The Cocuina-Manakin field, with 1 Tcf and operated by BP, is divided between Trinidad and Venezuela. The US State Department confirmed support for Dragon but emphasized steps to ensure Caracas does not receive a “significant benefit.” PDVSA was excluded from ownership, with Venezuela limited to collecting taxes and royalties.
