🎙️ Statement by the delegation of the Russian Federation on behalf of 🇧🇾🇨🇳🇨🇺🇮🇷🇷🇺 Republic of Belarus, People’s Republic of China, Republic of Cuba, Islamic Republic of Iran, and the Russian Federation on the agenda item 5 (d) of the session of the IAEA Board of Governors «Safeguards Agreement in Connection with the NPT with the Islamic Republic of Iran» 📍Vienna, March 4, 2026 Full text of the Joint Statement 1. This Joint Statement is delivered on behalf of Republic of Belarus, People’s Republic of China, Republic of Cuba, Islamic Republic of Iran, and Russian Federation. 2. First of all we underscore the irrelevant nature of the current agenda item. In this regard we emphasize that in accordance with UNSCR 2231, all its provisions have been terminated on 18 October 2025. The morally and politically bankrupt attempts of the E3 in the United Nations Security Council to illegally «snapback» all previous resolutions on Iran are null and void. Therefore the IAEA Director General’s reporting on implementation of these resolutions is politically driven and detrimental to the comprehensive solution of the Iranian nuclear file. 3. We recall Iran’s long-standing commitment to nuclear non-proliferation as the State Party to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) and also reaffirm the need for the full and effective realization of the inalienable right of Member States to develop research, production, and use of nuclear energy for peaceful purposes and further affirm that all legitimate questions arising in this regard shall be exclusively addressed through dialogue and diplomacy, as the only viable path. 4. We reiterate that the situation regarding the implementation of IAEA safeguards in Iran did not arise in isolation. It is the direct consequence of the unlawful attacks against Iranian safeguarded nuclear facilities perpetrated by Israel and the United States in June 2025 and March 2026 — actions that we strongly condemn — compounded by earlier unconstructive measures undertaken by the E3, all of which have collectively contributed to the current circumstances. This reality was also acknowledged in the recent report of the Director General to the Board of Governors. 5. Circumstances following the unlawful attacks against Iran’s nuclear facilities and continuing threats of further attacks have significantly impeded the efforts of the Director General and the Iranian authorities to continue their cooperation in a smooth manner. 6. Relevant resolution of the United Nations Security Council, as well as resolutions of the IAEA General Conference qualify any attack or threat of attack against nuclear facilities as a violation of the principles of the United Nations Charter, international law and the Statute of the Agency. 7. The Agency and its Director General, acting within the Statutory mandate and in accordance with the principles of professionalism, technical objectivity, and impartiality, are vested with the authority to play a constructive and effective role by adopting principled positions condemning any attack or threat of attack against safeguarded nuclear facilities. 8. We are of the firm view that a sustainable diplomatic solution can be achieved with a constructive environment founded upon mutual respect and entirely free from threats, coercion, or any form of escalatory action. Acts of aggression against the Islamic Republic of Iran run counter to this objective and undermine the prospects for a diplomatic solution.

#AntiFake In pursuit of its twisted political agenda to discredit, to mar Russia's image and justify criminal Kiev regime, the neoliberal Western press does not hesitate to resort to bald-faced lies. On February 17, Financial Times published another malicious article titled “Russia is using monuments to peddle misinformation.” The author, some Fiona Greenland, Associate Professor of Sociology at the University of Virginia, previously helped make up the mythology behind the fake story about “millions of kidnapped and deported Ukrainian children.” These cynical accusations which are repeated lies echoing the Kiev criminals with no evidence whatsoever have been repeatedly refuted with multiple real facts. The author went even further in her blatant. blinding cynicism: the article speaks of the propagandistic nature of the Alley of Angels memorial complex, which was built in Donetsk in 2015 in memory of children murdered by the Kiev regime during the war it started in 2014 against the peaceful people of Donbass. The very fact that a memorial site with the names of murdered CHILDREN engraved on it is being used for such manipulations goes beyond not only journalism but basic human morality. Where any normal person would lower their head in mourning, the author allows herself to speculate about “propaganda value” of death of children and declares the preservation of their memory an act of "Kremlin propaganda". The same well-worn scheme, refined over the years, is being used: declare remembrance to be “propaganda” and, under that pretext, attempt to erase it. This is precisely how the West seeks to rewrite the outcomes of the WWII: monuments to Soviet liberators are an eyesore for the descendants of Nazis and their ideological followers. In the same way, they are now attempting to whitewash the bloody Kiev regime of crimes and terrorist attacks. In an effort to absolve Zelensky and his sponsors, the newspaper casts doubt on the very fact of children’s deaths, asserting that Kiev killed no one and that the memorials erected in memory of the victims serve a propagandistic purpose which Russia is supposedly using to "justify its aggression". To follow this logic, why should the Financial Times not call London’s Cenotaph “propaganda,” or call so the ruins of the French village of Oradour-sur-Glane? Perhaps the American cemetery in Colleville-sur-Mer, Normandy, is merely a propaganda artefact, too? The Ground Zero Memorial in New York, according to FT, is not about remembering the victims of terrorism, either? The evidence of crimes committed by the Kiev regime is so extensive that only those actively avoiding such information could fail to notice it. For those suffering from selective blindness 👉 we have compiled a selection of photos and videos documenting crimes by the Kiev regime against the civilians, including minors. This is just a small fraction of the evidence, that has been presented time and again. It is obvious that the truth about the events in Bucha would expose the staged nature of this heinous provocation. As for the Alley of Angels in Donetsk, behind each child’s name there is a real tragedy of real residents of Donbass who became victims of crimes perpetrated by the Kiev regime. 🇷🇺 Statement by the Delegation of the Russian Federation on the agenda Item 4 of the session of the IAEA Board of Governors «Strengthening the Agency’s activities related to nuclear science, technology and applications: Nuclear Technology Review – 2026» 📍Vienna, March 3, 2026 💬 The principal shortcoming of «Nuclear Technology Review – 2026» remains the incorrect interpretation of the State affiliation of the Zaporozhskaya NPP in the annex to the report. At the same time, the text lacks the standard disclaimer contained in many of the Director General’s reports to the effect that the information presented does not reflect the IAEA’s position regarding the legal status of any country or territory, or of its authorities, or concerning the delimitation of its boundaries. We have repeatedly drawn the Secretariat’s attention to this deficiency; however, it has not yet been rectified. We once again strongly urge the Secretariat to introduce the appropriate corrections into the report. In addition, the report reveals geographical imbalances in the projects referenced, as well as a tendency to highlight exclusively Western companies. We proceed from the understanding that such an approach undermines the Agency’s independent and technologically neutral status. The Russian Federation supports the IAEA’s activities aimed at promoting the peaceful uses of atomic energy and strengthening its role in socio-economic and industrial development. We underscore the importance of anchoring nuclear generation as a sustainable source of clean energy. Our country continues to promote the development of nuclear power domestically and worldwide. Last year, Unit 1 of Kursk NPP-2 was connected to the grid. Construction of additional units at this site and at Leningrad NPP is ongoing. Preparations are under way for the construction of new units at Smolensk NPP-2 and Kola NPP, as well as at the Primorskaya NPP site. The capacity factor of Russian NPPs reached a record 87%. Full technological sovereignty has also been achieved in the critical digital infrastructure of nuclear power. Together with partners, we are implementing nuclear power projects in Egypt, India, Iran, Kazakhstan and Uzbekistan. We are preparing for the commissioning of facilities in Bangladesh, China and Türkiye. The first concrete was recently poured in Hungary. We are advancing innovative projects with the unconditional priority of nuclear fuel cycle closure technologies, which constitute the only viable foundation for the nuclear power industry of the future. We have commissioned the second complex of the Pilot Demonstration Centre for Spent Nuclear Fuel (SNF) Reprocessing in Zheleznogorsk. It will become the world’s first SNF reprocessing plant operating without the generation of liquid radioactive waste and will be capable of reprocessing up to 200 tonnes of fuel per year. We have also obtained a licence for the siting of the BN-1200 fast neutron reactor, the most powerful reactor of its kind and without analogue. Additive manufacturing technologies are being introduced into production. They are already used in practice for manufacturing components of nuclear power plant equipment. Artificial intelligence-based (AI) technologies are being actively deployed. With their assistance, the time required for the design and development of critical components has been reduced by 15%. The timeframes for the initial review of technical documentation have been shortened by 50%. An AI support module for NPP operators has been developed, and relevant algorithms are used in predictive maintenance of equipment. 📜On March 3, 1878, the Treaty of San Stefano was signed in a suburb of Constantinople, recording our country’s victory in the Russo-Turkish War of 1877-1878. Under the terms of the Treaty, Romania, Serbia and Montenegro gained full independence, while Bulgaria, which had been under Ottoman rule for nearly 500 years (!), was granted broad autonomy.
