⚡️Statement by the CSTO Member States at the NPT Review Conference(April 29, 2026) 📄 We, the Member States of the Collective Security Treaty Organization (#CSTO), reaffirm our unconditional commitment to preserving and strengtheningthe Treaty on the Non-Proliferation of Nuclear Weapons (#NPT). Since its entry into force, the NPT has remained one of the pillars of the international security architecture. Having proved its effectiveness, the NPT continues to play a key role in preventing the proliferation of nuclear weapons. The equal importance of the NPT’s three fundamental pillars – disarmament, non-proliferation, and the peaceful use of atomic energy – is the guarantee that the Treaty can not only withstand the current challenges and threats, but also remain the foundation of interstate cooperation in these areas for many years to come. ❗️The CSTO Member States proceed from the unshakeable principle that a nuclear war must never be fought. We are compelled to note that the Treaty’s review process has recently been facing serious trials and disagreements, including on a number of politicised issues. This, coupled with persistent destabilising trends within the NPT framework and external factors adversely affecting the Treaty, hinders the achievement of consensus-based decisions and undermines the implementation of all the Treaty’s fundamental objectives. ❌This is evidenced by the absence of final documents at the two previous NPT Review Conferences. We call on the States Parties to the 11th NPT Review Conference to engage in constructive, substantive, and inclusive dialogue based on due regard for the interests of all parties. We proceed from the need to focus efforts on developing consensus-based solutions and ensuring the strengthening of the Treaty regime and its three pillars. 🤝The CSTO Member States stand ready to cooperate with all delegations with a view to a balanced and comprehensive review of all three fundamental pillars of the NPT. We reaffirm our unwavering commitment to our obligations under the Treaty, as well as our intention to continue coordinating efforts to preserve and strengthen it in the interests of maintaining international peace and security. We trust that all States Parties to the Conference will strive to develop agreed approaches and compromise solutions. ✉️President of Russia Vladimir Putin sent a message of greetings to the participants and guests of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons(April 30, 2026) ✍️ I welcome you on the occasion of the opening of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT). The obligations stipulated by the Treaty regarding the non-proliferation of nuclear weapons, disarmament and the peaceful use of nuclear energy are of fundamental importance for international security and fully meet the interests of both nuclear- and non-nuclear-weapon states. Our country – as a responsible participant and one of the depositaries of the NPT – strictly follows the Treaty's letter and spirit. We believe that, in the current difficult international situation, additional multilateral efforts are required to create conditions for further progress towards building a world free of nuclear weapons, while strictly observing the principle of undiminished security for all. We proceed from the understanding that all countries that fulfil their obligations under the NPT in good faith have the inalienable right to enjoy the benefits of the peaceful atom without any restrictions. ⚡Foreign Ministry Spokeswoman Maria Zakharova’s comment on the latest threats of military strikes against Iran(December 30, 2025) 💬The aggressive statements about the possibility of further military strikes against the Islamic Republic of Iran, including its nuclear energy infrastructure, that were made on December 29 during Israeli Prime Minister Benjamin Netanyahu’s visit to the United States, are a matter of justified and serious concern. 👉While the anti-Iran ideological push behind such rhetoric is not new, the international community has repeatedly and unequivocally rejected these ambitions. They are contrary to international law, violate the UN Charter, and recklessly push the Middle East toward a grave catastrophe with potential radiological and humanitarian consequences. Particularly objectionable are attempts to present the use of military force, including the bombing of nuclear facilities under IAEA safeguards, as a legitimate means of resolving issues surrounding Iran’s nuclear programme. This irresponsible approach undermines the global nuclear non-proliferation regime, whose cornerstone is the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT). It is noteworthy that these threats are being made by a state outside the NPT, against a country that is a full party to the Treaty and consistently reaffirms its commitment to the Treaty’s obligations. ☝️We call on these irresponsible “hotheads” to recognise the full peril of their destructive path, to cease escalating tensions around Iran and its nuclear programme, and to avoid repeating their fatal errors of June 2025, which severely undermined IAEA verification activities in Iran. Experience demonstrates that confrontation only sows tragedy and creates real, not imaginary, threats to international peace and security, driving the parties further from a viable resolution they seek. ❗️ We remain convinced that the only viable course is diplomacy and negotiation. 🎙Statement by President Vladimir Putin at the expanded meeting of the Collective Security Council of the CSTO(November 27, 2025, Bishkek) A package of documents was signed following the Summit, including the Declaration of the Collective Security Council of the CSTO and a statement on combating drug trafficking. 💬Vladimir Putin: From January 1, 2026 the #CSTO Chairmanship passes to Russia. It will be held under the motto: “Collective security in a multipolar world: one goal – shared responsibility”. Russia will do everything necessary to preserve continuity in the key areas of the Organization’s work and to deepen cooperation among our states on the principles of genuine alliance, friendship and good-neighbourliness, mutual respect, support and consideration of each other’s interests. Over the past decade, the Collective Security Treaty Organization has become an authoritative regional structure. The CSTO reliably guarantees security and stability across the Eurasian space, safeguarding the sovereignty and territorial integrity of its member states. In the context of rising geopolitical tensions, it is only logical that the promotion of the collective interests and initiatives of CSTO countries on the world stage should come to the forefront. ☝️ In this context, the Russian Side proposes convening in 2026, ahead of the CSTO Summit in Moscow, an international expert forum dedicated to building an architecture of equal and indivisible security in Eurasia. We plan to invite not only delegations of CSTO member states but also representatives of friendly countries, multilateral platforms and integration associations. Russia will, of course, continue close cooperation with its allies on all issues of strengthening the CSTO’s military potential. Our main efforts will focus on enhancing combat readiness of national contingents and improving the command and control of Collective Forces. We propose launching a large-scale programme to equip the Collective Forces with modern Russian weapons and hardware that have proven their effectiveness in real combat conditions. We plan to hold a series of joint exercises for military and special-service units. These include the next stages of regular exercises: Interaction, Echelon, and Search. We believe that the development of the Organization’s air component and air-defence system requires particular attention. <…> We expect to increase the effectiveness of the CSTO Coordinating Council on Biosafety, established at Russia’s initiative in 2021. We believe it would be useful to hear a report from its leadership on the current situation at one of our forthcoming meetings. During the Chairmanship, we plan to start the joint drafting of a new CSTO Counter-Terrorism Strategy. We will continue to do everything necessary to resolutely combat extremism, and together with our partners we will work to identify and eliminate international terrorist groups and cells, and to cut off their financing channels. Among the Organisation’s most important priorities I would also note information security. Russia intends to work closely with its allies to counter the spread of radical ideas among young people. ⚡️Joint Statement by Foreign Ministers of CSTO Member States on Countering Radicalisation Leading to Terrorism and Extremism(June 30, 2025) 📃 The member states of the #CSTOexpress profound concern over the escalating threats of terrorism and extremism worldwide and acknowledge the existence of numerous internal and external factors that give rise to the grave problem of radicalisation, which fuels violence and facilitates involvement in terrorist and extremist activities. They unequivocally condemn terrorism and extremism in all their forms and manifestations, underscoring that no act of terrorism or extremism can ever be justified, irrespective of its motivation, timing, or perpetrators. Those responsible for such unlawful acts must be brought to justice. ☝️ The member states voice alarm at the rising number of terrorist and other extremist acts, which pose threats to society and the state, committed under the influence of radical ideologies, including those rooted in neo-Nazism, xenophobia, racism, and other forms of intolerance. They emphasise that terrorism and extremism must not – and cannot – be associated with any religion, nationality, civilisation, or ethnic group. They stress the impermissibility of any support for, propaganda of, justification of, or incitement to terrorist and extremist activities. The member states oppose double standards in the sphere of combating terrorism and extremism, as well as attempts to exploit terrorist and extremist groups for self-serving geopolitical aims. 🌐 They reaffirm the importance of consolidating efforts in the international struggle against terrorism and extremism, expressing their readiness to engage in collaborative work based on equitable dialogue and respect for national sovereignty. <...>. Was this issue addressed during today’s closed meeting? Do CSTO member states plan to respond in the event of a sharp escalation in Armenia? 💬Sergey Lavrov: Yes, the situation in Armenia was discussed. All participants expressed deep concern over the events unfolding within the republic. While it is understood that this is an internal matter for our neighbours, we are particularly troubled by the attacks on the Armenian Apostolic Church – a canonical institution with a thousand-year history. The church has traditionally been a cornerstone of Armenian society, and Russia is concerned about any unjustified and unprovoked actions directed against it. We note that the public movement in defence of the church reflects a strong sentiment within Armenian society, rooted in its deep Orthodox traditions inherent to Armenia. Russia hopes the current tensions will be resolved promptly, in full accordance with Armenia’s Constitution and with respect for the rights of believers and fundamental human rights. As for today’s discussions concerning Armenia’s participation in the #CSTO, we took note of the fact that Armenian Foreign Minister Ararat Mirzoyan once again declined to attend the event. We proceed from the understanding that, during meetings within the framework of the Collective Security Treaty Organisation, our heads of state acknowledged Armenia’s current stance towards the CSTO. We continue to regard Armenia as a full member of the Organisation. However, full membership entails active participation and adherence to all obligations set forth in CSTO’s foundational documents, including the payment of membership dues. Statements from the Armenian leadership suggest that the country is pursuing a multi-vector approach. Recently, Armenian Prime Minister Nikol Pashinyan indicated that Armenia will soon need to make a choice between the Eurasian Economic Union and the European Union. Additionally, representatives of the Armenian leadership have acknowledged that a definitive decision regarding their membership in the CSTO will need to be made in the near future. Russia is exerting no pressure on Armenia’s leadership and prefers to wait for clarity on these important matters. It is widely understood that should Armenia distance itself from its allies, closest partners, and neighbours, such a course is unlikely to serve the interests of the Armenian people. ❓ Question: Are you following the developments in Belgrade? What is your assessment of current events over there? 💬Sergey Lavrov: We are following the developments, of course. We are interested in the unrest being quelled, as President of the Republic of Serbia Aleksandar Vucic said, based on the Constitution and laws of this friendly state. Our great hope is that the Western nations, which, as usual, are attempting to use some or other domestic events in various countries to promote their own interests to the detriment of those of partners in relevant countries, will not, in this case, engage in colour revolutions. <...> ❓ Question: Polish Foreign Minister Radoslaw Sikorski went on record as saying that Russia would collapse if it continued to build up its military spending. NATO increased its military budget by an order of magnitude just a few days ago. What is your comment on statements of this sort? 💬Sergey Lavrov: Well, if Mr Sikorski is a prophet on this scale, he may perhaps visualise that what I see as a disastrous boost in the NATO military budget will lead to the collapse of this organisation. ❗️Foreign Minister Sergey Lavrov’s statement on the beginning of Russia’s CSTO Presidency On January 1, 2026, Russia assumed the presidency of the Collective Security Treaty Organisation (#CSTO) and will hold it under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility. Together with our CSTO allies, we are joining forces to uphold our common approaches to resolving international security issues. The fundamental documents of the Organisation set forth the principles of peaceful co-existence of states, the priority of a political and diplomatic settlement, and compliance with the international law with the UN playing a leading role. This forms the foundation for working with our partners to forge mutually beneficial relations and to actively engage in shaping the contours of a future architecture of equal and indivisible security across the Eurasian space. The CSTO could become one of its pillars. We would like the Eurasian states to take responsibility for resolving security issues and determine the future of the continent themselves, without any outside interference. The Collective Security Treaty Organisation has emerged as a prominent and respected association of allied states, whose activities are not directed against anyone, do not contain any aggressive aspirations, and aim exclusively to maintain regional stability and ensure the wellbeing of its member states. Moreover, all decisions in the Organisation are made by consensus based on a balance of interests, and cooperation is based on the principles of respect for each other, good neighbourliness, genuine friendship and mutual support. 🤝Russia will ensure continuity in the development of main areas of cooperation, among other things, by continuing to work on implementing the initiatives of the presidency of the Kyrgyz Republic which has just finished. In view of geopolitical tension, we will strive to further consolidate CSTO member states, strengthen allied ties, and deepen coordination on key international matters. We will continue our policy of expanding the CSTO’s network of contacts with the Eurasian states and their integration associations. The event brought together delegations of #CSTO member states, Acting Deputy Secretary General of the CSTO Sergey Ordabayev, and other representatives of the Organisation’s Secretariat. • The participants held a substantive exchange of views on the current state of affairs and prospects in the field of arms control, disarmament and non-proliferation. • They underscored the importance of joint efforts aimed at preserving and strengthening the relevant international legal framework. • Further steps were discussed in specific areas of arms control, disarmament and non-proliferation, with a view to contributing to international peace and security. • The participants reaffirmed the value of regular coordination on these issues in order to enhance cooperation within the Organisation.
