🗓On 21 April, Kazan 🇷🇺 hosted the 22nd ASEAN-Russia Senior Officials’ Meeting (#ARSOM). 🔹️The meeting was co-chaired by Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko🇷🇺 and Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar H.E. Mr. Hau Khan Sum🇲🇲. 🔹️Held in the context of the 35th anniversary of ASEAN-Russia relations, the meeting featured an in-depth discussion on advancing the ASEAN-Russia Strategic Partnership across political, economic, and socio-cultural spheres. Concrete steps were identified to further develop and diversify practical cooperation, including the launch of new joint mechanisms and projects. 🔹️Participants reiterated their shared intention to jointly address emerging challenges and threats, as well as to strengthen the ASEAN-led regional security architecture in the Asia-Pacific. It underscores your personal attention to the development of mutually beneficial strategic relations with Russia, as well as to the agenda that will be discussed at the next summit during the upcoming visit of President Vladimir Putin to China. Yesterday, my colleague and friend Wang Yi and I held very detailed discussions on preparations for this major upcoming visit. Thanks to the diplomacy of the two Leaders – yourself and Vladimir Putin – our relations continue to demonstrate a high degree of resilience amid the upheavalsthat have engulfed the modern world both economically and geopolitically. Regrettably, these contradictions are increasingly taking on a military dimension. ⚡️Statement of the Shanghai Cooperation Organization regarding the Situation around the Islamic Republic of Iran The Member States of the Shanghai Cooperation Organization (#SCO) express serious concern over the developments in the Middle East and the military strikes on the territory of the Islamic Republic of Iran. The SCO Member States consider the use of force as unacceptable and advocate for the resolution of existing differences exclusively by peaceful means, based on dialogue, mutual respect, and taking into account the legitimate interests of all parties, in accordance with the norms of the international law and the principles of the UN Charter. The SCO Member States underscore the need to ensure sovereignty, security, and territorial integrity of Iran, and call on all parties to exercise restraint and to refrain from actions that could aggravate the situation. The SCO Member States strongly urge the United Nations and the UN Security Council to take immediate measures to counteract the undermining of international peace and security. The SCO Member States express sincere condolences to the families of those murdered as a result of the attack and declare their solidarity with and support for the Government and the people of Iran. 2 March, 2026

I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad. The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable. We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland. Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation. Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis. Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people. In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order. We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness. Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran. We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS. Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus. 📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly. Key points (Unofficial translation): • 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil. • #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation. • We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy. • Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism. • The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia. • The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine. • Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war. • The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East. • NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region. • Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario. • We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Over the past decade, the Forum, traditionally held in Vladivostok, has cemented its reputation as a respected international event. It offers businesses, including those from abroad, a valuable opportunity to discover the unique economic, scientific, technological, and infrastructural potential of Russia’s Far East, while also fostering broad and diverse international cooperation. In this regard, the theme of this year’s Forum is highly symbolic – The Far East: Cooperation for Peace and Prosperity. 📰Article by Russia' Foreign Minister Sergey Lavrov ‘The Helsinki Act’s 50th anniversary: Expectations, reality, and future’ Published in Rossiyskaya Gazeta on August 1, 2025 ✍️ Marking the 80th Anniversary of Victory in the Great Patriotic War and WWII in 2025 serves as an occasion for us to recall and reaffirm the importance of peace which came at such a high cost for our forefathers. We must also be mindful of how fragile this peace architecture is. In fact, its integrity hinges upon the ability of countries and their people to engage in coordinated collective action. Back in 1945, the year of Victory, major powers realised the need to overcome their differences for the sake of the humankind as a whole. This paved the way for establishing the United Nations as one of the key derivatives of this vision. In fact, the purposes and principles set out in the UN Charter remain relevant to this day and are in step with the reality of an emerging multipolar world order. But there is another international event which happened precisely 50 years ago and is worth commemorating. This is when the Helsinki Final Act of the Conference on Security and Cooperation in Europe (CSCE) was signed. It became a landmark event in consolidating the post-war architecture based on the framework resulting from the Yalta and Potsdam conferences. ☝️ Those camping on unfriendly positions towards Russia seek to diminish and sweep under the carpet the fact that our country, which was the USSR at that time, played a leading role in the Helsinki process, while also distorting the objectives the Soviet leaders were pursuing. We are facing groundless and unappealing accusations of undermining the European security framework, and politicians in the EU and NATO have made no secret of their intention to re-write the outcomes of WWII and do not shy away from concocting barbaric fakes for that purpose. Key points: • Western countries have breached all the OSCE agreements on arms control and confidence-building measures. Russia has appealed to the conscience of Western elites more than once, inviting them to coordinate reliable security guarantees based on fundamental commitment adopted within the OSCE. • Europe is deeply immersed in Russophobia, and its militarisation is essentially becoming uncontrollable. There are more than enough facts of this. <...> This brings historical events to mind: with their current leaders, modern Germany and the rest of Europe are transforming into a Fourth Reich. • In recent years, the West has openly shown absolute contempt for the OSCE’s principles & embarked on the path of suppressing rivals through economic pressure, including unlawful unilateral measures against Russia, Belarus and any other country that strives to defend its legitimate national interests. The OSCE marked a decisive end to practical cooperation between the East and the West. • The scale of accumulated OSCE problems is immense. Burdened by them, the Organisation has been side-lined in international affairs. The Vienna platform no longer offers space for cooperation or security. The architects of the Helsinki Final Act did not envisage such a future for the pan-European process. It is high time to consider whether such an Organisation has any reason to persist. • Today, the ideas of sovereign equality of states and their mutually respectful dialogue – strangled in the OSCE – are being realised through multilateral cooperation projects within the CSTO, the CIS, #SCO, and other regional frameworks across Eurasia. • As a strategic objective, Russia envisions forming a flexible and resilient architecture of equal & indivisible security and cooperation in Eurasia, capable of addressing contemporary challenges. • There will be no future for the OSCE if NATO and EU countries do away with the consensus rule and continue using this platform with its headquarters in Vienna as their private mouthpiece for spreading shameless propaganda campaigns to demonise Russia & any other parties who break ranks, while backing their underlings in Kiev. 🌏 On July 10-11 in Kuala Lumpur, Russia's Foreign Minister Sergey Lavrov will attend the annual ministerial events of the Association of Southeast Asian Nations (#ASEAN), including Foreign Ministers’ meetings in the format of Russia-ASEAN, the East Asia Summit (#EAS), and the ASEAN Regional Forum (#ARF) on security. ASEAN is the centrepiece of a system of interstate associations involving leading global powers and cooperation processes in the Asia-Pacific Region (APR). In the context of growing geopolitical risks, the current imperative is to strengthen the ASEAN-based architecture of security and cooperation, in particular, by enhancing the practical activities of its main multilateral mechanisms, including the EAS and the ARF. ☝️ Russia-ASEAN relations are a vital stabilising factor in the region amid the growing conflict potential in the APR. Moscow views ASEAN as a key partner in the implementation of President Vladimir Putin’s initiative for creating a Eurasian security architecture. This year marks the 20th anniversary of the first #RussiaASEAN summit, which was also held in Kuala Lumpur. During the Russia-ASEAN Ministerial Meeting on July 10, the sides will discuss a broad range of political, trade, economic, social and cultural issues in the framework of the implementation of the five-year Comprehensive Plan of Action to Implement the ASEAN-Russia Strategic Partnership, which their leaders approved in 2021, as well as the preparation of a similar document for the next five years. <...> 📈 In 2024, Russia’s trade with ASEAN countries has increased by 5.8 percent and reached $23.2 billion. 🗓 On May 27-29, the 13th International Meeting of High Representatives for Security Issues chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu took place in Moscow. 🇷🇺🇰🇭 The event was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organizations. Cambodia was no exception, joining the comprehensive high-level international dialogue on the future architecture of global security. ❗️ On May 28, the 5th ASEAN-Russia Consultations of the High Representatives for Security Issues were held in on the sidelines of the International Meeting. Participants exchanged views on regional security in Asia-Pacific, discussed issues related to the system of strategic stability and arms control. 💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting: “The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. This reflects a tectonic shift in international politics, which took place over the past years and continues to this day. It primarily consists of an accelerated emergence of a multipolar world order, as well as new centres of development across the Eurasian continent, Africa and Latin America taking on a bigger role in the global distribution of power. • #BRICS exemplifies constructive multilateral cooperation among major international actors and their partners representing various continents, cultures and religions. It has firmly established itself as one of the pillars of a multipolar world order and a champion of the Global Majority on the international stage. • Upholding international law and seeking guidance from the principles of equality and neighbourly relations, as well as mutual respect and taking into account each other’s interests guarantees peace and stability. • The conflict in Ukraine (and more fundamentally, the profound security crisis across Europe) was triggered precisely by NATO’s aggressive eastward expansion over decades that was in direct contravention of the solemn assurances by American and European leaders to both Soviet and Russian leadership regarding the alliance’s non-expansion. • The alliance [NATO] is now taking steps to operate outside its area of responsibility, seeking to move into the Asia-Pacific region — the Indo-Pacific, as they call it — threatening to undermine the #ASEAN-centric security architecture that has developed there over decades and allowed the countries in the region and their partners in different parts of the world to successfully cooperate. This causes deep concern for the future of ASEAN and the future well-being of its member states. • We advocate for the creation, under current conditions, of a global security architecture rooted in the objective trends of multipolarity, the emergence of new growth centres, and one that guarantees equal conditions for the peaceful development of all states without exception. <...> The foundation for this already exists – the UN Charter. What is required is for all to adhere to it in good faith. • A crucial step towards the goal of global security is the formation of an architecture of equal and indivisible security on the Eurasian continent — the most expansive and resource-rich region, the stability of which underpins the resilience of a multipolar world. • Russia does not seek to impose anything on anyone and is ready to engage in mutually respectful dialogue with everyone.
