❗️Foreign Minister Sergey Lavrov’s statement on the beginning of Russia’s CSTO Presidency
On January 1, 2026, Russia assumed the presidency of the Collective Security Treaty Organisation (#CSTO) and will hold it under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility.
Together with our CSTO allies, we are joining forces to uphold our common approaches to resolving international security issues.
The fundamental documents of the Organisation set forth the principles of peaceful co-existence of states, the priority of a political and diplomatic settlement, and compliance with the international law with the UN playing a leading role. This forms the foundation for working with our partners to forge mutually beneficial relations and to actively engage in shaping the contours of a future architecture of equal and indivisible security across the Eurasian space. The CSTO could become one of its pillars.
We would like the Eurasian states to take responsibility for resolving security issues and determine the future of the continent themselves, without any outside interference.
The Collective Security Treaty Organisation has emerged as a prominent and respected association of allied states, whose activities are not directed against anyone, do not contain any aggressive aspirations, and aim exclusively to maintain regional stability and ensure the wellbeing of its member states. Moreover, all decisions in the Organisation are made by consensus based on a balance of interests, and cooperation is based on the principles of respect for each other, good neighbourliness, genuine friendship and mutual support.
🤝Russia will ensure continuity in the development of main areas of cooperation, among other things, by continuing to work on implementing the initiatives of the presidency of the Kyrgyz Republic which has just finished.
In view of geopolitical tension, we will strive to further consolidate CSTO member states, strengthen allied ties, and deepen coordination on key international matters. We will continue our policy of expanding the CSTO’s network of contacts with the Eurasian states and their integration associations.
Our efforts will focus on effectively fulfilling the Organisation’s primary mission which consists of maintaining peace and stability in its area of responsibility, ensuring favourable conditions for safe development and prosperity of the CSTO member states. No one should have any doubts: we will not allow any chaos in our common home.
We attach great importance to the development of the enforcement dimension in the Organisation’s work. There are plans to focus on building up the capabilities of the Collective Forces of the CSTO, equipping them with up-to-date and compatible weapons and equipment. The work will be structured in accordance with the nature of current and potential challenges, taking into consideration the experience of present-day armed conflicts.
We will pay special attention to cooperation in protection against biological threats and information security. Ensuring technological leadership in the military sphere, developing military-industrial complexes of the CSTO countries and promoting their cooperation, and fulfilling the innovative potential will also be among our priorities.
We intend to use a wider range of tools for jointly countering international terrorism and extremism, money laundering and terrorist financing, as well as combating illicit drug and arms trafficking, transnational organised crime, and illegal migration.

⚡️Statement by the CSTO Member States at the NPT Review Conference(April 29, 2026)
📄 We, the Member States of the Collective Security Treaty Organization (#CSTO), reaffirm our unconditional commitment to preserving and strengtheningthe Treaty on the Non-Proliferation of Nuclear Weapons (#NPT).
Since its entry into force, the NPT has remained one of the pillars of the international security architecture.
Having proved its effectiveness, the NPT continues to play a key role in preventing the proliferation of nuclear weapons.
The equal importance of the NPT’s three fundamental pillars – disarmament, non-proliferation, and the peaceful use of atomic energy – is the guarantee that the Treaty can not only withstand the current challenges and threats, but also remain the foundation of interstate cooperation in these areas for many years to come.
❗️The CSTO Member States proceed from the unshakeable principle that a nuclear war must never be fought.
We are compelled to note that the Treaty’s review process has recently been facing serious trials and disagreements, including on a number of politicised issues. This, coupled with persistent destabilising trends within the NPT framework and external factors adversely affecting the Treaty, hinders the achievement of consensus-based decisions and undermines the implementation of all the Treaty’s fundamental objectives.
❌This is evidenced by the absence of final documents at the two previous NPT Review Conferences.
We call on the States Parties to the 11th NPT Review Conference to engage in constructive, substantive, and inclusive dialogue based on due regard for the interests of all parties. We proceed from the need to focus efforts on developing consensus-based solutions and ensuring the strengthening of the Treaty regime and its three pillars.
🤝The CSTO Member States stand ready to cooperate with all delegations with a view to a balanced and comprehensive review of all three fundamental pillars of the NPT. We reaffirm our unwavering commitment to our obligations under the Treaty, as well as our intention to continue coordinating efforts to preserve and strengthen it in the interests of maintaining international peace and security.
We trust that all States Parties to the Conference will strive to develop agreed approaches and compromise solutions. Only through joint efforts will it be possible to create the conditions for achieving positive outcomes at the 11th Review Conference that would be acceptable to all States Parties. This will make a meaningful contribution to our shared goal – strengthening the NPT.
🗓International Day against Drug Abuse and Illicit Trafficking is observed around the globe on June 26.
Uniting the efforts of the international community to counter the drug threat is extremely important. The World Drug Report 2024 was released by the United Nations Office on Drugs and Crime today and states that the global drug situation has sharply worsened.
☝️ The Russian Federation believes that politicised field-specific cooperation caused by the propaganda of liberal drug use ideas by the US and its allies and actual termination of contacts with law enforcement agencies from undesirable countries are what mostly caused this aggravation.

🇷🇺 Russia advocates a comprehensive and balanced approach to solving the global drug problem which combines effective law enforcement efforts with science-based prevention of drug addiction, treatment and rehabilitation of drug users.
This approach is at odds with the legislative initiatives advanced by the US, Canada and a number of EU member states to lift the ban on the use and sale of marijuana, which create an illusion that drugs are harmless and pose a threat to promoting and protecting human rights, especially the rights of the children, who must be protected from the harmful effects of drugs.

🤝 The #CSTO, which is expanding its interoperability with the countries of Asia, remains Russia’s key strategic partner in combatting the drug challenge. The anti-drug capability of the #SCO has noticeably improved, and another six-year 2024-2029 SCO Anti-Drug Strategy and an action plan to implement it will be approved soon.
The anti-drug thrust is playing an increasingly tangible role in #BRICS. The 7th meeting of the BRICS Anti-Drug Working Group was held in Moscow on May 21-22 as part of Russia’s chairmanship. The anti-drug dialogue with #ASEAN is making strides based on the Joint Statement by the Leaders of Russia and the association’s Member States of October 2021.

🇺🇳 The Russian Federation completed its Presidency in the United Nations Security Council on July 31. Its packed agenda revolved around three central events, with the first two of them attended by FM Sergey Lavrov.
On July 16, we held a high-level open debate titled “Multilateral cooperation in the interest of a more just, democratic and sustainable world order,” which reaffirmed the need to hold detailed discussions dealing with the underpinnings of the emerging multipolar world order, the objective to reinforce a UN-centred system of international relations, as well as the need to carry out a comprehensive review of the root causes of present-day conflicts and to consolidate our efforts in order to overcome them. The fact that the Global Majority tends to distrust the infamous Western concept of a rules-based world order was also mentioned during the debate.
On July 17, the Security Council held a quarterly ministerial-level debate on the agenda item titled “The situation in the Middle East, including the Palestinian question.” During this meeting, participants discussed the situation in the region with all its tension, while placing a special emphasis on the escalating violence in the Arab-Israeli conflict zone for finding ways out of this unprecedented crisis. In addition to this, the UNSC held separate meetings on July 26 and 31 on the humanitarian situation in the Gaza Strip and the assassination of the Hamas Political Bureau Chief Ismail Haniyeh in Tehran.
On July 19, the UNSC held a debate (https://russiaun.ru/en/news/190724_vershininunsc) titled “Cooperation between the United Nations and the Collective Security Treaty Organisation (#CSTO), the Commonwealth of Independent States (#CIS), and the Shanghai Cooperation Organization (#SCO).” In his remarks, Deputy FM Sergey Vershinin stressed the importance for the UN to work closer with constructive regional organisations. <...>
In addition to this, Russia’s UNSC Presidency included all the events as part of the mandate-reporting cycle.
👉 The Middle East bloc included meetings on Lebanon, Syria and Yemen.
👉 The African agenda covered discussions of the situation in West Africa, the Sahara and Sahel region, and the DR Congo.
👉 The council also touched upon peacebuilding efforts in Columbia and the start of deploying the Multinational Security Support Mission in Haiti.
👉 We exchanged views on the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia and the Cyprus settlement.
❗️The Ukraine crisis remained high on the agenda. On July 9, Western countries convened a Security Council meeting in connection with the tragic incident involving a children’s hospital in Kiev. During the debate, the Russian delegation refuted accusations by its opponents and shared evidence demonstrating that the Ukrainian air defence systems were to blame for the incident. On July 25, Russia initiated a UNSC meeting to discuss the unrelenting flow of Western weapons into Ukraine, which delays a settlement in this conflict and leads to more victims.
The Security Council adopted four resolutions in July:
✅ on focusing the CAR arms embargo on illegal armed groups;
✅ extending the mandates for the UN Mission to support the Hodeidah Agreement and the UN Integrated Office in Haiti;
✅ regarding the UN Focal Point on delisting-related matters and re-establishing the Informal Working Group of the Security Council on General UNSC Sanctions Issues.
🇺🇳 Russia went to great lengths to enable the Security Council to be effective and responsive in its work. We encouraged our colleagues within the Council to come up with collective responses when dealing with challenges to peace and security, while seeking guidance from a holistic view of the purposes and principles set forth in the UN Charter and their inter-connected nature.

✍️ A document has been signed, which provides an additional impetus to the CSTO’s peacekeeping activities, including in cooperation with the UN peacekeeping operations. This is a very promising line. We see much potential there.
We have agreed to step up biosecurity efforts at the Committee of Secretaries of Security Councils and have created a coordination committee on the biological aspects of security. It is currently chaired by the Republic of Kazakhstan. <...>

🇷🇺🇰🇬 President Vladimir Putin arrives in Kyrgyzstan today, beginning his state visit set to continue until November 27.
During the state visit, the Leaders of Russia and Kyrgyzstan will discuss the further development of bilateral relations of strategic partnership and alliance across various areas. A Joint Statement by the Heads of State, as well as a number of intergovernmental and commercial documents, has been prepared for signing.
At the Session of the CSTO Collective Security Council, participants will review the results of cooperation within the Organization over 2025 and outline the main directions for improving the collective security system. Vladimir Putin will brief his colleagues on the priorities of Russia's chairmanship of the #CSTO in 2026.

💬 On January 1, 2026, Russia assumed the chairmanship of the Collective Security Treaty Organisation. Our tenure proceeds under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility.
In collaboration with our allies within the CSTO, we are intensifying efforts to uphold shared approaches to resolving international security issues. Much has already been articulated on this subject today. The foundational documents of the Organisation – and I wish to underscore this with particular emphasis – enshrine the principles of peaceful coexistence among states, the primacy of political and diplomatic methods of resolution, and adherence to the norms of international law, with the United Nations playing a central role.
I consider it of fundamental importance that, in the current period, as the West resorts more frequently and extensively to illegitimate use of force, neocolonial methods of diktat, and outright plunder, the CSTO countries are neither altering nor revising the aforementioned goals of their activities. We will not deviate from the universal norms of international law. On the contrary, we will counter attempts to undermine them and oppose efforts to impose lawlessness in global affairs, whilst upholding the universal norms of international law, above all the sovereign equality of states, as enshrined in the UN Charter. <...>
The Collective Security Treaty Organisation has established itself as an authoritative association of allied states whose activities are not directed against anyone, contain no aggressive aspirations, and are built exclusively in the interests of maintaining regional stability and the well-being of its member countries. <...>
Russia maintains continuity in advancing the principal vectors of our collaboration within the CSTO. We continue our work to implement the initiatives of the preceding chairmanship – that of the Kyrgyz Republic.

We attach great importance to strengthening the Organisation’s military component. The programme of our chairmanship which was presented by President Putin places emphasis on increasing the combat potential of the CSTO’s collective forces and equipping them with modern and interoperable weapons and military equipment. <...>
We will pay special attention to the Organisation’s peacekeeping forces, including refining the regulatory framework governing CSTO participation in UN peacekeeping operations. <...>
We are likewise focusing on strengthening cooperation in international information security.

🇷🇺🇺🇳 On July 1, Russia assumed the UN Security CouncilPresidency, which, pursuant to the UN Charter, bears the primary responsibility for finding effective responses to threats to international peace and security.
Three central events have been planned during the Russian presidency:
🗓July 16 – open ministerial-level debate on multilateral cooperation for a more just, democratic and sustainable world order.
🗓July 17 – open ministerial-level debate on the situation in the Middle East, including the Palestinian issue.
🗓July 19 – debate in the Security Council on UN cooperation with the #CSTO, the #CIS and the #SCO.
The first two events will be chairedby Foreign Minister of the Russian Federation Sergey Lavrov.
In general, the Council has a very busy agenda. The mandate-reporting cycle will include meetings on the situation in Haiti, the Democratic Republic of the Congo, West Africa and the Sahel region, Yemen, Cyprus, Colombia, Lebanon and Syria, as well as on the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia.
The mandates of the UN Integrated Office in Haiti, the UN Mission to Support the Hudaydah Agreement and the Security Council sanctions regime against the Central African Republic are scheduled for renewal.
The agenda also includes discussions on implementing UN Security Council Resolution 2720 on the humanitarian mechanism for the Gaza Strip to be attended by the UN Senior Humanitarian and Reconstruction Coordinator for Gaza Sigrid Kaag.
🇷🇺 The Russian Federation as a permanent member of the Security Council and a responsible participant in the international community, will traditionally make every effort to ensure a coherent and expeditious work of this agency. In this connection, Russia will urge its colleagues in the Security Council to seek common denominators, given due account of the interests of all the parties concerned.
