🎙Remarks by President of Russia Vladimir Putin at SCO Plus meeting(Tianjin, September 1)
💬 President Putin: President Xi Jinping, colleagues.
It is a pleasure to extend a warm welcome to all participants of today’s meeting in the SCO Plus format. This is not our first gathering in such an expanded format, bringing together the Heads of State of the Shanghai Cooperation Organisation, leaders of observer states and SCO dialogue partners, honoured guests invited by the current chair, and the heads of leading international organisations.
This clearly reflects the growing interest and attention of the international community in the multifaceted work of the #SCO. More and more countries are seeking open and equal dialogue.
In addition to its ten full members, the Shanghai Cooperation Organisation also engages two observer states – Mongolia and Afghanistan – as well as 15 dialogue partners.
I would like to take this opportunity to congratulate President of Laos Thongloun Sisoulith on his country’s unanimous admission as a partner of the SCO, as decided by the Heads of State Council.
Applications from more than a dozen other countries seeking observer or dialogue partner status are currently under consideration. <...>
Since its founding in 2001, the SCO has actively worked to promote peace, security, trust, and cooperation across our common Eurasian continent. In this context, we have carefully considered the proposals put forward by President Xi Jinping for establishing a more effective and functional system of global governance. Such efforts are particularly relevant at a time when certain countries continue to pursue dictatorial practices in international affairs.
Russia supports President Xi Jinping’s initiative and is eager to engage in a substantive discussion of the proposals presented by our Chinese friends.
It seems that the SCO is capable of playing a leading role in shaping a more just and equitable system of global governance. Such a system should be based on the primacy of international law and the core provisions of the UN Charter, be truly balanced, take into account the interests of the widest possible range of countries, and ensure opportunities for their sustainable development and security.
The SCO is also actively advancing trade, economic, investment, and financial cooperation. It is noteworthy that, despite continuing challenges in the global economy, the combined GDP of the SCO member states grew by more than five percent in 2024, surpassing global averages. Industrial output rose by 4.6%. Cooperation is steadily deepening in such sectors as energy, finance, agriculture and food security, infrastructure, high technology, innovation, and transport.
It is equally important that the SCO participants consistently uphold historical and cultural values as well as civilisational diversity. On this basis, people-to-people ties are expanding, and cooperation in science and education, healthcare, and sports continues to strengthen. <...>
We would also like to invite delegations from all your countries to take part in the St Petersburg International Forum of United Cultures, which opens next week, as well as the Russia – a Sports Power forum, scheduled to take place this November in Samara.
🤝 I am confident that today’s meeting will be fruitful, strengthen the bonds of friendship among all the countries represented here, and help advance wide-ranging cooperation across many spheres.

Me iniciativën e Presidentit V.V.

💬 Vladimir Putin: I believe the growing interest in the work of the Shanghai Cooperation Organisation stems from our core values and ideals: a commitment to pursuing a sovereign and independent policy, alongside a collaborative approach with other countries to find collective solutions to global problems. These principles resonate with many around the world.
Our association has always emphasised the importance of considering the opinions and perspectives of a broad range of partners, respecting each state’s inalienable right to choose its own development model.
It is evident that the SCO is now one of the biggest and most influential regional organisations. As our chairman mentioned, its member countries are home to nearly half of the world’s population, produce about a quarter of the global GDP, and possess substantial intellectual and technological potential, as well as a significant portion of the world’s natural resources.
The active participation of the SCO in multilateral cooperation across various fields is particularly crucial in the current challenging international landscape, where fundamental political and economic transformations are taking place.
☝️ The world is becoming genuinely multipolar, with an increasing number of states ready to decisively assert their legitimate rights and interests. New centres of power are emerging, and the Shanghai Cooperation Organisation is solidifying its position as one of these key centres.
Therefore, the topic we have brought up for discussion is highly relevant: Strengthening Multilateral Dialogue – Striving Towards a Sustainable Peace and Prosperity.
This theme encapsulates the core mission of the SCO since its inception in 2001 – fostering an atmosphere of security and trust throughout our shared Eurasian region.
In this context, we appreciate the sincere and concrete proposals from SCO member countries for the peaceful resolution of the Ukrainian crisis, a result of the reckless and intrusive policies of the United States and its satellites.
As you know, Russia has never refused to negotiate, and is now ready to continue peace talks. It is Ukraine that withdrew from the talks, and it also did so publicly, on direct orders from London – which means Washington was also involved, there is no doubt about it – as Ukrainian officials have admitted bluntly and openly.
The Istanbul agreements – we have to give credit to the President of Türkiye, Mr Erdogan, for agreeing to be part of that process as a mediator – are still on the table. They were initialed by Ukraine’s chief negotiator, which means that, to all appearances, Ukraine found them acceptable. These agreements, the Istanbul agreements, remain on the table and can be used as a starting point for further negotiation.
The SCO member states coordinate their actions on the international track, including at the United Nations, and their foreign policy approaches are largely in accord or closely aligned.

🇷🇺🇨🇳 On September 25, Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Wang Yi on the sidelines of the 79th session of the UN General Assembly.
The Parties praised the development of political dialogue and practical cooperation between Russia and China amidst the highly turbulent international situation. Focus was placed on the implementation of agreements reached at the higher level, as well as the preparations for the BRICS summit in Kazan and new contacts between the two countries’ leaders.
The Ministers stressed the importance of enhancing the two countries’ foreign policy coordination at international platforms, such as the #UN and its Security Council, #BRICS, #SCO, #APEC, #G20, and other formats. Sergey Lavrov and Wang Yi mentioned that Western countries’ illegitimate sanctions imposed in circumvention of UN Security Council resolutions are unacceptable as they undermine the stability of the global economy and universal forms of trade and economic cooperation.
An in-depth discussion was held on global and Eurasian security, including settlement process for the Ukrainian crisis and measures to counter the West in escalating the situation in the Asia-Pacific region and around Taiwan, as well as on a number of other issues on the regional agenda.
The conversation took place in the traditionally trust-based and constructive spirit typical of the Russian-Chinese strategic partnership.

(April 14–15, 2026)
On April 14–15, 2026, Russian Foreign Minister Sergey Lavrov paid an official visit to the People’s Republic of China. In Beijing, he was received by President Xi Jinping and held talks with Minister of Foreign Affairs Wang Yi.
Strategic Partnership at a Historic High
President Xi Jinping spoke highly of the unprecedented level of bilateral relations, built over more than three decades and anchored in the Treaty of Good-Neighbourliness, Friendship and Cooperation (July 16, 2001), which has consistently guided Russia–China ties.
Sergey Lavrov conveyed warm greetings from Vladimir Putin and emphasised the central role of leader-level diplomacy in ensuring steady and comprehensive development of bilateral cooperation.
Broad International Agenda
During talks with Wang Yi, the sides conducted an in-depth exchange on key global and regional issues, including:
• the situation around Iran

• developments in Latin America
Particular emphasis was placed on strengthening coordination between Moscow and Beijing within major multilateral platforms:
#UN#UNSC#SCO#BRICS#APEC#G20
The ministers also addressed issues of peace and stability in the Asia-Pacific region, as well as cooperation in the post-Soviet space.
The discussions were held in a friendly, trusting and constructive atmosphere, reflecting the maturity of Russia–China relations.
Key Messages from Minister Lavrov:
Following the visit, Sergey Lavrov outlined a number of strategic assessments:
• Russia and China oppose attempts by the West to preserve or “renew” global dominance rooted in historical practices of control and unequal governance
• Eurasia is emerging as a central arena of global competition, amid NATO expansion efforts and increasing militarisation within the EU
• Russia–China relations are “unshakable in the face of any storm” and contribute to strengthening a more balanced international system based on the United Nations Charter
• Russia is ready to help address global energy and supply challenges on the basis of equal and mutually beneficial cooperation
• Escalation in the Middle East must be assessed through root causes, including external actions that have contributed to rising tensions around Iran
• The West continues to apply international law selectively, as illustrated by contrasting approaches to Kosovo and other regions
• Russia supports inclusive infrastructure and connectivity projects, including those aligned with China’s Belt and Road Initiative
• Dialogue, rather than coercion, remains the only sustainable basis for resolving international disputes
Summary
The visit confirmed the depth and resilience of the Russia–China comprehensive partnership, their shared commitment to a multipolar world order, and readiness to further enhance coordination across key international platforms.

🌐Today is International Day of Multilateralism and Diplomacy for Peace.
On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the world’s nations in the goals and principles of the UN Charter.
🇷🇺🇺🇳 Russia is invariably committed to the policy of upholding multilateralism and the UN’s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.
This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.
✍️ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UN’s role as a central coordination mechanism in coordinating the interests of UN member states.
At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.
⏰ Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russia’s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." The debate will be streamed live on all our feeds.

🎙Foreign Minister Sergey Lavrov’s remarks at an extended meeting with the participation of the Foreign Ministers from the Global South and the Global East(June 11, 2024, Nizhny Novgorod)
💬 Welcome to Russia and Nizhny Novgorod, a beautiful city, the beauty of which and the feelings of the residents of which you had the chance to enjoy yesterday.
Today’s meeting reflects the efforts of #BRICS members to develop ties with the stakeholder countries from the Global South and the Global East, the countries of the Global Majority,
in order to identify solutions to the most pressing global issues faced by all members of the international community without exception.
We are witnessing a profound transformation of international relations triggered by the formation of a fairer and polycentric system of international order, which would reflect the entire gamut of cultural and civilisational diversity of the modern-day world and ensure the right of every nation to determine its own future and its own path of development.
The stronger voice of the Global Majority, i.e. the countries of Asia, Africa, the Middle East, Latin America and the Caribbean, which are not part of the collective West, is a major trend now.
Only by uniting our ranks can we truly effectively promote a vision of a just future shared by all of us. In this context, it is important to strengthen the role of the country-to-country groups that advocate balanced and equitable approaches to international development.
We are talking about the formats which reflect the principles of equitable cooperation in practice rather than in words. These include, along with BRICS, #SCO, #AfricanUnion, #EAEU, #CIS, #ASEAN, #LAS, #CELAC, #GCC, #IORA and many other organisations. The chairs of many of these organisations are here with us.
We believe it is important to establish contacts between all such integration entities which operate at regional levels, on the one hand, and our global association BRICS, on the other hand. This will promote gradual and mutually respectful harmonisation of approaches to the issues facing all associations.
The strengthening the international legal framework and collective decision-making on global issues is now at the forefront. Only in this case will those decisions be effective and legitimate.
This principle is laid down in the UN Charter. Unfortunately, the collective West’s decisions, especially in the economy, finance, trade and more, increasingly fail to comply with the fundamental principles of the UN Charter.
Our countries have largely overlapping approaches to reforming the system of multilateral institutions, including the UN and the UN Security Council, as well as addressing the post-pandemic recovery of the global economy and the achievement of the Sustainable Development Goals approved by the UN General Assembly.
🤝 We look forward to discussing all these issues today.
