🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Astana, May 21, 2024) Key talking points: ▪️ At a group meeting of the heads of delegations with President of Kazakhstan and during the Ministerial Council meeting (https://t.me/MFARussia/20291), we expressed our deepest condolences and solidarity with the Iranian people, as well as confidence that Tehran will continue its foreign policy, including with regard to its active participation in the Shanghai Cooperation Organisation. • The #SCO remains one of the supporting pillars of the multipolar world order. It is well positioned to become a driving force behind transforming Eurasia into a single continental space of peace, stability, mutual trust and progress. • Security can be reliably ensured only by the Eurasian countries themselves, without the intervention of extra-regional forces. We observe such attempts on the part of the United States, the European Union and NATO, which strive to assume responsibility for everything that happens in the region. • We are all aware of the importance of intensifying the work of the SCO, considering its weight and role in Eurasia, and its partners, including the OSCE, the CIS, the EAEU, and ASEAN. • Developing common approaches to ensuring Eurasian security and cooperation by the countries of this continent is a crucial goal. We underscored that the SCO could well catalyse these processes with the involvement of other partners in the region. • The SCO has two observers and 14 dialogue partners. Recently, Laos and Algeria have applied for partner status. We discussed improving the efficiency of interaction with these countries within the SCO Plus format. 🇧🇾 Starting from the July summit, Belarus will become a full-fledged SCO member. President of Belarus Alexander Lukashenko will take part in all events of the Astana summit without exception. I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness. Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran. We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS. Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus. 🇷🇺🇰🇿 October 22 marks 3️⃣3️⃣ years since the establishment of diplomatic relations between the Russian Federation and the Republic of Kazakhstan. Our nations share common cultural, spiritual and moral values, centuries of living in a union-state, and mutual achievements and victories. Today's Russian-Kazakhstani relations are characterized as strategic partnership and alliance, and are based on long-lasting friendship, mutual trust and respect for each other’s interests. 🤝 The Leaders of Russia and Kazakhstan have developed close and cordial personal relations during many years of cooperation. Both countries' Presidents often hold talks and telephone conversations, exchanging views on current bilateral, regional and global issues. Our Foreign Ministers also maintain regular contacts. In October 2024, President Vladimir Putin paid a state visit to Astana, where the Sides coordinated a solid package of documents that strengthened the architecture of our multifaceted bilateral cooperation. 📈Russia is one of Kazakhstan’s largest trade, economic and investment partners. Mutual trade turnover reached a record of more than $28 billion in 2023 and was maintained at the same level in 2024. We are also increasing the share of national currencies (almost 90%) in mutual trade operations. There are over 23'000 businesses with Russian assets in Kazakhstan. Russia’s investment in the country's economy have exceeded $10 billion. The two countries are implementing over 60 major joint projects in all spheres of the Kazakhstani national economy. Our interaction in the oil and gas sector is developing dynamically. Russia’s Gazprom, Gazprom Neft, Tatneft and LUKOIL corporations hold a substantial position in Kazakhstan. Both countries' oil and energy companies are jointly developing hydrocarbon fields, processing energy resources and expanding the pipeline systems. Russia and Kazakhstan were among the initiators of integration processes in the post-Soviet space, and are the founding-nations of the Eurasian Economic Union (#EAEU). Moscow and Astana are working together within the #CIS, #CSTO and #SCO. Kazakhstan supports the Russian initiative of building an equal and indivisible security architecture in Eurasia. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. 🗓On February 19, Jakarta 🇮🇩 hosted the 21st ASEAN-Russia Senior Officials' Meeting (#ARSOM). 🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. Andrey Rudenko 🇷🇺 and Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar H.E. Mr. Aung Kyaw Moe🇲🇲. 🔹 Participants discussed ways and means of further promoting the ASEAN-Russia Strategic Partnership with an emphasis on such priority areas as science and technology, digitalization, energy, and the development of smart cities. 🔹️Specific steps were outlined to further diversify practical cooperation. Particular attention was paid to the prospects for launching new joint mechanisms and initiatives, in particular, in the field of youth ties and biological security. 🗓On 28 April 2023 Siem Reap, Cambodia 🇰🇭 hosted the 19th ASEAN-Russia Senior Officials' Meeting (#ARSOM). Russian delegation was headed by the Deputy Foreign Minister H.E. Mr. Andrey Rudenko. 🔹 Participants discussed preparations for the ASEAN-Russia Foreign Ministers' Meeting to be held in July. 🗓 On August 8, the ten member states of the Association of Southeast Asian Nations mark ASEAN Day. 🌏#ASEAN was established on August 8, 1967, in Bangkok by Indonesia, Malaysia, Singapore, Thailand, and the Philippines, which signed the Bangkok Declaration. The regional organisation subsequently expanded to include Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and Cambodia (1999). ASEAN stands as one of the most successful regional organisations, forming the nucleus for a network of diverse intergovernmental associations engaging Russia and other leading global powers – including the East Asia Summit (#EAS), the ASEAN Regional Forum (#ARF), and the ASEAN Defence Ministers’ Meeting Plus (#ADMMPlus). Strengthening relations with ASEAN remains one of Russia’s top foreign policy priorities in Asia. The Russian Permanent Mission to ASEAN has been based in Jakarta since 2017. In 2018, Russia-ASEAN ties reached the level of strategic partnership. 📈 In 2024, trade between Russia and ASEAN nations grew by 5.8% to $23.2 billion. During the first nine months of 2024, total capital investments from ASEAN states into the Russian economy amounted to $2.3 billion, while total Russian investments in Southeast Asia reached $12.4 billion. ASEAN’s cooperation with the #EAEU and #SCO is progressing successfully, under Memoranda of Understanding signed between ASEAN and the Eurasian Economic Commission (2018) and the SCO Secretariat (2005). This year marks the 20th anniversary of the inaugural #RussiaASEAN Summit. On July 10, 2025, Kuala Lumpur hosted the annual meeting between Foreign Minister Sergey Lavrov and the Foreign Ministers of ASEAN member states. 💬Foreign Minister Sergey Lavrov: ASEAN countries’ interest in collaboration with Russia exists irrespective of what is going on in the West and what the United States and its allies are undertaking with respect to them. This marked the culminating stage of preparations for the upcoming SCO Summit, which will likewise be held here in Tianjin in late August — early September of this year. All participants unanimously acknowledged the business-like, focusednature of our efforts. In this context, we attach particular significance to this morning’s meeting with President of the People’s Republic of China Xi Jinping, who shared his assessments of joint efforts under China’s chairmanship and his vision of the key tasks for the progressive development of our Organisation. 🌐 The discussion confirmed a shared understanding of the growing importance of the SCO’s collective potential in both regional and global affairs. <...> The prevailing trend towards further consolidation of the SCO and the enhancement of its role on the international stage is encouraging.
