Ban on Torture | Five Years Without a Report
Since 1992, the UN Convention Against Torture has been applicable in Hong Kong, yet the government has failed to submit a report since 2013, delaying it for five years. The Hong Kong Human Rights Information Center highlights that, following the implementation of the National Security Law, protections against torture and inhumane treatment have been weakened, describing police actions and detention as breeding grounds for torture.
The government strongly condemns this report but fails to explain the delay. Such behavior is undoubtedly an evasion of human rights oversight. Importantly, the prolonged avoidance by the Hong Kong government may indicate that the issues at hand have existed much longer than we realize.
