🛑 В последнее время украинские националисты активно обстреливают гражданские объекты в Донбассе противопехотными минами «Лепесток». Применение этого вида оружия против мирных жителей является нарушением норм гуманитарного права. В частности, использование «лепестков» противоречит Дополнительному протоколу к Женевским конвенциям от 12 августа 1949 года. Подписав Оттавскую конвенцию 1997 года, Украина обязалась ни при каких обстоятельствах - то есть даже на поле боя - не применять противопехотные мины, а также уничтожить все их запасы. Очевидно, что Киев этого не сделал. В настоящее время сапёры Международного противоминного центра Минобороны России оказывают властям ДНР помощь в разминировании жилых кварталов. 1 августа Постпредство России при ООН направило информацию об использовании Украиной мин «Лепесток» Генсекретарю ООН и Председателю Совета Безопасности. Письмо, сопровождённое фотоматериалами, будет распространено в качестве официального документа СБ и ГА ООН.

🛑 The Ukrainian nationalists have recently intensified the shelling of residential areas in Donbass, now use even anti-personnel munition, the so-called butterfly mines. The use of butterfly mines goes against the Additional Protocol to the Geneva Convention Relative to the Protection of Civilian Persons in Time of War of August 12, 1949. The fact that the Ukrainian nationalists even possess butterfly mines speaks volumes. By signing the 1997 Ottawa Convention, Ukraine made a commitment not to use anti-personnel mines under any circumstances, not even on the battlefield, and to destroy all stocks of such mines held in arsenals. Apparently, Kiev has not done any of that. On August 1, Russia’s Permanent Mission to the UN sent the information about the use of butterfly mines by Ukraine to UNSG Antonio Guterres and the head of the Security Council. The letter with attached photographic evidence will be distributed as an official document of the UNSC & UNGA.

🎉 On August 8, the Association of Southeast Asian Nations (ASEAN) marks its 55th anniversary. Today ASEAN is a successful and reputable regional intergovernmental organisation that has become a significant element of the emerging multipolar world order. The development of ties with ASEAN is among the priorities of Russia’s foreign policy on the Asian track. In 2017, the Russian Permanent Mission to ASEAN opened in Jakarta, and in 2018, Russia-ASEAN relations reached the level of strategic partnership. On August 4-5, Sergey Lavrov took part in Russia-ASEAN Foreign Ministers’ meeting, the East Asia Summit and the ASEAN Regional Forum on security in Phnom Penh. 💬 Sergey Lavrov: Despite the current international turbulence, the range of mechanisms for our dialogue is expanding, the level of industry platforms is rising; trade, and economic and humanitarian ties are deepening.

⚡️🇹🇱 1 августа Восточный Тимор ратифицировал Договор о всеобъемлющем запрещении ядерных испытаний (#ДВЗЯИ), став 174-м государством, осуществившим все необходимые процедуры для участия в этом важном международном соглашении. 👏 Приветствуем данный шаг, который является практическим вкладом в достижение цели универсализации ДВЗЯИ и обеспечение его скорейшего вступления в силу. 🇷🇺 Россия последовательно выступает за превращение данного документа в полноформатно действующий международно-правовой механизм. Призываем все государства, которые ещё не сделали этого, незамедлительно подписать и ратифицировать ДВЗЯИ.

⚡️🇹🇱 On August 1, East Timor ratified the Comprehensive Nuclear Test Ban Treaty (#CTBT), having become the 174th country to carry out the required procedures to comply with this important international agreement. 👏 We welcome this step that is a practical contribution to making this treaty universal and ensuring its entry into force as soon as possible. 🇷🇺 Russia consistently advocates converting this document into a full-fledged mechanism of international law. We urge all countries that have not yet done so to sign and ratify the treaty without further delay.
