✍️Article by Russian MFA Foreign Policy Planning Department Director Alexey Drobinin and Deputy Director Maria Khodynskaya-Golenishcheva for Russia in Global Affairs(April 3, 2026) 🌏Southeast Asia in the Multipolar World 👉 Read in full ( Website | Telegraph ) 💬 Some experts writing about international developments come to the conclusion that multipolarity has emerged sooner than many were ready for it. The speed of change is so high that even the boldest forecasts often materialise in real time. President Vladimir Putin said at the Plenary Session of the 22nd annual meeting of the Valdai International Discussion Club in October 2025 that “multipolarity has in fact already emerged”. The pillars of a polycentric world are already in place, but the structure itself remains flexible. There are several independent centres where systemically significant decisions are made. The most important of these are the US, China and Russia. India is developing its overall capacity. Brazil, Indonesia, Türkiye, Saudi Arabia and several other major countries are strengthening their international standing, and their influence is acquiring a transregional scope. Continental Europe has placed its bets on fighting Russia, and as a result, it is losing its chance to be independent in global affairs. A multipolar world is rising from the old system, often on its ruins. The fundamentals of international relations are being put to the test. Those that fail to meet the requirements of the new age are mercilessly cast aside. There are serious grounds to assume that not all of the “poles” mentioned above will weather the nascent geopolitical storm, and that new centres of power and influence will emerge as a result. The new element at this stage is that all “living” civilisations have moved to the centre of world politics for the first time. The “new rules” are being shaped “on the ground” by a large number of widely different players. As President Putin forecast at a meeting of the Valdai Club, “we will not see a clash of ideologies or states due to ideological differences but rather a clash of states and coalescence based on civilisational features.” Other key points: • The multipolar world order that is taking shape right before our eyes is being rejected by countries accustomed to thinking in terms of global dominance and neocolonialism, and they are making deliberate attempts to contain their geopolitical competitors and limit their growth opportunities by pushing them out of global and regional markets and exerting pressure on them. • Such behaviour has become systemic and echoes in developments across the world, including Southeast Asia. We can see how certain external forces are now trying to reshape the region to serve their own interests, with the aim of weakening China and sideline Russia. • Russia remains a reliable friend to the countries of Southeast Asia. Our relations are unburdened by either a colonial past or long-standing disagreements. Our country is seen not only as a centre of power, but also as a time-tested guarantor of security. • Direct contacts with influential regional organisations are expanding. Relations have been established with the Shanghai Cooperation Organisation, theEurasian Economic Union, and theGulf Cooperation Council. ASEAN places great emphasis on strengthening ties with #BRICS. • Southeast Asia not only exists on the geopolitical map but is actively asserting itself as a promisingcentre of a multipolar world, a region raising its voice in global affairs. #RussiaASEAN

This is neither the bipolarity of the Soviet-American era with the Warsaw Pact and the North Atlantic Treaty Organisation, nor the unipolarity that emerged after the Soviet Union’s collapse. <...> Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged. • It is equally important that we develop action plans tailored for each partner country covering trade and economic cooperation, investment, scientific collaboration, and coordinated activity on the international stage, including at the United Nations and other organisations, based on agreements reached between presidents and prime ministers. Particular attention is devoted to #CIS, #EAEU, #CSTO, and the post-Soviet space at large. This day-to-day work relies on long-term planning and delivers tangible mutual benefits to both Russia and its partners. • Multiple centres of rapid economic growth, power, and financial and political influence have thus emerged. The world is being reshaped through competition. The West is reluctant to relinquish its formerly dominant positions. • Safeguarding security demands sustained action to ensure that the Nazi state established on our borders in Ukraine – and supported by the West as a vehicle for renewed confrontation – cannot continue to exist in its present form. Nazi foundations must be eliminated. We will ensure, and I have no doubt about it, our own security interests, by preventing the deployment on Ukrainian territory of any weapons threatening us, and, second, by guaranteeing reliable and full protection for the rights of Russian and Russian-speaking people, who have been living in Crimea, Donbass and Novorossiya for centuries, and whom the Kiev regime that came to power after a coup declared subhuman “species” and “terrorists” and unleashed a civil war against. • Russia chaired#BRICS in 2024. At that time, a summit was held in Kazan, and a number of our initiatives were put into action: alternative payment platforms, payment mechanisms in national currencies, the creation of reinsurance opportunities for trade within BRICS and between the association and its partners, the creation of a grain exchange, and a new investment platform. All this is not to spite anyone, especially the United States. This is due to the fact that the United States seeks to bring all processes in the areas I mentioned under its strict control and demands unilateral concessions. Without giving up contacts with them, to the extent that they are willing to engage on a mutually beneficial basis, we are interested, together with our BRICS partners, in creating an architecture that will not be subject to the illegal actions of one or another player from the Western flank. • The Greater Eurasian Partnership was bound to appear on the agenda. Many years ago, at the 2015 Russia – #ASEAN Summit, Russian President Vladimir Putin suggested this term which is based on an objective trend of Eurasia becoming the biggest, richest and fastest-growing continent, especially its Pacific part. It is the most heavily-populated continent which, importantly, has seen several great civilisations emerge and continue to exist – the Chinese, Indian, Arab, Persian and Russian civilisations. ☝️ It is for a reason that our initiative on building a common Eurasian security architecture, set forward by President Putin in 2024, is gaining momentum. 📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly. Key points (Unofficial translation): • 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil. • #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation. • We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy. • Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism. • The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia. • The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine. • Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war. • The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East. • NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region. • Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario. • We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. 🎙Statement by Russia's Foreign Minister Sergey Lavrov at the G20 Foreign Ministers’ Meetingon the sidelines of the High-Level Week of the 80th Session of the UN General Assembly (New York, September 25, 2025) 💬 Sergey Lavrov: Mr Chairman, I express my gratitude for this initiative, which is becoming a tradition – to conduct G20 ministerial meetings on the sidelines of the UN General Assembly. Our meeting is taking place in the year of two landmark anniversaries. #Victory80#UN80 80 years ago – with my country playing a pivotal role – German Nazism and Japanese militarism were defeated, with the People’s Republic of China making a particularly significant contribution to overcoming the latter. This Victory enabled the establishment of the United Nations, whose founding fathers charged it with the mission to “save succeeding generations from the scourge of war” and “promote social progress.” Reliance on the principles enshrined in the UN Charter in their entirety, comprehensiveness, and interrelationship guarantees peaceful, progressive development of all States without exception – both large and small. ☝️ Refusal to adhere to the principles of the Charter reveals neo-colonial ambitions, fuelling global instability and multiplying regional conflicts. For decades, numerous crises in Africa – many inherited from colonial times, when borders were drawn literally with a ruler and without regard for ethno-religious factors – have remained unresolved. Another glaring example is the crisis in Ukraine, provoked by the West, which NATO and the EU have transformed into a direct war against my country, actively participating in it. The escalation in the Middle East also fits this pattern. The unprecedented and horrific humanitarian catastrophe in Gaza has already claimed 65'000 lives. Some UN staff working in the region cite estimates suggesting casualties may be ten times higher. None of Israel’s neighbours can feel secure. We witness this daily. In turn, unilateral economic sanctions – grossly violating the UN Charter – tariff wars, outright blackmail of international trade participants, and brazen breaches of WTO rules not only strike at the most vulnerable and unprotected groups of population but also pose a serious threat to the global economy through, inter alia, market fragmentation and supply chain disruptions. This December we will mark the 65th anniversary of the UN General Assembly’s adoption of the Declaration on the Granting of Independence to Colonial Countries and Peoples. Clearly, genuine democratisation of the world order and global economic relations would serve humanity’s interests. The steadily increasing role and importance of such multilateral global governance structures as #BRICS and the #SCO signify the formation of a multipolar world and exemplify equitable diplomacy. Even before its expansion, BRICS nations’ share of global GDP by purchasing power parity was twice that of the G7. At the BRICS Summit in Kazan in October 2024, specific proposals were put forward to establish new settlement infrastructure and independent exchange and investment mechanisms. Work has commenced on establishing the SCO development bank. These initiatives should enhance economic cooperation among the Global Majority nations, shielding them from unfair competition. I would like to emphasise the vast potential of the G20. Its composition reflects contemporary geopolitical realities, encompassing both dynamic emerging centres of growth and influence, including BRICS states, and G7 countries. We urge the swift implementation of prior G20 agreements to amplify the roles of Global South and East nations in the IMF and World Bank, proportionate to their actual weight in global economy and finance. <...> We maintain that the G20 must – as originally intended – focus on economic issues, avoiding entanglement in military and political agendas to the detriment of the prerogatives of the United Nations and its Security Council.

Russia and India have developed a special privileged strategic partnership based on mutual trust and respect. 🇷🇺🇮🇳 The core spheres of cooperation between our two countries include efforts to step up political dialogue in both bilateral and multilateral frameworks, as well as ensuring that agencies in charge of economic and financial matters, energy, arms manufacturing, science and culture work more closely together. In this context conceptual and practical approaches are being developed to establish a new architecture of world economy based on the principles of equality, multilateralism and non-discrimination in trade, financial settlements, technology, logistics. • BRICS countries account for more than 40% of the global gross domestic product based on purchasing power parity, and together with partner countries this figure is at 45% or 93 trillion dollars. Today BRICS represents more than 20% of global trade and almost a half of world population. • The share of BRICS countries in trade with Russia is constantly growing and in 2014 it exceeded 48%, with 90% of mutual settlements made in national currencies. • It is of significant importance to pursue the reform and depolarization of the Bretton-Woods institutions which should reflect a real state of affairs in the world economy. The continued use of the IMF and WB with a view to preserve neocolonial practices is unacceptable. • The increasingly aggressive attempts by the West to introduce ideological ultimatums into the dialogue as what are virtually the main criteria – based on Western interpretations of human rights and democracy – are having an extremely negative impact on the delivery of the UN sustainable development goals. • To address imbalances and to mobilize resources for development Russia introduced an initiative to create within BRICS a New Investment Platform with the participation of the New Development Bank (NDB). We thank colleagues for showing their interest to the promising initiative. • Artificial Intelligence is becoming a critical technology. Experts estimate that AI contribution to the global domestic product will be at 20 trillion dollars by 2030. • We will need to address issues related to ensuring universal access to advance developments in this field. Secret initiatives put forward by a number of countries and with restricted participation with a view to promote non-consensus approaches are fraught with the most serious consequences. • The challenges associated with the development of digital technologies are transnational in nature and require collective response. • I am convinced that BRICS nations together with like-minded countries will continue to lead in promoting a just multipolar world order that will provide favourable conditions for sustainable development of all States without exception.

🎙Remarks by President of Russia Vladimir Putin at the main Plenary Session of the XVII BRICS Summit(July 6, 2025) 💬President Putin: Colleagues, friends. First of all, I would like to join the words of gratitude to President Lula da Silva and the Brazilian Chairmanship for their active efforts in advancing the strategic partnership within #BRICS. It is important that the BRICS countries continue to deepen their cooperation across key sectors in politics, security, the economy and finance, cultural and humanitarian contacts. This group has significantly grown and now includes leading states in Eurasia, Africa, the Middle East, and Latin America. Together, we possess a vast political, economic, scientific, technological, and human potential. 📈 The BRICS countries account for not only a third of the Earth’s landmass and almost half the planet’s population, but also for 40 percent of the global economy, while their combined GDP at purchasing power parity stands at $77 trillion. This is the 2025 data according to the IMF. By the way, BRICS is substantially ahead of other groups in this parameter, including G7 with $57 trillion. Year after year, our group’s global authority and influence continue growing. BRICS has rightfully established itself as one of the key centres of global governance, with our collective voice in support of the global majority’s vital interests resonating ever more powerfully across the international stage. BRICS has many supporters in the Global South and East. The culture of an open partnership and cooperation, mutual respect and consideration for each other’s interests in the group appeals to them. Based on this knowledge, during the summit in Kazan, Russia, in October 2024, we decided to establish a category of BRICS partner states, to develop ad hoc practical cooperation with all interested countries. BRICS has ten partner states to date. 🌐 I will stress that the BRICS countries represent different development models, religions, authentic civilisations and cultures, while unanimously upholding equality and neighbourliness. They prioritise traditional values, the high ideals of friendship and accord, striving to contribute to global stability and security, the prosperity and success of all nations. Without doubt, this constructive approach and unifying agenda are highly relevant amidst the geopolitical challenges of today. We all see that the world is experiencing tectonic shifts. The unipolar system of international relations that once served the interests of the so-called golden billion, is losing its relevance, replaced by a more just multi-polar world. Global economic patterns are changing faster. Everything indicates that the liberal globalisation model is becoming obsolete while the centre of business activity is gravitating towards developing markets, launching a powerful growth wave, including in the BRICS countries. To maximise the emerging prospects, it is important to intensify cooperation within the group, primarily in technology, effective resource development, logistics, insurance, trade and finance. It is important to continue expanding the use of national currencies in mutual payments. It is believed that creating an independent payment and monetary system within BRICS will expedite currency transactions while also ensuring their effectiveness and security. Furthermore, using national currencies in trade within BRICS is steadily growing. In 2024, the share of Russia’s national currency, the ruble, and the currencies of our friendly states in transactions with Russia and other BRICS countries reached 90 percent. 📄Read in full
