🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council. The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko. In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship. Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August. The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform. For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States. The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria. <…> At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas. <…> The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security. The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States. Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure. ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine. ❗️Given the current state of affairs in the OSCE,it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment. The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support. 🇷🇺🇰🇬Statement by President Vladimir Putin to the press following the Russian-Kyrgyz talkswith President Sadyr Japarov(November 26, 2025, Bishkek) Following the talks, a signing ceremony was held where a number of bilateral documents were inked, including a Joint Statement by the Presidents on deepening relations of alliance and strategic partnership. 💬Vladimir Putin: I would once again like to thank the President of Kyrgyzstan for the invitation, and all our Kyrgyz colleagues for their hospitality and warm reception. I agree with my counterpart - today’s talks were highly productive and proceeded in a constructive spirit. All of this clearly reflects the genuinely friendly and good-neighbourly nature of relations between Russia and Kyrgyzstan. We held a detailed discussion of the entire range of issues on the bilateral agenda and exchanged views on pressing regional matters. Priority attention during the talks was devoted to further developing economic cooperation. Last year, bilateral trade reached a new record, exceeding four billion dollars. This year, mutual trade flows have continued to grow at a solid pace – around 17%. This is a good result. Russia is among the leading investors in the Kyrgyz economy. Russian capital investment has now accumulated to nearly two billion dollars. About 1,700 business entities with Russian participation operate in Kyrgyzstan in key sectors such as energy, mining, agriculture, transport and logistics. All of this has become possible thanks to the confident domestic policy pursued by the President of Kyrgyzstan and the stability within the country. Our nations cooperate closely within the Eurasian Economic Union. Together with the other member states, we are creating common markets for goods, services, capital and labour. The development of Eurasian integration yields indisputable dividends for all the member states, including Kyrgyzstan. For example, in the ten years since the Republic joined the #EAEU, its GDP has increased two and a half times, and exports to other EAEU countries have quadrupled. Energy is one of the most important areas of Russian-Kyrgyz cooperation. Russia fully meets Kyrgyzstan’s needs for petrol and diesel, on preferential terms and without export duties, which provides a direct economic benefit to the Republic. Russian-Kyrgyz humanitarian cooperation traditionally has an intensive and multifaceted character. Ties between the citizens of our countries continue to grow and expand. Russia and Kyrgyzstan work closely together in the fields of culture, sports, public and youth organizations, and, of course, education. More than 10,000 Kyrgyz students study in Russia, and, as the President has just noted, half of them on a budgetary basis. It is also gratifying that in Kyrgyzstan, together with Russia, the Russian language is used freely and has official status under the Constitution. We value this highly. Its use in various spheres of life is actively supported by the country’s leadership. Naturally, we held a substantive discussion on expanding bilateral cooperation in the military and military-technical sphere, and outlined plans for joint efforts to counter terrorism and extremism, drug trafficking and organized crime. Both Sides noted that the joint Russian military base deployed in Kyrgyzstan makes a significant contribution to strengthening the Republic’s defence capability and, in general, to ensuring security and stability throughout Central Asia. When reviewing current foreign-policy issues, we noted the close, and in many areas identical, alignment of our approaches approaches. Our countries coordinate positions in multilateral formats, including the #UN, the #SCO and the #CIS. 🤝 In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and to the President for the constructive and productive talks. I am confident that this visit and our negotiations will contribute to the further development of the multifaceted Russian-Kyrgyz relationship for the benefit of our peoples and our countries.

🎙 Russia's Foreign Minister Sergey Lavrov’s opening remarks at a joint meeting of the Collegiums of the Foreign Ministries of Russia and Belarus (Moscow, November 25, 2025) 💬 Today, we are looking back at the outgoing year, which marked the 80th anniversary of Victory in the Great Patriotic War, a sacred holiday for Belarusians and Russians. I would like to express my gratitude to our Belarusian allies for their consistently close cooperation and support in all our joint undertakings. Guided by the Programme of Coordinated Actions in Foreign Policy of the States Parties to the Treaty on the Establishment of the Union State for 2024-2026, we have closely cooperated within the framework of our common Eurasian associations, such as (in addition to the Union State) the #CSTO, the #EAEU, the #CIS, and the #SCO, as well as within #BRICS, the #UN, and the #OSCE. In all of these organisations, we act in solidarity on virtually all international issues. We are implementing important joint initiatives, including those aimed at strengthening security and stability in Eurasia. Diplomatic support of large-scale bilateral cooperation and integration processes within the Union State has remained our overriding priority. Undoubtedly, the Union State is a format that sets the tone for interaction across several areas. In accordance with the resolution adopted by the collegiums and instructions issued by the respective heads of state and government, we primarily focused on promoting cooperation within common integration entities, deepening ties among them, and expanding cooperation with the countries from the Global South. Likewise, we focused on coordinating our efforts on international legal issues, among them countering the West’s sanctions aggression, and other areas. <...> We have facilitated the dialogue between the EAEU and the SCO and BRICS, and the coordination of 2026-2030 EEC-ASEAN Cooperation Programme. We have started looking into the possibility of expanding CIS contacts with African organisations and established cooperation between the CSTO Secretariat and the AU Counter Terrorism Centre. As I mentioned earlier, we have jointly promoted on all international venues the initiative advanced by the President of the Republic of Belarus, Alexander Lukashenko, on the development of the Eurasian Charter of Diversity and Multipolarity in the 21st Century which aligns with the initiative put forward by President of the Russian Federation Vladimir Putin to form a new architecture of equal and indivisible security in Eurasia. <...> We have made significant efforts to expand international support for countering the practice of illegal unilateral sanctions. On the initiative of the Group of Friends in Defence of the UN Charter, of which Russia and Belarus are members and play an important role, the UN General Assembly adopted, in June, a resolution establishing the International Day against Unilateral Coercive Measures. <...> The agenda of today’s meeting is quite extensive. We will begin by discussing issues related to the joint use of humanitarian policy tools, the promotion of traditional values, and the preservation of historical memory. We will then consider matters related to cooperation with friendly states and their associations, as well as our approaches to building relations with the countries whose governments pursue an openly unfriendly policy towards us. This will also include our relations with the organisations that deviate from their own founding principles, do not adhere to impartiality and equal distance, but instead seek to take predominantly pro-Western political positions. We will place special emphasis on sharing experience in foreign policy information support. Following the meeting, we plan to sign a Resolution of the collegiums and a Plan for inter-ministerial consultations for 2026. #RussiaBelarus

🇷🇺🇰🇿 October 22 marks 3️⃣3️⃣ years since the establishment of diplomatic relations between the Russian Federation and the Republic of Kazakhstan. Our nations share common cultural, spiritual and moral values, centuries of living in a union-state, and mutual achievements and victories. Today's Russian-Kazakhstani relations are characterized as strategic partnership and alliance, and are based on long-lasting friendship, mutual trust and respect for each other’s interests. 🤝 The Leaders of Russia and Kazakhstan have developed close and cordial personal relations during many years of cooperation. Both countries' Presidents often hold talks and telephone conversations, exchanging views on current bilateral, regional and global issues. Our Foreign Ministers also maintain regular contacts. In October 2024, President Vladimir Putin paid a state visit to Astana, where the Sides coordinated a solid package of documents that strengthened the architecture of our multifaceted bilateral cooperation. 📈Russia is one of Kazakhstan’s largest trade, economic and investment partners. Mutual trade turnover reached a record of more than $28 billion in 2023 and was maintained at the same level in 2024. We are also increasing the share of national currencies (almost 90%) in mutual trade operations. There are over 23'000 businesses with Russian assets in Kazakhstan. Russia’s investment in the country's economy have exceeded $10 billion. The two countries are implementing over 60 major joint projects in all spheres of the Kazakhstani national economy. Our interaction in the oil and gas sector is developing dynamically. Russia’s Gazprom, Gazprom Neft, Tatneft and LUKOIL corporations hold a substantial position in Kazakhstan. Both countries' oil and energy companies are jointly developing hydrocarbon fields, processing energy resources and expanding the pipeline systems. Russia and Kazakhstan were among the initiators of integration processes in the post-Soviet space, and are the founding-nations of the Eurasian Economic Union (#EAEU). Moscow and Astana are working together within the #CIS, #CSTO and #SCO. Kazakhstan supports the Russian initiative of building an equal and indivisible security architecture in Eurasia. 🎙 Excerpt from Russia's President Vladimir Putin's answers to media questions at the news conference on the outcomes of his three-day visit to the Republic of Tajikistan. (October 10, 2025) ❓Question: Two major international summits have been held – the CIS summit and the Russia – Central Asia summit yesterday. How successful are they? 💬Vladimir Putin: Some time ago, when the Soviet Union ceased to exist, the establishment of the #CIS was announced. I believe that an overwhelming majority of our countries’ citizens did not have a very clear idea of what was going on – they believed that the CIS had replaced the Soviet Union. They believed that, in essence, very little would change. In reality, everything changed drastically. Unfortunately, the citizens of our countries were not informed in detail about the changes underway. But we are living in conditions that have evolved historically. Apart from living in these conditions, we should see how we can improve this vast region, how to move forwards and what should be done so as not to lose competitive advantages that emerged following the establishment on the territory of the former Soviet Union of common logistics, common industrial cooperation projects, and a common cultural code, despite the cultural diversity of the Soviet Union’s nations. The CIS is called on to preserve all this. It became obvious at a certain stage that the level of intra-CIS collaboration was not enough for addressing current complicated economic issues. For this reason, on the initiative of Kazakhstan and its President, Nursultan Nazarbayev, another association emerged – the EAEU, where its members are working within the framework of more profound cooperation between countries that deemed it possible, expedient and advisable to establish this association. ☝️But the CIS is not losing its significance; it essentially aims to maintain this common space, including its cultural and humanitarian aspects. Regardless of the scale of cultural differences between the most diverse nations of the former Soviet Union, Soviet people had their own common and distinctive moral code, which is very significant. The CIS is called on to preserve the heritage of the Soviet Union, and it is accomplishing this objective rather successfully. People-to-people contacts remain robust. Again, we are committed to preserving a seamless transport space, which is of paramount importance. 🇷🇺We actively support the Russian language as a language of interethnic communication. This is a fundamental element in uniting our efforts and preserving the competitive advantages that I mentioned earlier. This collaborative spirit extends to addressing security challenges and combating the most dangerous types of crime, such as drug trafficking. If you examine the package of documents we adopted and signed today, you will see that it speaks directly to these priorities. ❗️Ultimately, the preservation and strengthening of our unity is crucial for our shared future. The situation in the Central Asian countries follows a similar logic, albeit with local specificities. We all recognise the region’s rich ethnic diversity. The further, the more each nation is developing based on its own foundation – its own economy, its own cultural code, its own traditions. Russia is developing in the same way. This makes it all the more important that we do not drift too far apart. We must maintain our shared conviction that something unites us – a great deal actually – because that is the reality. <...> Our shared history is an important unifying force. Today, we have discussed the common Victory over Nazism – a shared legacy and a source of pride for all our nations. We will talk more about it in our ongoing meetings. That is, while we are connected by the past and the present, we must constantly seek and build upon the things that will unite us in the future. 🇷🇺🇧🇾 On June 9-10, Foreign Minister Sergey Lavrovheld talks with Foreign Minister of the Republic of Belarus Maxim Ryzhenkov, who was on his first official visit in Moscow. The talks were held in a traditionally trust-based and truly comradely atmosphere. The Ministers discussed a wide range of key issues of Russia-Belarus strategic partnership and alliance. They focused on diplomatic support for the integration process in the Union State. They voiced coinciding or quite similar positions, while considering current international and regional issues, including the resolution of the Ukraine crisis. The Sides exchanged opinions regarding their future collaboration to forge a Greater Eurasian Partnership and new Eurasian security architecture. Following the meeting, Sergey Lavrov and Maxim Ryzhenkov signed a joint address to the foreign ministers of Eurasian states on drafting the Charter of Eurasian Diversity and Multipolarity in the 21st Century. The Ministers reviewed, in great detail, issues of future integration within the framework of the Collective Security Treaty Organisation (#CSTO), the Eurasian Economic Union (#EEU), the Commonwealth of Independent States (#CIS) and the Shanghai Cooperation Organisation (#SCO), as well as mutual collaboration at the United Nations Organisation and the Organisation for Security and Cooperation in Europe (#OSCE). 🇷🇺 The Security Council of the Russian Federation: ⚡️The comprehensive high-level international dialogue on the future architecture of global security has definitively dispelled the myth of Russia’s isolation. The 13th International Meeting of High Representatives for Security Issues concluded in Moscow. The three-day international dialogue chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu held at Rossiya National Centre was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organisations. Foreign Minister Sergey Lavrov took part in the plenary session, during which 60 speakers delivered their remarks. The Minister shared his assessments of the Ministry’s performance amid dynamic global processes. The Russian delegation held over 80 bilateral meetings, while foreign representatives held more than 40 bilateral meetings among themselves. Multilateral meetings were held in BRICS, the SCO, the CIS, and Russia-ASEAN formats. A briefing was organized for delegations from African countries, while an expert seminar on global security issues took place as well. 💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting: “The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. The participants unanimously noted that the meeting was held in an atmosphere of mutual trust, and the discussions were informative and productive. The open and trust-based dialogue about the need for forming equal and indivisible security architecture served as an effective confirmation of the fact that the multipolar world, in which the security of each country matters, already exists.” Foreign delegations expressed strong interest in the exhibition ‘Journey across Russia’ by the National Centre, which showcased the diversity of our country’s scientific research and cultural endeavours and the multifaceted achievements of modern-day Russia, as well as in the ‘We Accuse’ photo exhibition about the crimes committed by the Kiev regime during the special military operation in Ukraine, as well as in an exhibition dedicated to the 80th Anniversary of Victory in the Great Patriotic War.

#Announcement 🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues. Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations. The agenda of the 13th forum focuses on international security cooperation. ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.
