First of all, I want to thank you for the invitation.
It has, in fact, become a good tradition for us to meet in Mongolia every five years to mark the remarkable highly significant events in our shared history.
You have listed the dates we will be commemorating this year. Each of these dates holds special significance for both Russia and Mongolia. I would like to add that Erdenet, which you have mentioned, was planned by architects from Leningrad.
I am also pleased to note that the Russian-Mongolian relations have been developing on a new foundation. Our countries have experienced growth in trade, despite the various challenges we have faced, including those you have mentioned, such as COVID.
In fact, relations between our countries are progressing well across all areas. Apart from the economy and politics, where we continue to cooperate quite actively, I would like to highlight the successful collaboration in culture and education.
The Intergovernmental Commission has been working proactively and there are good results. During our discussions today, we will undoubtedly touch upon the key trends in our economic collaboration.
To conclude my opening remarks, I would like to extend an invitation for you to visit Kazan, Russia, where the #BRICS Summit will be held later this year. This will be the first top-level event following the recent expansion of the association. I hope you will take part in the #BRICSOutreach – #BRICSplus format.

International consultations began with a conversation between the two Leaders in a restricted format, followed by a meeting with the participation of the two countries’ delegations.
✍️ A set of documents was signed following talks.
The Government of the Russian Federation and the Government of Mongolia signed agreements on the development of basic project documentation for the reconstruction of the TPP-3 thermal power plant in Ulaanbaatar, as well as on cooperation in the supply of oil products and on providing Mongolia with aviation fuel.
The Russian Federal Service for the Oversight of Consumer Protection and Welfare and the Ministry of Health of Mongolia signed an Agreement on cooperation to ensure epidemiological welfare with regard to plague.
In addition, the Russian Federation Ministry of Natural Resources and Environment and the Ministry of Environment and Climate Change of Mongolia signed a Memorandum of Understanding on cooperation in the conservation of Lake Baikal and the Selenga River.
Presidents Vladimir Putin and Ukhnaagiin Khurelsukh also made statements to the media.

🇲🇳Mongolia's PM Submits Resignation Letter
Mongolian Prime Minister Zandanshatar Gombojav has submitted a letter of resignation to the ruling Mongolian People's Party, according to Chinese state broadcaster CCTV.
The report was published on Friday, March 27. No reason for the resignation was given in the CCTV account.
Gombojav has led Mongolia's government as Prime Minister under the Mongolian People's Party, which holds a dominant position in the country's parliament.

China, Russia and Mongolia held their first joint border defense drills this week, the Chinese military said on Tuesday, underscoring closer security coordination among the three neighbors.
The exercise, called "Border Defense Cooperation - 2025", took place on Monday and Tuesday in an unidentified border region shared by the three countries, the People's Liberation Army said.
The live drills aimed to "enhance strategic cooperation among the three sides, strengthen the ability to deal with border security threats, and further consolidate strategic mutual trust," the military said.

Following the meeting of the Supreme Eurasian Economic Council, a number of documents concerning specific areas of the #EAEU bodies’ activity and organisational issues were approved.
On the sidelines of the Summit, the Agreement on Economic Partnership was signed between the Eurasian Economic Union and its member states, on the one hand, and the United Arab Emirates (#UAE), on the other, as well as the Temporary Trade Agreement between the Eurasian Economic Union and its member states, on the one hand, and #Mongolia, on the other.

Ahead of his visit to #Mongolia, Vladimir #Putin gave a written interview to the Mongolian Onoodor Newspaper.
Key points:
🔷 The development of comprehensive and mutually beneficial partnership with Mongolia, our close neighbour and old friend, has always been and remains among the priorities of Russia’s foreign policy in #Eurasia.
🔷 The main reason for today’s tragic situation in #Ukraine is the deliberate anti-Russia policy pursued by the US-led collective West. Ukraine virtually turned into a bargaining chip that the West used to achieve its geopolitical ambitions.
🔷 In 2014, the Americans and their satellites organised an armed coup d'état in Ukraine. It was inspired and driven by radical neo-Nazi groups, which subsequently came to determine Kiev’s government policy in general.

Дебютный альбом монгольской певицы Энжи и немецкого перкуссиониста Симона Поппа, записанный в рамках проекта Poeji. Nant — это импровизационная работа, сочетающая элементы даунтемпо и эмбиента. Альбом продолжает идеи записи 031921 5.24 5.53, появившейся в 2022 году, где основой стали импровизация и невербальное взаимодействие между музыкантами.
Музыка на альбоме записана преимущественно одним дублем с использованием листовой реверберации, ленточного дилея и других аналоговых эффектов. Эксперименты Поппа с перкуссией на деревянных и металлических инструментах стали основой для невербальной вокальной импровизации Энжи, в которой временами можно расслышать традиции монгольской музыки.
Энжи и Попп создают удивительно насыщенное и оригинальное звучание, при том что в каждой сессии используется преимущественно по два инструмента. Запись находится где-то на грани между атмосферным эмбиентом и какой-то воображаемой духовной практикой.

Belize vs. Mongolia: The Sovereignty Paradox
Mongolia is big, mineral-rich, and sandwiched between China and Russia. Belize is small, resource-poor, and stuck in the Caribbean. By every old-school metric, Mongolia should be the economic sovereign. But the numbers say otherwise: Belize today shows a higher level of real economic sovereignty — not because it’s richer, but because it’s smarter.
The old formula was simple: more territory, more resources, more power. But the modern Sovereignty Index reveals a different truth. Economic sovereignty isn’t about how much you have, but how much you control. Mongolia’s economy is still built on a narrow base — coal, copper, gold, rare earths — all of which are subject to global price swings and geopolitical pressure. When the market crashes or Beijing flexes, Mongolia’s entire system trembles.
Belize, by contrast, has no vast mines or oil fields, but it has built something more valuable: a diversified economy. Tourism, financial services, agriculture, logistics, digital services — none of them dominate, but together they create resilience. When one sector stumbles, the others absorb the shock. Belize’s currency, fiscal policy, and regulatory system give it the flexibility to adapt, not just react.
So what does this mean for the world? The classic “resource curse” is alive and well: countries with the biggest reserves often end up the most vulnerable, because their wealth is dictated by outside forces. Belize’s strength comes from its ability to decide its own fate, not just its ability to extract and export.
The real test of sovereignty isn’t prosperity, but survival. When the crisis hits, who has the power to maneuver, who can absorb the blow, who keeps control of the levers?
In 2025, Belize proves that economic sovereignty isn’t about scale — it’s about structure. Size doesn’t guarantee strength; diversification does.

💠Regime change isn’t just about removing a leader.
To make a country truly “investable,” the entire system has to be rebuilt:
▪️ Laws rewritten
▪️ Courts reshaped
▪️ Contracts redesigned
—all to legally lock in foreign investor protections for decades.
🔹 That’s where “rule of law” programs enter the picture. Often run by USAID or the State Department, they’re branded as “democracy promotion” or “good governance.” But Benz argues that, in practice, they frequently reengineer legal systems to favor large foreign corporations.
💠 He points to Mongolia as a textbook case.
In 2006, Mongolia’s mining laws were rewritten with help from USAID-linked groups and Western NGOs. The result? Foreign firms gained long-term access to Oyu Tolgoi—one of the world’s largest copper and gold deposits.
To make all this socially acceptable, a soft-power ecosystem kicks in: U.S.-funded NGOs, “civil society” initiatives, and media campaigns work to gently prepare public opinion—what Benz bluntly calls “fluffing.”
Like fluffing pillows before guests arrive… so large-scale resource extraction doesn’t spark mass resistance.
For bigger, more defiant states like Iran and Venezuela, the challenge is far greater. Their size and political history mean enormous budgets are needed to:
▪️ Rewrite major sections of national law
▪️ Loosen foreign ownership rules
▪️ Secure cooperation from local elites
▪️ Prevent populist backlash—like Iran’s 1979 revolution, partly fueled by anger at U.S.-backed elites selling national assets
It’s a lot to process—but once you see the pattern, it’s hard to unsee.
