#Announcement 🇷🇺🇨🇳 On April 14-15, Russian Foreign Minister Sergey Lavrov will pay an official visit to the People’s Republic of China, as part of which he is scheduled to hold talks with Chinese Foreign Minister Wang Yi. The Foreign Ministers will discuss a broad range of issues related to bilateral cooperation, prospects for contacts at various levels, and coordination on the international stage, with a focus on joint work within the #UN, #BRICS, the #SCO, the #G20, #APEC and other multilateral mechanisms and forums. I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness. Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran. We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS. Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus. In this context, we reaffirm our solidarity with the peoples of Venezuela and Cuba. 🎙 Russia's Foreign Minister Sergey Lavrov's interview to the TV BRICS international media network (Moscow, February 9, 2026) Read in full Key talking points • The global arena is undergoing a transformation that began some time ago with the objective transition toward a multipolar world order. This is neither the bipolarity of the Soviet-American era with the Warsaw Pact and the North Atlantic Treaty Organisation, nor the unipolarity that emerged after the Soviet Union’s collapse. <...> Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged. • It is equally important that we develop action plans tailored for each partner country covering trade and economic cooperation, investment, scientific collaboration, and coordinated activity on the international stage, including at the United Nations and other organisations, based on agreements reached between presidents and prime ministers. Particular attention is devoted to #CIS, #EAEU, #CSTO, and the post-Soviet space at large. This day-to-day work relies on long-term planning and delivers tangible mutual benefits to both Russia and its partners. • Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged. The world is being reshaped through competition. The West is reluctant to relinquish its formerly dominant positions. • Safeguarding security demands sustained action to ensure that the Nazi state established on our borders in Ukraine – and supported by the West as a vehicle for renewed confrontation – cannot continue to exist in its present form. Nazi foundations must be eliminated. We will ensure, and I have no doubt about it, our own security interests, by preventing the deployment on Ukrainian territory of any weapons threatening us, and, second, by guaranteeing reliable and full protection for the rights of Russian and Russian-speaking people, who have been living in Crimea, Donbass and Novorossiya for centuries, and whom the Kiev regime that came to power after a coup declared subhuman “species” and “terrorists” and unleashed a civil war against. • Russia chaired#BRICS in 2024. At that time, a summit was held in Kazan, and a number of our initiatives were put into action: alternative payment platforms, payment mechanisms in national currencies, the creation of reinsurance opportunities for trade within BRICS and between the association and its partners, the creation of a grain exchange, and a new investment platform. All this is not to spite anyone, especially the United States. This is due to the fact that the United States seeks to bring all processes in the areas I mentioned under its strict control and demands unilateral concessions. Without giving up contacts with them, to the extent that they are willing to engage on a mutually beneficial basis, we are interested, together with our BRICS partners, in creating an architecture that will not be subject to the illegal actions of one or another player from the Western flank. • The Greater Eurasian Partnership was bound to appear on the agenda. Many years ago, at the 2015 Russia – #ASEAN Summit, Russian President Vladimir Putin suggested this term which is based on an objective trend of Eurasia becoming the biggest, richest and fastest-growing continent, especially its Pacific part. It is the most heavily-populated continent which, importantly, has seen several great civilisations emerge and continue to exist – the Chinese, Indian, Arab, Persian and Russian civilisations. ☝️ It is for a reason that our initiative on building a common Eurasian security architecture, set forward by President Putin in 2024, is gaining momentum. We regularly use the opportunities offered by multilateral events to talk and to sync our agendas on matters that are discussed and advanced during top-level meetings between President of Russia Vladimir Putin and Prime Minister of India Narendra Modi. 🇷🇺🇮🇳This is our sixth meeting this year which shows that relations between Russia and India are relations of a particularly privileged strategic partnership and are our top foreign policy priority. We maintain a substantive political dialogue; the heads of security councils, foreign affairs and defence ministries, and economic agencies meet on a regular basis in addition to top-level summits. 🎙Remarks by President of Russia Vladimir Putin at the main Plenary Session of the XVII BRICS Summit(July 6, 2025) 💬President Putin: Colleagues, friends. First of all, I would like to join the words of gratitude to President Lula da Silva and the Brazilian Chairmanship for their active efforts in advancing the strategic partnership within #BRICS. It is important that the BRICS countries continue to deepen their cooperation across key sectors in politics, security, the economy and finance, cultural and humanitarian contacts. This group has significantly grown and now includes leading states in Eurasia, Africa, the Middle East, and Latin America. Together, we possess a vast political, economic, scientific, technological, and human potential. 📈 The BRICS countries account for not only a third of the Earth’s landmass and almost half the planet’s population, but also for 40 percent of the global economy, while their combined GDP at purchasing power parity stands at $77 trillion. This is the 2025 data according to the IMF. By the way, BRICS is substantially ahead of other groups in this parameter, including G7 with $57 trillion. Year after year, our group’s global authority and influence continue growing. BRICS has rightfully established itself as one of the key centres of global governance, with our collective voice in support of the global majority’s vital interests resonating ever more powerfully across the international stage. BRICS has many supporters in the Global South and East. The culture of an open partnership and cooperation, mutual respect and consideration for each other’s interests in the group appeals to them. Based on this knowledge, during the summit in Kazan, Russia, in October 2024, we decided to establish a category of BRICS partner states, to develop ad hoc practical cooperation with all interested countries. BRICS has ten partner states to date. 🌐 I will stress that the BRICS countries represent different development models, religions, authentic civilisations and cultures, while unanimously upholding equality and neighbourliness. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. In 2024, the share of Russia’s national currency, the ruble, and the currencies of our friendly states in transactions with Russia and other BRICS countries reached 90 percent. 📄Read in full

🎙Foreign Minister Sergey Lavrov’s remarks at Session II of the XVII BRICS Summit «Strengthening multilateral world order, financial and economic issues, artificial intelligence»(Rio de Janeiro, July 6, 2025) 📄Read in full Key talking points: • Strengthening the multilateral world order while the international system goes through fundamental transformations is one of the crucial tasks for#BRICS and for the entire international community. • Multipolarity is not a choice but rather an objective reality which succeeds the outdated neoliberal model that actually builds on neocolonial practices. The traditional paradigm of globalization where the predominant role is played by the so-called developed states of the West is becoming a relic. • Countries of the Global South and East are becoming a main driving force of the global economic growth. Regional organizations such as the African Union, CELAC, ASEAN, SCO, EAEU are playing an increased role. In this context conceptual and practical approaches are being developed to establish a new architecture of world economy based on the principles of equality, multilateralism and non-discrimination in trade, financial settlements, technology, logistics. • BRICS countries account for more than 40% of the global gross domestic product based on purchasing power parity, and together with partner countries this figure is at 45% or 93 trillion dollars. Today BRICS represents more than 20% of global trade and almost a half of world population. • The share of BRICS countries in trade with Russia is constantly growing and in 2014 it exceeded 48%, with 90% of mutual settlements made in national currencies. • It is of significant importance to pursue the reform and depolarization of the Bretton-Woods institutions which should reflect a real state of affairs in the world economy. The continued use of the IMF and WB with a view to preserve neocolonial practices is unacceptable. • The increasingly aggressive attempts by the West to introduce ideological ultimatums into the dialogue as what are virtually the main criteria – based on Western interpretations of human rights and democracy – are having an extremely negative impact on the delivery of the UN sustainable development goals. • To address imbalances and to mobilize resources for development Russia introduced an initiative to create within BRICS a New Investment Platform with the participation of the New Development Bank (NDB). We thank colleagues for showing their interest to the promising initiative. • Artificial Intelligence is becoming a critical technology. Experts estimate that AI contribution to the global domestic product will be at 20 trillion dollars by 2030. • We will need to address issues related to ensuring universal access to advance developments in this field. Secret initiatives put forward by a number of countries and with restricted participation with a view to promote non-consensus approaches are fraught with the most serious consequences. • The challenges associated with the development of digital technologies are transnational in nature and require collective response. • I am convinced that BRICS nations together with like-minded countries will continue to lead in promoting a just multipolar world order that will provide favourable conditions for sustainable development of all States without exception.

🎙Russia's Foreign Minister Sergey Lavrov’s statement and answers to media questions following the G20 Ministerial Council meeting(Johannesburg, February 21, 2025) Read in full 💬 The main focus of the deliberations among the Foreign Ministers was the crucial goal of amplifying the voices of developing nations in global decision-making. The discussions were substantial, and we observed tangible progress in this regard. Since last year, the African Union has attained full membership within the G20. The League of Arab States (#LAS) and the Community of Latin American and Caribbean States (#CELAC) are interested in securing equivalent status. Such ambitions are commendable. We are confident that, in due course, the #EAEU may also rightfully aspire to similar standing <…> We articulated our perspective on international challenges and their resolution during a period when multipolar realities are increasingly acknowledged. The advent of multipolarity is self-evident to us and to the #BRICS nations. Statistical evidence underscores this trend. 📈 The combined gross domestic product of BRICS states has surpassed that of the G7 countries. BRICS accounts for 37 percent of global GDP, compared to the G7’s 29 percent. This disparity heightens the urgency of reforming global economic institutions to reflect the genuine weight of the Global South and the World Majority within the world economy, alongside fostering non-discriminatory economic ties. These matters were actively deliberated. Russia stands ready to vigorously facilitate further progress in this domain, though numerous challenges persist <…> We urged our Western counterparts to respect universally recognised rules of international law. Emphasis was placed on revitalising the United Nations’ role as a platform for coordinating state actions and forging a fair balance of interests. The role played by BRICS certainly attracts everyone’s attention at the global level <…> Speaking about entities that play a certain role in international economic relations, the G20 in general retains the role of a dialogue platform between the old and new centres of power. We spoke in favour of preserving the economic profile of this association <…> South Africa, which has led the G20 this year, completes the succession of BRICS presidencies that began in 2022, when Indonesia was at the head of the G20. In 2023 it was India, and in 2024 it was Brazil. This successive version of BRICS being at the helm of the G20 has had the positive outcomeof strengthening the position of the Global South in our forum. ❗️ All this contributes to the establishment of a fairer multipolar world order based on the sovereign equality of states, as required by the UN Charter, and on all other principles of the Charter in their totality and interrelation. From answers to media questions: • The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, spoke at the G20 with the same array of accusations, proclaiming certain “plans” that would prevent Russia from taking its rightful place in the world. There is some tragicomic element to this. • The reaction of the “tragicomic figures” heading the Brussels bureaucracy and NATO tothe meeting in Riyadh is highly illustrative. The mere fact that representatives of two great powers sat down, engaged in discussion, and articulated their respective positions is perceived by them as a betrayal of Western interests. These individuals are not in good health. • Multipolarity is gaining ascendancy. The growth trajectories of new, formidable centres of power – economic, political, and financial – demonstrate that this multipolarity is irreversible. In this context, the G20 retains its relevance as a forum where Western participants may come to recognise the inevitability of this process and begin adapting to it.

#BRICS2024 🇷🇺🇮🇷 Russia's President Vladimir Putin and Iran's President Masoud Pezeshkianheld a meeting on the sidelines of the #BRICS Summit in Kazan. 💬Vladimir Putin: This visit to Russia is yourfirst as President of the Islamic Republic of Iran, and this has great symbolic importance. Iran has become a full participant of BRICS, and you know that we strongly supported your application. Earlier, we also vigorously promoted your accession to the Shanghai Cooperation Organisation. This has given us additional opportunities for cooperation in the international arena. Recently, we had a very substantive and, I am sure, useful meeting in Ashgabat, where we reviewed the main aspects of bilateral cooperation and the most relevant regional issues. Most importantly, we reaffirmed our policy of mutually strengthening ties in every possible way. Our interaction is on the rise; it is genuinely friendly and constructive. Soon we will be able to consolidate the results achieved with a new major interstate agreement on comprehensive strategic partnership between Russia and Iran. We are grateful to you for accepting the invitation to pay a separate visit to our country to sign this document and other important documents in a ceremonial atmosphere. As I said in Ashgabat, one of our priorities is to consolidate the emerging positive trends in trade and economic cooperation. Cultural and humanitarian cooperation is likewise making good progress. Notably, an intergovernmental agreement concerning the establishment and operation of cultural centres came into effect in July of this year. Moreover, the visa-free regime for organised groups of tourists, operational since August of the previous year, is actively fostering an increase in mutual tourist exchange – a 52-percent growth was observed in 2023. Today, we will continue our discussions on the most pressing international issues, including the dramatic developments in the Middle East, as well as the situations in Syria and the South Caucasus. 🤝 Generally speaking, I would like to emphasise that the approaches of Russia and Iran towards the global agenda are closely aligned or fully coincide. We are united by a shared aspiration to establish a just multipolar world order, to uphold international norms, and to maintain the pivotal role of the United Nations. I would also like to take this opportunity to extend my greetings and best wishes to the Supreme Leader of Iran, Ayatollah Seyyed Ali Khamenei. If there are any issues arising and if there is something that depends on us, we are ready to offer our services in resolving these issues, if they arise and if the participants in the corresponding process are interested in any involvement from our side. • The United States should not have destroyed the [Middle East] Quartet. it worked, it was easier to agree on all positions. But the US monopolised the work, took all the responsibility and eventually failed. • The main method to resolve the Palestinian issue is to create a full-fledged Palestinian state. • 95% of Russia’s foreign trade with its partners is being done in national currencies. The United States did it themselves. • The International Criminal Court has no universal power. This is an international organisation whose jurisdiction Russia does not recognise, like many other countries.
