弗吉尼亚最新选区划分昨天被弗州最高法院枪毙了😂 很多人可能不理解，这跟美国最高法院刚刚通过的案子（导致很多红州马上开始重新划分选区）到底有什么区别。 简单来说，弗吉尼亚的做法是标准的gerrymandering，完全以政党利益为标准，目的就是通过扭曲选区边界来打击对方候选人。而且它还违反了弗吉尼亚州宪法关于修宪的程序规定，从一开始就属于非法操作，所以公投和地图直接无效。 而美国最高法院6-3通过的判决核心是：以种族为主要标准的选区划分违宪。也就是说，各州在划分选区时不能让种族因素成为主导，比如特意制造一个以黑人为主的选区。因此，南方一些州开始紧急推动新地图，推翻以前那些明显基于种族划出的选区。这些黑人多数选区基本是民主党的铁票仓，所以客观上确实打击了民主党，但本质上是纠正过去违宪的做法。 那么，德州和加州又是什么情况呢？ 严格来讲，德州和加州也属于gerrymandering，但跟弗吉尼亚州的根本区别在于：程序上完全合法，所以美国最高法院也都放行了。德州的重新划分多少还带有一点种族成分的考量；加州则是纯粹的党派反制，针对德州等红州的动作进行对冲。结果是，德州预计能多拿3-5个共和党席位，加州预计能多拿3-5个民主党席位，所以这两个州在全国层面基本上相互抵消。 我的X账号，欢迎关注： https://x.com/CallVoter 。
