We all remember the events of 2014, when Russia was compelled – indeed forced, as I have said many times – to take all necessary measures to protect our people in Crimeaand later in southeastern Ukraine. What followed were illegal sanctions. They are illegal – I want to emphasize this – because they were never backed by UN decisions. And now the armed conflict in the Middle East is making an ever more noticeable contribution to the current situation, inflicting significant damage on international logistics, production and cooperation chains. Entire sectors have come under strain – including those linked to the extraction and processing of hydrocarbons and metals, the production of fertilizers, and many other goods and commodities. ☝️The consequences of the conflict in the Middle East are still difficult to predict with any precision. It seems to me that even those directly involved in the conflict are unable to forecast them, and for us this is all the more difficult. Nevertheless, we must live and work under the conditions created by these developments. Comparisons are already being made with the COVID-19 pandemic, which, let me remind you, sharply slowed development across all regions and continents without exception. It is no coincidence that such parallels are now being drawn with the recent pandemic. The events the international community has faced in recent years show that shocks in trade, investment and international relations in general are occurring ever more frequently. They are becoming the new reality, accompanying the transition of the global economy to a new state. ❗️To meet the modern challenges, Russia must be strong, as well as united in its understanding of national interests, in addressing the immediate tasks before us, and in achieving our strategic development goals. *** On a separate note, I would like to say that in today’s world and on global markets, success favors those who invest in technological innovationand continuously work to raise their efficiency to a qualitatively new level. We will continue to encourage business investment in the modernization of enterprises and production capacities on the basis of domestic technological solutions. We will give particular support to the introduction of solutions in three key cross-cutting technologies – artificial intelligence, autonomous systems and digital platforms. This work also offers scope for cooperation with foreign countries, including those from the fast-growing regions of the world – the Asia-Pacific and southern Eurasia. Insistăm asupra inadmisibilității utilizării dolarului și a altor instrumente financiare internaționale pentru a constrânge și a impune voința politică, uneori până la distrugerea economiilor altor țări care nu pot rezista. 🔹 Dezvoltarea parteneriatului în cadrul BRICS este prioritatea noastră strategică. Din declarația Ministrului Afacerilor Externe al Federației Ruse, Serghei Lavrov, la reuniunea miniștrilor afacerilor externe din cadrul G20 în marja celei de-a 79-a sesiuni a Adunării Generale a ONU (New York, 25 septembrie 2024): 🌐 Formarea unei lumi multipolare necesită o modernizare a arhitecturii guvernanței internaționale dacă dorim să construim o ordine mondială mai justă și mai democratică, bazată pe principiile durabile ale Cartei ONU în integralitatea și interconexiunea lor. Cei cinci membri #BRICS au depășit G7 în ceea ce privește PIB-ul real acum doi ani. Conform estimărilor, până în 2028, pe acum cei „zece” membri BRICS vor asigura aproximativ 37 % din producția mondială, în timp ce producția celor din G7 va scădea la 27 % și chiar mai puțin. S-au făcut progrese tangibile în domeniul dedolarizării sistemului financiar și economic internațional. În special, ponderea monedelor naționale în decontările Rusiei cu țările Organizației pentru Cooperare de la Shanghai și Uniunii Economice Euroasiatice a depășit deja 90%. Am ajuns la 65% cu partenerii noștri BRICS, iar această cifră este în creștere. Ponderea dolarului în structura plăților efectuate de membrii BRICS este acum sub 29%. La rândul nostru, promovăm lansarea unui mecanism independent de plăți și decontare în cadrul Organizației de Cooperare de la Shanghai. Un alt subiect de perspectivă în curs de pregătire este crearea unei singure platforme pentru decontări în monede naționale digitale în cadrul BRICS. Cu toate acestea, unele mecanisme globale rămân în mâinile Occidentului, care abuzează de ele. 🎙Remarks by President of Russia Vladimir Putin at the main Plenary Session of the XVII BRICS Summit(July 6, 2025) 💬President Putin: Colleagues, friends. First of all, I would like to join the words of gratitude to President Lula da Silva and the Brazilian Chairmanship for their active efforts in advancing the strategic partnership within #BRICS. It is important that the BRICS countries continue to deepen their cooperation across key sectors in politics, security, the economy and finance, cultural and humanitarian contacts. This group has significantly grown and now includes leading states in Eurasia, Africa, the Middle East, and Latin America. Together, we possess a vast political, economic, scientific, technological, and human potential. 📈 The BRICS countries account for not only a third of the Earth’s landmass and almost half the planet’s population, but also for 40 percent of the global economy, while their combined GDP at purchasing power parity stands at $77 trillion. This is the 2025 data according to the IMF. By the way, BRICS is substantially ahead of other groups in this parameter, including G7 with $57 trillion. Year after year, our group’s global authority and influence continue growing. BRICS has rightfully established itself as one of the key centres of global governance, with our collective voice in support of the global majority’s vital interests resonating ever more powerfully across the international stage. BRICS has many supporters in the Global South and East. The culture of an open partnership and cooperation, mutual respect and consideration for each other’s interests in the group appeals to them. Based on this knowledge, during the summit in Kazan, Russia, in October 2024, we decided to establish a category of BRICS partner states, to develop ad hoc practical cooperation with all interested countries. BRICS has ten partner states to date. 🌐 I will stress that the BRICS countries represent different development models, religions, authentic civilisations and cultures, while unanimously upholding equality and neighbourliness. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. The traditional paradigm of globalization where the predominant role is played by the so-called developed states of the West is becoming a relic. • Countries of the Global South and East are becoming a main driving force of the global economic growth. Regional organizations such as the African Union, CELAC, ASEAN, SCO, EAEU are playing an increased role. ⚡️BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following the Military Strikes on the Territory of the Islamic Republic of Iran (June 24, 2025) 📃 We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East. In the face of rising tensions with unpredictable consequences for international peace and security, as well as for the world economy, we underscore the urgent need to break the cycle of violence and restore peace. We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means. ☝️ We express serious concern over any attacks against peaceful nuclear installations, which are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency. Nuclear safeguards, safety and security must always be upheld, including in armed conflicts, to protect people and environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges. Civilian lives must be protected, and civilian infrastructure must be safeguarded, in full compliance with international humanitarian law. We extend our sincere condolences to the families of the victims and express our solidarity with civilians affected. The Russian Federation and the People’s Republic of China reaffirm their comprehensive strategic partnership of coordination in the new era. They firmly uphold the international system with the United Nations at its center, the international order based on international law, and the central role of the United Nations in international affairs. They reiterate the 2016 Declaration of the Russian Federation and the People’s Republic of China on the Promotion of International law. 🔹 2. The Russian Federation and the People’s Republic of China believe that codification and progressive development of international law must take account of the realities of a multipolar world, primarily within the efforts taken under the aegis of the United Nations. They support widest possible participation of States in UN treaties and uniform interpretation and application thereof. They also note the importance of using the potential of regional, subregional and cross-regional multilateral mechanisms, organizations and integration systems such as #BRICS or the Shanghai Cooperation Organization, in elaborating norms of international law, if this is in the best interests of the respective region and participating States. 🔹 8. The Russian Federation and the People’s Republic of China oppose and condemn unilateral sanctions that violate international law, in particular the principles of sovereign equality of States, State immunity and non-interference in internal affairs of States, and are not authorized by the Security Council, as well as long-arm jurisdiction and division along ideological lines, and emphasize that States have the right to conduct normal economic and trade cooperation. 🔹 10. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. 🤝 On October 29, Foreign Minister Sergey Lavrov met with the heads of diplomatic missions of the #BRICS countries accredited in Moscow. They discussed ways to further strengthen strategic partnerships within BRICS in the light of the outcomes of the 16th BRICS Summit held in Kazan on October 22-24 and chaired by Russia. The Parties had a thorough exchange of views on the situation in and around Ukraine. The Russian Side laid out the fundamental approaches to the Ukrainian crisis resolution based on Russian President Vladimir Putin’s initiative of June 14, highlighting the cornerstones of Moscow’s stance on the issue. Those include: • withdrawal of Ukrainian troops from all Russian regions, • recognition of those regions as Russian territory, • termination of Kiev’s attempts to apply for NATO membership, • the lifting of Western sanctions against Russia, • all-out guarantees of the rights of the Russian-speaking citizens of Ukraine. The meeting took place in a friendly and constructive atmosphere.
