🗓On April 21, Kazan hosted a meeting of senior officials of Russia and the Association of Southeast Asian Nations (#ASEAN) at the level of Deputy Foreign Ministers. The Russian delegation was led by Deputy Foreign Minister Andrey Rudenko. The event was held under the banner of the 35th anniversary of Russia-ASEAN relations, which is being marked in 2026. The Sides held a detailed discussion on advancing the Russia-ASEAN strategic partnership in the political, economic and humanitarian spheres. Concrete steps were outlined for the further development and diversification of practical cooperation, with an emphasis on launching new joint mechanisms and projects. The Sides also reviewed progress in implementing the 2021-2025 Comprehensive Plan of Action #RussiaASEAN and preparations for a new medium-term programme document. The exchange of views on international and regional issues confirmed the commitment of Russia and ASEAN to strengthening the security architecture in Eurasia and the Asia-Pacific on the basis of openness, equality and respect for international law. The Sides also reaffirmed their readiness to expand cooperation in multilateral formats and to promote closer practical ties between #ASEAN, the #EAEU and the #SCO. #RussiaASEAN

⚡️Statement of the Shanghai Cooperation Organization regarding the Situation around the Islamic Republic of Iran The Member States of the Shanghai Cooperation Organization (#SCO) express serious concern over the developments in the Middle East and the military strikes on the territory of the Islamic Republic of Iran. The SCO Member States consider the use of force as unacceptable and advocate for the resolution of existing differences exclusively by peaceful means, based on dialogue, mutual respect, and taking into account the legitimate interests of all parties, in accordance with the norms of the international law and the principles of the UN Charter. The SCO Member States underscore the need to ensure sovereignty, security, and territorial integrity of Iran, and call on all parties to exercise restraint and to refrain from actions that could aggravate the situation. The SCO Member States strongly urge the United Nations and the UN Security Council to take immediate measures to counteract the undermining of international peace and security. The SCO Member States express sincere condolences to the families of those murdered as a result of the attack and declare their solidarity with and support for the Government and the people of Iran. 2 March, 2026

🎙Foreign Minister Sergey Lavrov’s statement following a high-level Plenary Session of the 3rd Minsk International Conference on Eurasian Security(Minsk, October 28, 2025) Read in full 💬Sergey Lavrov: The conference is steadily moving towards becoming a promising discussion and expert platform to develop concrete recommendations. From my standpoint, the fact that delegates from public authorities, as well as experts, political scientists, and civil society figures have come together for this event is important and makes it possible to leverage ideas coming from civil society that genuinely resonate with the people. An increasing number of people across the Eurasian continent recognise the importance of removing obstacles that are being artificially put up on the way towards sustainable, independent, and effective economic growth, improvements in the social sphere, and logistical infrastructure of this vast and resource-rich continent. President Lukashenko’s speech was followed by speeches delivered by foreign ministers of Hungary, Myanmar, and the DPRK, as well as the Special Representative of China for Eurasian Affairs. Still to come are speeches by ranking representatives from India, Iran, the UAE, Cambodia, and secretaries general of the #SCO, the #CSTO, and the #CICA. Over time, these integration groups will, through the natural process of restoring connections and developing joint projects, eventually become part of Eurasian architecture relying on an economic foundation and a logistical dimension, which is a solid basis for building security architecture. Forty-eight delegations are represented here. The participants will use various panels to discuss every angle of the pressing goals of Eurasian development. We are doing our best to promote President Putin’s initiative to create Eurasian security architecture within the context of our efforts to create the Greater Eurasian Partnership. We are using this tentative term to make sure the continent has platforms it can use to freely discuss, examine and bounce ideas off one another. You may have heard our statement. Many in the West recognise the importance of Eurasia, but the problem is that Western countries, primarily, NATO members are not ready to engage on an equal footing or to seek forms of pan-continental cooperation based on equality and indivisible security across our common geopolitical space. On the contrary, they want NATO bodies to spread across the entire continent, including the Pacific, where NATO seeks to create military-political alliance-like closed blocs with a limited number of participants, thus eroding the universal and open architecture that it took the ASEAN countries decades to build. All interested countries were welcome to be part of that architecture and use its various mechanisms. Efforts are being deployed to reverse this process and to subordinate ongoing developments in Eurasia to the interests of the North Atlantic Alliance. These interests are, above all, about containing China, Russia, and the DPRK and, in the long run, any other country that may wish to assert its right to pursue an independent policy based on national interests. In closing, I would like to point out that our Belarusian friends have put forward an initiative to draft a Eurasian Charter of Diversity and Multipolarity in the 21st Century. We strongly support this idea. Several countries said they were willing to participate in drafting this document. This process will take time, but the goal has been set, and a growing number of countries share it. We will keep moving towards this goal.

Importantly, the partnership has always been premised on ASEAN centrality — a principle that Russia fully respects. • The Comprehensive Plan of Action to the ASEAN and Russia Strategic Partnership (2021-2025) is being actively implemented. 📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly. Key points (Unofficial translation): • 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil. • #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation. • We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy. • Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism. • The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia. • The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine. • Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war. • The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East. • NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region. • Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario. • We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. 🎙Statement by Russia's Foreign Minister Sergey Lavrov at the G20 Foreign Ministers’ Meetingon the sidelines of the High-Level Week of the 80th Session of the UN General Assembly (New York, September 25, 2025) 💬 Sergey Lavrov: Mr Chairman, I express my gratitude for this initiative, which is becoming a tradition – to conduct G20 ministerial meetings on the sidelines of the UN General Assembly. Our meeting is taking place in the year of two landmark anniversaries. #Victory80#UN80 80 years ago – with my country playing a pivotal role – German Nazism and Japanese militarism were defeated, with the People’s Republic of China making a particularly significant contribution to overcoming the latter. This Victory enabled the establishment of the United Nations, whose founding fathers charged it with the mission to “save succeeding generations from the scourge of war” and “promote social progress.” Reliance on the principles enshrined in the UN Charter in their entirety, comprehensiveness, and interrelationship guarantees peaceful, progressive development of all States without exception – both large and small. ☝️ Refusal to adhere to the principles of the Charter reveals neo-colonial ambitions, fuelling global instability and multiplying regional conflicts. For decades, numerous crises in Africa – many inherited from colonial times, when borders were drawn literally with a ruler and without regard for ethno-religious factors – have remained unresolved. Another glaring example is the crisis in Ukraine, provoked by the West, which NATO and the EU have transformed into a direct war against my country, actively participating in it. The escalation in the Middle East also fits this pattern. The unprecedented and horrific humanitarian catastrophe in Gaza has already claimed 65'000 lives. Some UN staff working in the region cite estimates suggesting casualties may be ten times higher. None of Israel’s neighbours can feel secure. We witness this daily. In turn, unilateral economic sanctions – grossly violating the UN Charter – tariff wars, outright blackmail of international trade participants, and brazen breaches of WTO rules not only strike at the most vulnerable and unprotected groups of population but also pose a serious threat to the global economy through, inter alia, market fragmentation and supply chain disruptions. This December we will mark the 65th anniversary of the UN General Assembly’s adoption of the Declaration on the Granting of Independence to Colonial Countries and Peoples. Clearly, genuine democratisation of the world order and global economic relations would serve humanity’s interests. The steadily increasing role and importance of such multilateral global governance structures as #BRICS and the #SCO signify the formation of a multipolar world and exemplify equitable diplomacy. Even before its expansion, BRICS nations’ share of global GDP by purchasing power parity was twice that of the G7. At the BRICS Summit in Kazan in October 2024, specific proposals were put forward to establish new settlement infrastructure and independent exchange and investment mechanisms. Work has commenced on establishing the SCO development bank. These initiatives should enhance economic cooperation among the Global Majority nations, shielding them from unfair competition. I would like to emphasise the vast potential of the G20. Its composition reflects contemporary geopolitical realities, encompassing both dynamic emerging centres of growth and influence, including BRICS states, and G7 countries. We urge the swift implementation of prior G20 agreements to amplify the roles of Global South and East nations in the IMF and World Bank, proportionate to their actual weight in global economy and finance. <...> We maintain that the G20 must – as originally intended – focus on economic issues, avoiding entanglement in military and political agendas to the detriment of the prerogatives of the United Nations and its Security Council.

🎙Remarks by President of Russia Vladimir Putin at SCO Plus meeting(Tianjin, September 1) 💬 President Putin: President Xi Jinping, colleagues. It is a pleasure to extend a warm welcome to all participants of today’s meeting in the SCO Plus format. This is not our first gathering in such an expanded format, bringing together the Heads of State of the Shanghai Cooperation Organisation, leaders of observer states and SCO dialogue partners, honoured guests invited by the current chair, and the heads of leading international organisations. This clearly reflects the growing interest and attention of the international community in the multifaceted work of the #SCO. More and more countries are seeking open and equal dialogue. In addition to its ten full members, the Shanghai Cooperation Organisation also engages two observer states – Mongolia and Afghanistan – as well as 15 dialogue partners. I would like to take this opportunity to congratulate President of Laos Thongloun Sisoulith on his country’s unanimous admission as a partner of the SCO, as decided by the Heads of State Council. Applications from more than a dozen other countries seeking observer or dialogue partner status are currently under consideration. <...> Since its founding in 2001, the SCO has actively worked to promote peace, security, trust, and cooperation across our common Eurasian continent. It is equally important that the SCO participants consistently uphold historical and cultural values as well as civilisational diversity. #Announcement 🗓 On August 21, Russia’s Foreign Minister Sergey Lavrovwill hold talks with Minister of External Affairs of the Republic of India Dr. Subrahmanyam Jaishankar in Moscow. Russia and India have developed a special privileged strategic partnership based on mutual trust and respect. 🇷🇺🇮🇳 The core spheres of cooperation between our two countries include efforts to step up political dialogue in both bilateral and multilateral frameworks, as well as ensuring that agencies in charge of economic and financial matters, energy, arms manufacturing, science and culture work more closely together. Russia’s and India’s Foreign Ministers will pay special attention to the current and future avenues for promoting bilateral cooperation. They will also discuss the schedule for future contacts. 🗓 On July 15, Russia's Foreign Minister SergeyLavrov took part in the meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation in Tianjin. In the first half of the day, President of China Xi Jinping met with the Heads of Foreign Ministries participating in the Council meeting. The Chinese Leader shared his assessments of the #SCO’s current state and development prospects. Sergey Lavrov, on behalf of all his colleagues, delivered a reply speech. During the meeting in Tianjin, the Ministers discussed the Organisation’s activities in preparation for the upcoming meeting of the SCO Council of Heads of State (CHS) and the SCO Plus summit, scheduled for August 31-September 1 in Tianjin. They also reviewed a package of documents and decisions to be adopted at the Heads of State Council meeting. Guidelines for the SCO’s further development will be outlined in the SCO Development Strategy until 2035. 👉 The Tianjin Declaration will set forth agreed approaches to strengthening the SCO, while also addressing pressing global and regional issues. It is also expected that a number of thematic statements will be adopted, including those dedicated to the 80th Anniversary of the end of #WWIIand the founding of the United Nations. An in-depth exchange was held on key regional and international matters, as well as the situation within the SCO space. The Ministers underscored the importance of enhancing coordination among SCO member states in shaping a #MultipolarWorld order with the United Nations at its core. The meeting reaffirmed the shared commitment to deepening cooperation within the SCO as a vital pillar of an emerging architecture of equal and indivisible security across Eurasia.
