🗣Embassy comment On October 12, 2024, we read in the Straits Times another opus entitled "Putin likely to boost efforts to confuse European public as Ukraine war rages” by its international affairs correspondent Jonathan Eyal. The feeling is mixed – bewilderment, misunderstanding, and indignation. It seems that not being able to understand the true causes of Europe’s problems and its political and economic difficulties, rooted in the complete loss of sovereignty and its growing dependence on the US, the author, driven by a vicious logic, seeks to find the source of his fears in others. The stereotypical anti-Russian logic, which has been implanted into the mass consciousness of Europeans at the instigation of Washington since the start of the hybrid war against Russia in Ukraine, suggests to Mr Eyal, as we understand, a convenient solution. Indeed, how simple is that… All problems with ensuring the security of weapons arsenals, man-made disasters, fires, explosions at military-industrial complex enterprises, fraud using ICT, failures in the operation of transport networks, disruption of GPS signals, etc., are attributed to the machinations of Moscow and the Russian special services. Of course, without any evidence, but only to please their own philistine ideas. Wake up, Mr Eyal! Stop being afraid of yourself, delve into your anxieties, get rid of the American-dependency complex, and try to look at things from an unbiased perspective... ☝Then, we are sure, you will see the things differently. It will become clear, that it was Russia that sought to create a system of equal and indivisible security in Europe, and it was Moscow that called for a reliable legal basis for it. It was we who warned about the challenges created by eastward NATO expansion, its expansion into the Asia-Pacific region; it was we who demanded an end to the genocide of everything Russian in Ukraine, which Western strategists have chosen as a battleground for unleashing a hybrid war against Russia. It is we who remain open to dialogue on a peaceful resolution of the conflict, but on the basis of equality and in line with our interests and changed realities. We are convinced that once you get to the heart of the matter, you will feel better and calmer. And stop denigrating and involving in your dishonest reasoning the name of the recognized leader of the Russian people, President Vladimir V. Putin. His authority is well deserved, recognized throughout the world and stands above any slander.

However, it is obvious today that the United States and its allies decided to draw the Asia-Pacific Region into NATO’s sphere of interests by creating all these narrow and exclusive US-led military and political associations. <...> ☝️ We have highlighted that this Western policy may lead to the region’s militarisation, while also threatening stability and sustainable development in the Asian part of our shared continent. Russia reaffirmed its unwavering support for ASEAN countries in their efforts to preserve peace and ensure equal cooperation with all ASEAN partners. <...> 👉 Instead of using the events held as part of the East Asia Summit for pursuing vested political interests, Russia opted for promoting initiatives in several domains, including pandemic response, people-to-people contacts, including tourism, and supporting volunteering. Today, this structure acts as one of the cornerstones of a multipolar world order. In just a few days, Kazan will be hosting the BRICS Summit, which will be a major international event. Several ASEAN countries were invited to attend it, and they accepted these invitations. Excerpts from responses to media questions. Key talking points: • The final declaration has not been adopted because of the persistent attempts by the United States, Japan, South Korea, Australia and New Zealand to turn it into a purely political statement, contrary to the decades-long practice of East Asia summits, which boils down to preventing the saturation of declarations with confrontational geopolitical narratives. • When the United States and its allies unanimously reaffirmed their commitment to ASEAN’s central role in facilitating cooperation in the region today, they were being dishonest. Everything they do is aimed at containing Russia and China. Everything that has been accomplished in the ASEAN-centric format over decades is being sacrificed to this goal now. That format was convenient for everyone and incorporated the interests of each and every stakeholder. The Officials conducted a trust-based exchange of opinions regarding the state of bilateral relations and their prospects. ❗EMBASSY COMMENT 🔶The Russian Federation continues to closely monitor and document instances of the use or planned use of chemical agents, including riot control agents (RCAs) and other chemicals not listed in the Chemical Weapons Convention (CWC), by Ukrainian armed formations in the special military operation zone. According to the Russian Ministry of Defence more than 400 instances of Ukraine using chemical agents in areas including Donetsk, Bogdanovka, Gorlovka and Artemovsk were registered. Detailed reports concerning the Kyiv regime’s extensive use of chemical warfare agents in violation of its obligations under the CWC, as well as provocations orchestrated by Kyiv and its Western allies to falsely accuse the Russian Armed Forces, have been regularly presented to the Organisation for the Prohibition of Chemical Weapons (OPCW), the UN Security Council, and the UN General Assembly since February 2022. Despite the clear evidence provided by Russia, Ukrainian forces continue to deploy toxic chemicals against Russian military personnel, civilians, and local officials. These actions involve substances listed under CWC Schedules 2 (BZ) and 3 (chloropicrin) and the use of RCAs. This conduct is supported by political endorsement from Western capitals, including Washington, Berlin, London, and Paris. Russia has also documented violations by Ukraine of other international treaties, such as the 1961 Single Convention on Narcotic Drugs and the 1971 Convention on Psychotropic Substances. Ukrainian actions further threaten the environment, particularly in areas with chemical plants in Donetsk, Lugansk, Sumy, Kharkov, and Odessa. The collective West has created an atmosphere of impunity, enabling the Kyiv regime to continue and escalate these serious violations involving toxic chemicals. According to credible information, with Western backing, Ukraine is preparing to stage anti-Russian provocations in the special military operation zone. These plans involve fabricating evidence intended to falsely accuse Russia of CWC violations during combat operations. Between July and September 2024, NATO countries delivered more than 70 advanced chemical detection and recording devices to Ukraine. Ukrainian forces have also received training in methods of falsifying evidence, similar to those used in previous incidents, such as in Syria, the Skripal case, and the alleged poisoning of Alexey Navalny. NATO, through the OPCW Technical Secretariat, is reportedly assisting Ukraine in creating a “body of evidence” to support false allegations against Russia. This information is on record. It is anticipated that this fabricated evidence will be swiftly passed to international experts for an ostensibly independent report, aimed at accusing Moscow of using chemical weapons, similar to previous situations in Syria. The intent behind this campaign is evident: NATO countries, disregarding international legal norms, are pursuing their stated goal of inflicting a “strategic defeat” on Russia, including through false flag chemical provocations. Additionally, Ukraine’s connections with terrorist groups and extremist networks in the Middle East and Africa pose a significant threat of “chemical terrorism” emanating from Ukrainian special services. Russia cautions Washington and its allies against further escalation, which risks undermining the integrity of the CWC framework established in 1997. The Russian Federation will continue to inform the international community about Kyiv’s CWC violations and the real situation on the ground in the special military operation zone. Russian investigative bodies have recorded numerous incidents, including attempts to poison civil officials, the use of drones equipped with toxic substances along the contact line, and the discovery of chemical stockpiles intended for sabotage in various Russian regions.

The Russian Federation emphasizes that those responsible for these actions against Russian citizens will be identified and brought to justice, facing the necessary and inevitable consequences.
