#KievRegimeCrimes 📑AReport on the crimes of the Kiev regime in February 2026 compiled by the Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik has been published. Over the 28 days of February, 149 more civilians were affected by criminal actions of Ukrainian armed formations than in January 2026. ❗️In total, at least 536 civilians were affected by attacks by the Ukrainian militants in February. 72 people were killed, while 464 sustained injuries of varying severity. In the final week of February, 90% of all civilian casualtieswere the result of strikes by Ukrainian UAVs. Compared with January, 124 more civilians were affected by drone attacks. Overall, 439 civilians were affected by UAV attacks over the past month, 59 of whom were killed. As a result of UAV strikes, one child was killed, while 17 minors sustained injuries of varying severity. Kiev has focused its efforts on creating unbearable living conditions for the civilian population, primarily by seeking to strike civilian energy infrastructure facilities as much as possible. 👉Full version of the report 👉Full report (PDF version)

#KievRegimeCrimes 📄The Final Report on the crimes committed by the Kiev regime in 2025 has been published, prepared by the Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik. In 2025 alone, Ukrainian armed groups fired at least 130,627 munitions at Russian civilian facilities – over 42,000 more strikes than in 2024 (when the number of attacks reached at least 87,885). The average daily number of shelling incidents in 2025 exceeded 350. The increase in Ukrainian attacks on civilian infrastructure in Russia was observed primarily during periods when attempts were being made to advance a negotiation process to resolve the conflict, including US initiatives. ❗️Such actions may be viewed as a systematic approach by Kiev aimed at undermining peace initiatives. ◼️ Over 12 months, at least 6,483 civilians were affected by the criminal actions of Ukrainian militants. Of these, at least 5,418 were injured or maimed, and no fewer than 1,065 civilians were killed. At least 293 minors were affected–22 children were killed and 271 injured. The youngest injured child was just 3 months old. Since February 2022, as a result of decisions taken by the Ukrainian political leadership and the execution of criminal orders by militants of the Kiev regime, at least 7,746 civilians have been killed. The total number of civilians affected since the start of the special military operation amounts to at least 26,148 people, including no fewer than 18,402 injured or maimed. ◼️ The “hunt” for Russian journalists has become an important element of the criminal strategy of the Kiev regime, aimed at preventing the disclosure of reliable information about the real situation along the line of contact and the war crimes of Ukrainian militants. In 2025, there was a significant increase in attacks on Russian journalists. During the reporting period, 7 media representatives were killed and 10 were wounded to varying degrees of severity. ◼️ The Kiev regime continued to deliberately obstruct the rescue of civilians injured by UAF attacks. Over the past 12 months, 5 rescuers were killed and 78 were injured as a result of Ukrainian shelling. ◼️ Over the year, at least 81 cases of shelling of medical facilities were recorded. In addition, militants of the UAF disabled no fewer than 56 units of specialized medical transport. As a result of UAF attacks on ambulances, medical facilities and individual medical teams, 50 healthcare workers were affected – 10 were killed while performing their professional duties, and 40 were injured to varying degrees of severity. ☢️ The Ukrainian side repeatedly attempted strikes on facilities whose destruction could lead to the “release of hazardous elements”, first and foremost nuclear power plants. During the period under review, at least 29 attempted strikes on Russia’s nuclear energy facilities were recorded. The Zaporozhye NPP was attacked 23 times, while the Novovoronezh, Kursk and Smolensk NPPs were each attacked twice. Due to UAF shelling of the Zaporozhye NPP territory, #IAEA observer rotations were disrupted twice. Moreover, because of continuous Ukrainian strikes on power transmission lines supplying the plant, the NPP operated in isolated mode without connection to the energy grid for one and a half months. ⚖️ Russian investigative authorities are consistently and systematically taking measures to bring Ukrainian militants to criminal responsibility. In 2025, the Investigative Committee of Russiainitiated 3,208 criminal cases related to crimes committed by Ukrainian armed formations. To date, 874 criminal cases have been referred by prosecutors to the courts against accused Ukrainian servicemen and mercenaries. ⚡️Russia's Foreign Ministry Spokeswoman Maria Zakharova: 💬 These last few days the entire world has been closely following the news from Abu Dhabi – the further steps that might follow from the trilateral talks on Ukrainian conflict resolution. Over the course of these two days, the Kiev regime, represented by Zelensky, issued statements on social media every few hours, declaring that “Ukraine’s position is clear”, that “Ukraine wants to end the war”, and that “Ukraine is ready to move forward”. Yet the morning of January 25 revealed the true position of the Kiev regime – what it genuinely seeks and what it is in fact prepared to do. In blatant violation of the Geneva Conventions, the norms of international humanitarian law, its own public statements, and any conceivable notion of humanity, Ukrainian UAVs opened fire on an ambulance vehicle in the Kherson Region, near the settlement of Golaya Pristan. Until the very last moment, there was hope that the members of the ambulance crew, who had responded to a call to assist a patient, had managed to escape the vehicle and take cover. Tragically, by the evening it became clear that all of them had fallen victim to Kiev militants – no one survived. At the same time, on another section of the line of contact, Ukrainian militants employed a similar method to attack an ambulance in Energodar, in the Zaporozhye Region. The vehicle sustained damage, though the medical personnel managed to survive. Thus, while Zelensky speaks of peace and readiness for a ceasefire – messages he actively promotes in Davos – his militants are deliberately and systematically targeting doctors, continuing the same practices that have been carried out since 2014 in Donbass. Those responsible for these crimes will be identified, and just retribution will inevitably follow. But the lives of those who were saving others can never be restored. On January 25, the Orthodox world commemorated Saint Tatiana of Rome, who was tortured and killed for her faith... And just a day earlier, the neo-Nazi junta basically executed medical workers at point-blank range – including a nurse born in 1954, who devoted her entire professional life to the noble calling of medicine... Following the review of court rulings in cassation and supervisory instances, it was established that these individuals are not subject to rehabilitation. Their guilt has been fully proven. #US#Tariffs From an economic standpoint, the introduction of 500% tariffs on goods from third countries that purchase Russian oil and gas seems absurd. This is tantamount to the discontinuation of all trade relations between countries, as such a tariff rate is prohibitive. Russian energy resources are supplied to dozens of states around the world, including Europe, the Asia-Pacific region, China, and India. It is downright impossible to substitute such volumes of oil and natural gas on the global market within reasonable timeframes. Those who call for [such measures] are likely unaware of the negative consequences this would have both for the United States itself and for the global economy as a whole. Three of us arrived. One was beaten severely. When we woke up he was dead. <…> They [Ukrainian Armed Forces] also had Rottweiler dog called Fedya. It bit my ear. I was lucky it didn’t get infected. Another man was bitten on the leg, and the wound became severely infected. <…> They said they were from Azov. “We would have zeroed you out, but you serve as an exchange material,” they said. <…> I got lucky because another prisoner told me that 2 days prior there had been an electric chair, but it had been removed. They would strap one wire to the genitals and another to nipples. Then they would place a bag around the head so prisoners would suffocate." 💬 Prisoner of war Maxim Legkikh: "I was captured by the 'Right Sector'. At one point, they forced me to sing songs about Bandera. Bandera flags were hung around. If I didn’t sing, they would beat me. <…> Ukrainian officers demanded that I give them maps. When I told them we had nothing, they beat me so badly that I lost the left side of my teeth. My eyes were blindfolded. They wore tactical gloves while hitting me. Once they finally removed the blindfold to let the blood drain, I saw a rainbow painted on the wall. It looked like a school. <…> They took my wedding ring and my cross. I begged them to leave the cross, but they stole everything. <…> In Kiev a nurse cut into my wounded leg without any anesthesia. I was told, “if you make a sound or flinch, you will rot”. They gagged me, I was in agony. <...> There was a man who had the letter “V” burned into his forehead by Azov militants. They hid him from the Red Cross inspection." 💬 Prisoner of war Dmitry Agashin: "They [Ukrainian Armed Forces] shot one guy. He was seriously wounded. We wanted to carry him. They didn’t let us. <…> First, they hit me in the eyebrow, then they hit me with a chair, and then they used a bat. They were not trying to beat me, they were trying to kill me. “We could have just shot you dead, but that would have been too quick for you” they said. They beat us until we turned blue, striking directly on our wounds. <…> He [Ukrainian soldier] had a small device. He used it to scratch my back. My back was all cut. When he saw I was close to dying after just a few more blows, he stopped. When you start praying for them to just shoot you, they stop immediately." Murder, torture, terrorist attacks 👇 📹 Online exhibition presented in a brief video and titled "Chronicles of Terror by the Ukrainian Neo-Nazi Regime", organized by Russia's State Duma together with the RIA Novosti news agency, shines light on many of these crimes, hushed by Western mainstream media. The exhibition features photos of victims of attacks by Ukrainian neo-Nazis, including the elderly and children, people who have lost their homes, as well as buildings such as hospitals, kindergartens, and churches that have been destroyed or riddled with bullets. The photos also depict Russian servicemen and volunteers providing assistance to those affected by the massive assaults of the Ukrainian Armed Forces. We cannot remain silent about the crimes whose victims are innocent civilians — people whose loved ones were killed, whose homes were destroyed, and whose lives were shattered. ❗️ The world must know about the atrocities committed by the Nazi regime in Kiev.

#KievRegimeCrimes 📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing. During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians. During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites. ❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February. The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims. ▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period. • From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks: 🔻 1,197 people, including 63 minors, wounded; 🔻 292 civilians, including five children, killed. • At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict: 🔻 14,287 people, including 880 minors, wounded; 🔻 6,715 people, including 218 children, killed. During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and CherkasskoePorechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis. During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targetedstrikes on medical personnel, rescue and emergency workers. Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. #KievRegimeCrimes 📓 A new report, which was prepared by The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis chaired by Maxim Grigoriev, titled 'War Crimes of the Kiev Regime. Materials of the International Public Tribunal on the Crimes of Ukrainian Neo-Nazi (2024–2025)' has recently been published. This edition presents direct testimonies of victims of Ukrainian war crimes and crimes against humanity. Their words are direct accusations of the Ukrainian neo-Nazi regime, which, with the support of Western countries, systematically and purposefully organized mass shootings of Russian and Russian-speaking citizens in the territory temporarily under its control. In the territory temporarily controlled by the Kiev regime, the Russian-speaking population has been subjected to constant terror since 2014. ❗️ Witness testimonies in this publication denounce the Ukrainian authorities for murder, torture, beatings, rape and disappearances of citizens. The Kiev Neo-Nazi regime has systematically and flagrantly violated the Geneva Conventions and massively committed war crimes, which, according to international law, have #NoStatuteOfLimitations. 💬 Foreign Minister Sergey Lavrov: The facts presented herein about the criminal acts of the Ukrainian Armed Forces are truly appalling. Deliberate killing of civilians, torture, beatings, looting, bombing, shelling and destruction of purely civilian objects — this is by no means a complete list of crimes committed by Ukrainian neo-Nazi. This publication is especially valuable due to the fact that it is based on the testimonies of eyewitnesses and people who suffered directly at the hands of armed groups controlled by the Kiev regime. The atrocities committed by the Ukro-Nazi are hard to read about. But it is necessary to know about them. It is necessary because they are the simplest, most direct and irrefutable proof of the correctness and timeliness of the decision to carry out a special military operation to save people of Russian culture and eliminate threats to the security of our country. Today, Russian soldiers and officers protect the peaceful population of Russian regions, life, honour and dignity of our citizens and compatriots in Donbass and Novorossiya. #KievRegimeCrimes 📑The annual report on the crimes committed by the Kiev regime in 2024, prepared by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, has been presented on January 28, 2025 during the briefing. In the 12 months of 2024, Ukrainian armed formations launched at least 87,885 pieces of ammunition at civilians and civilian infrastructure on the territory of the Russian Federation. Russia's Belgorod Region ranks first in terms of munitions being fired by the Armed Forces of Ukraine (AFU) at civilian infrastructure. Approximately every third piece of Ukrainian ammunition, 32.7% of the total number, was launched at its civilian facilities and housing. Almost every fourth projectile, 21.99%, targeted the territory of the Donetsk People's Republic. 20% hit the Kursk Region, 14.38% – the Kherson Region, 8.52% — the Bryansk Region. *** 🕯 In total, in 2024, at least 5,399 civilians on the Russian soil have became victims of Ukrainian aggression, with 809 being killed. <...> In a year, at least 347 children suffered from the actions of the Kiev regime and its formations. 51 children were killed. The youngest of the killed children was only 4 months old. The largest number of killed and injured children was recorded in the Donetsk People's Republic. With the failure of a number of Kiev’s military operations, Russia completely took over the initiative on the ground. In an attempt to somehow compensate for its military defeats, the Kiev regime resorted to targeted and deliberate attacks on civilian objects and civilians. Almost the entire arsenal of Western supplied weapons was used to this end. The highest number of killed and injured civilians — more than 41% — is attributed to barrel artillery strikes on civilian targets with 155 mm NATO calibre shells. Their main suppliers were the US and Germany as producers of these munitions as well as 18 other satellite countries, ☣️Energy and nuclear terrorism have become Kiev’s routine practice. The AFU regularly attempt hitting the Zaporozhye Nuclear Power Plant, its infrastructure and the adjacent town of Energodar. Some of the attempted strikes threatened to turn the Kursk Nuclear Power Plant into a source of radiation contamination. The number of recorded Ukrainian UAV attacks on nuclear facilities exceeded 3,500 cases. We observed Ukraine's propensity for the terrorist tactics of deliberately targeting ambulances, medical institutions and facilities <...> The attacks targeted city hospitals and outpatient clinics, paramedic and ambulance stations, ambulances and medical staff. ☦️ In 2024, the Kiev dictatorship continued its assault on the Orthodox faith. Many churches, monasteries and holy sites of the Orthodox Church in the front-line zone were subjected to intensive shelling. Cathedrals of significant cultural value were destroyed. Clergy, novices and parishioners of the Orthodox Church were killed and injured. Russian law enforcement and judicial authorities ensured the inevitability of punishment with regard to offences committed by militants and mercenaries of the Kiev regime. In the past year, Russian investigative authorities initiated more than 1,500 criminal cases on shelling of civilian infrastructure, recognizing approximately 2,500 civilians as victims and more than 132,000 ones — as the affected, including 24,340 children. ❗️ By the beginning of 2025, the Investigative Committee of the Russian Federation has completed the investigation and sent to the prosecuting authorities 415 criminal cases involving 558 persons. In 346 criminal cases, the courts have passed sentences on 484 persons, including approximately 140 militants from the Azov unit and more than 40 mercenaries from other armed formations of the Kiev regime. 👉Full report (pdf)
