🚨 Lawlessness or rule of law? A zoo volunteer’s home attacked in Yangiyul
The conflict between animal rights defenders and the animal control service has escalated into open confrontation. According to volunteers, the situation has already gone beyond legal boundaries and is infringing on fundamental civil rights.
Animal welfare activists Asiya Abuzyárova and Svetlana Velichko reported that about 30 dogs disappeared from the territory of a municipal improvement enterprise. After attempts to return the animals, pressure reportedly began: a complaint was filed with the police, a volunteer was attacked, her phone was broken, and activists were allegedly harassed.
❗️ The most serious incident was the forced entry into a private home.
According to reports, municipal workers used a ladder to break a window and enter Asiya Abuzyárova’s house, forcibly removing the animals inside. When the homeowner resisted, her phone was destroyed and her hand was injured.
⚖️ According to the legislation of Uzbekistan:
🔹 The home is inviolable — entry without the residents’ consent is allowed only on legal grounds or by court order.
🔹 Private property is protected by the state — damage to property and unlawful seizure are prohibited.
🔹 Any actions by officials must have legal grounds and be properly documented.
This may constitute unlawful entry into a residence, abuse of authority, and violation of citizens’ rights.

✔️ On what legal basis were the animals seized?
✔️ Who authorized the entry into the home?
✔️ Why are reports of property damage and injuries being ignored?
The law must apply equally to everyone — both citizens and officials. The situation requires a transparent investigation and a legal assessment of the actions of all parties.

Meeting with animal capture services of Tashkent region
Representatives of NGO «HAYOT», together with the Head of the Security Service of the Ministry of Internal Affairs of the Republic of Uzbekistan, Lieutenant Colonel Rovshan Pirimkulov, held a meeting with animal capture services from Yangiyul, Angren, Akhangaran, Buka, Pskent, Nurafshan, Bekabad, Urta Chirchik, Kibray, Bostanlyk, and Parkent.
Key conclusions:
✅ Animal capture activities must be carried out strictly within the law and in compliance with humane standards; cruel methods are unacceptable.
✅ Violations will receive legal assessment by competent authorities.
✅ Cat capture has been suspended — the “Mushukkent” project (sterilization and humane population control) continues.
✅ Issues related to salaries, equipment, and inventory for humane capture were discussed.
✅ Public awareness activities are planned, along with the possible allocation of land for state animal shelters.
💡 The meeting was held in a constructive dialogue format and may become a starting point for real changes in the field of animal welfare.

In recent years, systematic and mass cases of cruelty toward donkeys have sharply increased in Uzbekistan, particularly in the districts of Tashkent city.
Another severe case was identified in Yangihayot District of Tashkent. The animal’s hindquarters were completely covered with wounds; it had been neglected for a long period and was found in a state of extreme suffering. This incident clearly indicates a failure to fulfill legal obligations toward animals and shows clear signs of cruelty.
Practical experience demonstrates that owners actively use donkeys as labor force during the summer, and with the arrival of winter, abandon sick and exhausted animals on the streets.
This is a direct consequence of irresponsibility and the absence of a proper animal registration system. As a result, owners of animals subjected to cruelty remain unpunished.
Based on the above, we DEMAND:
— to conduct an official investigation into cases of cruelty toward donkeys;
— to apply measures предусмотренные by law against those responsible;
— to strengthen legal liability for animal cruelty;
— to develop effective mechanisms to support volunteers and animal shelters.
An animal is not property.
It is a living being that requires protection by the state.
Once again, the animal was saved from death thanks to a volunteer of the “Ekolog” public association,
the founder of the “Dobroe Serdtse” shelter — Alisa Tikhomirova.
🐾 Currently, this shelter houses:
— more than 100 homeless dogs,
— around 10 donkeys who are victims of cruelty.
Each of them urgently needs:
— medical treatment,
— medicines,
— food and daily care.
❗️ The entire burden rests on volunteers alone.
🙏 Please do not remain indifferent.

The UK government has unveiled an unprecedented plan to gradually eliminate animal testing in medical and pharmaceutical research.
The first phase will begin at the end of 2026 and will eliminate tests on mice used to develop treatments for skin and eye irritations.
Additionally, the country has committed to reducing the use of dogs and primates in laboratories by 35% by 2030, fulfilling an election promise made by the Labour Party.
Backed by £60 million, the strategy aims to promote ethical and technologically advanced alternatives that replace animal models without compromising the safety of vaccines, medicines, or pesticides.
Although animal experiments peaked in 2015 — with over 4 million animals used — advances in alternative methods had already helped reduce that number.
However, progress has stalled in recent years, so this new initiative seeks to accelerate the full replacement of animals.
Science Secretary Patrick Vallance stated, “Nobody wants to witness animal suffering,” and the new roadmap will allow governments, companies, scientists, and animal welfare organizations to collaborate on faster and more effective solutions.
Part of the investment will go to a specialized center that will integrate technology, data, and expertise to accelerate the transition to animal-free science.
