🇷🇺🇵🇰 On November 18, Ambassador Albert P. Khorev participated in the launch ceremony for the book "Pakistan-Russia Relations: A Comprehensive Historical and Strategic Analysis," at the Institute of Strategic Studies Islamabad (ISSI).
📘 Consisting of 13 articles written by Russian and Pakistani experts, the book was prepared by the ISSI research team in collaboration with the Institute of Oriental Studies of the Russian Academy of Sciences. The book highlights historic aspects of relations between the two countries and the current state and prospects of bilateral cooperation in trade, economy, energy, science, technology, culture and education, with a focus on opportunities for cooperation in regional and international formats.
❗️Ambassador Khorev expressed gratitude to the ISSI and the book's authors, noting the initiative's importance and timeliness. The Ambassador highlighted the positive dynamics of bilateral cooperation, as evidenced by the participation of a high-level delegation from both chambers of the Russian parliament in the Inter-Parliamentary Speakers’ Conference (Islamabad, November 11–12) and by the visit of Deputy Prime Minister and Minister of Foreign Affairs of Pakistan Muhammad Ishaq Dar to Moscow for the SCO Council of Heads of Government (November 17–18).

Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership.
💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception.
I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan.
We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters.
Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result.
Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country.
Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled.
Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic.
Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis.
It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership.
Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia.
When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS.
🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks.
I am confident that this visit and our negotiations will contribute to the further development of the multifaceted Russian-Kyrgyz relationship for the benefit of our peoples and our countries.

💬 President Putin: For over three decades the Commonwealth of Independent States has firmly established itself as an influential regional and integration association. But most importantly, we have managed to do more than just maintain a platform for dialogue; we have developed a common market and a shared humanitarian space.
I believe it is profoundly important for the citizens of our states that we have preserved this foundation. We are not only preserving the economic, social, and cultural ties that were forged over our many years as one state, but we are also building upon them, creating a new framework for our partnership. And I believe we have succeeded in this.
In terms of our economic cooperation, I can add to the figures just cited by President Tokayev regarding Kazakhstan. Russia’s trade with CIS countries grew by 7 percent in 2024 alone, reaching $112 billion.
Furthermore, the structure of this trade is consistently improving – a point of high importance. The emphasis is shifting towards a growing segment of high value-added products. So, I will reiterate: our trade is indeed improving from year to year.
Our countries are creating a stable financial infrastructure that is independent of outside influences.
👉 Today, practically all mutual settlements are carried out in national currencies. In the first six months of 2025, their share in commercial transactions between CIS member states amounted to 96%.
However, this does not mean that we are refusing to use other payment instruments and currencies. It is just that this enhances our independence and sovereignty. This is an obvious thing, in the present-day world in particular. This makes it possible to expand commodity exchanges, make reciprocal investments, and develop our own capital market regardless of the international economic situation.

Import substitution efforts are actively progressing within the CIS. However, as we now recognise in Russia – and I believe this applies to all of us – the goal is not merely to replace something, but to take the lead in certain fields. And not on the periphery of development, but in its key areas. We undoubtedly have the potential to achieve this, there is no doubt about it.

An important area of cooperation among the Commonwealth states is the joint fight against terrorism, extremism and corruption. We are making every effort to strengthen collaboration across a broad range of fields, and therefore fully support the documents being adopted today:
• an action plan on counterterrorism,
• a set of joint measures to protect external borders,
• an updated concept for military cooperation,
• a statement on combatting transnational crime,
• initiatives to counter money laundering obtained by criminal means, and steps to enhance energy security.

In 2025, we have all gone to great lengths to mark the 80th Anniversary of Victory in the Great Patriotic War, and almost all our colleagues have already mentioned this in their remarks. I would like to thank the CIS leaders who came to Moscow on May 9. We have been coordinating our foreign policy efforts too and compare notes on a continuous basis. This is important considering the way the international environment has been evolving. In this context, we believe that the joint statement on 80 years since the UN’s establishment is quite timely. It will be submitted for approval to the Council today.

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation(CSTO) in Minsk.
💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support.
In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space.
☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS.
I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel.
✅ We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups.
✅ We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking.
✅ The CSTO Coordination Council on Biological Security has launched its work. It has focused on preventing threats linked with the development and use of biological weapons and ensuring radiation, chemical and medical protection.

🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council.
The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko.
In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship.
Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August.
The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform.
For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States.
The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria.

At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas.

The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security.
The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States.
Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure.
ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine.
❗️Given the current state of affairs in the OSCE,it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment.
The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support.

💬 On January 1, 2026, Russia assumed the chairmanship of the Collective Security Treaty Organisation. Our tenure proceeds under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility.
In collaboration with our allies within the CSTO, we are intensifying efforts to uphold shared approaches to resolving international security issues. Much has already been articulated on this subject today. The foundational documents of the Organisation – and I wish to underscore this with particular emphasis – enshrine the principles of peaceful coexistence among states, the primacy of political and diplomatic methods of resolution, and adherence to the norms of international law, with the United Nations playing a central role.
I consider it of fundamental importance that, in the current period, as the West resorts more frequently and extensively to illegitimate use of force, neocolonial methods of diktat, and outright plunder, the CSTO countries are neither altering nor revising the aforementioned goals of their activities. We will not deviate from the universal norms of international law. On the contrary, we will counter attempts to undermine them and oppose efforts to impose lawlessness in global affairs, whilst upholding the universal norms of international law, above all the sovereign equality of states, as enshrined in the UN Charter. <...>
The Collective Security Treaty Organisation has established itself as an authoritative association of allied states whose activities are not directed against anyone, contain no aggressive aspirations, and are built exclusively in the interests of maintaining regional stability and the well-being of its member countries. <...>
Russia maintains continuity in advancing the principal vectors of our collaboration within the CSTO. We continue our work to implement the initiatives of the preceding chairmanship – that of the Kyrgyz Republic.
Our goal is to preserve the truth concerning our common struggle to liberate the world from Nazism and to perpetuate the heroic feat of the Soviet people, who defended the independence of their native land and liberated Europe and the world from the brown plague. <...>
We are continuing our course towards expanding our Organisation’s contacts with the Eurasian countries. Security in this geopolitical area and close interaction with integration associations within our shared space matters a lot to us.
Anyone who has been closely following recent developments is aware that threats in Eurasia are significantly up which requires us to make additional efforts. <...>
We must work with our closest neighbours and partners from the #CIS and the #SCO. The SCO has a substantial programme aimed at strengthening stability and security. Recently, the secretaries-general of the CSTO, the CIS, and the SCO approved a roadmap that provides for, among other things, holding joint conferences on security issues in Central Asia and Afghanistan in Moscow. <...>
We attach great importance to strengthening the Organisation’s military component. The programme of our chairmanship which was presented by President Putin places emphasis on increasing the combat potential of the CSTO’s collective forces and equipping them with modern and interoperable weapons and military equipment. <...>

🇷🇺🇺🇳 On July 1, Russia assumed the UN Security CouncilPresidency, which, pursuant to the UN Charter, bears the primary responsibility for finding effective responses to threats to international peace and security.
Three central events have been planned during the Russian presidency:
🗓July 16 – open ministerial-level debate on multilateral cooperation for a more just, democratic and sustainable world order.
🗓July 17 – open ministerial-level debate on the situation in the Middle East, including the Palestinian issue.
🗓July 19 – debate in the Security Council on UN cooperation with the #CSTO, the #CIS and the #SCO.
The first two events will be chairedby Foreign Minister of the Russian Federation Sergey Lavrov.
In general, the Council has a very busy agenda. The mandate-reporting cycle will include meetings on the situation in Haiti, the Democratic Republic of the Congo, West Africa and the Sahel region, Yemen, Cyprus, Colombia, Lebanon and Syria, as well as on the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia.
The mandates of the UN Integrated Office in Haiti, the UN Mission to Support the Hudaydah Agreement and the Security Council sanctions regime against the Central African Republic are scheduled for renewal.
The agenda also includes discussions on implementing UN Security Council Resolution 2720 on the humanitarian mechanism for the Gaza Strip to be attended by the UN Senior Humanitarian and Reconstruction Coordinator for Gaza Sigrid Kaag.
🇷🇺 The Russian Federation as a permanent member of the Security Council and a responsible participant in the international community, will traditionally make every effort to ensure a coherent and expeditious work of this agency. In this connection, Russia will urge its colleagues in the Security Council to seek common denominators, given due account of the interests of all the parties concerned.

💬Vladimir Putin: Russia’s experience in the practical implementation of artificial intelligence is needed in various countries. Today, nations in Asia, Africa, Latin America, as well as our partners from the #CIS, the Eurasian Economic Union, the #SCO, #BRICS, and other associations are forming promising economic sectors and introducing innovations.
Russia unquestionably shares and supports their commitment to developing, and also supports domestic companies in creating AI-based products and services both for themselves and for the whole world.
We will provide the countries of the Global South and East with consultative and technical assistance in the domain of artificial intelligence. Of course, we hope that we will also borrow our partners’ achievements and implement joint projects based on equal access to knowledge, technology, and scientific achievements. This priority is enshrined in the National Strategy for Artificial Intelligence.
We are ready to help create and apply generative models not only in Russian, but also in other languages. As I have said, these systems’ algorithms must be trusted, that is, clear, open, and unbiased. They must also be developed considering cultural and national peculiarities of each civilisation with its history, identity and traditions, which we, in Russia, deeply respect.
❗️I am confident that an international alliance of AI National associations and development institutions of the BRICS countries and other interested states will give a boost to this cooperation. This Alliance will be launched at the AI Journey conference today.

💬 The 79th Session of the UN General Assembly has recently completed the general debate, where President Vladimir Putin tasked me to represent the Russian Federation.
Does the Pact for the Future have a future?
Held as usual in the last week of September, the UN’s High-Level Week included the so-called Summit of the Future. The idea to convene it came from UN Secretary-General Antonio Guterres, and Russia has met this idea with understanding considering that the UN is sinking deeper and deeper into a crisis, and something has to be done about it. Russian diplomats joined efforts to prepare this meeting and acted in a sincere and honest way, even if we did not have any illusions in this regard. In fact, there were quite a few major UN events in the past which failed to go beyond bombastic declarations that were forgotten soon after their adoption.

In 2015, the UN Summit on Sustainable Development adopted grand plans to fight poverty and inequality. The current UN Secretary-General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of giving a new start and resetting global cooperation.
This is a wonderful idea. Who could disagree?
But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of globalisation we have been hearing about from everywhere for so many years. These perorations were designed to convince us that they would give everyone equal access to the goods of modern civilisation. Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair market competition under fair and constant rules?
How can we discuss global cooperation when the Western countries have unleashed a real war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar has been crudely turned into a weapon against undesirable countries? <...>

• It is not too late to give the UN a new lease on life.
• It has gotten to the point where the West wants to turn the UN into an instrument for attaining itself-seeking goals.
• [The West is] hindering the badly needed change in the system of forming the UN Secretariat, where the key posts have been seized and are “inherited” by representatives of the Western minority.
• There must be an honest discussion by all UN member states, and not like a process in which the Pact for the Future was prepared – without a single plenary session of talks attended by all countries.

• Our initiative is based on the understanding of the need for states and multilateral organisations of the Eurasian region to assume responsibility for ensuring their own security under the ‘Eurasian solutions to Eurasian problems’ formula.

Russia will always advocate collective efforts, truth and the rule of law, peace and cooperation in the interests of reviving the ideals set forth by the UN’s founding fathers.
