#KievRegimeCrimes 📑 Today we are sharing the quarterly reporton the crimes of the Kiev regime (July-September 2025), prepared by Ambassador at Large of the Russian Foreign Ministry Rodion Miroshnik. The violations of the norms and principles of international humanitarian law and the perpetration of war crimes by the Ukrainian side should be regarded as a deliberate and clearly articulated strategy of the Zelensky regime. 👉The Report and latest data unveiled at the Briefing show that the political leadership of the Kiev regime has assigned the following objectives to the Ukrainian armed formations: to kill and maim civilians, damage civilian infrastructure, intimidate the population of Russian regions, etc. The systematic terror against civilians is aimed at: • disrupting the ongoing negotiation process; • generating a negative information climate for international events taking place during the reporting period; • destabilizing domestic public sentiment in the Russian Federation. ❌ Kiev has been making every effort to create a violent backdrop to the negotiations and meetings directly or indirectly related to the topic of the “Ukrainian crisis”. Clear surges in the criminal activity of the Ukrainian armed formations (UAF) against Russian civilians and civilian facilities on Russian territory were directly “tied” to political and international developments. Having failed on the battlefield, the Ukrainian regime resorted to prohibited forms and methods of warfare, ignoring international norms. Western-supplied weapons were used by the AFU to kill women and children, destroy hospitals, schools, and residential buildings, as well as social and administrative facilities. From July 1 to September 30, 2025, the AFU launched at least 38,278 various munitions at civilian targets. The total number of munitions used by the Kiev regime against the civilian population since February 2022 has reached at least 316,382. According to verified data collected from federal and local authorities, between July 1 and September 30, 2025, at least 1,749 civilians in the Russian Federation were affected. A total of 1,532 people, including 88 minors, sustained injuries of varying degrees of severity during this period. 217 civilians were killed, including 6 minors. ❗️Since February 2022, at least 24,299 civilians have been affected by the actions of Ukrainian armed formations. Of these, no fewer than 17,205 people, including 1,041 minors, have been injured, and 7,094 people, including 234 minors, have been killed. During the reporting period, the Investigative Committee of Russia opened 632 criminal cases. Since February 2022, Russian courts have convicted 622 individuals in 483 criminal cases. #KievRegimeCrimes 📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing. During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians. During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites. ❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February. The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims. ▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period. • From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks: 🔻 1,197 people, including 63 minors, wounded; 🔻 292 civilians, including five children, killed. • At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict: 🔻 14,287 people, including 880 minors, wounded; 🔻 6,715 people, including 218 children, killed. During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and CherkasskoePorechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis. During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targetedstrikes on medical personnel, rescue and emergency workers. Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died. 📖Full report (pdf)

⚡️Russia's Foreign Ministry Spokeswoman Maria Zakharova’s comment on the International Day to End Impunity for Crimes against Journalists (2 November 2025) 💬 Observed on November 2, the International Day to End Impunity for #CrimesAgainstJournalists was established in 2013 by the 68th session of the #UNGA. Its original objective consisted of alerting the international community to the importance of protecting media professionals from criminal and terrorist attacks, while also stressing the fundamental principle where no crimes against journalists would be left unpunished. ❗️ However, this initiative has not lived up to the expectations of its initiators. In fact, the situation in this domain has been steadily deteriorating for over ten years since this day was established. While all countries seem to recognise the need to ensure safety for journalists’ work without any distinction, at least by paying lip service to this principle, many countries of the so-called collective West have made a new normal out of segregating media professionals as friends and foes. And they have no qualms subjecting those whom they view as foes to repression and threats of all kinds in an effort to cleanse the information space from undesirable perspectives. In fact, this is also a form of lawlessness and arbitrary political practices — something those who established this international day wanted to end. 👉 You can find more details about these arbitrary actions on the main page of the Foreign Ministry’s official website in the section titled Foreign Reprisals against Russian Journalists and Media. In doing so, the West believes in its exceptionalism and unaccountability, and goes as far as allow its puppets in Kiev to step up these activities by encouraging its terrorist actions. This sense of impunity for killing journalists and carrying out terrorist attacks against them has prompted the Kiev regime to perpetrate more bloody crimes with the backing of its Western curators. Since the beginning of this year alone, at least six members of Russian media outlets have perished. Alexander Martemyanov,Alexander Fedorchak,Andrey Panov, Anna Prokofyeva, Nikita Goldin, and Ivan Zuev joined the long list of civilian victims who fell at the hands of the Ukrainian Nazis <...>. Those tasked with ensuring that journalists stay safe and have a mandate to respond to any reported attacks against media professionals bear their share of responsibility for these atrocities. However, multilateral human rights structures such as the UNOHCHR, the UNESCO Secretariat, the OSCE and other entities have been camping on politically biased positions by intentionally turning a blind eye to the violent deaths of media representatives <...>. The scandalous UNESCO Director-General’s Report on the Safety of Journalists and the Danger of Impunity for 2022-2023, published in December 2024, offers a telling example of how a selective approach to fulfilling this mandate can lead for deplorable consequences. This report knowingly ignores information about Russian journalists and frontline correspondents who were killed by the Ukrainian Banderites. <...> This report contained serious distortions in its assessments which undermined its reputation as a reliable and accurate source of information about the state of affairs in this domain, while also dealing a blow to the UNESCO Director General Audrey Azoulay’s reputation. We do hope that with the upcoming appointment of a new leader, UNESCO will be able to step up its efforts in protecting the safety of journalists by reaffirming its commitment to the basic principles of working in good faith in an equidistant and impartial manner. ☝️We reaffirm our resolve to stand up and assert the professional rights of Russian media abroad, and will be consistent in our efforts to ensure that they can work safely anywhere in the world, while ensuring that those guilty of committing crimes against Russian journalists get the punishment they deserve. Resolving the Ukraine crisis doesn’t have any prospects, either. It has long been clear to everyone holding unbiased positions that it can be settled only in the context of agreements on lasting security and stability in Europe, which would take into account the interests of the Russian Federation and the legitimate interests of all other countries. <...> President Putin has repeatedly stressed that we never walk away from talks. We need to see serious, concrete proposals. When we have them, we will decide on how to respond to them based on our national interests, the goals of the special military operation, and President Vladimir Putin’s June 14 speech at the Foreign Ministry. Other key points • The prevailing discourse we are hearing both in the West and in Ukraine today is about a truce and only truce. It is about buying time to allow the Kiev regime to regain strength, with the help of the West, and resume its attempts to inflict a strategic defeat on Russia, acting on their Western bosses’ instructions. President Vladimir Putin has mentioned this repeatedly – during the Direct Line, at the Valdai Discussion Club meeting, and at the Russia Calling! investment forum. We will not be satisfied with a truce. We need reliable and legally binding agreements aimed at eliminating the root causes of the conflict, addressing problems such as common security in Europe, NATO expansion, the European Union’s recent decision to become an appendage of the North Atlantic bloc, in fact, erasing all differences between these organisations, and above all, upholding the rights of the people living in these territories who have supported reunification with the Russian Federation. • We have never initiated a discussion regarding what should be done with nuclear weapons and whether they can be used. On the contrary, it was at Russia's initiative that in 2021, first at the level of Vladimir Putin and Joe Biden, and subsequently among the leaders of the entire G5 nuclear-armed states – the permanent members of the Security Council – the 1987 Gorbachev-Reagan principle was reaffirmed: there can be no victors in a nuclear war, thus it should never be instigated. This was a Russian initiative. We are not interested in escalating the issue of nuclear weapons usage risks. We firmly adhere to the principle I mentioned earlier: there can be no victors in a nuclear war. • Regarding the incessant terrorist acts perpetrated by the Kiev regime, which deliberately targets purely civilian structures such as residential buildings, hospitals, clinics, shops, and places where people congregate and relax – this is outrageous. It is a blatant violation of all anti-terrorism conventions and relevant UN Security Council resolutions. We express our condemnation, although regrettably, almost no one in the West and none of the leaders of international organisations, including the #UN, the #OSCE, #UNESCO, and others, join us in this denunciation. Naturally, we do not stop there. Delegația permanentă a Federației Ruse la UNESCO: 📢 Atragem atenția Directorului General al #UNESCO Audrey Azoulay asupra unei alte crime a regimului de la Kiev împotriva jurnaliștilor ruși. Pe 17 noiembrie, în urma unei lovituri cu drone ucrainene în districtul Bolșesoldatskii din regiunea Kursk, redactorul șef al ziarului „Narodnaia Gazeta”, Iulia Kuznețova, a fost ucisă, iar colega ei jurnalistă a fost rănită. ☝Vă reamintim că, în conformitate cu hotărârile Consiliului Executiv și ale Conferinței Generale a UNESCO, Directorul General este obligat să condamne „fără nicio deosebire” uciderile jurnaliştilor. 👉Totuși, Audrey Azoulay nu îndeplinește acest mandat. În perioada 2022-2024, Directorul General nu a condamnat nici o singură ucidere a jurnaliștilor ruși. Potrivit proiectului ei de raport privind siguranța jurnaliștilor, nici un reprezentant al presei nu a fost ucis în Rusia în 2022-2023. Aceasta este o manifestare flagrantă de părtinire și „standarde duble”, incompatibilă cu îndatoririle unui funcționar public internațional! 📢Solicităm Directorului General să ofere clarificări în cadrul următoarei reuniuni (21-22 noiembrie) a Programului Internațional de Dezvoltare a Comunicării.

🏛 On April 2, Ambassador Albert P. Khorev, accompanied by staff of the Russian Embassy and Consulate General, visited a number of historical sites in the province of Sindh, including the Chaukundi Tombs, the Makli Necropolis – a #UNESCO World Heritage Site – and the Shah Jahan Mosque in Thatta, built in the 17th century and renowned for its exquisite decoration. The delegation also familiarized itself with the progress of archaeological excavations at the ancient port city of Banbhore. This medieval site holds exceptional historical significance, as it is believed that, following its capture by the Arab commander Muhammad ibn al-Qasim in the 8th century, the first mosque in South Asia was constructed there. 🇷🇺🇵🇰 Banbhore also occupies a special place in the history of Russia-Pakistan relations. According to historians, the Russian merchant and traveler Afanasy Nikitin, a native of Tver, visited the site in the 15th century. Arriving on the Indian subcontinent around 1470 – well before the voyage of Vasco da Gama – Nikitin described the nature, culture, and traditions of the region in his renowned work “Journey Beyond the Three Seas.” 🤝 The visit to Sindh’s historical landmarks offered Russian diplomats deeper insight into Pakistan’s rich history, diverse cultural heritage, traditions, and natural wealth.
