🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Astana, May 21, 2024) Key talking points: ▪️ At a group meeting of the heads of delegations with President of Kazakhstan and during the Ministerial Council meeting (https://t.me/MFARussia/20291), we expressed our deepest condolences and solidarity with the Iranian people, as well as confidence that Tehran will continue its foreign policy, including with regard to its active participation in the Shanghai Cooperation Organisation. • The #SCO remains one of the supporting pillars of the multipolar world order. It is well positioned to become a driving force behind transforming Eurasia into a single continental space of peace, stability, mutual trust and progress. • Security can be reliably ensured only by the Eurasian countries themselves, without the intervention of extra-regional forces. We observe such attempts on the part of the United States, the European Union and NATO, which strive to assume responsibility for everything that happens in the region. • We are all aware of the importance of intensifying the work of the SCO, considering its weight and role in Eurasia, and its partners, including the OSCE, the CIS, the EAEU, and ASEAN. • Developing common approaches to ensuring Eurasian security and cooperation by the countries of this continent is a crucial goal. We underscored that the SCO could well catalyse these processes with the involvement of other partners in the region. • The SCO has two observers and 14 dialogue partners. Recently, Laos and Algeria have applied for partner status. We discussed improving the efficiency of interaction with these countries within the SCO Plus format. 🇧🇾 Starting from the July summit, Belarus will become a full-fledged SCO member. President of Belarus Alexander Lukashenko will take part in all events of the Astana summit without exception. It was established by UN General Assembly Resolution A/RES/73/127 on December 12, 2018, in order to promote the UN values and to reaffirm the belief of our peoples in the purposes and principles enshrined in its Charter: “The International Day constitutes a means to promote the values of the United Nations and to reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter, to reaffirm the importance and relevance of multilateralism and international law and to advance the common goal of lasting and sustained peace through diplomacy.” Russia has consistently supported multilateralism and the leading role of the UN in world affairs, actively participating in efforts to reform and adapt the UN to new international realities. This is especially relevant today, when the UN and other multilateral institutions have come under unprecedented pressure from a small group of states, and the standing of the World Organisation has been noticeably down, including due to the Secretariat refusing to adhere to the equidistance principle. The collective West keeps attempting to subordinate the Organisation to its narrow self-interests and to impose the controversial concept of a rules-based world order to replace international law. 💬 Foreign Minister Sergey Lavrov(excerpt from a speech on February 11, 2026): At the UN platform, in conjunction with our like-minded partners in the Group of Friends in Defence of the UN Charter, we are working to ensure that the principles enshrined in the UN Charter are observed in their full scope, entirety, and interconnection, rather than selectively, as the West prefers. The UN is going through rough times and is bearing the brunt of profound differences between the world’s leading powers. Nevertheless, the Organisation’s role as a platform for aligning states’ interests is undeniable. According to the Foreign Policy Concept, Russia prioritises restoring the UN’s role as the central coordinating mechanism for aligning the interests of member states. Our country contributes to the formation of a more representative, democratic, fair, and multipolar world order with the central coordinating role of the UN, based on respect for cultural diversity, mutually beneficial and equal cooperation among countries. 📄 Excerpt from the Concept: “The mechanism for shaping universal international legal standards should be based on the free will of sovereign states, and the UN should remain the main venue for progressive development and codification of international law.” Our shared responsibility is to preserve the UN as a model of multilateralism and coordination in global politics. 🇷🇺🇨🇳 On July 10, Russia's Foreign Minister Sergey Lavrov and Minister of Foreign Affairs of China Wang Yimet in Kuala Lumpur on the sidelines of ministerial events within the ASEAN framework. The Parties highly commended the development of political dialogue and practical collaboration between Russia and China amid heightened turbulence in the global system of international relations. The Ministers engaged in detailed discussions on cooperation within #ASEAN, particularly in light of certain countries’ intensified efforts to establish narrow-bloc military and political mechanisms aimed at undermining the ASEAN-centric system of security and stability in the Asia-Pacific region. ❗️ Russia and China stand united in opposing actions and plans to militarise the region, including attempts to deploy NATO-standard military infrastructure. Mr. Andrey Rudenko🇷🇺 and Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar H.E. Mr. Hau Khan Sum🇲🇲. 🔹️Held in the context of the 35th anniversary of ASEAN-Russia relations, the meeting featured an in-depth discussion on advancing the ASEAN-Russia Strategic Partnership across political, economic, and socio-cultural spheres. Russia is open to a politico-diplomatic settlement that should remove the root causes of the crisis. It should aim to end the conflict rather than achieve a ceasefire. The West should stop supplying weapons, and Kiev should end the hostilities. 👉Ukraine should return to its neutral, non-bloc and non-nuclear status, protect the Russian language, and respect the rights and freedoms of its citizens. <...> On 14 June, Russian President Vladimir Putinlisted prerequisites for the settlement as follows: complete AFU withdrawal from the DPR, LPR, Zaporozhye and Kherson Oblasts; recognition of territorial realities as enshrined in the Russian Constitution; neutral, non-bloc, non-nuclear status for Ukraine; its demilitarization and denazification; securing the rights, freedoms and interests of Russian-speaking citizens; and removal of all sanctions against Russia. 🇷🇺🇵🇰 May 1 marks 7️⃣8️⃣ years since the establishment of diplomatic relations between our country and the Islamic Republic of Pakistan. In the early years of #Pakistan’s independence, the Soviet Union provided significant economic assistance to the newly-established state, having supplied back then tens of thousands of tonnes of food grain. In the 1970s, with Moscow’s expertise, Pakistan launched the development of its largest steel mill in Karachi, the Muzaffargarh; Multan-II and Guddu thermal power plants, and a radio station near Islamabad. The USSR also helped in setting up the Oil & Gas Development Company and in developing agriculture in the Islamic Republic. 🤝Enhancing the mutually beneficial partnership with Pakistan is one of Russia’s foreign policy priorities in #SouthAsia. The dialogue between Moscow and Islamabad is actively developing. The bilateral cooperation between our countries is based on mutual respect and consideration of each other’s interests, overlapping positions on the majority of aspects on the international agenda. Regular meetings are held by Russia-Pakistani Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation. In 2023, our mutual trade turnover between our countries exceeded $1 billion. Today, Russian and Pakistani pharmaceutical companies are preparing to launch a joint project to produce insulin in Pakistan. Cooperation in education is also expanding: for the 2025-2026 academic year, 152 Russian government grants have been given for Pakistani students to study at Russian universities. The number of students studying Russian at universities in Pakistan has been steadily increasing year-to-year. 🌐 Russia and Pakistan work closely together on international platforms, including the #UN and the Shanghai Cooperation Organisation (#SCO) which is a key element of the security and sustainable development system in #Eurasia. The Ministers praised the dynamics of cooperation in key areas of the specially privileged strategic partnership between our countries. 🗓 Russia's Foreign Minister Sergey Lavrovattended the 14th Ministerial Meeting of the Member States of the East Asia Summit (#EAS) and the 31st session of the ASEAN Regional Forum (#ARF) which were held in Vientiane on July 27. During discussions on current issues related to the situation in the Asia Pacific Region, the Russian Minister emphasised the importance of efforts to build an open and indivisible architecture of Eurasian security as one of the foundations of the multipolar international order. Apart from #ASEAN, the #SCO and the #EAEU are making a contribution to its strengthening. ❗️ He also indicated the risks to peace and stability in Asia introduced by NATO and the US-created selective bloc mechanisms. He reaffirmed Russia’s commitment to reinforcing ASEAN’s central role in the regional security system through the build-up of an equitable dialogue and practical interaction. Participants in the EAS meeting discussed preparations for the 19th East Asia Summit scheduled to be held in Vientiane in October 2024. At previous summits, Russia proposed initiatives to create a regional epidemic response mechanism and to secure economic growth in the Asia Pacific Region by promoting tourism cooperation. Russia also suggested focusing on the development of remote territories as a possible option for long-term cooperation. ☝️ The ARF session focused on building up the ARF’s potential in counterterrorism, emergency response, and #ICT security. Russia stressed that it is unacceptable to reformat the ARF mandate, restrict certain member states’ access to its activities, or block mutually beneficial cooperation projects for political reasons. The session approved the ARF’s working plans on countering terrorism and transnational crime for 2024-2026, emergency response for 2024-2027, and a Ministerial Statement on strengthening regional cooperation in ferry service safety. 🤝 The participants also summed up the results of the Russian-Indonesian co-chairmanship of the ARF Inter-Sessional Meetings on ICT security in 2022-2024. A number of practical initiatives to combat cybercrime was implemented during that period.

🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025) 💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians. I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE. In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...> The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions. We will place special emphasis on sharing experience in foreign policy information support. Following the meeting, we plan to sign a Resolution of the collegiums and a Plan for inter-ministerial consultations for 2026. #RussiaBelarus
