⚡️Statement by the CSTO Member States at the NPT Review Conference(April 29, 2026) 📄 We, the Member States of the Collective Security Treaty Organization (#CSTO), reaffirm our unconditional commitment to preserving and strengtheningthe Treaty on the Non-Proliferation of Nuclear Weapons (#NPT). Since its entry into force, the NPT has remained one of the pillars of the international security architecture. Having proved its effectiveness, the NPT continues to play a key role in preventing the proliferation of nuclear weapons. The equal importance of the NPT’s three fundamental pillars – disarmament, non-proliferation, and the peaceful use of atomic energy – is the guarantee that the Treaty can not only withstand the current challenges and threats, but also remain the foundation of interstate cooperation in these areas for many years to come. ❗️The CSTO Member States proceed from the unshakeable principle that a nuclear war must never be fought. We are compelled to note that the Treaty’s review process has recently been facing serious trials and disagreements, including on a number of politicised issues. This, coupled with persistent destabilising trends within the NPT framework and external factors adversely affecting the Treaty, hinders the achievement of consensus-based decisions and undermines the implementation of all the Treaty’s fundamental objectives. ❌This is evidenced by the absence of final documents at the two previous NPT Review Conferences. We call on the States Parties to the 11th NPT Review Conference to engage in constructive, substantive, and inclusive dialogue based on due regard for the interests of all parties. We proceed from the need to focus efforts on developing consensus-based solutions and ensuring the strengthening of the Treaty regime and its three pillars. 🤝The CSTO Member States stand ready to cooperate with all delegations with a view to a balanced and comprehensive review of all three fundamental pillars of the NPT. We reaffirm our unwavering commitment to our obligations under the Treaty, as well as our intention to continue coordinating efforts to preserve and strengthen it in the interests of maintaining international peace and security. We trust that all States Parties to the Conference will strive to develop agreed approaches and compromise solutions. Only through joint efforts will it be possible to create the conditions for achieving positive outcomes at the 11th Review Conference that would be acceptable to all States Parties. This will make a meaningful contribution to our shared goal – strengthening the NPT.

We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. Following the Meeting, the parties signed a package of seven documents, including the Decree on the 2026 Priorities of the Meeting of the Supreme State Council of the Union State. *** 💬Vladimir Putin: At today’s meeting of the Supreme State Council of the Union State, we are to discuss and approve truly important decisions aimed at the further comprehensive development and strengthening of cooperation between Russia and Belarus in the political, economic, social and humanitarian spheres. This meeting is taking place in a jubilee year for the Union State. In April, we will mark the 30th anniversary of the signing of the Treaty establishing the Union of Russia and Belarus – signed on 2 April 1996 – which launched our joint integration efforts. Over the decades, through coordinated work, we have accomplished much. A common socio-economic, defence, migration, information, scientific-educational and cultural-humanitarian space has been formed. Favourable conditions have been created throughout the Union State for pursuing a unified macroeconomic policy. Import substitution programmes are progressing successfully – including in such key areas as machine and tool building, microelectronics and optics. 📈 As a result,bilateral trade and investment continue to grow year after year. Russia remains the leading investor in the Belarusian economy, with accumulated investments exceeding $4.5 billion. Around 2,500 Russian companies operate in Belarus. Cultural, academic, sports and youth exchanges remain an integral part of the Union State’s broad agenda. More than 16,000 Belarusian students are currently enrolled in Russian educational institutions. Next year, an additional 1,300 Belarusian applicants will be able to enter Russian universities on state-funded places alone. 🇷🇺🇧🇾Russia and Belarus closely cooperate as allies in foreign policy and defence. Our positions on key issues of the international agenda are either close or fully aligned. 🇷🇺🇰🇿 October 22 marks 3️⃣3️⃣ years since the establishment of diplomatic relations between the Russian Federation and the Republic of Kazakhstan. Our nations share common cultural, spiritual and moral values, centuries of living in a union-state, and mutual achievements and victories. Today's Russian-Kazakhstani relations are characterized as strategic partnership and alliance, and are based on long-lasting friendship, mutual trust and respect for each other’s interests. 🤝 The Leaders of Russia and Kazakhstan have developed close and cordial personal relations during many years of cooperation. Both countries' Presidents often hold talks and telephone conversations, exchanging views on current bilateral, regional and global issues. Our Foreign Ministers also maintain regular contacts. In October 2024, President Vladimir Putin paid a state visit to Astana, where the Sides coordinated a solid package of documents that strengthened the architecture of our multifaceted bilateral cooperation. 📈Russia is one of Kazakhstan’s largest trade, economic and investment partners. Mutual trade turnover reached a record of more than $28 billion in 2023 and was maintained at the same level in 2024. We are also increasing the share of national currencies (almost 90%) in mutual trade operations. There are over 23'000 businesses with Russian assets in Kazakhstan. They have taken countries and regions hostage, prevent nations from realising their sovereign rights declared in the UN Charter <...> I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation. 1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin. The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table. They were initialed by Ukraine’s chief negotiator, which means that, to all appearances, Ukraine found them acceptable. These agreements, the Istanbul agreements, remain on the table and can be used as a starting point for further negotiation. The SCO member states coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.

And because of their reputation and their authority, they are a platform for exchanging views and experience in the context of party-to-party cooperation. Cooperation at this level is one of our priorities. It's a very useful addition to the so-called classical diplomacy and that contributes a lot to promoting mutual trust, mutual understanding between peoples. The creation of the conference is a signal, a very clear signal to the entire world. And very timely response to reconsider the place of the Asian countries in international and global developments. We assess very positively the increase of the political work of your conference. And we see with pleasure the sustainable process of expanding your influence in the continental architecture, in the architecture of regional organizations, some of which are experiencing erosion of their influence, if not degradation, since they abandoned practically all of the key principles of the UN Charter. I have in mind such organizations on our Eurasian continent as the European Union, which became more Euro-Atlantic than Eurasian following NATO. <...> In the last 10-15 years, all these principles including equal and indivisible security, including the statement that no one, be it the country or organization, should prepare to dominate in Europe, all this was abandoned, violated. 🌐 We need Eurasia of course. If you take the economic system in the world, countries, especially in Africa, mostly produce, they provide natural resources to the western countries We would like to promote the movement to resolve this injustice. 🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025) 💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians. I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE. In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority. Undoubtedly, the Union State is a format that sets the tone for interaction across several areas. In accordance with the resolution adopted by the collegiums and instructions issued by the respective heads of state and government, we primarily focused on promoting cooperation within common integration entities, deepening ties among them, and expanding cooperation with the countries from the Global South. Likewise, we focused on coordinating our efforts on international legal issues, among them countering the West’s sanctions aggression, and other areas. <...> We have facilitated the dialogue between the EAEU and the SCO and BRICS, and the coordination of 2026-2030 EEC-ASEAN Cooperation Programme. We have started looking into the possibility of expanding CIS contacts with African organisations and established cooperation between the CSTO Secretariat and the AU Counter Terrorism Centre. As I mentioned earlier, we have jointly promoted on all international venues the initiative advanced by the President of the Republic of Belarus, Alexander Lukashenko, on the development of the Eurasian Charter of Diversity and Multipolarity in the 21st Century which aligns with the initiative put forward by President of the Russian Federation Vladimir Putin to form a new architecture of equal and indivisible security in Eurasia. <...> We have made significant efforts to expand international support for countering the practice of illegal unilateral sanctions. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...> The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions. We will place special emphasis on sharing experience in foreign policy information support. 🌐Today is International Day of Multilateralism and Diplomacy for Peace. On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter. 🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities. This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions. ✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states. At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement. ⏰ Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." It was established by UN General Assembly Resolution A/RES/73/127 on December 12, 2018, in order to promote the UN values and to reaffirm the belief of our peoples in the purposes and principles enshrined in its Charter: “The International Day constitutes a means to promote the values of the United Nations and to reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter, to reaffirm the importance and relevance of multilateralism and international law and to advance the common goal of lasting and sustained peace through diplomacy.” Russia has consistently supported multilateralism and the leading role of the UN in world affairs, actively participating in efforts to reform and adapt the UN to new international realities. This is especially relevant today, when the UN and other multilateral institutions have come under unprecedented pressure from a small group of states, and the standing of the World Organisation has been noticeably down, including due to the Secretariat refusing to adhere to the equidistance principle. The collective West keeps attempting to subordinate the Organisation to its narrow self-interests and to impose the controversial concept of a rules-based world order to replace international law. 💬 Foreign Minister Sergey Lavrov(excerpt from a speech on February 11, 2026): At the UN platform, in conjunction with our like-minded partners in the Group of Friends in Defence of the UN Charter, we are working to ensure that the principles enshrined in the UN Charter are observed in their full scope, entirety, and interconnection, rather than selectively, as the West prefers. The UN is going through rough times and is bearing the brunt of profound differences between the world’s leading powers. Nevertheless, the Organisation’s role as a platform for aligning states’ interests is undeniable. According to the Foreign Policy Concept, Russia prioritises restoring the UN’s role as the central coordinating mechanism for aligning the interests of member states. Our country contributes to the formation of a more representative, democratic, fair, and multipolar world order with the central coordinating role of the UN, based on respect for cultural diversity, mutually beneficial and equal cooperation among countries. 📄 Excerpt from the Concept: “The mechanism for shaping universal international legal standards should be based on the free will of sovereign states, and the UN should remain the main venue for progressive development and codification of international law.” Our shared responsibility is to preserve the UN as a model of multilateralism and coordination in global politics.
