🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following the SCO Foreign Ministers Council meeting (Panaji, May 5, 2023) #SCO We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries. Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure. There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose. #Afghanistan Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Taliban’s status. Thus far, it is not recognised “de jure.” We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistan’s political forces. This has yet to be done. There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia. Throughout history, its employees have honourably protected the interests of the Motherland in the international arena despite any difficulties and challenges. In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks. Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law. ❗️ Efforts to enhance cooperation with #CIS countries, expand the integration process within the #EAEU, and strengthen ties within the #CSTO and the Union State remain a top priority. Special attention should be given to the proper implementation of tasks and responsibilities during Russia’s chairmanship of the CIS and of the expanded #BRICS association. The discussions were substantial, and we observed tangible progress in this regard. Since last year, the African Union has attained full membership within the G20. The League of Arab States (#LAS) and the Community of Latin American and Caribbean States (#CELAC) are interested in securing equivalent status. Such ambitions are commendable. We are confident that, in due course, the #EAEU may also rightfully aspire to similar standing <…> We articulated our perspective on international challenges and their resolution during a period when multipolar realities are increasingly acknowledged. The advent of multipolarity is self-evident to us and to the #BRICS nations. Statistical evidence underscores this trend. 📈 The combined gross domestic product of BRICS states has surpassed that of the G7 countries. BRICS accounts for 37 percent of global GDP, compared to the G7’s 29 percent. This disparity heightens the urgency of reforming global economic institutions to reflect the genuine weight of the Global South and the World Majority within the world economy, alongside fostering non-discriminatory economic ties. These matters were actively deliberated. Russia stands ready to vigorously facilitate further progress in this domain, though numerous challenges persist <…> We urged our Western counterparts to respect universally recognised rules of international law. Emphasis was placed on revitalising the United Nations’ role as a platform for coordinating state actions and forging a fair balance of interests. The role played by BRICS certainly attracts everyone’s attention at the global level <…> Speaking about entities that play a certain role in international economic relations, the G20 in general retains the role of a dialogue platform between the old and new centres of power. We spoke in favour of preserving the economic profile of this association <…> South Africa, which has led the G20 this year, completes the succession of BRICS presidencies that began in 2022, when Indonesia was at the head of the G20. In 2023 it was India, and in 2024 it was Brazil. This successive version of BRICS being at the helm of the G20 has had the positive outcome of strengthening the position of the Global South in our forum. ❗️ All this contributes to the establishment of a fairer multipolar world order based on the sovereign equality of states, as required by the UN Charter, and on all other principles of the Charter in their totality and interrelation. From answers to media questions: 🔹 The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, spoke at the G20 with the same array of accusations, proclaiming certain “plans” that would prevent Russia from taking its rightful place in the world. There is some tragicomic element to this. 🔹 The reaction of the “tragicomic figures” heading the Brussels bureaucracy and NATO to the meeting in Riyadh is highly illustrative. The mere fact that representatives of two great powers sat down, engaged in discussion, and articulated their respective positions is perceived by them as a betrayal of Western interests. These individuals are not in good health. 🔹 Multipolarity is gaining ascendancy. The growth trajectories of new, formidable centres of power – economic, political, and financial – demonstrate that this multipolarity is irreversible. By the way, Iranian assets are also partially frozen like Venezuelan assets and assets of many other countries. • The West, including the United States, do not always has enough power to maintain its domination, and thus they have to resort to dirty, anti-democratic and anti-market methods. • The West is planning and trying to split the group of the five Caspian states and impose decisions which will not get a consensus of the Caspian countries. • The second outrageous example is Palestine. Not only was the UN Security Council resolution violated in this case, but also a great number of resolutions of both the Security Council and the UN General Assembly. • The last year’s developments around the Iranian nuclear programme, the absolutely outrageous illegitimate actions by Europeans, the attempts to put the blame on the Islamic Republic of Iran for the collapse of the Joint Comprehensive Plan of Action (#JCPOA), <...> reaffirms that the entire world order is being subject to most severe tests. • When Iran was attacked by Israel followed by the United States, we condemned those actions as having absolutely nothing to do with international legality. The key is that so far no one has offered any clear evidence that Iran has violated something, neither the IAEA, nor the Israelis, nor the Americans. • Russia is firm in its commitment to ensuring the Islamic Republic of Iran its unconditional right to the peaceful use of nuclear energy, just as any other country. • Russia and Iran signed a Comprehensive Strategic Partnership Treaty. We will always support Iran and promote its legitimate rights. • Our bilateral plans [with Iran] are serious enough as are our plans of cooperation in the world arena. I mean in #BRICS, the #SCO and the #EAEU. This includes the United Nations and the Organisation of Islamic Cooperation. • We are also engaged in investment cooperation. In addition to the North–South corridor, there is also such a flagship project as the Bushehr NPP – its construction is ongoing. • There is a promising format that will help strengthen security in the [Middle East] – I am referring to the relations between the Islamic Republic of Iran and the Gulf Cooperation Council (#GCC). • There is the Collective Security Treaty Organisation, and we want to work with the Islamic Republic of Iran and with other neighbouring countries, including within this organisation’s framework. • In recent months, the Islamist Republic has made it clear that it is not seeking war or new conflicts. • In the United States and certain countries of Europe <...> there are people who have been speaking out in favour of reviving the arms limitation and control frameworks, including transparency measures. Iran and Russia have been proactive in backing this approach.
