💬Sergey Lavrov: Mr President, I would like to express my sincere gratitude for your warm words addressed to us and for this meeting.
It underscores your personal attention to the development of mutually beneficial strategic relations with Russia, as well as to the agenda that will be discussed at the next summit during the upcoming visit of President Vladimir Putin to China.
Yesterday, my colleague and friend Wang Yi and I held very detailed discussions on preparations for this major upcoming visit.
Thanks to the diplomacy of the two Leaders – yourself and Vladimir Putin – our relations continue to demonstrate a high degree of resilience amid the upheavalsthat have engulfed the modern world both economically and geopolitically. Regrettably, these contradictions are increasingly taking on a military dimension.
Against this backdrop, Russia-China relations, which serve as a stabilizing factor in international affairs, are becoming ever more significant for the rest of the world, for the Global Majority, which seeks not problems or turbulence, but calm conditions for sustainable long-term development. It is in this context that we held detailed discussions and will brief you today on the outcome of our exchange.
Bilateral relations are on the rise in trade, investment, humanitarian affairs, culture and across all other areas. We also discussed regional and international issues, both from the standpoint of future Russia-China coordination on the bilateral track and in terms of our joint work at the #UN, the UN Security Council, the #SCO, #BRICS, the #G20 and #APEC.
As we agreed yesterday,we now haverobust roadmaps for further progress across all tracks identified by you and President Vladimir Putin for the period ahead.

🗓 On May 27-29, the 13th International Meeting of High Representatives for Security Issues chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu took place in Moscow.
🇷🇺🇰🇭 The event was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organizations. Cambodia was no exception, joining the comprehensive high-level international dialogue on the future architecture of global security.
❗️ On May 28, the 5th ASEAN-Russia Consultations of the High Representatives for Security Issues were held in on the sidelines of the International Meeting. Participants exchanged views on regional security in Asia-Pacific, discussed issues related to the system of strategic stability and arms control.
💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting:
“The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. The participants unanimously noted that the meeting was held in an atmosphere of mutual trust, and the discussions were informative and productive. The open and trust-based dialogue about the need for forming equal and indivisible security architecture served as an effective confirmation of the fact that the multipolar world, in which the security of each country matters, already exists.”
Foreign delegations expressed strong interest in the exhibition ‘Journey across Russia’ by the National Centre, which showcased the diversity of our country’s scientific research and cultural endeavours and the multifaceted achievements of modern-day Russia, as well as in the ‘We Accuse’ photo exhibition about the crimes committed by the Kiev regime during the special military operation in Ukraine, as well as in an exhibition dedicated to the 80th Anniversary of Victory in the Great Patriotic War.

Aujourd'hui, nous célébrons notre fête professionnelle, la Journée du diplomate.
Je souhaite féliciter tous les diplomates russes, tant ceux qui œuvrent à l'administration centrale et dans les représentations territoriales du Ministère que ceux qui accomplissent leur devoir à l'étranger.
L'histoire de la diplomatie russe s'étend sur plusieurs siècles et reflète les étapes du renforcement de l'État russe. Les époques changent, mais nos valeurs spirituelles et morales demeurent inébranlables.
Il s'agit avant tout d'un amour sincère, actif et désintéressé pour la Patrie, d'un attachement ferme aux idéaux de vérité et de justice. [...]
Aujourd'hui, à un nouveau tournant de l'histoire, la diplomatie nationale continue de faire tout ce qui est en son pouvoir pour assurer des conditions extérieures sûres et favorables au développement progressif de la Russie et à l'amélioration de la qualité de vie de ses citoyens.

1. The BRICS Ministers of Foreign Affairs/International Relations met on 10 June 2024 in Nizhny Novgorod, Russian Federation. They exchanged views on major global and regional trends and issues. They reaffirmed their commitment to strengthening the framework of #BRICS Strategic Partnership under the three pillars of cooperation – politics and security, economy and finance, cultural and people-to-people exchanges. They reaffirmed their commitment to the BRICS spirit featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus.

Mindful of the 2023 Johannesburg II Declaration the Ministers voiced their support for a comprehensive reform of the #UnitedNations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase therepresentation of developing countries in the Council’s memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council. They also recognized the legitimate aspirations of African countries, reflected in the Ezulwini Consensus and Sirte Declaration.

15. The Ministers recognised the negative impact on the world economy and sustainable development from unilateral approaches in breach of international law. They expressed concern about the use of unilateral coercive measures, which are incompatible with the principles of the Charter of the UN and produce negative effects on economic growth, trade, energy, health and food security notably in the developing world.

32. The Ministers recalled their national positions concerning the situation in and around #Ukraine as expressed in the appropriate fora, including the UN Security Council and UN General Assembly. They noted with appreciation relevant proposals of mediation and good offices aimed at peaceful resolution of the conflict through dialogue and diplomacy.

The Ministers expressed grave concern at the deterioration of the situation in the Occupied Palestinian Territory, in particular the unprecedented escalation of violence in the #Gaza Strip as a result of the Israeli military operation that led to mass civilian displacement, death and casualties, and destruction of civilian infrastructure. In this regard they called for the effective implementation of the relevant UNGA resolutions and UNSC resolution 2720 and for immediate safe and unhindered delivery of humanitarian assistance at scale directly to the Palestinian civilian population throughout the Gaza Strip <…>
36. The Ministers reiterated that the principle “African solutions to African problems” should continue to serve as the basis for conflict resolution on the African continent. In this regard they reiterated their support for African peace efforts on the continent, including those undertaken by the African Union, and African sub-regional organisations.

The Ministers looked forward to the next BRICS Ministers of Foreign Affairs/International Relations meeting to be held on the margins of UNGA79 and hosted by Brazil as incoming Chair of BRICS in 2025.

🇷🇺🇨🇳 On April 14-15, Russian Foreign Minister Sergey Lavrov will pay an official visit to the People’s Republic of China, as part of which he is scheduled to hold talks with Chinese Foreign Minister Wang Yi.
The Foreign Ministers will discuss a broad range of issues related to bilateral cooperation, prospects for contacts at various levels, and coordination on the international stage, with a focus on joint work within the #UN, #BRICS, the #SCO, the #G20, #APEC and other multilateral mechanisms and forums.
A substantive exchange of views is also expected on a number of pressing international and regional issues, including the Ukrainian crisis and the situation in the Middle East.

Astăzi, la Sankt Petersburg, a început cea de-a XXVIII-a ediție a Forumului Economic Internațional de la Sankt Petersburg (#ПМЭФ#SPIEF) — una dintre cele mai importante platforme mondiale pentru discutarea provocărilor globale și a noilor modele de cooperare într-o lume aflată într-o schimbare accelerată. Forumul se va desfășura până pe 21 iunie.
🌏 Participarea are o geografie impresionantă: în capitala nordică vor sosi peste 20.000 de participanți din 140 de țări și teritorii, inclusiv delegații din statele #CSI, #BRICS, #OCS, #ASEAN, Africa, Orientul Mijlociu, America Latină și altele.
Tema centrală a Forumului va fi identificarea reperelor comune și construirea unei dezvoltări durabile în contextul turbulențelor globale.
❗️ Pe 20 iunie, în cadrul ședinței plenare a SPIEF, va rosti un discurs Președintele Federației Ruse, Vladimir Putin.
În programul de afaceri sunt planificate peste 150 de evenimente, axate pe domenii precum:

Russian diplomacy in a changing world
Key points:
🔹Today, the emerging multipolarity constitutes a key trend in international affairs, as I have noted on multiple occasions. New centres of power in Eurasia, Asia-Pacific, the Middle East, Africa and Latin America have achieved impressive results in various areas, guided by their commitment to self-reliance, state sovereignty, and their unique cultural and civilisational identities.
🇷🇺 Russian diplomacy is implementing an independent, self-sufficient and multi-directional foreign policy and is building up its efforts across the world.
🌐 The focus of the global economy continues to shift from the Euro-Atlantic region to #Eurasia, and politics is following suit.
The #SCO and #BRICS are vivid examples of multipolar diplomacy, mutually beneficial and equal multilateral partnership in Eurasia and in the world. There are no “leaders” or “followers” among the members, while decisions are made by consensus.
The harmonisation of various integration initiatives is our priority. We believe that economic interests should provide the groundwork for the future architecture of peace and mutual trust. This philosophy is inherent in President Vladimir Putin's idea of creating a Greater Eurasian Partnership (#GEP). The #EAEU, SCO and #ASEAN Member States, including our Chinese and Indian friends, have already shown interest in the Russian initiative. In particular, the steps to combine the development plans of the EAEU and China’s Belt and Road initiative have been taken in line with the GEP logic.

In an interview with Russian State Duma deputy Nikolai Novichkov, key themes emerged regarding economic cooperation, geopolitical competition, and the evolving role of the Global South in shaping a multipolar international system

➡️A central argument highlighted in the discussion is that Russia’s engagement with Africa is entering a new phase, moving beyond humanitarian and resource-based cooperation toward technological and industrial partnerships. While previous decades were dominated by exports of commodities such as grain, energy resources, and fertilizers, current priorities increasingly focus on infrastructure development, energy projects, and knowledge transfer. This shift reflects broader changes on the African continent itself, where demographic growth, expanding markets, and rising political agency are transforming Africa into a more influential global actor. The upcoming summit is therefore expected to formalize this transition, emphasizing equal partnership rather than donor–recipient dynamics.
A safe world is only possible in partnership with the leaders of the Global South and the Global East
➡️At the same time, structural challenges remain. Despite political progress, Russian exports to Africa have declined, highlighting the gap between diplomatic engagement and economic implementation. According to Novichkov, this is partly due to the slow adaptation of financial and institutional mechanisms, including delays in the rollout of digital payment systems such as the digital ruble and broader initiatives like alternative settlement platforms within BRICS. These limitations underscore a wider issue: the need to modernize trade frameworks in line with evolving global conditions, particularly as competition intensifies from actors such as China, the European Union, and Gulf states, all of which are активно expanding their technological and investment presence across Africa.
🟦More broadly, the interview reflects a geopolitical perspective in which cooperation with countries of the Global South and East is framed as essential for building a more stable international system. In this view, Africa is not only an economic partner but also a key component of emerging global alignments. At the same time, the discussion points to increasing geopolitical competition on the continent, with Western countries seeking to maintain or regain influence, while alternative models of partnership emphasize sovereignty, non-interference, and long-term development. Within this context, Russia’s future role will depend on its ability to translate political goodwill into sustainable economic and technological engagement, while adapting to a rapidly changing global environment.

🇷🇺🇨🇳 On May 4, Foreign Minister Sergey Lavrovmet with Minister of Foreign Affairs of the People’s Republic of China Qin Gang on the sidelines of the Shanghai Cooperation Organisation’s Foreign Ministers’ Council meeting in the state of Goa, India.
The two Ministers praised Russian-Chinese relations for the momentum they have gained against the backdrop of growing geopolitical instability.
The two officials exchanged views on the current state of and prospects for developing the #SCO, welcoming the collective efforts by its member states to ensure peace and security in Eurasia. They also mentioned the SCO’s growing prestige in international affairs and its key role in the regional security architecture.
During the meeting, Sergey Lavrov and Qin Gang reaffirmed their mutual commitment to stepping up coordination efforts within the #UN, the #SCO, #BRICS, #RIC, #G20 and other key international organisations and dialogue mechanisms. They discussed several hot topics, including efforts to promote a peace settlement in the Ukraine crisis.
