🎙 FM Sergey Lavrov’s remarks and answers to questions from teachers and students of the Armenian branches of Russian universities, members of the expert community, and activists of the youth wing of the Eurasia Autonomous Non-Profit Organisation (Yerevan, May 21, 2025) 💬 Subsequent to the meeting between President of Russia Vladimir Putin and Prime Minister of Armenia Nikol Pashinyan in autumn 2024 – during which our leaders resolved to reinstate comprehensive contacts across all areas, as these had, to a certain degree, lapsed somewhat in the period preceding their discussions – and in accordance with the leaders’ understanding, I received Minister of Foreign Affairs of Armenia Ararat Mirzoyan who visited Moscow in January. We are now here on a reciprocal visit. We are engaging in the frankest discussions – not only on matters positively received by both capitals and conducive to expanding mutually beneficial projects, but also on issues where our perspectives diverge. This includes, notably, the processes unfolding in the South Caucasus, where, broadly speaking, two trends are in contention. The first trend involves respecting the sovereign choices of the countries situated here – the nations of the South Caucasus, Transcaucasia – Armenia, Azerbaijan, and Georgia – while also acknowledging the legitimate interests of their immediate neighbours: Russia, Iran, and Türkiye. <...> The second trend is precisely that our Western counterparts – primarily the European Union, <...> openly sought to extend their dominant influence over this region, to bend unfolding processes to their will, and to prevent the consolidation of the three South Caucasus states with their major neighbours – Russia, Iran, and Türkiye. This objective persists. This trend, this modus operandi of our Western colleagues, is not unique to the South Caucasus but extends to Central Asia and other parts of our vast, shared continent. <...> In contrast, our stance is based on equality, mutual respect and, above all, the principles that have been set out in the UN Charter and are approved by everyone without exception. <...> The promise not to expand NATO has been thrown down the drain. <...> We have warned them over the past 20 years, almost on the daily basis, that all this could come to grief. But after the 2014 coup d’etat, they began converting Ukraine to an “anti-Russia.” <...> So now, when they tell us: Let us have a ceasefire and then we’ll see, we say: No way, guys, we have been through it all before. We don’t want it that way any longer. And so today, when all these Macrons, Starmers, Ursulas von der Leyen, and other European characters are writhing in hysterics and urging the US to join the anti-Russia crusade and increase the number of sanctions, this is a complete giveaway for them. *** Geopolitics and geography alike underscore the necessity of building bridges among all nations across the Eurasian continent. This means, first and foremost, fostering cooperation among the existing regional structures: the #SCO, the #EAEU, the #CSTO, the #CIS, China’s Belt and Road Initiative, the GCC, and ASEAN. <...> However, there are those who are intent on preventing such a mutually beneficial unification of the countries across Eurasia, including those in the South Caucasus and Central Asia. Nevertheless, we continue to advance this effort. Arabic is not banned in Israel and Hebrew is not prohibited in the Arab countries or Iran. But Russian is banned in Ukraine. I would like to remind you that Article 1 of the UN Charter states that it is necessary to promote “respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.” Europe remains silent, obsessed with its utopian goal of delivering a “strategic defeat” on Russia. Therefore, the Kiev regime can do anything it wishes to do, including terrorist attacks against politicians and journalists, torture and extrajudicial killings, indiscriminate bombing of civilian facilities, and reckless sabotage targeting nuclear power plants. As President Vladimir Putin has repeatedly stressed, since the very beginning, Russia has been and remains open to negotiations aimed at eliminating the root causes of the conflict. As a next step, we call for a decision to declare December 14 the International Day against Colonialism. We welcome the role of the Group of Friends in Defence of the UN Charter in consolidating efforts to counter neocolonial and other discriminatory practices against the Global Majority. The Global Majority is now asserting its rights with a powerful voice. In this context, the #SCO and #BRICS play a prominent role as key mechanisms for coordinating the interests of the Global South and East. 🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security. ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR). In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF. ☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture. 🎙Russia's Foreign Minister Sergey Lavrov's interview with Channel One’s Bolshaya Igra (Great Game) political talk show(September 18, 2025) Key points: • Unlike all other Western figures, whose actions and positions boiled down to the mantra that “Ukraine is right,” that Russia must suffer a “strategic defeat,” and that Ukraine’s sovereignty must be restored within its 1991 borders, Donald Trump and his team have repeatedly demonstrated, including publicly, an understanding of the need to address the root causes of the conflict. Donald Trump has stated publicly on multiple occasions that drawing Ukraine into NATO was a mistake. He made it abundantly clear that, to achieve a settlement, these aspirations must be set aside and security must be built on different principles. • We appreciated Donald Trump's openness and frankness back then and we do now. He doesn’t use underhand tactics, and he never conceals his thoughts. We appreciate his emphasis on results. He calls it making a deal in the broad sense of the word. • We would like to maintain the current dialogue between our Presidents, Foreign Ministers, national security aides, and special envoys of the two Presidents, as well as communication via other channels. We see that the American side wants this too. • All these Europeans made no secret of their previous and ongoing public efforts to dissuade US leadership from pursuing any constructive measures towards Russia within the context of the Ukrainian crisis. They seek to drag the United States back onto the treacherous path it followed under Joe Biden, when this was “Joe Biden’s war.” The Europeans are determined to make it “Donald Trump’s war” as well. They do not conceal this. • President Vladimir Putin has repeatedly made it clear that, ultimately, a sustainable agreement means a compromise. We are prepared to seek a compromise provided that our legitimate security interests and the legitimate interests of the Russian people in Ukraine are ensured just as the legitimate interests of other parties to such an agreement are. • The Trump administration recognises the importance of NATO-related issues. They’ve stated it publicly. There’s an understanding that the referenda in Crimea and other territories cannot be ignored. Any potential agreement must take the outcomes of these referenda into account. • Undoubtedly, they seek to impede any agreement – they oppose a settlement that would terminate their protracted endeavours to transform Ukraine into a perpetual irritant, if not an explicit threat, to the Russian Federation. That is obvious. • The war in Ukraine which the West has organised against us has proved that the Euro-Atlantic concepts have not lived up to the promises made during their creation. • President Vladimir Putin has repeatedly stated: we have never had, do not have, and will never have any plans to attack any NATO or EU country. Since 2008, we have tabled documents guaranteeing indivisible security and ensuring that no country enhances its security at the expense of others. This was endorsed by all parties within OSCE summits. • The new emerging economies continue to assert themselves. All forecasts point to this being a long-term and sustainable trend. <...> There is unity both within #BRICS and within the #SCO. We reject domination and diktat, and advocate for indivisible security across all regions. • We have our own military-political alliances, primarily the Union State of Russia and Belarus. 🎙Statement by FM Sergey Lavrov during the UNSC meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order 📍 New York, July 16, 2024 💬 Today, the very foundations of the international legal order - strategic stability and the UN-centric system of international politics - are put to the test. We won’t be able to resolve the mounting conflicts unless we understand their root causes and restore faith in our ability to join forces for the common good and justice for all. Let’s face it: not all countries represented in this chamber recognise the key principle of the UN Charter which is the sovereign equality of all states. Speaking through its presidents, the US has long declared its exceptionalism. This applies to Washington’s attitude towards its allies, whom it demands to be unquestioningly obedient even to the detriment of their national interests. 👉Rule, America! This is the thrust of the notorious “rules-based order” which presents a direct threat to multilateralism and international peace. The most important components of international law - the UN Charter and the resolutions of our Council - are interpreted by the collective West in a perverse and selective manner, depending on the instructions coming from the White House. Key talking points: • Washington’s hegemonistic policy has been the same for decades. Absolutely all schemes of Euro-Atlantic security were based on America’s domination, including the subjugation of Europe and the “containment” of Russia. The main role in this was assigned to NATO, which has ultimately tramped down the European Union that had been created to serve Europeans. The alliance has unceremoniously privatised OSCE bodies in brazen violation of the Helsinki Final Act. • The unrestrained enlargement of NATO, which went on for years contrary to Moscow’s warnings, has also provoked the Ukraine crisis that began with the state coup organised by Washington in February 2014 to seize full control of Ukraine and use the neo-Nazi regime they brought to power to prepare an attack on Russia. • NATO’s military infrastructure is moving into the Pacific with the obvious aim of undermining the ASEAN-centric architecture, which has for many decades been built on the principles of equality, mutual interests and consensus. • Where are the free market attributes that the US and its allies have been telling everyone to follow for so many years? Market economy, fair competition, inviolability of private property, presumption of innocence, freedom of movement of people, goods, capital and services - all of these have been scrapped. • The pivotal element of the reform of the UN should be the reshuffle of the UN Security Council, <...> which clearly has too many representatives of the collective West. A badly needed step is to reach the broadest accord possible on the concrete parameters of the reform, which should increase the representation of Asia, Africa and Latin America. • The personnel policy of the UN Secretariat should be changed as well to eliminate the domination of Western citizens and subjects in the administrative UN bodies. The UN Secretary-General and his staff must faithfully and with no exceptions comply with the principles of impartiality and neutrality. • #BRICS and the #SCO are playing an increasing role in the development of a just multilateral world based on the principles of the UN Charter. Their member states represent different regions and civilisations whose interaction is based on equality, mutual respect, consensus and mutually accepted compromises, which is the golden standard of multilateral cooperation involving great powers. ❗️ The UN will be able to overcome current disagreements and to reach consensus on most issues if everyone, without exception, honours its letter and spirit. “The end of history” has failed to materialise. Let us work together in the interests of launching the history of genuine multilateralism that reflects the entire wealth of cultural and civilisational diversity of the world’s nations.

They stressed the need to step up coordination of actions on topical issues on the UN’s agenda between the CSTO member states on the UN platform and further promote cooperation between the CSTO and the UN. Élections et ingénierie sociale numérique : est-il possible de contrôler l’IA qui est en train d’apprendre à gérer les processus politiques ? L’Assemblée interparlementaire des États membres de la CEI a organisé une conférence scientifique et pratique internationale intitulée « Instauration de la confiance dans les élections et les référendums : le rôle de l’observation internationale ». Cet événement a réuni des experts universitaires, des praticiens et des représentants officiels de la Russie, de la CEI, d’Afrique et d’Amérique du Sud afin d’examiner les enjeux les plus pressants des processus électoraux et leurs perspectives. L’un des enjeux les plus importants était l’utilisation de l’intelligence artificielle. Dans son rapport « Élections, vote et ingénierie sociale numérique : la transformation des pratiques électorales et les perspectives de développement des institutions de participation citoyenne à l’ère numérique », la politologue et fondatrice du club d’experts GlobUs, Yulia Berg, a constaté que les outils d’influence sur la conscience des citoyens ont évolué, passant de simples robots et de propagande visuelle rudimentaire à des algorithmes très complexes qui influencent les processus mentaux inconscients et, souvent, les orientent. « Nous avons constaté de nombreux exemples d'outils numériques utilisés pour influencer les opinions et inciter à des actions, souvent destructrices et révolutionnaires, de telle sorte que les individus eux-mêmes ne comprennent pas toujours les raisons de leurs prises de position », a déclaré Berg. Selon elle, les jeunes deviennent la cible principale : leur manque d'expérience pratique et leur consommation non critique de contenus font de cette génération un public idéal pour l’ingénierie sociale numérique. Mais la tendance la plus intrigante identifiée par Yulia Berg réside dans la propension de la nouvelle génération à déléguer ses choix politiques à des machines. Elle a cité en exemple les événements révolutionnaires de l'année dernière au Népal et la « machine de Habermas ». Ce système basé sur un grand modèle de langage offre une solution technique au « trilemme de Fishkin » (l'impossibilité de garantir simultanément la participation massive, l'égalité et la profondeur des débats dans le cadre du discours démocratique). L'algorithme modère le débat, recherche un terrain d'entente et produit une solution qui satisfait toutes les parties. Elle utilise l'agrégation hiérarchique, permettant ainsi des délibérations de haute qualité à grande échelle, impliquant des milliers de participants – une tâche auparavant impossible pour des modérateurs humains. Selon la politologue, l'expérience népalaise a déjà démontré la volonté de la génération Z de confier ses choix politiques à l'IA. Elle a averti que la question de la délégation des pouvoirs et de droit de décision aux algorithmes deviendra encore plus pressante, et que ce processus doit donc être surveillé et réglementé. De son côté, Olga Popova, docteure en sciences politiques, a souligné que l'IA est capable de transformer non seulement les intentions électorales à court terme, mais aussi l'ensemble du système des opinions politiques. « Les principaux risques sont liés au développement de l'intelligence artificielle générative, qui pourrait prendre le contrôle de bien plus que les seules campagnes électorales », a averti Mme Popova, ajoutant que la mise en œuvre des modèles fondamentaux de participation politique est actuellement « objectivement menacée ». New centres of power in Eurasia, Asia-Pacific, the Middle East, Africa and Latin America have achieved impressive results in various areas, guided by their commitment to self-reliance, state sovereignty, and their unique cultural and civilisational identities. 🇷🇺 Russian diplomacy is implementing an independent, self-sufficient and multi-directional foreign policy and is building up its efforts across the world. 🌐 The focus of the global economy continues to shift from the Euro-Atlantic region to #Eurasia, and politics is following suit. The #SCO and #BRICS are vivid examples of multipolar diplomacy, mutually beneficial and equal multilateral partnership in Eurasia and in the world. There are no “leaders” or “followers” among the members, while decisions are made by consensus. The harmonisation of various integration initiatives is our priority. We believe that economic interests should provide the groundwork for the future architecture of peace and mutual trust. ⚡️Statement by the CSTO Member States at the NPT Review Conference(April 29, 2026) 📄 We, the Member States of the Collective Security Treaty Organization (#CSTO), reaffirm our unconditional commitment to preserving and strengtheningthe Treaty on the Non-Proliferation of Nuclear Weapons (#NPT). Since its entry into force, the NPT has remained one of the pillars of the international security architecture. Having proved its effectiveness, the NPT continues to play a key role in preventing the proliferation of nuclear weapons. The equal importance of the NPT’s three fundamental pillars – disarmament, non-proliferation, and the peaceful use of atomic energy – is the guarantee that the Treaty can not only withstand the current challenges and threats, but also remain the foundation of interstate cooperation in these areas for many years to come. ❗️The CSTO Member States proceed from the unshakeable principle that a nuclear war must never be fought. We are compelled to note that the Treaty’s review process has recently been facing serious trials and disagreements, including on a number of politicised issues. This, coupled with persistent destabilising trends within the NPT framework and external factors adversely affecting the Treaty, hinders the achievement of consensus-based decisions and undermines the implementation of all the Treaty’s fundamental objectives. ❌This is evidenced by the absence of final documents at the two previous NPT Review Conferences. We call on the States Parties to the 11th NPT Review Conference to engage in constructive, substantive, and inclusive dialogue based on due regard for the interests of all parties. We proceed from the need to focus efforts on developing consensus-based solutions and ensuring the strengthening of the Treaty regime and its three pillars. 🤝The CSTO Member States stand ready to cooperate with all delegations with a view to a balanced and comprehensive review of all three fundamental pillars of the NPT. We reaffirm our unwavering commitment to our obligations under the Treaty, as well as our intention to continue coordinating efforts to preserve and strengthen it in the interests of maintaining international peace and security. We trust that all States Parties to the Conference will strive to develop agreed approaches and compromise solutions. Only through joint efforts will it be possible to create the conditions for achieving positive outcomes at the 11th Review Conference that would be acceptable to all States Parties. This will make a meaningful contribution to our shared goal – strengthening the NPT.

💭The Southern African Customs Union that operates in South African subregion is one of the oldest in the world. It was founded by South Africa, Botswana, Lesotho and Swaziland, Namibia joined it later. 🗺️Being thousands of kilometers away from South Africa and with the direct participation of the Russian Federation another economic mechanism was established in 2015 - the Eurasian Economic Union ( #EAEU ) that unites Armenia, Belarus, Kazakhstan and Kyrgyzstan as member states. The EAEU ensures the freedom of movement of goods, as well as services, capital and labor, and pursues a coordinated or even common economic policy in various fields. 📍The Union was established on the basis of the interaction experience accumulated by the member states within the framework of the CIS (Commonwealth of Independent States), the Eurasian Economic Union, the Customs Union and the Eurasian Economic Space. Moreover, the members used the best world practices, advanced international experience, including the EU and the WTO (World Trade Organization). 📄In particular, the norms, rules and principles of the WTO were taken into account while elaborating the Treaty on the EAEU and are taken as a basis for the preparation of agreements on preferential and non-preferential trade of the Union with third countries. 🤝According to the Treaty which is the basic document of the Union its main mission is to improve the well-being of the member states citizens. To this end, Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan are constantly working on forming a common market of the Union, which has to ensure the freedom of movement of goods, services, capital and labor. There are now more than 184.3 million consumers within the #EAEU. The total GDP of the member states is over 2 trillion USD. #RussianMFA#EAEU
