🎙Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on the 80th anniversary of the International Court of Justice(April 17, 2026) 💬 On April 18, 1946, the International Court of Justice– the principal judicial organ of the UN and the highest body of international justice – held its first public hearing. It was established by the UN Charter to fulfil the key task ofensuring that international disputes are resolved by peaceful means. Operating on the strict principle of voluntary consent to jurisdiction, for 80 years the Court has ruled on landmark cases, profoundly shaping our understanding of international law. Our country has a long history of cooperation with the International Court of Justice. On August 20, 1945, the Soviet Union was among the first states to ratify the Court’s Statute, alongside the UN Charter. ☝️Unfortunately, the Court has recently become the arena of a “legal war”. Its jurisdiction is being blatantly abused to bring patently absurd claims against Russia. Other countries in the #MultipolarWorld, including our closest allies, have also come under attack. In an effort to force the Court into making anti-Russia rulings, Western countries are interfering en masse in proceedings. In the Russian-Ukrainian case under the Genocide Convention, 33 states have declared their accession, ostensibly as neutral “third parties”, but in reality, on Kiev’s side. This practice is flawed and has even forced the Court to change its own rules. 👉Attempts to pressure the Court have failed. False accusations against the Russian Federation of alleged “state terrorism”, “financing terrorism,” “racial discrimination”, and violation of the Genocide Conventionhave been rejected by the Court. On the contrary, the Courtexplicitly recognised that the DPR and LPR were not “terrorist organisations” thereby delegitimizing Kiev’s so-called “anti-terrorist operation” against the people of Donbass. In the Genocide Convention case, Ukraine itself ended up in the dock for the genocide committed in Donbass by the Kiev regime and its Nazi henchmen. *** It is in the interests of all states to have an independent, fair, and impartial body for resolving international disputes. We hope that the International Court of Justice will maintain its objectivity, withstand the pressure being placed upon it, and remain an effective mechanism for resolving disagreements – unlike the politicised organisations that have been consigned to the dustbin of history. Today, the countries of the continent are striving to finally overcome the remnants of colonial dependence and to strengthen their national sovereignty, above all in the economic and financial spheres. Those who describe the current period as Africa’s “second awakening” after the decolonisation of the 1960s are right. It was then that political independence was proclaimed, above all thanks to the decisive role of the Soviet Union, which promoted the relevant declarations at the UN. ☝️Recent years have shown that neo-colonial dependence has by no means disappeared. Economically and financially, in terms of control over trade routes and financial flows, Africa still does not enjoy full independence and continues, in economic terms, to serve as a source of raw materials. 👉The lion’s share of added value is still generated elsewhere – to a large extent, and decisively so, in the former metropolitan powers. African partners spoke about this more than once at the two Russia-African Union summits held in Sochi in 2019 and in St Petersburg in 2023. The decisions adopted at those summits should serve as guidelines in preparing for the next summit, which we plan to hold later this year. All this will contribute to Africa’s economic emancipation, ensure that it reaps the proper returns and benefits from its natural resources, and support the emergence of the African continent as one of the centres of the rising #MultipolarWorld. 🤝 I would like to stress in particular that we are restoring our presence on the African continent fairly rapidly, after it declined sharply during the breakup of the Soviet Union. At present, Russia has 45 embassies operating across the continent, with four more set to open in the near future. Preparations are currently underway. We count on the active participation of Russian regions in the relevant thematic sessions of this summit. The answer is yes. Ukraine is a pawn – a tool used by the West to build up a bulwark directly on Russia's borders in order to create direct threats to our security. • Ukraine’s Declaration of Independence clearly proclaimed a policy of non-alignment with military blocs, neutrality and renunciation of nuclear weapons. It was precisely on the basis of this policy, declared by the Ukrainian leadership after the dissolution of the Soviet Union, that Russia – as well as the majority of other world countries – recognized Ukraine. • The situation in Ukraine was a “battle” that had been prepared in advance. It was financed, including by the Americans. As the then US Deputy Secretary of State Nuland – the “architect” of Ukraine policy – recently admitted once again, already after leaving the State Department, they spent 5 billion US dollars on preparing Ukraine for a coup and turning it into an “anti-Russia”. • The Zelensky regime is, in many ways, a repetition of history – but not as a farce, because too many people have been killed for that, sacrificed by Zelensky and his “masters”, his Western patrons. • We have stated this repeatedly, and President Vladimir Putin has often recalled it: the ceasefire that Zelensky is once again seeking – for at least 60 days, preferably longer – is unacceptable to us. This is because all previous periods associated with diplomatic efforts during the special military operation ended the same way: any ceasefire was immediately used to pump Ukraine full of new weapons, to give this regime a breather, to once again round up as many people as possible on the streets of Ukrainian cities and shove them to the frontline as “cannon fodder”, and, overall, to gain time to regroup and continue the war against Russia. • Honest security guarantees were formulated in Istanbul in April 2022 following several rounds of negotiations, excellently organized by our Turkish friends. It was clearly spelled out what security guarantees meant – no foreign military bases on Ukrainian territory, no exercises involving foreign forces unless such exercises were approved by all guarantor states – everything was detailed and specific. In other words, everything was ready, but Boris Johnson said “no”. • We have not seen the document that Zelensky constantly refers to as a “20-point plan”. As we understand it, Ukrainians and Europeans have “reworked” it compared to the original US plan and are now trying to “sell” their own “vision” of this “peace” to the US administration. • We do not draw a distinction between the foreign policies of independent states that defend their national interests and the #MultipolarWorld. On the contrary, a multipolar world can only take shape if it is founded on the positions of precisely such self-respecting states – with their own national interests and with common sense underlying their actions – states that, while defending their own interests, respect the interests of others.
