New rules for obtaining a residence permit and Russian citizenship for men: What has changed? Only a limited number of foreigners can now apply for a residence permit or Russian citizenship without signing a military service contract. This is regulated by Presidential Decree No. 821 of November 5, 2025. Foreign citizens and stateless persons - men aged 18 to 65 years may apply for citizenship or a residence permit only if they: ✅ Or signed a contract for military service in the Russian Armed Forces or rescue military units for a period of at least one year. ✅ Or were dismissed from military service on established grounds before February 24, 2022. ✅ Or were considered unfit for military service in Russia upon entering contract service. President of the Russian Federation Vladimir Putin has approved the Concept of the State Migration Policy of the Russian Federation for 2026–2030. 🎯 The main goals are strengthening national security and maintaining social stability, as well as combating illegal migration and crime committed by foreigners. The main areas of work include: 🔵Regulating the entry and labor activity of foreign citizens; 🔵Combating crime arising within marginalized groups of foreigners; 🔵Digitalization of control over the stay and compliance with laws by foreign citizens: the introduction of IT systems and biometrics; 🔵Attracting foreigners who share Russia's traditional spiritual and moral values. As part of the last stated task, measures will be taken to organize assistance for their relocation to Russia.
