It underscores your personal attention to the development of mutually beneficial strategic relations with Russia, as well as to the agenda that will be discussed at the next summit during the upcoming visit of President Vladimir Putin to China. Yesterday, my colleague and friend Wang Yi and I held very detailed discussions on preparations for this major upcoming visit. Thanks to the diplomacy of the two Leaders – yourself and Vladimir Putin – our relations continue to demonstrate a high degree of resilience amid the upheavalsthat have engulfed the modern world both economically and geopolitically. Regrettably, these contradictions are increasingly taking on a military dimension. Against this backdrop, Russia-China relations, which serve as a stabilizing factor in international affairs, are becoming ever more significant for the rest of the world, for the Global Majority, which seeks not problems or turbulence, but calm conditions for sustainable long-term development. It is in this context that we held detailed discussions and will brief you today on the outcome of our exchange. Bilateral relations are on the rise in trade, investment, humanitarian affairs, culture and across all other areas. We also discussed regional and international issues, both from the standpoint of future Russia-China coordination on the bilateral track and in terms of our joint work at the #UN, the UN Security Council, the #SCO, #BRICS, the #G20 and #APEC. The speed of change is so high that even the boldest forecasts often materialise in real time. President Vladimir Putin said at the Plenary Session of the 22nd annual meeting of the Valdai International Discussion Club in October 2025 that “multipolarity has in fact already emerged”. The pillars of a polycentric world are already in place, but the structure itself remains flexible. There are several independent centres where systemically significant decisions are made. The most important of these are the US, China and Russia. India is developing its overall capacity. Brazil, Indonesia, Türkiye, Saudi Arabia and several other major countries are strengthening their international standing, and their influence is acquiring a transregional scope. Continental Europe has placed its bets on fighting Russia, and as a result, it is losing its chance to be independent in global affairs. A multipolar world is rising from the old system, often on its ruins. The fundamentals of international relations are being put to the test. Those that fail to meet the requirements of the new age are mercilessly cast aside. There are serious grounds to assume that not all of the “poles” mentioned above will weather the nascent geopolitical storm, and that new centres of power and influence will emerge as a result. The new element at this stage is that all “living” civilisations have moved to the centre of world politics for the first time. The “new rules” are being shaped “on the ground” by a large number of widely different players. As President Putin forecast at a meeting of the Valdai Club, “we will not see a clash of ideologies or states due to ideological differences but rather a clash of states and coalescence based on civilisational features.” Other key points: • The multipolar world order that is taking shape right before our eyes is being rejected by countries accustomed to thinking in terms of global dominance and neocolonialism, and they are making deliberate attempts to contain their geopolitical competitors and limit their growth opportunities by pushing them out of global and regional markets and exerting pressure on them. • Such behaviour has become systemic and echoes in developments across the world, including Southeast Asia. We can see how certain external forces are now trying to reshape the region to serve their own interests, with the aim of weakening China and sideline Russia. • Russia remains a reliable friend to the countries of Southeast Asia. Our relations are unburdened by either a colonial past or long-standing disagreements. Our country is seen not only as a centre of power, but also as a time-tested guarantor of security. • Direct contacts with influential regional organisations are expanding. Relations have been established with the Shanghai Cooperation Organisation, theEurasian Economic Union, and theGulf Cooperation Council. I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness. Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. 📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly. Key points (Unofficial translation): • 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil. • #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation. • We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy. • Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism. • The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia. • The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine. • Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war. • The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East. • NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region. • Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario. • We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. 🎙On July 10, H.E. Mr Anatoly Borovik, Russian Ambassador to Cambodia, held a briefing for representatives of ministries and agencies, public organizations, think tanks and mass media of the Kingdom. The Head of the diplomatic mission touched upon the relevant topics of Russia's foreign policy, paying special attention to the situation around Ukraine, in particular, the Kiev regime's crimes against Russian civilians and the course of the Istanbul process. The fact that it was the Russian side that initiated the resumption of consultations with Ukraine was emphasized. The need to reach long-term and comprehensive agreements that would address the root causes of the Ukrainian crisis and take into account the new territorial realities was highlighted. The Ambassador presented the reports “The Human Rights Situation in Ukraine” and “Human Rights Situation in Certain Countries”. H.E. 🎙Remarks by President of Russia Vladimir Putin at the main Plenary Session of the XVII BRICS Summit(July 6, 2025) 💬President Putin: Colleagues, friends. First of all, I would like to join the words of gratitude to President Lula da Silva and the Brazilian Chairmanship for their active efforts in advancing the strategic partnership within #BRICS. It is important that the BRICS countries continue to deepen their cooperation across key sectors in politics, security, the economy and finance, cultural and humanitarian contacts. This group has significantly grown and now includes leading states in Eurasia, Africa, the Middle East, and Latin America. Together, we possess a vast political, economic, scientific, technological, and human potential. 📈 The BRICS countries account for not only a third of the Earth’s landmass and almost half the planet’s population, but also for 40 percent of the global economy, while their combined GDP at purchasing power parity stands at $77 trillion. This is the 2025 data according to the IMF. By the way, BRICS is substantially ahead of other groups in this parameter, including G7 with $57 trillion. Year after year, our group’s global authority and influence continue growing. BRICS has rightfully established itself as one of the key centres of global governance, with our collective voice in support of the global majority’s vital interests resonating ever more powerfully across the international stage. BRICS has many supporters in the Global South and East. The culture of an open partnership and cooperation, mutual respect and consideration for each other’s interests in the group appeals to them. Based on this knowledge, during the summit in Kazan, Russia, in October 2024, we decided to establish a category of BRICS partner states, to develop ad hoc practical cooperation with all interested countries. BRICS has ten partner states to date. 🌐 I will stress that the BRICS countries represent different development models, religions, authentic civilisations and cultures, while unanimously upholding equality and neighbourliness. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. In 2024, the share of Russia’s national currency, the ruble, and the currencies of our friendly states in transactions with Russia and other BRICS countries reached 90 percent. 📄Read in full

🎙Foreign Minister Sergey Lavrov’s remarks at Session II of the XVII BRICS Summit «Strengthening multilateral world order, financial and economic issues, artificial intelligence»(Rio de Janeiro, July 6, 2025) 📄Read in full Key talking points: • Strengthening the multilateral world order while the international system goes through fundamental transformations is one of the crucial tasks for#BRICS and for the entire international community. • Multipolarity is not a choice but rather an objective reality which succeeds the outdated neoliberal model that actually builds on neocolonial practices. The traditional paradigm of globalization where the predominant role is played by the so-called developed states of the West is becoming a relic. • Countries of the Global South and East are becoming a main driving force of the global economic growth. Regional organizations such as the African Union, CELAC, ASEAN, SCO, EAEU are playing an increased role. In this context conceptual and practical approaches are being developed to establish a new architecture of world economy based on the principles of equality, multilateralism and non-discrimination in trade, financial settlements, technology, logistics. • BRICS countries account for more than 40% of the global gross domestic product based on purchasing power parity, and together with partner countries this figure is at 45% or 93 trillion dollars. Today BRICS represents more than 20% of global trade and almost a half of world population. • The share of BRICS countries in trade with Russia is constantly growing and in 2014 it exceeded 48%, with 90% of mutual settlements made in national currencies. • It is of significant importance to pursue the reform and depolarization of the Bretton-Woods institutions which should reflect a real state of affairs in the world economy. The continued use of the IMF and WB with a view to preserve neocolonial practices is unacceptable. • The increasingly aggressive attempts by the West to introduce ideological ultimatums into the dialogue as what are virtually the main criteria – based on Western interpretations of human rights and democracy – are having an extremely negative impact on the delivery of the UN sustainable development goals. • To address imbalances and to mobilize resources for development Russia introduced an initiative to create within BRICS a New Investment Platform with the participation of the New Development Bank (NDB). We thank colleagues for showing their interest to the promising initiative. • Artificial Intelligence is becoming a critical technology. Experts estimate that AI contribution to the global domestic product will be at 20 trillion dollars by 2030. • We will need to address issues related to ensuring universal access to advance developments in this field. Secret initiatives put forward by a number of countries and with restricted participation with a view to promote non-consensus approaches are fraught with the most serious consequences. • The challenges associated with the development of digital technologies are transnational in nature and require collective response. • I am convinced that BRICS nations together with like-minded countries will continue to lead in promoting a just multipolar world order that will provide favourable conditions for sustainable development of all States without exception.

⚡️ Outcomes of the XXVIII St. Petersburg International Economic Forum📊📊📊📊 🌐 The Forum welcomed over 24'200 participants and media representatives from 144 countries and territories, including Russia. The largest delegations came from Indonesia (over 260), China (250), the UAE (over 120), Bahrain (over 80), and Saudi Arabia (over 80). The #BRICS+ format was represented almost in full (except Iran), alongside all associated partner countries. The number of representatives from #ASEAN countries increased fourfold. Among the high-ranking officials attending the Forum were: • President of the Republic of Abkhazia Badra Gunba; • President of the Republic of Indonesia Prabowo Subianto; • Prime Minister of the Republic of South Ossetia Konstantin Dzhussoev; • Vice President of the Republic of South Africa Paul Mashatile; • Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang; • Personal Representative of His Majesty the King of Bahrain on Youth and Charity Affairs, Sheikh Nasser bin Hamad Al Khalifa; • OPEC Secretary General Haitham Al Ghais; • BSEC Secretary General Lazăr Comănescu. 👨‍💼👩‍💼 The Forum brought together around 8'700 representatives from Russian and international businesses. ⚡️BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following the Military Strikes on the Territory of the Islamic Republic of Iran (June 24, 2025) 📃 We express grave concern over the military strikes against the Islamic Republic of Iran since 13 June 2025, which constitute a violation of international law and the Charter of the United Nations, and the subsequent escalation of the security situation in the Middle East. In the face of rising tensions with unpredictable consequences for international peace and security, as well as for the world economy, we underscore the urgent need to break the cycle of violence and restore peace. We call on all parties to engage through existing channels of dialogue and diplomacy, with a view to de-escalating the situation and resolving their differences through peaceful means. ☝️ We express serious concern over any attacks against peaceful nuclear installations, which are carried out in violation of international law and relevant resolutions of the International Atomic Energy Agency. Nuclear safeguards, safety and security must always be upheld, including in armed conflicts, to protect people and environment from harm. In this context, we reiterate our support for diplomatic initiatives aimed at addressing regional challenges. Civilian lives must be protected, and civilian infrastructure must be safeguarded, in full compliance with international humanitarian law. We extend our sincere condolences to the families of the victims and express our solidarity with civilians affected. Guided by the principles enshrined in the United Nations Charter, #BRICS remains committed to promoting international peace and security and to fostering diplomacy and peaceful dialogue as the only sustainable path toward long-term stability in the region. In this regard, we also reaffirm the necessity of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in line with relevant international resolutions. ❗️ We call upon the international community to support and facilitate dialogue processes, uphold international law, and contribute constructively to peaceful settlements of disputes for the benefit of all humanity. BRICS countries will remain seized of the matter.
