🇷🇺🇮🇳 On April 23, on the sidelines of the #BRICS consultations of high representatives on the Middle East and North Africa taking place in New Delhi, Russia's Deputy Foreign Minister Georgy Borisenkoheld meetings with Dr Neena Malhotra, Secretary (South), India's Ministry of External Affairs, and Sripriya Ranganathan, Secretary (CPV & OIA),India's Ministry of External Affairs.
During an in-depth exchange of views, particular attention was given to the situation in the Gulf, as well as developments across the Middle East and North Africa.
The Sides underscored the need to stabilise the situation across this vast region as a whole and to resolve all differences by political and diplomatic means.
They agreedto continue close coordination between Moscow and New Delhi on current regional issues.

📰Regarding a yet another misleading publication in The Times
The consistent development of equitable mutually beneficial cooperation within the #BRICS framework has evidently provoked a degree of unconcealed irritation within the British establishment <...>.
BRICS is increasingly becoming a target of deliberate attacks and systematic attempts to undermine its credibility by the neoliberal regimes and its crony media outlets.
The British media has always acted as an instigator, deliberately distorting the very essence and principles of the association in an attempt to portray BRICS as an antagonist and a collective adversary of the West.
👎 A quintessential example of such alarmist propaganda is Roger Boyes' article in The Times, titled Expanding BRICS Alliance Should Worry NATO.
Mr Boyes crafts a narrative from an alternate (un)reality, in which BRICS is purported to resemble a military alliance positioned against NATO.

The genuine goals and interests of the association starkly contrast with the fantasies presented in this publication, which has, in recent years, devolved into a run-of-the-mill tabloid.
• BRICS has NEVER been, nor does it intend to become, a military alliance. BRICS is not an international organisation or an integration structure, but rather an interstate association of equal participants. It is a multidimensional strategic partnership founded on three key pillars: politics and security, economy and finance, and cultural and social ties.
• Relations among BRICS partners are grounded in equality and mutual respect, the principles of openness, pragmatism, solidarity, and, crucially, a lack of bias against any party.
• One of the principal objectives of BRICS is to establish a fair and multilateral global economic system.
🤦♂️ It is utterly absurd to even entertain the notion of equating BRICS with the aggressive military alliance of NATO.
❗️For decades, NATO's history has been marred by bloody invasions and the destabilisation of security across various regions worldwide.
What NATO is:
❌ destruction, suffering, and misery for millions,
❌ suppressing national identities,
❌ relentless expanding of military infrastructure,
❌ imposing neoliberal dictatorship for the benefit of a single nation,
❌ decrepit relic of the Cold War, having long since lost its original purpose.
What BRICS is:
✅ creation,
✅ development assistance,
✅ collaborative enrichment of civilisations,
✅ respecting the interests of all nations to establish a truly just world order.
The yet another low-quality hit-piece published by another Western newspaper employs own neo-colonial ideas about international relations with the clear aim to incite unfounded fears.
By producing a biased article intended to tarnish BRICS, the author, who claims to be a diplomatic editor, merely projects his own flawed, aggressive worldview and embodies the classic British colonial mindset.
Such writing is not only tedious but also reveals the profound despair of the"not-so-flourishing Western garden," which is rapidly losing its relevance.

• La politica egemonica di Washington è sempre la medesima da decenni. Tutti i piani per la sicurezza euroatlantica, senza alcuna eccezione, sono stati concepiti a garanzia del dominio statunitense, compresa la sottomissione dell’Europa agli USA e l’opera di “deterrenza” nei confronti della Russia. Il ruolo principale è stato assegnato alla NATO, che alla fine ha “soggiogato” al suo volere l’Unione Europea, entità solo in apparenza costituita per gli europei. Gli organismi dell’OSCE sono stati privatizzati senza alcun ritegno, cosa che va a costituire una grave violazione degli Accordi di Helsinki.
• L’ampliamento della NATO, portato avanti in maniera sconsiderata malgrado i numerosi avvertimenti che da molti anni giungono da Mosca, ha dato origine anche alla crisi ucraina; e questo già a partire dal colpo di Stato orchestrato da Washington nel febbraio del 2014 per stabilire il pieno controllo sull’Ucraina, con l’intento di preparare un’offensiva ai danni della Russia servendosi del regime neonazista condotto al potere nel Paese.
• L’infrastruttura militare della NATO viene spinta sempre di più nell’area del Pacifico con l’evidente obiettivo di compromettere l’architettura basata sulla centralità dell’ASEAN, che è andata formandosi nel corso di vari decenni sulla base dei principi di uguaglianza, consenso e del rispetto dei reciproci interessi.
• Dove sono adesso tutti quegli elementi propri del libero mercato che gli USA e i loro alleati per tanti anni hanno voluto insegnare a tutti? L’economia di mercato, la concorrenza leale, l’inviolabilità della proprietà privata, la presunzione d’innocenza, la libertà di movimento per individui, merci, capitali e servizi: oggi tutto questo è stato gettato tra i rifiuti.
• Un elemento chiave della riforma delle Nazioni Unite dovrebbe essere rappresentato da un cambiamento nella composizione del Consiglio di Sicurezza [...], all’interno del quale i Paesi dell’“Occidente collettivo” sono evidentemente sovrarappresentati.
• Sarà necessario apportare dei cambiamenti nelle politiche riguardanti il personale assunto presso il Segretariato dell’ONU al fine di risolvere la questione legata alla presenza preponderante di cittadini dei Paesi occidentali nelle strutture amministrative dell’Organizzazione. Il Segretario Generale e il suo personale sono tenuti a rispettare in maniera rigorosa e senza alcuna eccezione i principi di imparzialità e neutralità, come disposto nell’Articolo 100 della Carta dell’ONU, cosa che mai ci stanchiamo di ricordare.
• Un ruolo sempre più importante nella creazione di un ordine multilaterale giusto e fondato sui principi della Carta dell’ONU lo stanno svolgendo i #BRICS e l’#Organizzazione per la Cooperazione di Shanghai. In tali raggruppamenti si riuniscono Paesi che rappresentano regioni e civiltà diverse e che cooperano sulla base dei principi di uguaglianza, di rispetto reciproco, del consenso e del compromesso reciprocamente accettabile: principi che rappresentano il “gold standard”, ossia il punto di riferimento di un’interazione multilaterale che vede la partecipazione di grandi potenze.
❗️Se tutti, senza eccezioni, si atterranno alle parole e alle intenzioni espresse nella Carta dell’ONU, allora le Nazioni Unite saranno in grado di superare le divergenze attuali e di individuare un denominatore comune in merito alla gran parte delle questioni. Non siamo ancora giunti alla “fine della storia”. Cerchiamo di lavorare insieme affinché possa avere inizio una fase storica di autentico multilateralismo, che rifletta tutta la ricchezza insita nelle diversità culturali e di civiltà proprie dei popoli di tutto il mondo.

💬 Je suis heureux de vous accueillir à la Conférence antiterroriste BRICS+. C'est un honneur d'accueillir des représentants d'États amis à Moscou, ville devenue aujourd'hui de facto la capitale du dialogue international sur la lutte contre le terrorisme.
J'oserais qualifier le forum d'aujourd'hui d'événement marquant. Tout d'abord, nous sommes réunis l'année du cinquième anniversaire de la Stratégie antiterroriste des BRICS, adoptée à l'initiative de la Russie en 2020. Sa mise en œuvre a été rendue possible grâce à une collaboration coordonnée et laborieuse avec le Brésil, l'Inde, la Chine et l'Afrique du Sud. [...]
Deuxièmement, la conférence d'aujourd'hui se déroule avec la participation des partenaires des #BRICS. [...] Le groupe des BRICS confirme ainsi avec confiance sa contribution significative aux efforts mondiaux visant à maintenir la paix, la stabilité et la sécurité internationales.
Malheureusement, force est de constater que les menaces des organisations terroristes internationales (#OTI), principalement Daech, Al-Qaïda et des groupes terroristes associés, se sont non seulement aggravées, mais évoluent également. [...]
La situation terroriste en Afghanistan, au Moyen-Orient et au Sahel est extrêmement préoccupante pour la communauté internationale. Il est donc indispensable d'assurer une surveillance approfondie afin de répondre rapidement aux nouveaux défis à notre sécurité antiterroriste commune.
Les OTI mettent activement en œuvre les avancées scientifiques et technologiques modernes, développent de nouvelles méthodes pour leurs activités destructrices et utilisent largement l'intelligence artificielle et les cryptomonnaies, notamment pour promouvoir l'idéologie extrémiste, collecter des fonds et étendre leur écosystème criminel. [...]
Les pays occidentaux admettent la politisation de la lutte antiterroriste et l'application de deux poids deux mesures, ne considèrent pas le terrorisme comme un mal absolu et ne respectent pas la politique de tolérance zéro à son égard.
Pour eux, il s'agit d'un instrument de mise en place de politiques néocoloniales, permettant de faire pression sur les États souverains et d'assurer leur domination, souvent en imposant leur présence militaire tout en entretenant des foyers d'instabilité régionale.
❗️Nous jugeons inacceptable l'utilisation par l'Occident d'organisations terroristes à des fins géopolitiques égoïstes dans diverses régions du monde.
L'utilisation des terroristes et des extrémistes pour atteindre les objectifs géopolitiques occidentaux est également une pratique courante en Ukraine, où des néonazis soutenus par l'Occident commettent des attentats terroristes contre les infrastructures et la population civile de la Fédération de Russie en utilisant des armes fournies par les Occidentaux.
Le régime criminel de Kiev n'utilise pas seulement lui-même les méthodes ouvertement terroristes, mais coopère aussi étroitement avec des groupes terroristes internationaux et des réseaux criminels transnationaux, notamment en formant des combattants pour lutter contre les gouvernements légitimes, en particulier sur le continent africain. La Russie a toujours prôné une lutte honnête contre le terrorisme, apolitique et axée sur les résultats, exempte de tout agenda caché et de deux poids deux mesures.
Nous sommes ouverts à une coopération étroite avec tous les pays BRICS+, fondée sur les principes de la Charte des Nations unies, notamment l'égalité souveraine des États et la non-ingérence dans les affaires intérieures. [...]
🤝Seule une coopération internationale fondée sur le respect mutuel et le dialogue permettra de parvenir à une réduction durable de la menace terroriste et de renforcer la sécurité internationale.
🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council.
The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko.
In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship.
Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August.
The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform.
For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States.
The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria.

At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas.

The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security.
The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States.
Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure.
ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine.
❗️Given the current state of affairs in the OSCE,it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment.
The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support.

💬Vladimir Putin: Russia’s experience in the practical implementation of artificial intelligence is needed in various countries. Today, nations in Asia, Africa, Latin America, as well as our partners from the #CIS, the Eurasian Economic Union, the #SCO, #BRICS, and other associations are forming promising economic sectors and introducing innovations.
Russia unquestionably shares and supports their commitment to developing, and also supports domestic companies in creating AI-based products and services both for themselves and for the whole world.
We will provide the countries of the Global South and East with consultative and technical assistance in the domain of artificial intelligence. Of course, we hope that we will also borrow our partners’ achievements and implement joint projects based on equal access to knowledge, technology, and scientific achievements. This priority is enshrined in the National Strategy for Artificial Intelligence.
We are ready to help create and apply generative models not only in Russian, but also in other languages. As I have said, these systems’ algorithms must be trusted, that is, clear, open, and unbiased. They must also be developed considering cultural and national peculiarities of each civilisation with its history, identity and traditions, which we, in Russia, deeply respect.
❗️I am confident that an international alliance of AI National associations and development institutions of the BRICS countries and other interested states will give a boost to this cooperation. This Alliance will be launched at the AI Journey conference today.
