🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Astana, May 21, 2024) Key talking points: ▪️ At a group meeting of the heads of delegations with President of Kazakhstan and during the Ministerial Council meeting (https://t.me/MFARussia/20291), we expressed our deepest condolences and solidarity with the Iranian people, as well as confidence that Tehran will continue its foreign policy, including with regard to its active participation in the Shanghai Cooperation Organisation. • The #SCO remains one of the supporting pillars of the multipolar world order. It is well positioned to become a driving force behind transforming Eurasia into a single continental space of peace, stability, mutual trust and progress. • Security can be reliably ensured only by the Eurasian countries themselves, without the intervention of extra-regional forces. We observe such attempts on the part of the United States, the European Union and NATO, which strive to assume responsibility for everything that happens in the region. • We are all aware of the importance of intensifying the work of the SCO, considering its weight and role in Eurasia, and its partners, including the OSCE, the CIS, the EAEU, and ASEAN. • Developing common approaches to ensuring Eurasian security and cooperation by the countries of this continent is a crucial goal. We underscored that the SCO could well catalyse these processes with the involvement of other partners in the region. • The SCO has two observers and 14 dialogue partners. Recently, Laos and Algeria have applied for partner status. We discussed improving the efficiency of interaction with these countries within the SCO Plus format. 🇧🇾 Starting from the July summit, Belarus will become a full-fledged SCO member. President of Belarus Alexander Lukashenko will take part in all events of the Astana summit without exception. 🎙Statement by FM Sergey Lavrov during the UNSC meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order 📍 New York, July 16, 2024 💬 Today, the very foundations of the international legal order - strategic stability and the UN-centric system of international politics - are put to the test. We won’t be able to resolve the mounting conflicts unless we understand their root causes and restore faith in our ability to join forces for the common good and justice for all. Let’s face it: not all countries represented in this chamber recognise the key principle of the UN Charter which is the sovereign equality of all states. Speaking through its presidents, the US has long declared its exceptionalism. This applies to Washington’s attitude towards its allies, whom it demands to be unquestioningly obedient even to the detriment of their national interests. 👉Rule, America! This is the thrust of the notorious “rules-based order” which presents a direct threat to multilateralism and international peace. The most important components of international law - the UN Charter and the resolutions of our Council - are interpreted by the collective West in a perverse and selective manner, depending on the instructions coming from the White House. Key talking points: • Washington’s hegemonistic policy has been the same for decades. Absolutely all schemes of Euro-Atlantic security were based on America’s domination, including the subjugation of Europe and the “containment” of Russia. The main role in this was assigned to NATO, which has ultimately tramped down the European Union that had been created to serve Europeans. The alliance has unceremoniously privatised OSCE bodies in brazen violation of the Helsinki Final Act. • The unrestrained enlargement of NATO, which went on for years contrary to Moscow’s warnings, has also provoked the Ukraine crisis that began with the state coup organised by Washington in February 2014 to seize full control of Ukraine and use the neo-Nazi regime they brought to power to prepare an attack on Russia. • NATO’s military infrastructure is moving into the Pacific with the obvious aim of undermining the ASEAN-centric architecture, which has for many decades been built on the principles of equality, mutual interests and consensus. • Where are the free market attributes that the US and its allies have been telling everyone to follow for so many years? Market economy, fair competition, inviolability of private property, presumption of innocence, freedom of movement of people, goods, capital and services - all of these have been scrapped. • The pivotal element of the reform of the UN should be the reshuffle of the UN Security Council, <...> which clearly has too many representatives of the collective West. A badly needed step is to reach the broadest accord possible on the concrete parameters of the reform, which should increase the representation of Asia, Africa and Latin America. • The personnel policy of the UN Secretariat should be changed as well to eliminate the domination of Western citizens and subjects in the administrative UN bodies. The UN Secretary-General and his staff must faithfully and with no exceptions comply with the principles of impartiality and neutrality. • #BRICS and the #SCO are playing an increasing role in the development of a just multilateral world based on the principles of the UN Charter. Their member states represent different regions and civilisations whose interaction is based on equality, mutual respect, consensus and mutually accepted compromises, which is the golden standard of multilateral cooperation involving great powers. ❗️ The UN will be able to overcome current disagreements and to reach consensus on most issues if everyone, without exception, honours its letter and spirit. “The end of history” has failed to materialise. Let us work together in the interests of launching the history of genuine multilateralism that reflects the entire wealth of cultural and civilisational diversity of the world’s nations.

Foreign Minister Sergey Lavrov’s remarks at the International Symposium Inventing the Future 📉Confidence in the dollar is dwindling. Regardless of how events unfold, we will continue to bolster the mechanisms of the #EAEU and the #SCO and deepen ties with members of other integration structures both on the Eurasian continent and globally, paving new avenues for mutually beneficial, genuinely equitable cooperation. This approach yields dividends for all participants without exception. 🤝In this regard, we will persist in promoting the concept of the Greater Eurasian Partnership. Its development will provide a tangible foundation for the realisation of another initiative by Russian President Vladimir Putin, aimed at constructing an architecture of equal and indivisible security in Eurasia. This architecture will be open to all countries and associations on our continent without exception which are ready to collaborate in finding universally acceptable solutions. 🇷🇺🇨🇳 On January 22, In Beijing, Russia's Deputy Foreign Minister Andrey Rudenkoheld consultations with Assistant Minister of Foreign Affairs of China (with the rank of Deputy Minister) Liu Bin on Russia-China relations, as well as on bilateral cooperation within the Shanghai Cooperation Organisation (#SCO). A substantive exchange of views took place on current issues on the bilateral agenda, including the schedule of political contacts, inter alia in the context of the 25th anniversary of the Treaty of Good-Neighbourliness and Friendly Cooperation of July 16, 2001, as well as various aspects of bilateral dialogue and multifaceted cooperation between Russia and China. The Sides gave a high assessment of the current state of Russia-China ties which, amid a rapidly changing international environment, demonstrate stability, predictability and resilience. 🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation(CSTO) in Minsk. 💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support. In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space. ☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS. I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel. ✅ We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups. ✅ We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking. ✅ The CSTO Coordination Council on Biological Security has launched its work. But most importantly, we have managed to do more than just maintain a platform for dialogue; we have developed a common market and a shared humanitarian space. I believe it is profoundly important for the citizens of our states that we have preserved this foundation. We are not only preserving the economic, social, and cultural ties that were forged over our many years as one state, but we are also building upon them, creating a new framework for our partnership. And I believe we have succeeded in this. In terms of our economic cooperation, I can add to the figures just cited by President Tokayev regarding Kazakhstan. Russia’s trade with CIS countries grew by 7 percent in 2024 alone, reaching $112 billion. Furthermore, the structure of this trade is consistently improving – a point of high importance. The emphasis is shifting towards a growing segment of high value-added products. So, I will reiterate: our trade is indeed improving from year to year. Our countries are creating a stable financial infrastructure that is independent of outside influences. 👉 Today, practically all mutual settlements are carried out in national currencies. In the first six months of 2025, their share in commercial transactions between CIS member states amounted to 96%. However, this does not mean that we are refusing to use other payment instruments and currencies. It is just that this enhances our independence and sovereignty. This is an obvious thing, in the present-day world in particular. This makes it possible to expand commodity exchanges, make reciprocal investments, and develop our own capital market regardless of the international economic situation. <...> Import substitution efforts are actively progressing within the CIS. However, as we now recognise in Russia – and I believe this applies to all of us – the goal is not merely to replace something, but to take the lead in certain fields. And not on the periphery of development, but in its key areas. We undoubtedly have the potential to achieve this, there is no doubt about it. <...> An important area of cooperation among the Commonwealth states is the joint fight against terrorism, extremism and corruption. 🇷🇺🇱🇦 On June 25−29, Foreign Minister of the Lao People’s Democratic Republic (Lao PDR) Thongsavanh Phomvihane arrives in Moscow on an official visit. He is to hold talks with Foreign Minister Sergey Lavrov, and Minister of Construction and Utilities, Chair of the Russian chapter of the Russia-Laos Intergovernmental Commission for Trade, Economic, Scientific and Technical Cooperation Irek Fayzullin. Rooted in years-old traditions of friendship and cooperation, Russia-Laos ties enjoy a high level of trust. Our country has proactively supported the people of Laos in their national liberation struggle, as well as their efforts to establish and develop the Lao People’s Democratic Republic. 🗓 October 7 will mark 65 years of diplomatic relations between our two countries. On March 9, 1994, Russia and Lao PDR signed the Treaty on the Principles of Friendly Relations. This is an excellent opportunity for us to touch base on a wide range of issues aimed at promoting regional interconnectedness in Eurasia for the benefit of our peoples and all those who live on our continent.
