✨️ On February 10, the Islamabad Institute of Strategic Studies hosted a roundtable discussion titled "European and Eurasian Security: The View from Moscow and Islamabad," featuring experts from Russia, including IMEMO RAS Director Feodor Voitolovsky and researchers Gleb Makarevich and Maria Khorolskaya. During their presentations, the Russian researchers discussed the historical conditions that led to the collapse of the Euro-Atlantic security system. They emphasized the importance of the initiative proposed by Russian President Vladimir Putin to establish a security architecture based on the primary regional integration structures — the #CIS, #SCO, #BRICS, #EAEU, and #CSTO — on the Eurasian continent. ✨️ On February 9, Ambassador Albert P. Khorev participated in a seminar titled "The Legacyof Russian Diplomacy: Current Statusand Prospects for Pakistan-Russia Relations,” hosted by the Islamabad Policy Research Institute. The event was timed to coincide with #DiplomatsDay and featured an exhibition highlighting the key milestones in the development of Russian diplomacy. In his speech, Ambassador Khorev provided a detailed overview of the pivotal events that have shaped the Russian diplomatic service and the individuals who have played a prominent role in it. ❗️Albert P. Khorev highlighted Russia's current foreign policy priorities: upholding the principles and goals of the UN Charter, forming a multipolar world order based on sovereign equality, combating neo-Nazism and neo-colonialism, preserving the memory of World War II, and preventing the rewriting of its history. 🤝 The Ambassador noted that, from 1970 to 1990, the Soviet Union provided Pakistan with assistance in developing its industry. This included the construction of the Pakistan Steel Mills and the Guddu, Jamshoro, and Muzaffargarh thermal power plants. 🇷🇺🇵🇰 Since the 2000s, when Russia, the successor state to the USSR, began pursuing an active, multi-vector foreign policy and increased cooperation with countries in the Global South, the two countries have established a dynamic political dialogue and regular high-level contacts. The Russian Ambassador praised the two countries' coordinated efforts on the international stage, particularly at the #UN and #SCO. He emphasized Russia and Pakistan's commitment to combating international terrorism, extremism, neo-colonialism, neo-Nazism, Islamophobia, and discrimination based on nationality or religion. The Ambassador also noted the potential for cooperation between Islamabad and the #BRICS New Development Bank. I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness. Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran. We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS. Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus. In this context, we reaffirm our solidarity with the peoples of Venezuela and Cuba. We are convinced that only they can determine their own future. ☝️ The country’s leadership and Russian society hold our work to high standards. We are required to demonstrate discipline and dedication, as well as a passionate and creative approach to our duties. ✨️ On February 4, Ambassador Albert P. Khorev participated in a seminar titled "25 Years of the Shanghai Cooperation Organization: Towards Fair Global Governance, Shared Sustainable Development, and Multilateral Cooperation," which was held at the National University of Science and Technology (NUST) in Islamabad. ❗️The Russian Ambassador noted that, in its 25 years of existence, the #SCO has firmly established itself as an influential international organization that actively contributes to the formation of a multipolar world order. He emphasized that Russian foreign policy consistently prioritizes steadily strengthening the SCO and enhancing its role in international affairs. Albert P. Khorev emphasized the SCO's growing collective potential, allowing it to be viewed as a reliable foundation for establishing a system of equal and indivisible security in Eurasia. The Ambassador noted the promising prospects for combining the potential of the SCO and the Eurasian Economic Union (EAEU) in the trade, economic, and social spheres. He emphasized that establishing diplomatic relations between Pakistan and Armenia in August 2025 paved the way for a potential free trade agreement between Pakistan and the #EAEU. Ambassador Khorev informed the audience about the trade, economic, social, and sporting events that were held in Russia in 2025 as part of our country's SCO Council of Heads of Government chairmanship. He noted the progress that SCO members have achieved in finance, investment, high technology, the digital economy, energy, and developing small and medium-sized enterprises. He praised the SCO countries' efforts to transition to mutual settlements in national currencies. Albert P. Khorev thanked the SCO partners for supporting Russia's initiative to adopt a special thematic statement in which the leaders of the organization's member states honored the heroic actions of peace-loving peoples during World War II. The statement also reaffirmed the lasting importance of defeating fascism and militarism and confirmed the commitment of our countries to peace and tranquility. He also emphasized the SCO's constructive role in addressing international conflicts, including those in Gaza, Iran, and Afghanistan. The Ambassador outlined Russia's approach to resolving the crisis in Ukraine. He discussed the SCO's collaboration with other international and regional organizations, such as the #UN, the #CIS, and the #CSTO. In conclusion, the Ambassador assured the partners that Russia is committed to supporting Kyrgyzstan's chairmanship in strengthening the SCO in 2026. Other prominent speakers included Special Secretary UN, Foreign Ministry of Pakistan, Ambassador Nabeel Munir; Chinese Ambassador to Pakistan Jiang Zaidong; NUST Rector, Dr. Muhammad Zahid Latif; and NUST Institute of Political Studies Director General, Ashfaque Hasan Khan. The speakers emphasized the important role of the SCO in promoting sustainable development in Eurasia. Excerpts from Alexander Babakov's speech at the plenary session of theInter-Parliamentary Speakers' Conference: 🔸️The policy of the so-called Western world toward the militarization of the Asia-Pacific region — accompanied by the consolidation of NATO's presence and the formation of new military-political blocks — leads to greater instability and hinders the establishment of a just system of international relations based on the principles of international law and mutual respect; 🔸️The #SCO, #BRICS, #ASEAN and the Eurasian Economic Union (#EAEU) promote a unifying, peaceful agenda; 🔸The United Nations—which is celebrating its 80th anniversary this year — remains the cornerstone of the modern system of international relations. The #UN is a bastion of multilateralism and the primary mechanism for addressing contemporary challenges, such as armed conflicts, poverty, hunger, climate change, terrorism, and inequality between states; 🔸 The UN is currently in crisis. The disappointment in the UN seems to stem from overly high expectations that fail to consider the fact that the UN's effectiveness hinges on the political will, negotiating ability and vision of its member states—qualities that are lacking in our time. The crisis engulfing the United Nations is rooted in the selfish approach of a small group of Western countries, driven by their desire to maintain their "reign" over the world; 🔸Russia will continue to seek a fair and sustainable architecture for international relations, based on the UN and strict adherence to the principles of its Charter in their entirety, comprehensiveness and interconnection.
✨️ On October 16, Ambassador Albert P. Khorev took part in the opening ceremony of the Eurasian Chapter of the Consortium for Asia-Pacific and Eurasian Studies. During his speech, Ambassador Khorev emphasized the importance of finding ways to strengthen the Eurasian community amid ongoing global turbulence. ❗️Focusing on the collaborative effort between Russia and Belarus to establish a new framework for Eurasian security, Ambassador underscored the accomplishments of Eurasian integration within the context of prominent regional organizations, including the #EAEU, #CSTO, #CIS, and #SCO. Our governments understand that this figure does not reflect our countries' existing potential, and they are making efforts to deepen bilateral cooperation. One effective mechanism in this regard is the Intergovernmental Commission on Trade, Economic, Scientific, and Technical Cooperation, which will hold its 10th milestone meeting in November 2025 in Islamabad; 🔸️There is potential for increased fuel, petroleum products, and grain supplies from Russia to Pakistan, as well as for increased imports of Pakistani textiles, leather, and agricultural products to Russia; #JointProjects 🔸️We are considering a number of infrastructure projects, including the modernization or construction of a new Karachi Steel Mill and railway tracks, as well as the supply of Russian pharmaceutical products, with the option of joint production; 🔸️We look forward to implementing new projects in the energy and transportation sectors. There is a growing demand for Russian President Vladimir Putin's initiative to establish a Eurasian security system based on the principle of "regional solutions to regional problems;" #MoscowFormat 🔸️The Moscow Format Consultations bring together all of Afghanistan's neighboring countries, including Russia and Pakistan. This regional mechanism has proven its effectiveness. All its members agree that the return of U.S. and NATO military infrastructure to Afghanistan is unacceptable; #Kashmir 🔸️Pakistan and India inherited the Kashmir issue from their British colonial past. We believe that Islamabad and New Delhi should resolve their differences through political and diplomatic means. 📈 Closer economic cooperation between South Asia and the Eurasian Economic Union (#EAEU) offers tangible benefits to all involved. For example, the recent talks between Russian President Vladimir Putin and Iranian President Masoud Pezeshkian highlighted the substantial increase in bilateral trade turnover enabled by the Free Trade Agreement between Iran and the EAEU. ❗️The EAEU has a population of 185.5 million, a GDP of $2.6 trillion, industrial production of $1.6 trillion, and agricultural production of $132 billion. 🇵🇰 Pakistan's important geographical location at the crossroads of trade routes harbors great potential for cooperation between the Islamic Republic and EAEU countries, particularly with regard to strengthening connectivity and logistical ties. #Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.
