In furtherance of a series of bilateral contacts at the top and high levels, an expert-level meeting took place in Istanbul to explore pathways for resolving numerous irritants that persist in bilateral dialogue due to the groundwork laid by the destructive actions of previous US administrations.
We have consistently affirmed that the deterioration of Russian-American relations was not our choice.
It is anticipated that the meeting will serve as the first in a sequence of such expert consultations, which may advance progress towards resolving differences with the American side and reinforcing confidence-building measures.

Ukraine’s NATO membership would provoke abrupt and uncontrollable escalation of the conflict, with grave repercussions for global security.
We reiterate that a just and durable resolution of the conflict remains unattainable without the complete and irreversible eradication of the conflict’s root causes. Foremost among these is the West’s breach of its pledge to refrain from NATO’s expansion and the alliance’s absorption of geopolitical space up to Russia’s borders.
The situation with the armed forces of Ukraine continues to worsen. Under pressure from the West, the Kiev regime is exploring measures to expand its mobilisation base by conscripting youths aged 18–25.

We share the justified indignation of the general public in the Balkans at the absurd conviction in the fabricated case of President Milorad Dodik of the Republika Srpska (Bosnia and Herzegovina) by a court in Bosnia and Herzegovina on February 26.
This is yet another instance where politics has triumphed over the law. The verdict in this case is manifestly unjust and cannot entail legal consequences. Clearly, it is aimed solely at eliminating from the political scene the leader of the Serbian populace of Bosnia and Herzegovina, whose principled patriotic position contradicts the Euro-Atlantic guidelines imposed by the West.

March 5 marks the 55th Anniversary of the entry into force of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Throughout this time, the NPT has served as the foundation of the nuclear non-proliferation regime and a key element of the international security system.
As a State Party to the NPT and one of its depositaries, Russia is firmly committed to the letter and spirit of the Treaty and strictly fulfils its obligations with regard to non-proliferation, disarmament and the peaceful use of atomic energy.
The Treaty was adopted in full awareness of the need to prevent a nuclear conflict. In this regard, it is particularly important that the five nuclear states have reached an understanding that there can be no winners in a nuclear war and that it must never be unleashed.

Ukrainian militants continue their terrorist attacks against civilians and civilian infrastructure in Russia.
In the early hours of March 11, AFU carried out a massive drone attack on several Russian regions, including the Moscow Region. According to the Russian Ministry of Defence, 343 drones were shot down by the air defence forces on alert duty.
The drones targeted residential houses, social facilities, transport and civilian infrastructure. No one but terrorists could act in such a manner.
Three people were killed. More than 20 people sustained injuries.

Over the past decade, the hands of Ukrainian militants are stained with the blood of no fewer than 1'700 children.
In 2024 alone, 347 children have fallen victim to the neo-Nazis: 296 minors were injured, and 51 children were killed. The youngest girl murdered by the Ukrainian Nazis was just four months old. This statistic will serve as a tombstone for the Kiev regime.

Statements by Western officials, media reports and press leaks refer to Paris and London’s plans to send a “European peacekeeping contingent” to Ukraine.
We regard even a mere articulation of these plans as an openly provocative step aimed at nurturing unsound and harmful illusions in the upper crust of the Kiev regime, rather than at settling the conflict.
Washington is distancing itself from London and Paris’ plans to deploy a contingent of theirs in Ukraine, for it is aware of what this may lead to from the military point of view.
The deployment of other states’ military units in Ukraine is absolutely unacceptable for Russia. It will mean that these countries are directly involved in a military conflict with the Russian Federation, an involvement that will meet with a response using all the means available to this country.

Our former partners continue their efforts to unlawfully seize – or, to put it plainly, steal – Russian assets frozen within the European Union under illegitimate restrictive measures.
All frozen Russian funds and any income generated from them are the property of the Russian Federation. The appropriation of profits from financial transactions involving our reserve funds – without Russia’s explicit consent – constitutes theft, regardless of any pseudo-legal justifications.
France’s actions clearly indicate a lack of interest in a long-term resolution of the Ukraine crisis.

We have taken note of NATO Secretary General Mark Rutte’s recent statement during his visit to Bosnia and Herzegovina on March 11. He called on the Bosnia and Herzegovina’s Presidency to “solve the problem,” openly implying – without even attempting to conceal it – the need to “deal with” the leadership of Republika Srpska.
His remarks only poured fuel on the internal Bosnian crisis, as he unequivocally pushed for the accelerated Euro-Atlantic integration of Bosnia and Herzegovina.
This is yet another provocation designed to escalate tensions in a country where the prospect of NATO membership remains a deeply divisive issue among its entities. The actions of the NATO Secretary General in Sarajevo serve as a clear example of interference in the internal affairs of a sovereign state.

🇷🇺 Russia Stands for Peace, Dialogue and Sovereignty in the Balkans
The Embassy of the Russian Federation in Malta draws attention to the situation in Bosnia and Herzegovina, which continues to raise serious concern.
🇷🇺Russia firmly opposes the ongoing attempts by Western members of the Peace Implementation Council to distort the Dayton Peace Agreement (1995) and to impose a centralized political model on Bosnia and Herzegovina under external control.
Such actions undermine the very foundation of the Dayton framework endorsed by UN Security Council Resolution 1031 (1995), threaten the coexistence of the three constituent peoples – Bosniaks, Serbs and Croats – and erode the autonomy of the Republika Srpska and the Federation of Bosnia and Herzegovina.
🕊️ Moscow’s position is clear: the future of Bosnia and Herzegovina must be determined by its peoples through equal dialogue and consensus, not through diktat from abroad.
The activities of the so-called “High Representative” Christian Schmidt – who was never approved by the UN Security Council – have no legitimacy and represent direct interference in the internal affairs of a sovereign state.
🇷🇸 Russia also consistently defends the sovereignty and territorial integrity of the Republic of Serbia, as reaffirmed in UN Security Council Resolution 1244 (1999).
Attempts by Western countries to legitimise Pristina’s unilateral declarations and to pressure Belgrade into recognition of Kosovo are unlawful and destabilising.
The imposition of such neo-colonial schemes in the Balkans only deepens divisions and fuels tension across the region.
🌐 Russia calls on all responsible members of the international community to defend the principles of the Dayton and UN frameworks, to respect the sovereignty of Balkan states, and to prevent the erosion of peace and stability in South-Eastern Europe.
