📌 Iran: 26 people risk execution in relation to protests
Amnesty International reports on violations of human rights in Iran, where thousands of people were arrested and indicted within national protests. In order to end protest wave among people Iranian government sentenced death penalty to two protesters and claimed that they acted «against God». Thus, activists and international community is scared of death penalty for 26 people, including 11 already sentenced to death and others are waiting for trials.
However, according to international law death penalty is limited to «the most serious crimes», whereas in Iran 4 people were sentenced to death for vandalism, assault and arson, which is huge violation of human rights.
In addition, Amnesty International investigated facts of torture and cruel treatment to numerous suspects in order to get confessions in committed crime. For instance, doctor Hamid Grahe-Hassanlou was sentenced to death for corruption, even if he showed physical damages from torture, but authorities did not carried out any investigations. The rights to presumption and inviting own lawyers were also violated by Iranian state bodies. All these indicated facts show violations of norms of international law in the field of human rights. International community calls Iranian government to abolish execution of death penalty for 26 people and to hold fair trials.

📌125 UN member states voted for a moratorium on the death penalty
During the plenary session of the UN General Assembly (UBGA) 125 out of 193 member states voted for establishment of moratorium on executions with a view to completely abolishing the death penalty that was recommended by Australia and Costa Rica within framework of Inter-Regional Task Force member-states.
Positive trend in supporting abolishment of death penalty could be observed since number of countries voting for such moratorium raised from 104 in 2007 to 123 in 2020. According to Amnesty International as a result of international supporting trend, countries such as Kazakhstan, Central African Republic and Papua New Guinea abolished death penalty for all crimes that is great step forward in protecting human rights.
Even though there are states such as Iran, Saudi Arabia and Myanmar still have practice of death penalty and unfair justice system, overall trend in international community is showing incontestable intention to cancel death penalty all over the world.
UN and Amnesty International call all members of international community to take steps in abolishing death penalty regardless reasons or circumstances of committed crime and observe human rights to life.

📄 The Russian Foreign Ministry has compiled and issued a Report 'On Violations of the Rights of Russian Citizens and Fellow Citizens in Foreign Countries'
☝️ We note with regret that the problem of violation of the rights of Russian citizens and compatriots abroad still has no signs of any improvement so far and, moreover, the negative trends continue due to the efforts of the collective West. <...>
All such violations of the rights of Russians, such as denial of a wide range of services (educational, medical, banking, etc.), the introduction of measures against Russian business and seizure of property of Russian citizens, suspension of Russians from sports and culture events, hypocritically forcing them to public repentance and condemnation of the actions of Russian authorities (here one should also point out double standards applied by international sports organizations against Russians and representatives of some other countries in similar situations). <...>
In the light of the support for the neo-Nazi regime in Kiev demonstrated by the “collective West”, Poland, the Baltic states, Ukraine itself and some other countries pursue the most Russophobic course.
The common feature for all of them was, under the pretext of “condemning Russian aggression,” to fight against monuments and memorials commemorating the Red Army soldiers who perished in the battles for the liberation Europe from Nazism. That fight they, as the genuine followers of the ideology of Nazism, brought almost to paranoia and manic persecution of any symbol commemorating fighters against fascism.
We would like to note in this regard, that, in addition to this report, the above-mentioned actions, which contradict the decisions of the Nuremberg Tribunal, are also covered in the Ministry's report on the manifestations of the glorification of Nazism in the world. <...>
In a number of countries (first of all in the Baltic states, the United States, Canada and Ukraine), members of the Russian-speaking community who promote the preservation of cultural, linguistic and historical ties with Russia and advocate constructive relations with our country face pressure and repression on the part of the authorities.
In addition, the authorities in Lithuania, Latvia, Estonia and Ukraine intensified their efforts to squeezing the Russian language out of all educational institutions, thus trampling on the right of the residents (and citizens among them) to education in native language.
Furthermore, the threat of mass deportation of Russian-speaking residents by the authorities of the Baltic states is still maintained: the first attempts on their part to solve, once and for all, the "Russian problem", as well as the unprecedented – especially for the XXI century – issue of widespread statelessness in their territories, have already been recorded. <...>
We continue to record cases of foreign authorities' obstructing the activities of Russian journalists and persons representing Russian media. <...>
⚠️ We would like to emphasize: all such actions demonstrate the desire of the Western countries to eradicate alternative points of view and prevent the realization of one of the basic rights of their citizens, i.e. the right to freedom of expression, which includes the freedom to seek, receive and impart information and ideas of all kinds, regardless of state borders.
This report has been prepared based on the information and analytical materials provided by Russia's missions abroad using data from both Russian and foreign media and other open sources, including the conclusions and recommendations of the international human rights organizations and mechanisms. It takes stock of and systematizes the reports of hundreds of compatriots about the infringement of their rights abroad, including those received through hotlines organized by diplomatic missions.

ENNHRI Offers Recommendations for EU's AI Act
Hello, everybody! The European Network of National Human Rights Institutions (ENNHRI) has issued key recommendations to strengthen fundamental rights protection in the age of AI, focusing on the AI Act. Their proposals include clear classifications for high-risk AI systems and minimal exceptions for bans.
ENNHRI highlights the need for obligations that extend beyond AI providers and encourage international cooperation beyond EU borders. They call for a comprehensive framework encompassing foundation models, general, and dual-purpose AI, with specific regulations for research activities.
The organization also emphasizes effective oversight through collaboration with national human rights institutions, improved transparency, accountability, and redress mechanisms for AI systems. They discourage harmful and discriminatory surveillance by national security, law enforcement, and migration authorities.

🔹Ombudsman's Office strengthens cooperation in the field of protection of human rights and freedoms
International conference "Interaction and cooperation in the field of reliable protection of human rights and freedoms" was held in Samarkand to mark the 28th anniversary of Ombudsman Institution of the Oliy Majlis. The conference was organized in cooperation with the Organization for Security and Cooperation in Europe (OSCE) Project Coordinator in Uzbekistan, the Legal Reform Program of the United States Agency for International Development (USAID).
The main purpose of the event is to exchange experience with Ombudsmen of foreign countries, national institutions, competent state bodies and international organizations in ensuring human rights and freedoms, strengthening cooperation in the field of labor migration.
The conference is designed to unite forces, develop new mechanisms and models to counterbalance the problems in the sphere of human rights.
The Kazakhstan Office of the Commissioner for Human Rights is represented by Mr. A.S. Umarov, Acting Head of the National Center for Human Rights.
Representatives of human rights institutions and diplomatic corps from about 20 foreign countries took part in the conference.
During working sessions of the conference topical aspects of protection of rights of women and youth, disabled people and detainees in penitentiary institutions were discussed, as well as issues of mutual cooperation of the Ombudsman with governmental bodies and representatives of civil society.
As Mr. Umarov noted in an interview to the Uzbek media: «One of the effective approaches in implementing the mission of ombudsmen is a functioning on a permanent basis of regional representatives. This makes it possible to promptly ensure the protection of human rights. At the same time, the interaction with governments in resolving human rights protection problems provides synergy in achieving the ombudsmen's goals».

🔹 The Office of the Ombudsman intends to obtain the accreditation status «A» in the GANHRI system
The Office of the Ombudsman is working on getting accreditation status «A» in the Global Alliance of National Human Rights Institutions (GANHRI) that is full compliance with the Paris Principles which outline the status of national institutions for human rights promotion and protection.
According to the Paris Principles national institutions are classified as Level C compliant (non-compliant), «B» partially compliant, and «A» fully compliant. Currently, the Office of the Ombudsman of Kazakhstan has been given accreditation status «B».
The Commissioner for Human Rights Artur Lastayev played an important role in the process of obtaining «A» accreditation status by participating in the annual seminar of the Asia-Pacific Forum (APF) held in Bangkok, Thailand. The event aimed to establish partnerships between the national human rights institutions of APF member states, including support to be accredited in the GANHRI.
The current constitutional modernization in Kazakhstan in accordance with international standards provides an opportunity to prepare for the highest accreditation status. This includes strengthening the Commissioner for Human Rights' role, status, independence and guarantee of immunity as well as expanding the regional network of Ombudsman representatives.
During the forum, ATF representatives agreed to visit Kazakhstan in order to conduct a preliminary assessment of the National Human Rights Institute and provide advisory support for more effective preparation for upcoming accreditation.

❗️A gap in national legislation shall not threaten foreigners with expulsion from the country
The Office of the Commissioner for Human Rights analyzed compliance with international obligations regarding the international principle of «non-refoulement».
Kazakhstan has joined the conventions on the status of refugees and against torture in different years.
These international treaties prohibit the expulsion, return or extradition of foreigners and stateless persons to countries where they are at risk of torture or danger on the grounds of their race, religion, political beliefs, etc. In international law, this prohibition has been called the principle of «non-refoulement».
In domestic legislation, this principle is implemented only in the Criminal Procedure Code, which prohibits the extradition of persons who may be subjected to the above threats.
However, foreigners or stateless persons can still be expelled from the State as punishments for committing criminal or administrative offenses, as well as by decisions of civil courts.
Therefore, the Ombudsman sent recommendations to the Ministry of Justice on amendments to the Criminal Code, the Administrative Code, the CPC and the Law «On the Legal Status of Foreigners» in order to harmonize national legislation with international obligations.
The Ministry of Justice has supported this initiative and will make the proposed amendments during the legislative work.
Taking into account that article 4 of the Constitution establishes the priority of ratified international treaties over the legislation of Kazakhstan, proposals have also been sent to the Prosecutor General's Office on compliance with the principle of «non-refoulement» before making the noted changes.
The Prosecutor General's Office also agreed with this.
It is important to note that the principle in question does not prohibit expulsion from Kazakhstan. It is only a question of prohibiting the expulsion of a person only to a state where he or she may face unjust persecution, that is, forcible removal to a "third" safe country is permitted.
