📆 On April 20, on the sidelines of the 22nd ASEAN-Russia Senior Officials’ Meeting in Kazan, H.E. Mr Andrey Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation, met with H.E. 🗓On 21 April, Kazan 🇷🇺 hosted the 22nd ASEAN-Russia Senior Officials’ Meeting (#ARSOM). 🔹️The meeting was co-chaired by Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko🇷🇺 and Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar H.E. Mr. Hau Khan Sum🇲🇲. 🔹️Held in the context of the 35th anniversary of ASEAN-Russia relations, the meeting featured an in-depth discussion on advancing the ASEAN-Russia Strategic Partnership across political, economic, and socio-cultural spheres. Concrete steps were identified to further develop and diversify practical cooperation, including the launch of new joint mechanisms and projects. 🔹️Participants reiterated their shared intention to jointly address emerging challenges and threats, as well as to strengthen the ASEAN-led regional security architecture in the Asia-Pacific. Promoting cross-platform linkages between #ASEAN, #EAEU, and #SCO was also discussed. 🔹️On the sidelines of the ARSOM, H.E. The speed of change is so high that even the boldest forecasts often materialise in real time. President Vladimir Putin said at the Plenary Session of the 22nd annual meeting of the Valdai International Discussion Club in October 2025 that “multipolarity has in fact already emerged”. The pillars of a polycentric world are already in place, but the structure itself remains flexible. There are several independent centres where systemically significant decisions are made. The most important of these are the US, China and Russia. India is developing its overall capacity. Brazil, Indonesia, Türkiye, Saudi Arabia and several other major countries are strengthening their international standing, and their influence is acquiring a transregional scope. Continental Europe has placed its bets on fighting Russia, and as a result, it is losing its chance to be independent in global affairs. A multipolar world is rising from the old system, often on its ruins. The fundamentals of international relations are being put to the test. Those that fail to meet the requirements of the new age are mercilessly cast aside. There are serious grounds to assume that not all of the “poles” mentioned above will weather the nascent geopolitical storm, and that new centres of power and influence will emerge as a result. The new element at this stage is that all “living” civilisations have moved to the centre of world politics for the first time. The “new rules” are being shaped “on the ground” by a large number of widely different players. As President Putin forecast at a meeting of the Valdai Club, “we will not see a clash of ideologies or states due to ideological differences but rather a clash of states and coalescence based on civilisational features.” Other key points: • The multipolar world order that is taking shape right before our eyes is being rejected by countries accustomed to thinking in terms of global dominance and neocolonialism, and they are making deliberate attempts to contain their geopolitical competitors and limit their growth opportunities by pushing them out of global and regional markets and exerting pressure on them. • Such behaviour has become systemic and echoes in developments across the world, including Southeast Asia. We can see how certain external forces are now trying to reshape the region to serve their own interests, with the aim of weakening China and sideline Russia. • Russia remains a reliable friend to the countries of Southeast Asia. Our relations are unburdened by either a colonial past or long-standing disagreements. Our country is seen not only as a centre of power, but also as a time-tested guarantor of security. • Direct contacts with influential regional organisations are expanding. Relations have been established with the Shanghai Cooperation Organisation, theEurasian Economic Union, and theGulf Cooperation Council. ASEAN places great emphasis on strengthening ties with #BRICS. • Southeast Asia not only exists on the geopolitical map but is actively asserting itself as a promisingcentre of a multipolar world, a region raising its voice in global affairs. #RussiaASEAN

🗓 On March 20, Foreign Minister Sergey Lavrov held a traditionalmeeting with the ambassadors of #ASEAN member states accredited in Moscow. In the context of the 35th anniversary of Russia-ASEAN relations that this year marks, the sides engaged in a substantive discussion on advancing #RussiaASEANstrategic partnership across a wide range of areas, including countering common challenges and threats, trade and investment, high-tech and knowledge-intensive industries, digitalisation, energy, and the expansion of business and youth contacts. The main focus was on putting together anniversary events and agreeing upon a new medium-term policy document. A thorough exchange of views on international and regional priorities reinforced the importance of Russia-ASEAN dialogue for building stable security and cooperation architecture in the Asia-Pacific region based on respect for international law, equality, and openness. Prospects for aligning integration processes in Eurasia, strengthening ASEAN-EAEU and ASEAN-SCO cooperation, as well as establishing contacts on the ASEAN-BRICS track, were highlighted. 🤝 The meeting was held in a traditionally friendly atmosphere.

🗓 On January 30, the 5th ASEAN-Russia Tourism Ministers’ Meeting took place in Cebu, Philippines 🇵🇭. 🔹 The participants reviewed the implementation of the ASEAN-Russia Work Plan on Tourism Cooperation for 2022–2025 and outlined practical steps to further deepen cooperation. “We are witnessing steady growth in tourism exchanges between Russia and ASEAN Member States. By the end of 2024, mutual tourist flows increased by 20% compared to 2023. From January to September 2026, tourist exchanges reached 2.5 million people, effectively returning to pre-pandemic levels,” noted Mr. Nikita Kondratiev, Director of the Department for Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of the Russian Federation. 🔹 The positive dynamics were driven primarily by the expansion of air connectivity, the gradual liberalization of visa regimes, and stronger business ties. 🔹 A key outcome of the Meeting was the adoption of a new five-year ASEAN-Russia Tourism Work Plan (2026-2030) focused on digitalization, exchange of best practices, capacity building, and joint promotion of tourism. #ASEANRussia#RussiaASEAN

🗓On September 4, the traditional Russia-ASEAN business dialogue was held in Vladivostok as a part of the Eastern Economic Forum (#EEF) 10th anniversary, dedicated to strengthening of economic ties between our country and the Association of Southeast Asian Nations. 🇷🇺🇰🇭 The Kingdom of Cambodia was represented by H.E. Lim Phanphearak, Under Secretary of State of the Ministry of Commerce, who spoke about development of trade, economic and investment relations between the Russian Federation and the countries of the Asian region. He also noted the increase in trade turnover and interest of business circles in expanding the range of sectors for collaboration. 💬 During the event, the participants discussed prospects for trade and economic cooperation and considered joint strategies for interaction deepening in key areas such as energy, transport, new technologies and digital industry. #RussiaCambodia #RussiaASEAN

🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security. ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR). In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF. ☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture. This year marks the 20th anniversary of the first #RussiaASEAN summit, which was also held in Kuala Lumpur. During the Russia-ASEAN Ministerial Meeting on July 10, the sides will discuss a broad range of political, trade, economic, social and cultural issues in the framework of the implementation of the five-year Comprehensive Plan of Action to Implement the ASEAN-Russia Strategic Partnership, which their leaders approved in 2021, as well as the preparation of a similar document for the next five years. <...> 📈 In 2024, Russia’s trade with ASEAN countries has increased by 5.8 percent and reached $23.2 billion. Their total investment in the Russian economy in January through September 2024 amounted to $2.3 billion, and Russia’s total investment in Southeast Asia was $12.4 billion. <...> The Association has been successfully developing links with both the #EAEU and the #SCO, building upon the memorandums of understanding between ASEAN and the EEC (2018) as well as the SCO Secretariat (2005). *** 👉 The East Asia Summit serves as a platform for strategic dialogue among Asia-Pacific leaders, including on issues such as strengthening regional security architecture. Priority areas of sectoral cooperation span the economy, energy, environmental protection, public healthcare, maritime cooperation, emergency response, food security, education and regional connectivity. <...> Russia has put forward a package of specific initiatives for the East Asia Summit.
