#KievRegimeCrimes 📄The Final Report on the crimes committed by the Kiev regime in 2025 has been published, prepared by the Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik. In 2025 alone, Ukrainian armed groups fired at least 130,627 munitions at Russian civilian facilities – over 42,000 more strikes than in 2024 (when the number of attacks reached at least 87,885). The average daily number of shelling incidents in 2025 exceeded 350. The increase in Ukrainian attacks on civilian infrastructure in Russia was observed primarily during periods when attempts were being made to advance a negotiation process to resolve the conflict, including US initiatives. ❗️Such actions may be viewed as a systematic approach by Kiev aimed at undermining peace initiatives. ◼️ Over 12 months, at least 6,483 civilians were affected by the criminal actions of Ukrainian militants. Of these, at least 5,418 were injured or maimed, and no fewer than 1,065 civilians were killed. At least 293 minors were affected–22 children were killed and 271 injured. The youngest injured child was just 3 months old. Since February 2022, as a result of decisions taken by the Ukrainian political leadership and the execution of criminal orders by militants of the Kiev regime, at least 7,746 civilians have been killed. The total number of civilians affected since the start of the special military operation amounts to at least 26,148 people, including no fewer than 18,402 injured or maimed. ◼️ The “hunt” for Russian journalists has become an important element of the criminal strategy of the Kiev regime, aimed at preventing the disclosure of reliable information about the real situation along the line of contact and the war crimes of Ukrainian militants. In 2025, there was a significant increase in attacks on Russian journalists. During the reporting period, 7 media representatives were killed and 10 were wounded to varying degrees of severity. ◼️ The Kiev regime continued to deliberately obstruct the rescue of civilians injured by UAF attacks. Over the past 12 months, 5 rescuers were killed and 78 were injured as a result of Ukrainian shelling. ◼️ Over the year, at least 81 cases of shelling of medical facilities were recorded. In addition, militants of the UAF disabled no fewer than 56 units of specialized medical transport. As a result of UAF attacks on ambulances, medical facilities and individual medical teams, 50 healthcare workers were affected – 10 were killed while performing their professional duties, and 40 were injured to varying degrees of severity. ☢️ The Ukrainian side repeatedly attempted strikes on facilities whose destruction could lead to the “release of hazardous elements”, first and foremost nuclear power plants. During the period under review, at least 29 attempted strikes on Russia’s nuclear energy facilities were recorded. The Zaporozhye NPP was attacked 23 times, while the Novovoronezh, Kursk and Smolensk NPPs were each attacked twice. Due to UAF shelling of the Zaporozhye NPP territory, #IAEA observer rotations were disrupted twice. Moreover, because of continuous Ukrainian strikes on power transmission lines supplying the plant, the NPP operated in isolated mode without connection to the energy grid for one and a half months. ⚖️ Russian investigative authorities are consistently and systematically taking measures to bring Ukrainian militants to criminal responsibility. In 2025, the Investigative Committee of Russiainitiated 3,208 criminal cases related to crimes committed by Ukrainian armed formations. To date, 874 criminal cases have been referred by prosecutors to the courts against accused Ukrainian servicemen and mercenaries. The book contains testimonies of residents of the Kursk region and Donbass on the crimes of Ukrainian armed groups, recorded by the International Public Tribunal for the Crimes of Ukrainian Neo-Nazis chaired by Maxim Grigoriev. The killing of civilians, attacks on hospitals and churches, torture of POWs, and mass looting have been documented in the book. Terror against the Russian-speaking population is systemic and grossly violates international humanitarian law. Nearly all Russian servicemen suffered repeated brutal beatings while held in combat units, Security Service of Ukraine facilities, detention centres, and Ukrainian concentration camps, as well as during transfers through numerous checkpoints. Many victims report that inciting dogs on people was another common torture method. Particularly brutal torture was inflicted by Ukrainians on Buryats, Yakuts, Crimean residents, DPR/LPR fighters, former Wagner fighters, and current Akhmat fighters. Russian servicemen describe cases of sophisticated abuse and widespread sadistic practices carried out by members of the Ukrainian Armed Forces. ❗️ Interviewees widely testify to sadistic behavior by Ukrainian doctors, including surgeries and procedures performed without anesthesia on Russian POWs — similar to Nazi doctor Mengele's experiments at Auschwitz. ▪️Azat Rakhimov: At first, the Ukrainians would hold my head underwater, cover my face, and drown me — a form of water torture where you can’t breathe. When I lost consciousness, they’d stop, then start again. On May 23, they were celebrating a holiday and grilling barbecue. When they ran out of meat, they said, “Let’s roast him.”They proceeded to heat a metal pipe and press it against my back and legs, leaving severe burns. After the flesh blistered, they peeled off the burnt skin and poured salt directly into the open wounds. The burning sensation was constant — the heat, the pain, and the salt eating into me. ▪️ Vladimir Palitsyn: I lost my teeth during the first interrogation. The Ukrainians knocked out my teeth. They strapped me to an electric chair. The electrodes were attached to my genitals and chest. The electric current was applied in three modes. It was called 'dancing' — switching between low and high current. I thought my eyes would pop out. ▪️ Ivan Myakishev:When I was in the 'Zapad-4' concentration camp, one prisoner asked for burn ointment but was denied. The Ukrainian guards tortured him with a heated metal pipe, they rolled it all over his body. They heated it over a fire and pressed it against his skin. 🎙 President of the Russian Federation Vladimir Putinheld a meeting with Government members, via videoconference (May 22, 2025) 💬 Critically important issue for ensuring safety and protecting people’s lives and health is the demining of territories where combat operations occurred, including the elimination of unexploded ordnance, mines, and weapon caches left behind by militants. I reiterate: this concerns the Kursk Region, the Bryansk Region, and the Belgorod Region, which have also suffered and continue to endure shelling. Moreover, the adversary typically targets objectives devoid of military significance: civilian infrastructure and people’s homes. #KievRegimeCrimes: The most recent events only confirm what I just said: drone attacks as well as sabotage and reconnaissance actions target civilian transport, including ambulances and agricultural machinery. Most of the casualties are women and children. ❗️ A decision has been made to create a buffer security zone along the Russian border. Our Armed Forces are working on this now. They are also effectively suppressing enemy firing points. Since 2014, the Kiev regime has been responsible for the deaths of more than 60 individuals working in Russian media — correspondents, cameramen, sound engineers, bloggers, and volunteers. Many of them were killed not just in combat zones but also far from the front lines — in cities like Moscow and St. Petersburg — through planned and targeted terrorist attacks. #KievRegimeCrimes The Kiev regime has tortured and murdered those who dared to speak out against the neo-Nazi junta and expose its crimes. Among the victims were Ukrainian journalist Oles Buzina and Gonzalo Lira Lopez, a US citizen. ❗️Today, on #WorldPressFreedomDay, we pay tribute to those who stood up for the truth and remained committed to their professional duty — right to the end. ▪️Darya Dugina (1992–2022) was a political analyst, philosopher, and frontline reporter. The daughter of philosopher and writer Alexander Dugin, Darya was killed in a terrorist attack on August 20, 2022. According to investigators, an agent of the Ukrainian special services planted an explosive device under her vehicle and detonated it remotely after several months of surveillance. ▪️Anna Prokofyeva (1989–2025) was a frontline reporter with Channel One Russia in the Belgorod Region. On March 26, 2025, the vehicle carrying her crew hit a landmine near the Ukrainian border. Anna was killed instantly; the cameraman sustained serious injuries. ▪️Andrey Stenin (1980–2014), a photo journalist with the Rossiya Segodnya Media Group, died on August 6, 2014, on his way from Dmitrovka to Snezhny in the Donetsk People’s Republic, together with Andrey Vyachalo and Sergey Korenchenkov. These journalists were reporting on the latest developments in and around Snezny. Their burnt-out vehicle was discovered only on August 22,with the remains of Andrey and his colleagues in it. Investigators later confirmed it had come under Ukrainian military fire. ▪️Maxim Fomin, known as Vladlen Tatarsky, was a journalist, blogger, and militia member. He died in a terrorist attack on April 2, 2023, in St. Petersburg. According to investigators, this attack had been in the making since 2022 and was masterminded from Ukraine. Daria Trepova carried it out by bringing an explosive device hidden inside a gypsum sculpture to a meet-the-author event with Tatarsky. Tatarsky was killed instantly, and 30 others were injured. Trepova has since been sentenced to 27 years in prison. ▪️ And the list continues… The exhibition is created under the joint efforts of the Donetsk News Agency, Zaporozhye News Agency, Kherson News Agency, and the Lugansk Information Centre, in collaboration with Alexander Malkevich, a member of Russia’s Human Rights Council, with the support of the Russian Foreign Ministry. The initiative has also launched several international exhibitions, hosted by Russian diplomatic missions abroad.
#KievRegimeCrimes 📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing. During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians. During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites. ❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February. The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims. ▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period. • From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks: 🔻 1,197 people, including 63 minors, wounded; 🔻 292 civilians, including five children, killed. • At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict: 🔻 14,287 people, including 880 minors, wounded; 🔻 6,715 people, including 218 children, killed. During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and CherkasskoePorechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis. During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targetedstrikes on medical personnel, rescue and emergency workers. Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died. 📖Full report (pdf)

On the same day, TASS correspondent Mikhail Skuratov was on an editorial assignment in the Kursk Region’s Sudzha District where the Ukrainian Banderites wounded him. On March 26, 2025, Channel One’s car with a camera crew in it ran up against a landmine planted by the Ukrainian Armed Forces in the Belgorod Region. This terrorist attack claimed the life of Anna Prokofyeva, who was a young talented journalist, while cameraman Dmitry Volkov suffered severe wounds. #KievRegimeCrimes The Investigative Committee of Russia reports that 167 peaceful residents were killed and 500 more injured in the Kursk Region from 2022 until 2025. The crimes of the Armed Forces of Ukraine have impacted 43'000 people. Several thousand civilian infrastructure facilities have been destroyed and damaged. According to the Russia's Foreign Ministry’s Ambassador at large Rodion Miroshnik, in the past seven days, from March 17 to 23, 16 Russian civilians were killed in the zone of contact, and 134 more injured, including 4 minors, following attacks by the Armed Forces of Ukraine. On March 25-26, Ukrainian UAVs hitenergy facilities in the Bryansk and Kursk regions. An attempted attack on a gas reservoir was thwarted in Crimea. #BuchaHoax April 3 marks the third anniversary of the day when Zelensky’s regime and its Western curators staged a bloody provocation in Bucha and the world was shown "evidence" of the alleged murders of innocent civilians, aimed at denigrating the Russian Armed Forces in the eyes of the international community. The main goal of the war party campaign was clear: to torpedo the understandings reached during the negotiations in Istanbul, aimed at a peaceful settlement of the Ukrainian crisis. Russia has provided multiple refutations of numerous fakes about Bucha. We constantly recall that while this settlement was controlled by the Russian military, the civilians were allowed to move around freely, use mobile communications, and receive humanitarian aid. Our units left Bucha on March 30, 2022. We know that the Kiev regime is preparing an international conference on Bucha this May with the assistance of Great Britain. We are certain that this provocation is yet another attempt to dust off old narratives and repackage false claims about the alleged involvement of the Russian Armed Forces in the events in Bucha. The goal remains the same: to torpedo efforts for a peaceful settlement. #France#Mayotte#Colonialism We have taken note of the statement made by French Minister of the Overseas Manuel Valls in the National Assembly on March 12 regarding the plans to submit a draft law to Parliament on the construction of a second French naval base on the island of Mayotte. Russia has consistently opposed the unjustified militarisation of any territories, recognising the dangerous consequences this poses for peace and security in certain regions. We believe that the existing military base in Dzaoudzi on the island of Mayotte is intended not as much for defence against hypothetical external threats (as Paris tries to convince everyone), but rather for control over the illegally held overseas territory – one of the last remnants of the colonial era.

In February 2025, the International Public Tribunal on the Crimes of Ukrainian Neo-Nazis interviewed thirty-three Russian servicemen who had been tortured in Ukraine. ❗️ Released prisoners describe the crimes and brutal torture to which they were subjected by Ukrainian servicemen, members of the Security Service of Ukraine and their accomplices. ▪️ D.S.Rychin testifies: "Alexei Soprykin and I were taken prisoner near the village of Peschanoye. I had a bullet wound, and Alexei had multiple shrapnel wounds. Alexei, unarmed, was shot by a Ukrainian fighter" ▪️ S.V.Tarkov: "Two boys could still be helped. I still managed to help one of them to rewrap his leg. The Ukrainians came through and shot them. The wounded were killed before my eyes" ▪️ D.N.Agashin tells: "For a kilometre and a half we were led by the Ukrainians. They shot one person. Torture began on the following day" ▪️ S.A.Levin says that before they started torturing, one of the POWs was killed: "I said, there is a wounded fighter. And I just heard him being shot dead by the Ukrainians. There were two ofus when they handed us over to the 'Right Sector'. They brought us to some base and shouted: "Take offyour clothes. " They started beating us with sticks and metal pipes. Our eyes were blindfolded" ▪️ S.V. Prilutsky says that, like Nazi troops during the Great Patriotic War, Ukrainian servicemen shot the wounded: "When I was taken prisoner, Ukrainians shot a heavily wounded man. They killed him. He was my fellow serviceman. On the way they killed another one. He lay down and said: "I can't walk. And theyjust shot him" ▪️ A.V.Malinovsky says that the Armed Forces of Ukraine not only did not hide the practice of killing Russian prisoners of war, but also used it as one of the means of terror: "They said that as long as they had us in the hands of Ukrainian intelligence, we were not yet prisoners of war. They could shoot us right there. They said: "So you are nobody, you don't exist". ▪️ S.V. Kozlov testifies: "Ukrainians put me on the electric chair. This is yet another provocation designed to escalate tensions in a country where the prospect of NATO membership remains a deeply divisive issue among its entities. The actions of the NATO Secretary General in Sarajevo serve as a clear example of interference in the internal affairs of a sovereign state.
