💬Sergey Lavrov: It is a great honour to welcome our friends and allies to this ceremony today. I greatly appreciate the presence of representatives of the #CIS and senior officials from the executive bodies of the Eurasian integration associations.
We are confident that respect for our shared history and devotion to the unparalleled heroism of our fathers and grandfathers during the Great Patriotic War constitute a vital foundation for deepening cooperation between our diplomatic services and states, while also providing a solid basis for the successful implementation of unifying initiatives across the Eurasian space.
Preserving the memory of our struggle against Nazism is of particular importance in preventing this hateful ideology from re-emerging in any form or manifestation. This year marks 80 years since the conclusion of the Nuremberg Trials, when history delivered its final and irrevocable verdict on the war criminals of the Third Reich for the genocide of the peoples of the former Soviet Union.
We will continue our efforts to ensure that the rulings of the Tribunal remain inviolable and that the crimes once condemned never occur again – whether in Ukraine or anywhere else in Europe where attempts are being made to disguise Nazism as something acceptable.
In close coordination with our allies, strategic partners and friends from the Global Majority, we will continue to promote a constructive international agenda, strengthen security throughout Eurasia and advance various forms of integration in line with the initiatives put forward by Russia's President Vladimir Putin. Through these efforts, we aim to facilitate the formation of a #MultipolarWorldfirmly grounded in the principles of the UN Charter in their entirety and interconnection.
❗️We will continue to resolutely defend Russia's national interests, do everything necessary to protect the lives and dignity of our citizens and compatriots, preserve and build upon the historical, spiritual and moral legacy passed down to us by our ancestors.

🇷🇺On the Outcomes of President Vladimir Putin’s Visit to the Republic of Tajikistan
Dushanbe, October 10, 2025
Over three days in Dushanbe, President Vladimir Putin took part in a series of high-level events that underscored Russia’s strategic partnership with Tajikistan and reaffirmed the Commonwealth of Independent States (CIS) as a vital mechanism for regional cooperation. The visit included the meeting of the CIS Heads of State Council, the Russia–Central Asia Summit, and a press conference that summarized the results of these engagements.
At the CIS Summit, President Putin emphasized that the Commonwealth has evolved into a strong regional association with a common market and humanitarian space.
Trade between Russia and CIS countries grew by 7% in 2024, reaching $112 billion, with 96% of settlements now made in national currencies – a milestone for financial sovereignty.
He underscored efforts in import substitution, technological leadership, and joint security, highlighting new agreements on:

🔹 external border protection
🔹 transnational crime
🔹 energy security
💬 “We are building a stable financial system independent of outside influence. This strengthens our sovereignty and ensures balanced development,” the President noted.
The meeting also marked the 80th Anniversary of Victory in the Great Patriotic War, with gratitude to all CIS countries that took part in Moscow’s celebrations.
🤝 Russia supported granting SCO observer status within the CIS, reinforcing the alignment between the two regional platforms.
During the news conference, President Putin described Tajikistan as “a key partner in Central Asia” and outlined prospects for cooperation in energy, transport, and education.
Responding to questions, he confirmed the decision to establish a new format – CIS+, allowing other interested countries to engage in partnership dialogue.
President Vladimir Putin also reiterated that Russia remains committed to the Anchorage framework in dialogue with the United States, aiming for a peaceful settlement of current crises.
In closing, Vladimir Putin stressed that the CIS and Central Asian cooperation serve as a foundation for unity, shared development, and preservation of cultural and historical ties:
“While our nations are diverse, much unites us. The preservation and strengthening of our unity is crucial for our shared future.”

💬Sergey Lavrov: I am pleased to welcome you to Moscow. We began our joint work yesterday at the CIS Foreign Ministers Council, and today we are holding the ninth meeting of Foreign Ministers of Russia and Central Asia. This in itself underscores the relevance of this six-party dialogue mechanism. In our view, it is developing successfully and dynamically, to the benefit of all participants.
In October 2025, the Second Russia – Central Asia Summit was held in the welcoming city of Dushanbe. During the summit, our leaders approved a Joint Action Plan for 2025-2027 and put forward a number of important initiatives. Our task now is to translate these decisions into concrete steps. The Action Plan serves as a framework document, outlining the key areas of our cooperation: trade, economic and investment ties, transport, energy, healthcare, environmental protection, security, cultural and humanitarian engagement, and migration.
Specific projects and initiatives are currently being developed within the six-party working groups established by the relevant agencies of Russia and your countries. As we noted today during the #CIS meeting, our relations are grounded in equality, mutual respect, and careful consideration of each other’s interests. They truly deserve the highest recognition as an example of a modern and forward-looking model of international partnership.
Our leaders maintain close and regular communication, both bilaterally and within integration frameworks such as the #CIS, the #EAEU, the #CSTO, and the #SCO. Active contacts are also sustained among heads of government, deputy prime ministers, and the leadership of parliaments, ministries, and agencies.
Despite the current geopolitical turbulence – which we examined in detail during today’s CIS meetings – we have succeeded in maintaining a consistently high level of trade turnover. In 2025, it continued to grow, approaching the $50 billion mark.
As I have already noted, cultural and humanitarian cooperation continues to develop. Through our joint efforts, and at the initiative of President of Kazakhstan Kassym-Jomart Tokayev,the International Organisation of the Russian Language was established. The Russian language remains a key means of communication not only between Russia and the Central Asian states, but also among the peoples of the broader post-Soviet space. Our approaches to international issues are closely aligned and, in most cases, coincide.
We greatly appreciatethat, despite unprecedented external pressure, the Central Asian countries remain committed to their allied obligations, thereby contributing to the dynamic development of our friendly and mutually beneficial relations, both bilaterally and within multilateral frameworks, including the Russia – Central Asia mechanism.
I hope that today we will be able to make a tangible contribution to the implementation of the decisions adopted at the second Russia – Central Asia Summit in Dushanbe.

💬 Vladimir Putin: The Russian Foreign Ministry rightfully takes pride in its rich history and glorious traditions. Throughout history, its employees have honourably protected the interests of the Motherland in the international arena despite any difficulties and challenges.
In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.
Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.

During their presentations, the Russian researchers discussed the historical conditions that led to the collapse of the Euro-Atlantic security system. The significance of the first and second Russia-Africa Summits, alongside last November’s inaugural ministerial conference of the Russia-Africa Partnership Forum, cannot be overstated. In conjunction with our African partners, we are implementing agreed measures under the Action Plan adopted in St Petersburg in summer 2023.
📈 Progress is tangible, yet more remains to be done. Even though growing ($25 billion in 2024), our trade and economic cooperation still underperforms relative to its potential. Other African partners post markedly higher figures – a spur to identifying new constructive projects that solidify the material foundations of our strategic partnership. Opportunities abound, particularly in energy, logistics and transport corridors, creation of reliable settlement systems in high-tech domains (including outer space exploration, digital technologies, and nuclear energy), and beyond.

🇷🇺🇹🇯 On April 8, 1992 – 3️⃣4️⃣ years ago – diplomatic relations were established between the Russian Federation and the Republic of Tajikistan.
📃 Since then, our two countries have signed over 200 interstate treaties and agreements covering various fields of bilateral cooperation.
The cornerstone documents are the Treaty of Friendship, Cooperation, and Mutual Assistance between the Russian Federation and the Republic of Tajikistan of May 25, 1993, and the Treaty on Allied Interaction between the Russian Federation and the Republic of Tajikistan oriented towards the 21st Century of April 16, 1999.
🤝 Russia and Tajikistan maintain an active political dialogue. The strategic nature of Russian-Tajikistani cooperation is underscored by numerous meetings at the highest and high levels.
In October 2025, President Vladimir Putin paid a state visit to Tajikistan. This resulted in the signing of several bilateral documents, including the approval of a joint action plan to increase trade turnover 2.5-fold by 2030. The Leaders met again on December 22 in St Petersburg on the sidelines of the informal summit of CIS heads of state.
📈Russia remains one of Tajikistan’s key trade and economic partners. By the end of 2025, bilateral trade had grown by 24.8 percent, reaching approximately $2.5 billion. For several years running, Russia has held a leading position in terms of direct investment in the republic’s economy.
Bilateral cooperation in countering terrorist threats, as well as in the migration, humanitarian, and educational spheres, continues to flourish. In this context, mechanisms for interaction between relevant ministries and agencies are constantly being refined.
Our countries also work together effectively within the #CIS, the #CSTO and the #SCO, as well as other integration frameworks.
