💬 Vladimir Putin: Mr Pashinyan, I would like to welcome you once again and thank you for participating in these events under the auspices of the EAEU and the CIS.
We have already exchanged views on the results of our yesterday’s and today’s work. Overall, in my opinion, everything proceeded at a very high level. I hope the atmosphere was positive, but the most important thing is that our teams worked diligently from all sides and prepared excellent documents. Everything has been signed, and everything is progressing.
Regarding bilateral relations, they are developing. Our trade turnover has seen an adjustment, as we discussed yesterday. If in 2024 it surpassed $11 billion, in the first nine months of this year it reached 4.5 billion. This is also a good indicator and gives us reason to believe that in the near future, we will be able to increase it.
We also have promising plans. We have already spoken about energy, including nuclear energy. We will not delve into detail now, but there is an opportunity to discuss this further.
The same applies to logistics: during our last meeting, you raised questions about various areas where we could work together. I am referring to the restoration of old routes and the creation of new ones that would open up Armenia’s borders.
So, overall, everything is progressing. Naturally, there are other issues we can discuss now.

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.
1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.
A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.
2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>
3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.
An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>

💬 Vladimir Putin: I believe the growing interest in the work of the Shanghai Cooperation Organisation stems from our core values and ideals: a commitment to pursuing a sovereign and independent policy, alongside a collaborative approach with other countries to find collective solutions to global problems. These principles resonate with many around the world.
Our association has always emphasised the importance of considering the opinions and perspectives of a broad range of partners, respecting each state’s inalienable right to choose its own development model.
It is evident that the SCO is now one of the biggest and most influential regional organisations. As our chairman mentioned, its member countries are home to nearly half of the world’s population, produce about a quarter of the global GDP, and possess substantial intellectual and technological potential, as well as a significant portion of the world’s natural resources.

This theme encapsulates the core mission of the SCO since its inception in 2001 – fostering an atmosphere of security and trust throughout our shared Eurasian region.
In this context, we appreciate the sincere and concrete proposals from SCO member countries for the peaceful resolution of the Ukrainian crisis, a result of the reckless and intrusive policies of the United States and its satellites.
As you know, Russia has never refused to negotiate, and is now ready to continue peace talks. It is Ukraine that withdrew from the talks, and it also did so publicly, on direct orders from London – which means Washington was also involved, there is no doubt about it – as Ukrainian officials have admitted bluntly and openly.
The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table. They were initialed by Ukraine’s chief negotiator, which means that, to all appearances, Ukraine found them acceptable. These agreements, the Istanbul agreements, remain on the table and can be used as a starting point for further negotiation.
The SCO member states coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.

Today marks Diplomats’ Day, our professional holiday.
I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad.
The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable.
We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland.
Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation.
Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis.
Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people.
In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order.
We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness.
Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran.

💬Sergey Lavrov: Kazakhstan and Russia are closest neighbours and allies.
Our peoples are bound by centuries-old traditions offriendship and mutual respect. These relations are enshrined in numerous interstate documents. One of the most important dimensions of the quality of our relations is our shared memory of Victory in the Great Patriotic War. We always mark the anniversary of the Great Victory together, holding special events both in Kazakhstan and in Russia.
There is no doubt that, in the current conditions, this memory has not only historical significance, but also a very practical dimension, given the persistent line of a number of European states to revive Nazism in new forms, including by once again setting the peoples of Europe against our country.
☝️Once, they targeted our common state. Today, Russia is the main target – but the essence has not changed.
Russia-Kazakhstan relations are highly intensive, multidimensional and comprehensive. Most importantly, they contribute to maintaining stability across the common Eurasian space. Today, our interstate dialogue spans virtually every area, underpinned by the maturity, stability and steady development of Kazakhstan’s statehood.
In our practical work on the bilateral track, we are guided by the instructions of our Leaders, who maintain regular close contact, meeting in person and speaking by phone, to discuss current aspects of cooperation and the increasingly complex international situation.
🤝Russia and Kazakhstan maintain extensive economic ties – we are key trade and investment partners.
We maintain positive dynamics in these areas and note the growing non-resource component of export-import operations, while the lion’s share of settlements is carried out in national currencies and without intermediaries.
We are developing privileged partnership in transport and energy, with particular emphasis on peaceful nuclear energy.
We are committed to continuing constructive engagement on the international stage, primarily within the #EAEU, #CSTO, #CIS and #SCO. In our conversations and talks, we also touch upon the #UN. We have matching assessments of the difficult processes unfolding in that organisation. In particular, we paid close attention to the assessments of the UN’s activities recently set out by President of the Republic of Kazakhstan Kassym-Jomart Tokayev in his remarks at the Antalya Diplomacy Forum in Türkiye.
We are ready to exchange views on the situation in Central Asia, which is of common interest to us. We also expect to continue discussing developments in the broader Eurasian context.

💬Vladimir Putin: At today’s meeting of the Supreme State Council of the Union State, we are to discuss and approve truly important decisions aimed at the further comprehensive development and strengthening of cooperation between Russia and Belarus in the political, economic, social and humanitarian spheres.
This meeting is taking place in a jubilee year for the Union State. In April, we will mark the 30th anniversary of the signing of the Treaty establishing the Union of Russia and Belarus – signed on 2 April 1996 – which launched our joint integration efforts. Over the decades, through coordinated work, we have accomplished much.
A common socio-economic, defence, migration, information, scientific-educational and cultural-humanitarian space has been formed.
Favourable conditions have been created throughout the Union State for pursuing a unified macroeconomic policy. Major joint projects are being implemented in industry, transport, agriculture, high-tech and science-intensive sectors. Import substitution programmes are progressing successfully – including in such key areas as machine and tool building, microelectronics and optics.
📈 As a result,bilateral trade and investment continue to grow year after year. In 2025, trade turnover increased again – this time by almost 3%. While statistical methodologies may differ slightly, the overall figure is substantial – $52 billion.
Russia remains the leading investor in the Belarusian economy, with accumulated investments exceeding $4.5 billion. Around 2,500 Russian companies operate in Belarus.
Cultural, academic, sports and youth exchanges remain an integral part of the Union State’s broad agenda. More than 16,000 Belarusian students are currently enrolled in Russian educational institutions. Next year, an additional 1,300 Belarusian applicants will be able to enter Russian universities on state-funded places alone.
🇷🇺🇧🇾Russia and Belarus closely cooperate as allies in foreign policy and defence. Our positions on key issues of the international agenda are either close or fully aligned. We consistently strive to contribute constructively to resolving global and regional challenges, working shoulder to shoulder in the #CSTO, the #CIS, the #SCO and on other multilateral platforms, including the #UN.
Together, we counter sanctions pressure and advocate for the formation of a truly fair #MultipolarWorld.
A solid foundation for our alliance has been laid by the intergovernmental Treaty on Security Guarantees within the Union State, which entered into force in 2025. I am confident that, together with our Belarusian friends, we will continue to do everything necessary to ensure the military security of the Union State using all capabilities at our disposal.

🇷🇺🇰🇿 October 22 marks 3️⃣3️⃣ years since the establishment of diplomatic relations between the Russian Federation and the Republic of Kazakhstan.
Our nations share common cultural, spiritual and moral values, centuries of living in a union-state, and mutual achievements and victories.
Today's Russian-Kazakhstani relations are characterized as strategic partnership and alliance, and are based on long-lasting friendship, mutual trust and respect for each other’s interests.
🤝 The Leaders of Russia and Kazakhstan have developed close and cordial personal relations during many years of cooperation. Both countries' Presidents often hold talks and telephone conversations, exchanging views on current bilateral, regional and global issues. Our Foreign Ministers also maintain regular contacts.
In October 2024, President Vladimir Putin paid a state visit to Astana, where the Sides coordinated a solid package of documents that strengthened the architecture of our multifaceted bilateral cooperation.
📈Russia is one of Kazakhstan’s largest trade, economic and investment partners. Mutual trade turnover reached a record of more than $28 billion in 2023 and was maintained at the same level in 2024. We are also increasing the share of national currencies (almost 90%) in mutual trade operations.
There are over 23'000 businesses with Russian assets in Kazakhstan. Russia’s investment in the country's economy have exceeded $10 billion. The two countries are implementing over 60 major joint projects in all spheres of the Kazakhstani national economy.
Our interaction in the oil and gas sector is developing dynamically. Russia’s Gazprom, Gazprom Neft, Tatneft and LUKOIL corporations hold a substantial position in Kazakhstan. Both countries' oil and energy companies are jointly developing hydrocarbon fields, processing energy resources and expanding the pipeline systems.
Russia and Kazakhstan were among the initiators of integration processes in the post-Soviet space, and are the founding-nations of the Eurasian Economic Union (#EAEU). Moscow and Astana are working together within the #CIS, #CSTO and #SCO. Kazakhstan supports the Russian initiative of building an equal and indivisible security architecture in Eurasia.
Our countries are at the forefront of the efforts to create a more just #MultipolarWorld order, and promote similar views on the key role of international law in international relations and the importance of respecting the interests of all countries in the sphere of global security.
