, architecture, and vibrant cultural and sports scene, but also for its advancements in modern urban development, transportation, infrastructure, and organisation of urban life. I am confident that the Russian capital, along with other Russian cities, has much to share with our partners from #BRICS countries. In turn, we are interested in learning from the best practices of our friends.
The relevance of these mutually enriching exchanges is clear: according to expert estimates, the share of urban residents is rising steadily and is now in excess of 56 percent of the world population. This dictates the need to devise a long-term and well-considered policy aimed at promoting the steady development of municipalities and creating a comfortable urban environment for all residents.
Municipal and regional cooperation within BRICS is making strides and holds a significant place on the agenda. In June of this year, the BRICS Association of Cities and Municipalities was launched, and Nizhny Novgorod hosted a highly successful Forum of Twinned Cities and Municipal Formations.
I am confident that the 6th International Municipal BRICS Forum will make a unique contribution to strengthening ties between our countries and peoples. The number of forum participants, over 5,000 delegates from about 500 cities worldwide, as well as the packed agenda for upcoming discussions, serve as clear evidence of the relevance of this event. You will discuss current issues related to urban economics and advanced urban science, introduction of digital and environmentally friendly technologies, access to quality education and healthcare, and the establishment of connections between business communities.
On a separate note, I would like to commend the work done by the Moscow authorities, who have created all the necessary conditions for productive work during the forum. I am certain that all guests of the Russian capital will fully appreciate its hospitality.
Your forum provides additional opportunities for establishing useful contacts, coordinating promising joint projects, and strengthening friendship and trust between our peoples.

At that time, the leaders of three states – India, Russia and China – agreed during a meeting to hold regular meetings at the top level, as well as other events. This is how the RIC (Russia, India and China) association was born and began to grow, and today, I have the privilege and pleasure to welcome the participants in the meeting of BRICS high-ranking officials for security matters.
I know that yesterday, you had a lively and productive discussion on the most relevant aspects of the global situation, on global and regional stability concerns.
This is the fourteenth meeting held by BRICS in this format. However, this time it saw the participation of delegations from the states that joined our association as full-fledged members on January 1.
Moreover, a meeting was held with our colleagues from the countries that are not yet part of BRICS but have shown a sincere interest in working more closely with our association. This was done at Russia’s initiative, and we appreciate your support.

As the current BRICS chair, this year Russia has taken a highly responsible approach to organising joint activities within the association.
Our chairmanship has been assigned a crucial task: to facilitate the swift and seamless integration of new member countries into all BRICS mechanisms. Additionally, we have addressed the increasing interest in BRICS from numerous states.
☝️ Currently, over 34 countries have expressed their desire to participate in the activities of our association in some capacity.

• BRICS is seen as one of the pillars of a new, more equitable world order, which is designed to give all countries equal opportunities, to free the states of the Global South and Global East from the role of obedient suppliers of cheap labor and raw materials that the West imposes on them, and to consolidate the right of all nations for preserving their identity, self-determination, independent domestic and foreign policy, and protection of traditional values.
Russia and other BRICS countries fully share this stance and are infavor of an honest partnership that denies any exceptionalism.
• BRICS is an innovative format of interstate cooperation, bringing together different cultures and civilizations, countries with different economic and political systems <...>. Our common goal is a firm commitment to pursuing an independent domestic and foreign policy, defending sovereignty and our national interests.
• As part of Russia’s BRICS Chairmanship in 2024, we intend to continue developing strategic partnership on the basis of consensus and continuity, and work to enhance its role in world affairs. It's also reflected by the motto of the Russian BRICS Year “Strengthening Multilateralism for Equitable Global Development and Security”.
• The BRICS Summit in October 2024, will be the culmination of the Russian year in BRICS. We intend to continue the tradition of organizing on the sidelines meetings with developing countries. That cooperation within the BRICS framework and its mechanisms of interaction with like-minded nations will enable the voice of the Global South to sound louder and clearer in the international arena, as well as to defend our national interests and the right to choose our own path of development.

❓Question: A significant number of countries, approximately 30 or perhaps more, have voiced their intention to join this group. Notably, Türkiye, a NATO member, which was rather surprising to me. Conversely, it has been reported that Kazakhstan, through the statement of President Kassym-Jomart Tokayev's Press Secretary, has expressed no intention of joining BRICS in the foreseeable future. Why is there such activity and interest in this group of nations? Why is everyone invited to join it? What are the future prospects for BRICS? Is it not in competition with other international entities?
💬Sergey Lavrov:#BRICS epitomises the shifts that have long been underway in the global economy. New centres of economic growth are emerging, and alongside them comes financial influence, which in turn brings political influence.

BRICS has prioritised the needs of its nations, and interest in the grouping continues to grow. It is a consortium where no single nation leads or is led, devoid of the bureaucratic machinery akin to that observed in Brussels, where EU officials impose decisions that contravene the will and interests of several member states <...>
❗️ Rather than addressing the challenges faced by EU members, the Brussels bureaucracy is preoccupied with the transfer of arms to Ukraine, raising funds for this purpose, and undertaking other actions detrimental to the economy, social sphere, and industry of EU member states.
☝️ BRICS, conversely, does not compel any nation to make sacrifices.
Within BRICS, there is no imposition of such artificial objectives, nor is there an intention to contain any nation.
BRICS is committed to enhancing the combined potential of its nations and devising collaborative strategies for harnessing these potentials for mutual benefit. Consequently, rather than relying on artificial constructs, BRICS formulates plans and projects based on real-world needs. <...>
This is precisely what renders BRICS appealing to the Global Majority nations.
About 30 countries seek to establish ties with the group today. Some of them have applied to join as full participants, and others to participate in the BRICS Plus/Outreach format. We are ready to invite them, and have invited them before to various events as guests of the chair.
Following the decision of last year’s summit, we are working at the level of experts and ministers to prepare a proposal on a new BRICS partner country category. Partner countries will enjoy broad rights and privileges, almost equal to the permanent members of BRICS, with just a few exceptions.
One of the countries that announced their interest in becoming a participant in BRICS – and did it publicly – was Türkiye. The country is indeed a member of the North Atlantic Alliance. <...> For decades, Türkiye has not been allowed to join the European Union, with respective talks hindered in every possible way. It is unlikely that the EU will ever change its negative stance, which is another argument in favour of Türkiye’s increasing rapprochement with BRICS.

🤝 What makes BRICS and other Global Majority or Global East associations that do not include Western countries stand out, is that they are not created for the purpose of struggling or fighting with anyone. They are established to collectively benefit from their competitive advantages such as geographical location, shared history, cultural and humanitarian proximity, and coherence of economic systems, as is the case of the former Soviet republics. This is an objectively occurring process.
The West has been proving time and again that it is not just willing, but never hesitates to use illegal sanctions against any country it sees as a threat to its economic domination, violating the global market economy principles it supposedly champions. All countries see this.
