We commit to further promoting BRICS institutional development. 👉Strengthening Multilateralism For A More Just And Democratic World Order 🇺🇳 We reaffirm our support for a comprehensive reform of the United Nations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council’s memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council. We recognise the crucial role of BRICS in the process of improving the international monetary and financial system (IMFS), with a view to making it more responsive to the needs of all countries. 👉Enhancing cooperation for global and regional stability and security We strongly support enhanced BRICS dialogue on policy and security issues. 🎙Allocution de Sergueï Lavrov, Ministre des Affaires étrangères de la Fédération de Russie, lors de la Deuxième Session plénière du XVIIe Sommet des BRICS sur le renforcement de l’ordre mondial multilatéral, questions financières et économiques, et intelligence artificielle (6 juillet 2025) 📄Texte intégral de l'allocution Points clés : • Le renforcement de l'ordre mondial multilatéral dans le contexte des transformations fondamentales du système international constitue l'un des objectifs les plus importants auxquels font face l'union des #BRICS et l'ensemble de la communauté internationale. • La multipolarité n'est pas un choix, mais une réalité objective qui vient remplacer le modèle néolibéral obsolète bâti essentiellement sur des pratiques néocoloniales. Le paradigme traditionnel de la mondialisation avec un rôle prédominant des États occidentaux dits développés appartient au passé. • Ce sont précisément les pays du Sud global et de l'Est qui deviennent la principale force motrice de la croissance économique mondiale. Le rôle des associations régionales augmente, telles que l'Union africaine, #CELAC, #ASEAN, #OCS, #UEEA. Dans ce cadre, des approches conceptuelles et appliquées sont élaborées pour former une nouvelle architecture de l'économie mondiale basée sur les principes d'égalité, de multilatéralisme et de non-discrimination dans les domaines du commerce, des règlements financiers, des technologies et de la logistique. • Les États du groupe représentent déjà plus de 40% du produit intérieur brut mondial en parité de pouvoir d'achat, et avec les pays partenaires, ce chiffre atteint 45%, soit 93 000 milliards de dollars. Les BRICS représentent aujourd'hui plus de 20% du commerce mondial et près de la moitié de la population de la planète. • La part des pays BRICS dans le commerce extérieur russe croît constamment et, selon les résultats de 2024, a constitué plus de 48%, dont 90% des règlements mutuels s'effectuent en monnaies nationales. • La réforme et la dépolitisation des institutions de Bretton Woods, qui doivent refléter le véritable rapport de forces dans l'économie mondiale, revêtent une importance clé pour atteindre ces objectifs. Il est inadmissible de continuer à utiliser le FMI et la BM pour préserver les pratiques néocoloniales. • Les tentatives de plus en plus agressives de l'Occident d'introduire dans le dialogue comme critères prioritaires des ultimatums idéologiques, basés sur les interprétations occidentales des droits de l'homme et de la démocratie, ont un impact extrêmement négatif sur la réalisation des objectifs de développement durable de l'ONU. • Pour corriger les déséquilibres et mobiliser les ressources aux fins du développement, la Russie a avancé l'initiative de formation dans le cadre des BRICS d'une Nouvelle plateforme d'investissement avec la participation de la Nouvelle banque de développement (NBD). Nous sommes reconnaissants à nos collègues pour l'intérêt porté à cette initiative prometteuse. • L'intelligence artificielle devient une technologie d'importance critique. Selon les évaluations d'experts, la contribution de l'IA au produit brut mondial constituera environ 20 000 milliards de dollars dès 2030. • Il reste à résoudre une série de problèmes liés à la garantie d'un accès universel aux développements avancés dans ce domaine. Les initiatives secrètes promues par certains pays avec une composition limitée d'« invités » pour promouvoir des approches non consensuelles sont lourdes des conséquences les plus sérieuses. • Les défis liés au développement des technologies numériques ont un caractère transfrontalier et exigent des réponses collectives. • Je suis convaincu que les États des BRICS, avec leurs alliés, continueront leur leadership dans la promotion d'un ordre mondial multipolaire juste, assurant des conditions favorables au développement durable de tous les États sans exception. #BRICS2025
