The Parties discussed the current state and development prospects of bilateral relations with an emphasis on practical cooperation in trade, the economy and culture. Issues of mutual interest on the regional and global agenda were also addressed.
The conversation took place in a friendly and trusting atmosphere traditional for Russian-Laotian relations.

✍️ On October 7, 2025, Russia and Laos marked the 65th anniversary of the establishment of diplomatic relations. Over the past decades, much has changed in our countries and in the world at large. What has remained immutable are the unifying traditions of friendship, mutual assistance, and camaraderie, rooted in the years of the national liberation struggle of the Lao people against French colonialists and American aggressors.

Key points:
• The USSR took active part in the 1954 Geneva Conference, which put an end to French colonial rule in Indochina, and acted as a guarantor of Laos’s neutrality. During the “undeclared war”, extensive material support from the Soviet Union was an important factor in the victory of the Lao patriotic forces.
• #RussiaLaos: Today, Russian-Lao cooperation is dynamically advancing in accordance with the spirit and letter of the Treaty on the Principles of Friendly Relations between Russia and the Lao PDR of March 9, 1994, and the Declaration on bilateral Strategic Partnership in the Asia-Pacific Region of October 13, 2011.
• We attach great importance to the development of Russian-Lao practical cooperation, the volume of which continues to grow. The primary tasks in this area are the creation of new effective transport and logistics routes, the implementation of large joint investment projects, primarily in the fields of energy, exploration and mining, as well as support for the activities of small and medium-sized businesses. <…> We see good prospects in the project to construct a small modular reactor nuclear power plant in the Lao PDR with the participation of the Rosatom State Corporation.
❗️The strengthening strategic partnership between Russia and Laos allows us to look to the future with hope and optimism.
• The priorities for joint work are determined by the leaders of our countries during their intensive and trust-based dialogue. On July 31, 2025, talks were held between President of Russia Vladimir Putin and President of the Lao PDR Thongloun Sisoulith during his official visit to Russia. In 2024, two meetings of the Heads of State took place – on May 9 in Moscow and on October 24 on the sidelines of the BRICS Summit in Kazan.
• Our countries’ approaches to a wide range of international issues coincide or are very close. We advocate for the unconditional observance of the principles of the UN Charter in their entirety, fullness, and interconnectedness. We are firmly committed to the formation of a just multipolar world order.
• We appreciate the desire of our Lao partners to establish contacts with the leading associations of the World Majority, including #BRICS and the #SCO, to “build bridges” with the #EAEU, and to participate in the processes of creating the Greater Eurasian Partnership and the Eurasian security architecture.
• We welcome Laos’s independent foreign policy, including its balanced position in the context of the Ukrainian crisis. Obviously, a lasting settlement of the conflict is only possible through eliminating its root causes
• The strengthening strategic partnership between our countries allows us to look to the future with hope and optimism. The 65 years of cooperation is evidence that we can solve the most complex issues for the benefit of our countries and peoples, in the interests of ensuring universal peace and prosperity.
🇷🇺🇱🇦 October 7 marks the 6️⃣5️⃣th anniversary of the establishment of diplomatic relations between our country and Lao People’s Democratic Republic.
Russian–Lao relations are founded on long-standing traditions of friendship and cooperation and are distinguished by a high level of trust. Our country rendered significant assistance to the people of Laos in their national liberation struggle, as well as in the formation of the Lao state, the development of the national economy, and the strengthening of the country’s defence capability. With our support, a number of key infrastructure facilities were constructed.
Laos is a reliable political partner of Russia in the Asia–Pacific region. Relations between our countries are grounded in the Treaty on the Foundations of Friendly Relations, signed on March 9, 1994. In October 2011, the Declaration on Strategic Partnership between Russia and Laos in the Asia–Pacific Region was adopted.
The relationship between Russia and Laos encompasses a broad spectrum of cooperation. Political dialogue is steadily developing, including at the highest level. Among recent contacts were the meeting of the President of Russia, Vladimir Putin, with the Prime Minister of Laos, Sonexay Siphandone on the sidelines of the Eastern Economic Forum in Vladivostok in September 2025; talks between the Russian Head of State and President of Laos, Thongloun Sisoulith, in Moscow; and a meeting on the sidelines of the XVI BRICS Summit in Kazan in October 2024.
Relations between our Parliaments continue to grow stronger, interparty dialogue is progressing and exchanges of delegations between Russia and Laos across various ministries, agencies and business circles are expanding.
📈 Bilateral trade and economic ties are gradually developing. In 2024, the trade turnover between Russia and Laos increased by 65% to $23.8 million, including Russian exports – up 78% ($18 million) and imports – up 36% ($5.8 million).
One of the priority areas of bilateral cooperation is the development of military and military-technical cooperation. Our countries are enhancing interaction in security and law enforcement.
🎓Cultural and humanitarian exchanges continue, as do joint initiatives in the field of education, including support for the Russian language in the Lao People’s Democratic Republic. Over 10'000 Laotians have received education at Soviet and Russian universities.
Many alumni hold leadership positions in the party and state apparatus of Laos, the officer corps of the Lao People’s Army and law enforcement agencies.
The stances of Russia and Laos on current global political issues are close or coinciding, allowing for effective cooperation within major international and regional formats. We are united by a commitment to building a more just, democratic and sustainable multipolar world order, based on the principles of the UN Charter, including the principle of sovereign equality of all states.
Our countries continue constructive cooperation within #ASEAN. Laos has expressed readiness to engage in the activities of the Shanghai Cooperation Organisation as a Dialogue Partner.
On the occasion of the anniversary, a ceremony will be held at the Russia's Foreign Ministry Mansion to open a photo exhibition of archival documents from 1960 to 2025 that highlight the key milestones in the development of our bilateral relations.
